For anyone interested in radio and music, a trip to the U.S.A.is always a treat.

Scrolling around the dial in U.S. cities such as New York,Miami or Washington DC always guarantees an aural expe-rience. You can hear the expected and the unexpected, rang-ing from classic rock stations playing over and over again thesame tunes they were playing 10 (even 20?) years ago, to ear -dazzling dense, modern, upbeat sound such as on DC 101(rock) or WHFS (alternative) in Washington DC or KROCKin New York.

As the country which defined the model of modern com-mercial radio, the U.SA. has pushed to the limit the conceptof niche broadcasting, market segmentation and format-ting-indeed, there are now so many formats that even theexperts need a map to find their way around. They have eveninvented Lite AC-which sounds distressingly like a badbeer brand...

But what's really striking is that, in a country whichclaims to take pride in being a melting -pot of cultures, therearen't that many cross -format stations-such as Top 40 sta-tions reputedly were in their golden age-which transcend allmusic genres.

The musical output of most radio stations caters for spe-cific groups whose musical tastes are quite exclusive. A lookat nationwide playlists shows that having a cross -over hit inthe States is now harder than ever. In addition, looking atU.S. music from a European perspective, it appears that mostof the genres which rule U.S. airwaves-rap/R&B, countryand guitar rock-make comparatively little impact abroad.

That musical segmentation was quite apparent duringSony Music's international convention, held in Miami in themiddle of July. The flow of products presented during thosethree days seemed to bear out the impression that U.S.record companies produce first and foremost for theirdomestic market.

However, in between a seemingly endless stream ofteenage rappers, R&B crooners and alternative guitar -drivenbands, the European -signed acts (including Anouk, Anggunand Wes) performing to Sony staff in Miami offered a realbreath of fresh air. What they offerlargely has no equivalent in the U.S.market, and thanks to that, theystand a chance to break in America,provided they receive the support oftheir record company and increasedradio airplay.

In the rigidly formatted world ofU.S. radio, Europop (call it what youwill!) is currently spicing up the air-waves-and that's certainly a trendworth following.

Arcade sells up in France, restructures in Belgiumby Christian Lorenz & Marc Maes

PARIS/BRUSSELS - Dutch multime-dia group Wegener Arcade is planningto sell its wholly -owned affiliateArcade Music Company France, andis also undertaking a restructuringoperation at its Belgian operation.

According to a statement issued bythe board of Wegener Arcade on July27, the company expects Frenchinvestment company Wagram EquityPartners to agree to purchase amajority stake of 80 percent in ArcadeFrance. Wegener Arcade will retainthe remaining 20 percent of the com-pany, which after the acquisition willbe known as Wagram Musique.

Wagram Musique will be the exclu-

sive French licensee for all the ArcadeMusic Group's international productin France. The new label's distribu-tion will remain with Arcade's logis-tics partner, Dutch company DOCData. Arcade Music Group -ownedFrench labels Wotre and Flarenaschare not part of the deal, and willremain part of the Dutch group.

Arcade France had sales of $38 mil-lion in 1997, but incurred "substantial"losses, according to its parent company.The French label employs 75 staff,whose fate was uncertain at presstime.

The Arcade Music CompanyBelgium is grouping its label operationsinto two basic divisions following a suc-cessful merging of its promotional activ-ities and last October's acquisition of

independent Belgian label Alora Music.The Creastars label is to become

Arcade Belgium's main pop/artistdevelopment division, headed byPeter Vanderhallen, while CNR Music(to be headed by former Alora manag-ing director Bert Burm) will look afterMOR repertoire and the company'snew Spanish dance label, BlTmusic.Burm will also be responsible for theinternational exploitation of all theartists in both the CNR Music andCreastars divisions of the company.

"The [integrated promotions]strategy paid off, and now we areextending to the product and A&Rpart of the company," explains ArcadeMusic Company Belgium managingdirector Richard Dedapper.

Boost for BBC pop servicesby Mike McGeever

LONDON - U.K. public broadcasterthe BBC has earmarked £5 million($8.2m) to be pumped into promotingits two national pop music networksand their live music programming.

The money will be spent on musicprogramming, marketing campaignsand new on -air talent at nationalbroadcasters BBC Radio 1 (CHR) BBCRadio 2 (MOR/AC). Matthew

Bannister, director of BBCRadio, says: "This is aboutcreating real impact for ourpublic service broadcasting.The BBC's unique invest-ment in live performancesacross its networks is amajor cultural commitment."

Funding for the warchest to be used to con-tinue BBC Radio's audi-ence battle against thecommercial radio sectorwill come from trim-ming the annual oper-ating budgets of all theBBC's national radionetworks. A significant

proportion of the £5 million will go onmarketing and promoting mainlyRadios 1 and 2 which, along withBBC local radio, currently enjoycross -promotion on the corporation'stwo TV networks.

But some key players in the com-mercial radio sector say that the cor-poration is blurring its role as a pub-lic service broadcaster by movingRadios 1 and 2 too much into themainstream. Radio 1 was reposi-tioned as a "cutting edge" new musicstation by Bannister in 1993, butmany observers argue the station hasrecently been drifting back towards a"poppier" sound during the daytime.Meanwhile, the historically-MOR

Radio 2 has been subtly altering itsprogramming mix during the pastcouple of years towards more of anAC/gold sound, in order to attractyounger listeners.

Tim Schoonmaker, chief executiveof commercial radio group EmapRadio and chairman of theCommercial Radio CompaniesAssociation, says: "When the BBC'scharter was up for renewal a fewyears ago, Radio 1 was falling overitself to say how distinctive its pro-

gramming was [from commercialradio]. Now they are backsliding onit -outrageous."

He adds: "Radios 1 and 2 should beprivatised. The commercial sectorcould rim those stations just as effec-tively -if not more so -and save thelicence payers £81m [Radio 1 and 2'scombined annual budgets] a year.Then the BBC wouldn't have to goaround and cut the budgets of Radio4 [speech] and Radio 3 [classical],which are truly public services."

Skyrock is Paris' matchby Mini Bouton

PARIS - Rap -friendly CHR/urbannetwork Skyrock has overtaken NRJto become the most -listened -to musicstation in the French capital.

The breakdown of Paris listeningfrom French ratings organisationMediametrie for April -June 1998 (thenational figures were published inlast week's M&M) shows Skyrockchalking up a market -leading 9.2 per-cent weekly cumulative audience.

National CHR network NRJ haslost 100,000 Parisian listeners com-pared to the same period last year,falling to an 8.8 percent reach. RivalCHR network Fun Radiohas also suffered capitalpunishment, losing morethan 200,000 listeners sincelast year.

The Paris ratings areexcellent news for SkyrockCEO (and 15 percent share-holder) Pierre Bellanger, whois currently finalising negoti-ations for the take-over of thestation. "Bellanger and theHachette Filipacchi group

[which owns 85 percent of Skyrock] arepoised to announce, early inSeptember, the name of the buyer,"says a Skyrock source.

National AC networks RFM andCherie FM have both overtaken theprevious AC leader in Paris, Europe 2,according to Mediametrie. Amongst thelocal stations in Paris, community rapstation Ado FM has made considerableprogress (moving up to a 3.6 percentreach, level -pegging with establisheddance station Voltage FM), while rockstation Otii FM (purchased last year bythe U.K's Virgin Media Group) suf-fered its worst set of ratings for someyears, down to a 1.3 percent reach.

As the 12 nomi-nees for the 1998TechnicsMercury MusicPrize for the bestU.K./Irish albumof the year wereannounced, the

man who conceived theidea of a new award for

"musical excellence" back in1991 talked to M&M about thePrize's origins, progress and currentstatus (story, page 3).

Q: How did the Mercury MusicPrize idea come about?A: I thought of it in 1991, when I con-sidered the Brit Awards were a bit of acarve -up between the bigger recordcompanies. The voting was too exclu-sive, and musical innovation was not

rewarded. I wanted something inde-pendent and credible, with a votingsystem that would give less well-known music a chance and rewardexcellence. The Brits has sincechanged its voting system to give it abroader base.

Q: So, has the Mercury Music Prizelived up to your aspirations?A: Yes. I was warned in 1991 that itwould take six, seven years for it tobecome established and have animpact. Last year was the first reallybig effect the prize had on the market.Roni Size/Reprazent's [New Forms]album had sold, say, 25,000 copiesbefore the award. When it won, RoniSize became a household name -atleast in the music world -and saleswent up to around 250,000. We'vereached a new plateau of maturity andrespect this year. I'm not complacentbut we're getting there. What we needis more exposure.

Q: How important is radio cover-age to that exposure?A: [National public CHR broadcasterBBC] Radio 1 is very important. It's

easy for the music world to assumeeveryone automatically knows aboutthe Mercury Prize, but they don't.Radio builds exposure and respect, andit's good for all the nominees, not justthe winner. Local and regional radioare also very receptive. With 12 artists,there are bound to be local connectionsthey can pick up on.

Q: How has this year's change ofsponsor affected you?A: Technics took over from Mercury,whose parent, Cable &Wireless, hadchanged its way of doing business.Frankly, getting sponsorship is noteasy, but with Technics, who seem tobe in for the long haul, there's a directsymbiotic relationship. They have pro-motion ideas around the assumptionthat people who buy their equipmentneed something to play on it.

Q: What's your personal favouritefrom the 1998 nominees?A: Cornershop [When I Was Born Forthe 7th Time]. A fantastic album. But,of course, I have absolutely nothingto do with the voting!Interview by Terry Heath

Heavyweight fight fornew Madrid licencesby Howell Llewellyn

MADRID - Nearly 450 applicationshave been received for 25 new FM radiolicences in the Madrid region of Spain.

Madrid's regional government,which has set up a commission ofexperts to examine each application,is expected to announce the winnersin September.

The new licences are part of theSpanish government's decision to cre-ate 350 new FM licences throughoutthe country An average of 17 applica-tions have been received for each ofthe 25 Madrid region licences, but 33applications have been received forthe 106.3 FM frequency in the capi-tal, the only one of the new licencespowerful enough to reach all threemillion inhabitants of Madrid.

The number of applications is byfar the highest for any region thathas so far announced its licence hope-

fuls. For example, there were 80applications for the 52 licences inCastilla y Leon, and nearly 300 forthe 32 frequencies in Aragon.

The Madrid applicants includeestablished radio networks such asSER, COPE, and Onda Cero Radio,plus smaller groups such as RadioVoz and Radio Blanca. There are alsoapplications from various Catholicchurch -related groups, and from sev-eral newspaper companies.

Meanwhile, the Navarre regionalgovernment bordering the BasqueCountry in the north has awarded fiveof its eight licences, deciding to leavethree unfilled. None of the majorgroups were awarded the licences,which all went to local applicants,including the University of Navarreand the region's first legal Basque -lan-guage (Euskera) station, XorroxinIrratia, which will be based in the townof Lesaka.

Sud wields axe at RMCby Renzi Bouton

PARIS - The restructuring plan atfull -service French broadcaster RMCfollowing its take-over by SudCommunications-the group formedespecially to do so-will see thedeparture of half its 240 employees.

The plan aims to return the stationto solvency by saving around Ffr70 mil-lion ($11.5m) per year. Ffr5Om will comefrom the redundancies, and a furtherFfr2Om from savings on overheads.During its last financial year, RMC lostsome Ffi.90m on a turnover of Ffr160m.

The lay-offs will affect all areas ofRMC, which has headquarters in bothParis and Monaco. The Parisian staffwill decline from 51 to 12 (essentiallyjournalists), while staffing in theMonaco offices will reduce from 166 to100. Regional offices will also be cutdrastically, to be replaced by correspon-

dents. The bulk of the redundancieswill take place during the summer, fol-lowing negotiations with trade unions.

According to a source, the restructur-ing plans "will maximise synergiesbetween Sud Radio and RMC in news,programming and advertising." Themain shareholder of Sud Comm-unications is Laboratoire Fabre, whichowns full -service regional station SudRadio. Sud Communications hasalready chosen Sud Radio's advertisingagency, IP, to represent the new RMC.The source says the creation of anRMC/Sud Radio joint airtime packagefor advertisers should increase RMC'srevenues by Ffr20-25m over three years.

Scheduling manager Jean-MarieFerrand and programme managerDominique Cantien are currentlyworking on new RMC programming,but nothing concrete has yetbeen decided.

Complaints tothe authority have revealed thatunwitting victims may suffer some dis-tress-for example, on CHR stationViking FM/Hull a man was heard cry-ing on air after being told (falsely) thathe was being fined £2000 for not pay-ing his road tax. The new guidelinesrequire that permission be soughtfrom "victims" before calls can bebroadcast, and state: "The `wind-up'call is a technique that, if it is to beused, requires care. The general ideabehind 'wind-ups' should be that theyare good-humoured and that 'victims'should not be exploited in an unac-ceptable way."

BONTON SIGNS BERTLESMANN DEALPRAGUE - Czech media and entertain-ment giant Bonton Holdings hasentered a 50/50 local joint venture withBertelsmann's World Of Music AndVideo mail order club. Bonton is thelargest film, music and video distributorand the biggest music producer andretailer in the Czech Republic and Slo-vakia. Its interests also include CHR

station Radio Bonton (half of which isowned by U.S. media group Clear Chan-nel Communications), and record labelSony Music Bonton, a joint venture withSony Music.

Evangelist broadcaster EO, one ofthe public broadcasting organisationswhich contributes programming to3FM, faces total elimination from week-day schedules. Ironically, it will get aSunday evening slot (20.00-24.00),which appears to sit uneasily with theorganisation's religious beliefs aboutSunday working.

The duel between Sony and EMIfor European chart honoursshifted in Sony's favour duringthe second quarter of 1998,writes Terry Heath.

Fuelled by the ongoing sales of theManic soundtrack, Sony was able tobreak the U.K. group's dominance of thecharts, which had extended through1997 and into the first quarter of thisyear, with a virtual clean sweep of thevarious categories.

Sony's slight edge over EMI is shownin data compiled by Music & Media,based on chart positions in the

Eurochart Top 100 Singles and theEuropean Top 100 Albums charts.According to those figures, Sony cap-tured a 22.5 percent share of the albumschart during January -June 1998, and a21.3 percent share of thesingles chart in the same S 0 nperiod. EMI also record-ed a 22.5 percent share of thealbums chart, but failed to improve onits singles share, holding on to thirdplace behind Sony and PolyGram (20.5percent) with a 15.2 percent share. Allthree of those companies lost overall sin-gles and albums chart share, compared

Popkomm. celebrates its golden decadeby Terry Heath & Christian Lorenz

German music and enter-tainment industry fairPopkomm. celebrates its10th anniversary thisyear. What began as an

informal get together of the Germanmusic industry in a small communitycentre ten years ago has since growninto the world's largest event of itskind, with more than 15,000 accredita-tions in 1997. Organised by Cologne -based company Musik Komm, the fair,its conferences and its extensive livemusic programme attract more inter-national visitors and exhibitors everyyear. Popkomm.98 is expected to con-tinue at that high level, while addingfilm and new media to its agenda.

Why has Popkomm. fared so well ina fairly static music market? If you askMusik Komm managing director UliGrossmaas, the fair's strength is that itis politically loaded, that it invites dis-cussion of business conditions ratherthan taking them for granted.

"Right from the beginning, popmusic always meant more to us thanretail, licensing and distribution," saysGrossmaas. "Popkomm. fingers muchearlier stages in the value chain. Itstarted in the late '80s as an industry -internal dialogue between independentlabels and majors on the then prevail-ing conditions of the music business.Now, 10 years on, that dialogue hasextended to take in a much largerframe of reference."

"This year," adds Musik Kommdeputy MD Ralf Plaschke, "we want togive a more concrete idea of this new,expanded framework of the entertain-ment industry With a focus on spokenword recordings, film and new tech-nologies, we're trying to demonstrateinnovative ways for the music busi-ness without losing sight of the coreskills of the industry."

Grossmaas underlines that coretasks such as A&R, marketing andpromotion will continue to form thebasis for Popkomm. Widening thefair's view is part of Musik Komm'scommitment "to nurture an ideologicalclimate in which people communicatelong before the finished productappears," says Grossmaas. "Pop musicis a business which thrives on emo-tions. These emotions have to be re-evaluated in the light of changingsocial and economic conditions."

A political agendaAs European politicians continue toacknowledge the economic importanceof the music industry, Popkomm.98highlights the closer relationshipbetween music, politics and the law inthe digital age.

As well as the plethora of concertsand showcases, what is proclaimed as"the world's biggest get-together for themusic industry" also has a strong rep-resentation from the world of politics,examining the serious questions ofcopyright and accountability posed bythe border -breaking advent of electron-ic communications.

The party atmosphere generated byPopkomm.98's welcoming media event,scheduled for the evening ofThursday, August 13 and organisedby Musik Komm, EMI and VIVA 2, willgive way the following day to a pro-gramme of lecture and discussion top-ics, in some cases featuring top politi-cians invited to share their view of thedigital future withrecord industry execu-tives anxious to pro-tect intellectual prop-erty rights.

Germany's federalminister of justice,Professor Dr. EdzardSchmidt-Jortzig, kicksoff proceedings at13.00 on Friday,August 14 with hisopening address on thetheme: "Will recordmanufacturers remainequal partnerswith the lords ofthe Internet?"

The session,acknowledgingthat the technicalfoundations of the Internet are alreadyin place, addresses the fact that it isnow up to politicians to decide if-andhow-record labels can be guaranteeda legally sanctioned independentsource of income from on-line services.

VEDAS POPS INWith its fey, lo-fi originality, weird vocals and strong hook,Roy Vedas' debut single Fragments Of Life (Mercury) is des-tined to be one of this year's memorable pop moments. In itsoriginal form it's not much of a club tune, so the remixersdrafted in for this project have provided a rhythm for everytype of disco on two 12-inchers. For house fans, the PFProject's Omega Mix stomps along Italian style, while break -beat lovers can rock to the hardstep vibe and sub -audio bassof the D.O.S.E. Mix. Vedas' own Roymix adds big drums anda touch of sleaze.

COMPOST SMELLING SWEETThe latest release from Munich's Compost is the JazzanovaER. The fruit of a new collaboration with Berlin -based labelJazzanova Records (also known as JCR), each of its threetracks is fresh, sassy, melodic and pleasantly challenging.The music is risque, with tasteful splashes of complexity andsome fine arrangments. Contrary to what Frank Zappa oncesaid, jazz is smelling rather good these days, thanks totougher beats culled from the fringes of dance culture.

LIFE IN THE FREEZONEOver the last five summers, a July ritual has establisheditself-checking out the latest Freezone compilation.Compared to the funky, electro-tinged Dangerous LullabiesVol. 5 last year, The Radio Is Teaching My Goldfish Ju-Jitsuis a laidback affair dominated by the deep'n'mellow side ofinstrumental hip -hop and house. Across the 23 exclusivecontributions by the likes of DJ Q, Eddie "Flashin"'Fowlkes, Funk D'Void and others, the overall tone is sophis-ticated enough for home or club listening.

RAPPING IN THE U.K.

The U.K's rap scene hascome a long way in the lasttwo years. With Wai Wan'sdebut album on Capitoldue shortly plusGrouphomelivinproof(Payday) producing musicthat is undeniably excel-lent and unmistakablyBritish, 1998 looks set tobe an important year forBritain's head-noddersand motormouths.

Amongst the cream ofthe new crop is London -based label Freskanova.

The label debuted in the charts last year with theFreestylers single B -Boy Stance, which sold 46,000 units inthe U.K alone, and has just put out its first label compila-tion, Rough Technique Vold . Across 18 tracks ranging fromthe pop/ragga of B -Boy Stance, the jazzy Real Heavy Scienceby Mad Doctor X and the R&B pop of Bill, Ben & Baggio'sPusherman, the unifying factor is high quality-both in therhyming and the old skool electro-funk.

Freskanova promotion manager Amanda Sinclairobserves: "We've even managed to get established house DJslike Judge Jules, Graham Gold and Pete Tong playing ourbreakbeats and we're getting amazing support from [Londondance specialist station] Kiss FM." The mainstream mediaare also waking up to the sound of U.K hip hop. On July 23,MTV recorded a Freestylers' concert-complete with breakdance crew and local guest rappers-at London's Subteraniaclub for its PartyZone programme for later broadcasts.

No Mermaid, but Lohanmakes wavesby Paul Sexton

If early retail reaction is any indicator, Irishsinger Sinead Lohan's second album, NoMermaid (Grapevine), will be the one to take herfrom the shallows of the specialist section intothe pop -rock mainstream.

The confident 12 -song collection is out onGrapevine across most of Europe on August 10(Germany has to wait until September). In theU.S. Lohan is signed to Interscope, which willrelease No Mermaid simultaneously withEurope; she has already played a month -longclub tour stateside.

No Mermaid is the follow-up to Who Do YouThink I Am?, which sold some 40,000 copies inLohan's native Ireland. That debut was origi-nally released on Irish indie Dara beforeGrapevine signed Lohan and gave it a full U.Krelease in 1995.

The new album will be followed by the singleWhatever It Takes, already an Irish airplayfavourite since its release there in May.Grapevine are taking great encouragement froma positive press and radio reception to NoMermaid, with BBC Radio 2 swift to playlist thetitle track. But as Grapevine international mar-keting director Jo Donnelly says, the label isespecially heartened by the number of retailerswho believe the album can perform well in therock racks, not just the folk music pigeonholethat many chose for its predecessor.

"Retailers from Holland and Germany havesaid to me there's no question of the album goinganywhere other than the rock and pop section,"says Donnelly. Lohan, now 27, says anything which lets her

get away from the "rootsy Irish singer -song-writer" stereotype is welcome. "There's no pointin me saying 'no, I'm not your standard stereo-type,' " she reflects. "The best thing is to go outand do it. I felt very restricted on the first albumbecause of my lack of experience. It was startedeight years ago, and recorded before I had anylive gig experience. I felt a lot more confidencethis time."

Lohan recorded No Mermaid between Apriland September last year at the New Orleans stu-dio of Malcolm Burn, whose credits include PeterGabriel and Shawn Colvin. "I knew what he wasinto," she says. "The record has a definite NewOrleans influence and some of the tracks arequite laid back because it was so hot there."

European media, retailers and label licenseeswere out in force at Lohan's July 19 concert atLondon's Olympia Theatre which served as alaunch party for the album. Lohan will start aEuropean showcase tour in the first week ofSeptember, which Donnelly says is likely toinclude half a dozen shows in Germany and"maybe 10 to 12 dates altogether."

With Interscope extremely upbeat about therecord, her U.K label is having to cope withheavy demand for Lohan's time. "We have toshare her with the Americans," says Grapevine'sDonnelly. "They want her lots."

Vengaboys' magical mystery tourby Robbert Tilli

Four hit singles in theNetherlands in just over sixmonths have drawn interna-tional attention to theVengaboys-a Dutch pop actheaded by one of the country'smost popular CHR DJs.

According to their labelBreakin' Records, theVengaboys are two Spanish"underdog" club DJs-Danskiand DJ Delmundo-who tourlocal holiday resorts in aclapped -out bus during sum-mer holidays to spin discs inseedy bars for the tourists.

However, in Hilversum, the heart of theDutch record and radio industry, it's no secretthat DJ Delmundo is actually the artist nameof Wessel van Diepen, a popular radio DJ onCHR station Radio 538 and VJ on Holland'smusic TV station The Music Factory (TMF). Toconfuse things further, neither Danski nor VanDiepen feature in the Vengaboys' on-stage line-up. the latter is a 50/50, male/female quartetfronted by vocalist Kim.

At presstime, the Vengaboys' third singleUp & Down, the title track to their debutalbum, was at number 13 in Germany.Meanwhile, in the Netherlands, their fourth

single release We Like ToParty-which peaked at num-ber 2 in the Mega Top 100chart in June-is still at no.5.

Up & Down, the album, ison its way to gold status(50,000 units) in theNetherlands. Dutch albumsales were boosted briefly bya publicity stunt master-minded by Van Diepen,which involved a fake pressrelease claiming that themaster tapes of the albumhad been stolen.Internationally, Up & Downhas been released in

Germany (Motor/PolyGram), Italy (Time),Belgium (Jive), Spain (Max Music), France(Scorpio) and across Asia (Avex).

Van Diepen began his career as a produc-er/recording artist in the early 1990s with astring of dance hits, including James Brown IsDead by LA Style (1991), and-more recent-ly- Rhythm Of The Night by Nakatomi.Combining the careers of a radio DJ and arecording artist might be considered a conflictof interest by some. However, says VanDiepen: "Having a hit single with Up & Downin Germany proves that my music hits a notewith the fans, regardless of what else I do fora living."

Some of those promos found their way into specialistrecord shops-and the rest, as they say, is history.Edit 3 is the first volume to get a full commercialrelease. In France it's hard enough to getnew music played on the radio with-out the added hurdle of that coun-try's insane airplay quota legisla-tion, as last week's M&M front page underlined. And yet,there's a certain inevitable irony in the picture whichFrench labels' body SNEP paints of the effects of thequota system.

Laws which were drawn up to encourage French lan-guage music, by ensuring that francophone productionsreceive sustantial airplay, now seem to be cutting offaccess to France's airwaves for new talent-the lifebloodof any music industry.

Against a background of what he described as a "life-less" music market SNEP's general manager, HerveRony, has called a crisis meeting in September to discussthe "perverse" effects of the regulations which meanFrench broadcasters risk the wrath of broadcasting regu-lator the CSA if less than 40 percent of their outputmeets the francophone criteria.

At the time it was introduced, the concept of a quotarequirement seemed like a good idea for the music indus-try-although it was introduced much to the frustrationof broadcasters. The short term attraction lay in build-ing up exposure to domestic talent and rosters-andthereby building sales. That's commendable.

But the alarming long term consequences of the quotaregime have been shrinking playlists, and a decrease innew additions to playlists. Some quarters of French radioeven run the risk of becoming "gold" stations by defaultas they continue to give substantial airplay to home-grown tracks that are up to four years old, simply so they

(grudgingly) fill the quota.The fact that at least 31 percent of French music radio

output during the first six months of this year was"gold"-up significantly from the previous year-is notgood news for the listener or the record industry. Itmakes for sterile radio.

With the amount of music that is currently breakingborders across Europe, French programmers must be frus-trated trying to find room on their playlists or rotations fornew tracks they suspect would work for their audiences,particularly when those tracks are working for their coun-terparts and their audiences in other territories.

When SNEP holds its "crisis meeting" to discuss howto tackle the current situation, surely they must allowserious representation from the radio industry? After all,no-one else knows the CSA better-they deal with itsregime on a daily basis.

Those countries which are contemplating introducingquotas at home would be well advised to look closely atthe effects of the experience in France. Their recordindustries must ask themselves whether the perceivedmedium term gain is worth the long term pain...

Yet again Will Smith manages to pick theright R&B original to use as a foundationfor one of his poppy raps. This timearound, he's opted for the Grover Wash-ington Jr./Bill Withers gem from 1981, managing to put a contemporary slantto it without losing the character of the original. One of the first stations to pro-gramme the song outside the U.K.-where it's been all over the airwaves dur-ing the past few weeks-is French regional CHR network Radio Vibration,which covers a large portion of the central part of the country from its Orleansbase. Head of music Nicolas Manteau explains: "We added this trackbecause we think it's an excellent version of an evergreen, which sounds freshand familiar of the same time." Manteau continues: "At this stage, it's still a lit-tle bit too early to judge its progress-our listeners have hardly had the chanceto react to it-but as it fits in nicely with our format, we're confident that thingswill turn out all right." Concludes Manteau: "Although this is a new record, weare playing it at least twice a day in all dayparts because it fits in so well."

If "music sounds better with you," then radio cer-tainly sounds better with a sprinkling of Stardust.

Gary Smith, author of M & M's weekly dancecolumn Dance Grooves, was spot on when he pre-dicted a couple of weeks ago that the cheesy discoof Stardust's Music Sounds Better With You(Roule/Virgin) would cross over to radio, but no-body expected it to be so soon!

After hitting the Border Breakers chart lastweek, it's racked up the biggest increase in chartpoints on that listing this week, rising to number10. And on the European Radio Top 50, the side-line of Daft Punk's Thomas Bangalter enters atnumber 46, due to a combination of airplay on al-ternative and dance stations across Europe plusmajor networks in Italy and many stations in theU.K. In London, demand is such that the import12 -inch is shifting shiploads at twice the normaldomestic price.

"It's a good tune, and it's massive on the dance -floor at the moment. We had quite a lot of re-quests for it, so I decided to make it a Hot Shot[powerplay]," says Steve Kirk, head of music atCHR local station Q102.9 FM/Londonderry inNorthern Ireland. The Stardust track is the latestin a string of dance records which Q102.9 hasjumped on early, and which have crossed overfrom the evening hours to the daytime playlist.

Other dance tracks the station picked up onbefore their U.K. release include Sex On TheBeach by T -Spoon (A La Bianca) and Everything'sGonna Be Alright by Sweetbox (RCA). "We like tokeep our playlist fresh," Kirk explains, "withabout 12 new additions each week. But althoughwe're popular among younger listeners, I want tokeep the playlist as broad as possible. So we alsoplay Shania Twain and Van Morrison for the 55 -year olds."

Back on the European RadioTop 50, Des'ree's lease of Life (SonyS2) at the top has been extended toa fifth week. As the Major MarketAirplay section shows, she's also fi-nally hit the No.1 slot in one of theregional charts-Italy is the place.Although The Spice Girls rocket upto number 3 with Viva Forever(Virgin), after receiving the "great-est chart points gainer" title for the third consecu-tive week (and being "most added" for the secondconsecutive week), there's still a sizable gap be-tween them and Des'ree.

At 36, the highest new entry is Simply Red'scover of The Air That I Breathe (East West), withsupport from the U.K., Denmark and Germany.At number 39, proving size does matter, Jamiro-quai's Godzilla soundtrack extract Deeper Under-ground (Sony S2) comes in via radio support onradio in the U.K. and Italy. The other single fromthe monster movie is even bigger, however: ComeWith Me by Puff Daddy & Jimmy Page (Epic),hits number 14, thanks to additions in the U.K.and Germany.

Further down, at number 41 wefind Sash!, whose Mysterious Times(X -It) is developing well in theU.K., Denmark and Italy. And fi-nally, bubbling under this week areNew Kind Of Medicine by UltraNate (A&M), Bailando by Loona(Motor/Polydor), Suddenly by Gala(Do It Yourself), Falling In Love

Again by Eagle -Eye Cherry (Superstudio/Poly-dor), and Boyzone's No Matter What (Polydor).

Mercury Prize: brimful of Asia?shop's When I Was Born For The 7thTime (Wiiija) were selected from over130 entries for the shortlist, which hasbeen extended from 10 to 12 this year.

The chair of judges, Simon Frith,described Rafi's Revenge during a pressconference in London on July 28 as "aprovocative debut. A passionate, politi-cal album that is explosive andthrilling." Cornershop, he added, haddelivered a "remarkable album thatbrims with wit."

The winner of the 1998 prize, thisyear sponsored by Japanese -ownedhardware manufacturer Technics forthe first time, will be announced at apresentation dinner on September 16.

Capital launches on-line music store

Fulfilment will be handled by Tel -star's distribution division, and theservice will be promoted on air viaCapital's stable of stations acrossthe country.

of Swedish commercial radiopresided over by Niklas Nordstrom,chairman of Sveriges Social-demokratiske Ungdom (the govern-ing Swedish social democrat party'syouth wing), was to be publishedlast year, but has now been post-poned until December 1 this year,following widespread criticism of thereview from politicians and theradio industry.

Major Swedish stations are beingconsulted throughout the committee'swork in order to avoid the kind ofproblems experienced last year. SaysNilsson: "This time around, the reviewseems more liberal, but the prelimi-nary proposals are still unacceptable.

"The intention is to award thelicences to those whom the authori-ties find most suitable, instead ofawarding them in an auction. Theyalso want to keep the restrictions onsyndication. Niklas Nordstrom saysit will be permissible to carry syndi-cated programming on [future] digi-tal radio services, but not on ana-logue commercial radio. I just don'tunderstand the logic behind this."

Chrysalis' £6mChoice priceby Mike McGeever

LONDON - With a view to expandingits mainstream U.K dance networkGalaxy, Chrysalis Radio has agreed topay £6 million ($9.9 million) to currentowner Soul Media for black music sta-tion Choice FM/Birmingham.

The deal, which must be approvedby U.K regulator the Radio Authorityand cleared under general competitionlegislation, does not affect Choice FMin south London, which remains with-in the Soul Media fold.

If approved, the acquisition wouldgive Chrysalis its second FM servicecovering Birmingham-it alreadyowns soft AC regional station 100.7Heart FM, based in the city. Thedeal, seen as the latest developmentin the consolidation of the U.K'scommercial radio industry, wouldgive the group its fourth Galaxy -branded outlet.

Chris Wright, chairman of parentcompany the Chrysalis Group, describ-ing the purchase as "a rare opportuni-ty," says: "The addition of anothermajor metropolitan licence movesChrysalis Radio towards its milleniumvision of leading -group status."

Chrysalis' £6 million buys it a nichestation with a 2.7 percent marketshare (140,000 weekly listeners) whichgenerated revenues of £599,000 in theyear ending September 1997; it's aprice at which some observers haveexpressed surprise.

Chrysalis Radio chief executiveRichard Huntingford responds: "Obvi-ously radio prices over the past coupleof years have been reasonably high.But when we evaluate any of theacquisition targets we model on whatwe can derive out of those stationsunder our management. Those whoevaluate a station on past [revenue]performances are on the wrong track."

He adds: "When you look at the pre-mium other groups have paid-such asCapital Radio for [alternative rock sta-tion] Xfm or Emap for Melody [softAC/MOR] in London-for the privilegeof having a second FM service in amajor market, then £6 million forChoice compares very favourably."

A stunning 100.6 percent increase in operatingincome of the Sony Corp's music operations forthe three months ending June 30 was largelythanks to increased license fees and a new directmarketing arrangement, according to the compa-ny. Latest figures showed Sony's operating incomefrom music up to $59m. Total music revenues forthe period were $1.24 billion-up 26 percent com-pared to the first three months of 1997.

German TV station Viva willhand out its Comet music indus-try awards for the third time thisyear during Popkomm.98 onAugust 14. Rammstein, JasonNevins, Young Deenay, GuildoHorn, Wes, Guano Apes and 4The Cause will perform at theComet ceremony; the show will be broadcast onViva on August 22 and a day later on sister chan-nel Viva 2... OTR hears U.K. regulator the RadioAuthority has received 13 applications for amajor regional licence to serve central Scotland,including the cities of Glasgow and Edinburgh.Several of the applications propose new dance andalternative music formats.

Former BMG Entertainment Internationalsenior vice president A&R and marketing HeinzHenn is to set up a charity foundation in memoryof his late wife, Caroline. The fund will help tofinance the New York -based Caroline HennCentre, scheduled to open in May 1999. The cen-tre, linked to the Mount Sinai Hospital (N.Y.) andthe Martell cancer research foundation, will traindoctors to specialise in cancer medicine.
