David Murphy is a civil engineer with 28 years of senior project management experience. He has

managed major infrastructure project in the aftermath of the 2004 Tsunami, led an Environmental

Engineering firm, and managed major and complex projects for the Commissioners office of the

Massachusetts DEP helping to manage the environmental oversight of the $14.5 Billion Big Dig, Quincys

Granite Links project, the Boston Harbor dredge project, and numerous other Mega projects. For six

years he has served at Tighe & Bond as Vice President managing over 120 projects including all aspects

of Solid Waste Management, Materials Management, Real Estate Development, Coastal Infrastructure,

Renewable Energy and FERC Permitting.

David W. Cash was appointed on March 26, 2014 as Commissioner of the Massachusetts Department of

Environmental Protection (MassDEP) by Governor Deval Patrick and his Secretary of Energy and

Environmental Affairs, Richard K. Sullivan Jr.

Dr. Cash brings to MassDEP a wealth of experience in environmental, energy and regulatory sectors. He

most recently held the position of Commissioner at the Massachusetts Department of Public Utilities

(DPU) where he helped lead efforts to modernize the grid, expand the deployment of energy efficiency

and renewable energy, and empower customers in their energy decisions.

Prior to his work at the DPU, Dr. Cash was the Undersecretary for Policy in the Massachusetts Executive

Office of Energy and Environmental Affairs (EEA). In this role, Dr. Cash advised the EEA Secretary on an

array of issues, including climate change, energy, land management, water management, oceans, wildlife

and fisheries, air and water quality, environmental and energy dimensions of transportation, and waste

management. He was one of the architects of clean energy legislation and implementation in the first

term of the Patrick Administration, including the Green Communities Act, the Global Warming Solutions

Act, the Green Jobs Act and the Clean Energy Biofuels Act. As part of this work, he led the Secretariat's

effort in developing the Massachusetts Clean Energy and Climate Plan for 2020, which provides a

roadmap of policies and programs that will lower energy costs, create clean energy jobs and reduce

greenhouse gas emissions.

Prior to working for the Commonwealth, Dr. Cash was a research associate at the John F. Kennedy School

of Government at Harvard University, and a Lecturer in Environmental Science and Public Policy. He also

taught science in the Amherst, Massachusetts public schools from 1990-1993. He received a Ph.D. in

Public Policy from the Kennedy School at Harvard in 2001, and a B.S. in biology from Yale University in

1987.

He lives in Newton with his wife Annie and their two high-school-age children, Sophie and Eliza.

Dan Balboni has been in the waste and disposal services industry for over 35 years. For the past three

years he has been the Sales & Marketing Manager for ABC Disposal and for 15 years prior he was the

District General Manager with Allied Waste. He has also served as a consultant for MassDEP.

Dan Barrett, General Manager

Dan Barrett currently serves as the General Manager of the Town of Bourne, Department of Integrated

Solid Waste Management where he previously held the position of Operations Manager. Prior to joining

the Town of Bourne in 2000, Mr. Barrett worked in operations at the CMW landfill for American Refuel,

SEMASS and at several landfills for BFI in MA. He also permitted, constructed and operated two landfill

gas-to-energy power plants for a subsidiary of BFI in MA during his 30-year career. He has extensive

experience in all aspects of solid waste management including landfill operations, landfill gas

management, processing, site management and project development. Mr. Barrett is a 1984 graduate of

the University of Rochester in New York with a degree in geology.

Steven Changaris, Regional Manager

Steve is a 22 year veteran of NW&RA, which is a 51 year old Washington, DC based trade group that is

dedicated to the promotion of private sector companies that offer environmentally sound and

economically efficient management of solid wastes and recyclables.

Steve covers the northeastern states of New York, New Jersey, Massachusetts, Rhode Island, Connecticut,

New Hampshire, Vermont and Maine. He works with the region's waste companies and interacts on their

behalf at the state, local, regional, special authority and county level. He works with legislative and

elected officials as well as administrative and regulatory officials in all solid waste areas.

Steve holds a master degree in political science and his role at NW&RA is primarily that of a manager of

the many, varied specialties within the industry. He works constantly to bring consensus on issues with

independent waste company owners, corporate executives of publicly traded companies, engineers,

recyclers, facility operators, policy folks, lawyers and more. Once this process yields a consensus for

action on an issue, Steve then goes about working with his members and others to see that the

industry's voice is heard on the matter at hand.

Steve resides in Massachusetts with his wife Anne. He has two adult children. His interests include golf

and cabin life along the Delaware River in its wild and scenic upper region.

Morgan Harriman currently supports recycling and waste minimization efforts for Sanofi, an integrated

global healthcare leader, including Genzyme, Merial, Chattem and Sanofi Pasteur. She is currently

helping to implement a North America service agreement with Heritage Interactive to support Sanofis

business locations supporting 17,000 employees. Ms. Harriman is President of the Southern New

England Chapter of SWANA. Prior to working for Sanofi, Ms. Harriman worked at the Massachusetts

Department of Environmental Protection as a Commercial Waste Reduction Planner, Town of Franklin,

Massachusetts as a Recycling Coordinator and the City of Lewiston, Maine as a Recycling Manager. Her

hometown of Orrington, Maine is host to a waste to energy facility; which is which is thought to have

infiltrated her psyche and propelled into the waste management profession. In her spare time, Ms.

Harriman buys and sells antiques!

Ben Harvey is the Executive Vice President and one of the owners of E.L. Harvey & Sons, Inc. After

graduating from Delaware Valley College with a Bachelor of Science degree in 1971, Ben moved into an

active leadership role at E.L. Harvey & Sons. His duties within the company include negotiating the sales

of recyclables to mills worldwide. He contracts with disposal sites for the safe and efficient transfer of

waste materials. Ben is a superior administrator, providing leadership and motivation to the company's

management team.

Ben brings his knowledge and know-how to many industry associations, including WasteCap of

Massachusetts, MassRecycle, Detachable Container Association (DCA), National Recycling Coalition (NRC),

and Institute of Scrap Recycling Industries (ISRI). He has presented to national forums at numerous

WasteExpo and ISRI conventions.

Ben also takes active leadership roles in many trade organizations and associations. He is a past

president of the Eastern Paper Mills Association and the Waste Recyclers Council of NSWMA and

currently holds leadership roles on the Board of Directors of MassRecycle and WasteCap of

Massachusetts. He is President of the Paper Stock Industry, a chapter of the Institute of Scrap Recycling,

as well as being on the Board of Governors of the Environmental Industries Association. He is on the

Board of Directors ISRI and also on the Board of Directors of Detachable Container Association (DCA), he

is vice president of this organization. Ben serves in many committees and task forces for the Institute of

Scrap Recycling Industries.

Thomas A. Mackie is a Shareholder at Mackie Shea OBrien, PC, a Boston environmental law firm. He

represents leaders in the environmental industry, including renewable energy facility developers, solid

and hazardous waste companies, and cleanup contractors, as well as municipalities on a wide variety of

environmental and related business matters.

He is Vice Chairman of the Board of Directors of the Environmental Business Council of New England and

Chairman of its Solid Waste Committee. Mr. Mackie is admitted to practice in Massachusetts and New

York.

Sam Nicolai is Director of Engineering for Casella Waste Systems, based out of Rutland, Vermont. He

manages engineering, permitting, and construction activities at solid waste facilities throughout Casella's

Northeast footprint, including ten active landfills. His expertise includes developing technical and

financial solutions for complex environmental management systems, including waste diversion

strategies, methane-to-energy projects, and environmental monitoring programs. His 18 years of

industry and consulting experience includes managing engineering, EHS compliance, and due diligence

programs for a wide variety of solid waste and industrial facilities.

Sam holds civil/environmental engineering degrees from the University of Virginia and Virginia Tech

University, and is a licensed Professional Engineer in several states. He resides in Weybridge, Vermont

with his wife and three daughters.

Ken Nydam is part of Covantas Sustainable Solutions division. In this capacity, Mr. Nydam oversees

Northern New Englands management and growth of Covantas residential merchant waste procurement

business. Mr. Nydam s primary responsibility is managing merchant waste portfolio related to Haverhill

and SEMASS Energy from Waste facilities as well as the Lynn, Danvers, and Braintree Transfer Stations.

Mr. Nydam joined Covanta in 2002 and has substantial energy, REC and solid waste experience managing

several renewable energy facilities in New England. Mr. Nydam has an MBA from Pace University and an

undergraduate business degree from the University of Massachusetts (Amherst).

Mr. Christopher October, P.E. is the Area Environmental Manager for Republic Services. In this capacity,

Mr. October oversees environmental compliance and engineering projects on over 20 facilities from

Boston, MA to Buffalo, NY. These projects include the development, permitting, and construction of

new/proposed facilities and the closure of existing facilities, including the Fall River LF.

Prior to joining Republic Services, Mr. October spent over 15 years in environmental consulting. Mr.

October received his undergraduate BS-Civil from UMass Amherst and his MS-Civil/Environmental from

Northeastern University. He is a licensed PE, CHMM, TURP, and returned US Peace Corp volunteer.

Steve Poggi is the Area Director of Disposal for Waste Managements operations in New England and

upstate New York. He has over 30 years in the solid waste business, 27 of them with Waste Management.

He is responsible for directing operations at the Companys 11 solid waste landfills, 1 hazardous waste

landfill, and 14 transfer stations in the Market Area. Steve oversees the planning, development,

construction, and operation at these facilities, and is responsible for P&L, safety, compliance, capital

management, operations, and regulatory/community relations.

He previously held positions of District Engineer, District Manager, and Area Engineering Manager for

Waste Management with a focus on permitting, development, construction, and operation of landfills,

transfer stations, gas recovery plants, recycling operations, and medical waste facilities.

Prior to joining Waste Management, he worked for two consulting firms in the solid waste field serving

various private and municipal clients. He is a registered Professional Engineer and resides in New

Hampshire.
