1 1. BILL OFFICE 1.1 Introduction: Bill office deals with the Government as well as the Private Members’ Legislative Business. During the year 2015, the Rajya Sabha held 69 sittings in four Sessions, namely, 234 th , 235 th , 236 th , and 237 th . Of the 69 sittings, the House transacted Government Legislative Business and Private Members’ Legislative Business in 45 and 6 sittings respectively. 1.2 Government Legislative Business: (i) Bills introduced in the Rajya Sabha: 03 Bills were introduced in the Rajya Sabha during the year. (Annexure-1.1) (ii) Bills originating in the Rajya Sabha, considered and passed: 02 Bill originating in the Rajya Sabha were considered and passed during the Year. (Annexure-1.2) (iii) Bills transmitted by the Lok Sabha and laid on the Table of the Rajya Sabha, considered, Passed/Returned: 45 Bills were transmitted by the Lok Sabha and laid on the Table of the Rajya Sabha during the year of which 13 Bills were Money Bills. All the Money Bills except the Sugar Cess (Amendment) Bill, 2015 were returned by the Rajya Sabha to the Lok Sabha without any recommendations. Of the 32 other Bills, 21 Bills were passed by Rajya Sabha and remaining 11 Bills are pending in the Rajya Sabha (Annexure-1.3) (iv) Bills originating in the Rajya Sabha and referred to the Department-related Parliamentary Standing Committees: 03 Bills were referred to the Department-related Parliamentary Standing Committees for examination and report during the year. Of which 7 Bills were introduced in the Rajya Sabha and 3 Bills were introduced in Lok Sabha and pending in the Rajya Sabha. (Annexure-1.7) 1.3 Private Members’ Legislative Business: (i) Bills introduced in the Rajya Sabha: 52 Private Members’ Bills were introduced in the Rajya Sabha during the year. (ii) Bills considered, passed/negatived or withdrawn: 6 Private Member Bills were considered by the House of which 4 Bills were withdrawn by the leave of the House. 1 Bill namely, the Rights of Transgender Persons Bill, 2014 by Shri Tiruchi Siva, M. P. was passed on 24 th April, 2015 after 36 years when a Private Member’s Bill was passed by the Rajya Sabha and 1 Bill namely, the Constitution (Schedule Castes) Order (Amendment) Bill, 2014 by Shri Vishambhar Prasad Nishad, M. P. the discussion was adjourned by the Member under rule 117. 1. BILL OFFICE

1.1 Introduction: Bill office deals with the Government as well as the Private Members’

Legislative Business. During the year 2015, the Rajya Sabha held 69 sittings in four Sessions, namely, 234th, 235th, 236th, and 237th. Of the 69 sittings, the House transacted Government Legislative Business and Private Members’ Legislative Business in 45 and 6 sittings respectively.

1.2 Government Legislative Business: (i) Bills introduced in the Rajya Sabha: 03 Bills were introduced in the Rajya Sabha during the year. (Annexure-1.1) (ii) Bills originating in the Rajya Sabha, considered and passed: 02 Bill originating in the

Rajya Sabha were considered and passed during the Year. (Annexure-1.2) (iii) Bills transmitted by the Lok Sabha and laid on the Table of the Rajya Sabha, considered, Passed/Returned: 45 Bills were transmitted by the Lok Sabha and laid on the Table of the Rajya Sabha during the year of which 13 Bills were Money Bills. All the Money

Bills except the Sugar Cess (Amendment) Bill, 2015 were returned by the Rajya Sabha to the Lok Sabha without any recommendations. the Rajya Sabha during the year. (ii) Bills considered, passed/negatived or withdrawn: 6 Private Member Bills were considered by the House of which 4 Bills were withdrawn by the leave of the House. 1 Bill namely, the Rights of Transgender Persons Bill, 2014 by Shri Tiruchi Siva, M. P. was passed

on 24th April, 2015 after 36 years when a Private Member’s Bill was passed by the Rajya Sabha and 1 Bill namely, the Constitution (Schedule Castes) Order (Amendment) Bill, 2014 by Shri Vishambhar Prasad Nishad, M. 1.7 Goals and Objectives:

At the beginning of the year, the Bill Office prepared its Annual Action Plan setting out goals/targets for timely updating of Bills software; updating of the precedent register and updation of legislative information on the website, which were successfully achieved during the year. There was no substantial change in the original Action Plan of the Bill Office during the year 2014. As regards, the performance of the section, review meetings were held to have an assessment of achievement of the goals and targets set under the plan. Digitisation of records of Bill Office for creating online digital archives is underway.

1.8 Training:

Training programme on Legislative Drafting for the staff of Bill Office, particularly for all Assistants is long pending.
