WIOA and Youth Operating Guidance

·While WIOA eliminates the requirement for Local Boards to establish a Youth Council, the Department encourages Local Boards to establish:

o “a standing committee to provide information and to assist with planning, operational, and other issues relating to the provision of services to youth, which shall include community-based organizations with a demonstrated record of success in serving eligible youth,” as permitted by Sec. 107(b)(4)(A)(ii) of WIOA.

·Existing Youth Councils can serve a critical role in helping local youth programs transition to WIOA.

WIOA and Youth Operating Guidance

·WIOA permits a Local Board to designate an existing Youth Council as a youth standing committee if the Youth Council fulfills the requirements of a standing committee.

·A Local Board may also choose not to establish a youth standing committee at all. If so, the Local Board is still responsible for conducting oversight of youth workforce investment activities.

·Our goal is to provide additional technical assistance about how to establish a youth standing committee

NYEC-NAWB Survey

·The survey went to all NAWB members and registrants to the NAWB Forum in March, 2015.

Recommendations

·Promote awareness among students, teachers, parents and the population in general about the good jobs and occupations over the next 10 years that will not require a four-year college degree.

·Work with all post-secondary schools in the region to provide more seamless transitions between high schools and GED programs to post-secondary and from post-secondary into the labor market.

·Provide more occupational awareness in K-12. Create programs that help students learn about careers and occupations, including dual enrollment (in high school and community college concurrently) and work-based learning opportunities along a continuum from career exploration through skill development stating in middle school.

·Create a pool of funding that will pay for tuition for industry based certifications that are non-credit bearing.

New Haven, CT Youth Council: Our Story

· Twelve years ago, after the consolidation of two boards, Workforce Alliance had a Youth Council that was well-intentioned but middle-aged and it decided to add two to three youth as full members

· These youth members took on increasingly larger roles beginning with learning about RFPs and helping on the reading and scoring

· Youth planned and ran our Youth Info Workshops to engage new program providers as well as update our current ones

· Youth, like Jennifer Quaye,  eventually graduated but remained connected by developing mentoring and other opportunities for the youth we serve

· Under WIOA, we will be a standing Youth Committee (with youth participation) that looks to engage new providers as well as transition former ones to the new model

· Our challenge is to stay relevant to our youth members so that they continue to participate on a high level
