Centennial Quality Unit Program Design

● Not tied directly to re-chartering.● Four-year program: 2007 – 2010.● Six required goals identified by National.● Self-assessment with additional goal setting.● Focus on new National Strategic Plan.

Page 5: 1 Centennial Quality Unit Program. 2 Objectives ● Explain the purpose & design of the CQUA Program. ● Explore the “trail” leading to a quality program

National Strategic Plan

● Every eligible youth has an opportunity to be involved in a quality Scouting experience.

● Every local council is fiscally sound.● The number of volunteers is dramatically

increased at all levels of Scouting.● Chartered organizations and strategic alliances

are identified and engaged.● Enough professionals are identified, developed,

and retained at all levels.

The Trail to a Quality Program

● The trail forks:● One fork leads to -

“What do we need to do to earn the Centennial Quality Unit Award?”

● This question leads directly to the CQUA commitment form.

● This fork dead ends with the six required goals.● The focus here is on earning another patch.

Page 7: 1 Centennial Quality Unit Program. 2 Objectives ● Explain the purpose & design of the CQUA Program. ● Explore the “trail” leading to a quality program

7

The Trail to a Quality Program● The other fork leads to -

“What do we need to do to provide a Quality Program for our Scouts?”

● This question leads to the action planning meeting & employment of the “unit self-assessment tool”.

● Using this tool, leaders check the health of the unit’s program & identify goals in the areas of:

Leadership ProgramMembership Quality Award Standards

● The focus here is on a quality program; CQUA & rank advancement are by-products.

The Trail to a Quality Program

As Fox News might say, “We report, you decide; which is the better trail to follow?”

“What do we need to do to earn the Centennial Quality Unit Award?”

or

“What do we need to do to provide a Quality Program for our Scouts?”

Goal #2

● As one of the committed units in our district, our goal is to retain ____ percent of our members, recruit ____ new youth, and re-charter on time (NLT Dec 31, 2007).

___ percent retained, ___ number new youth, and ___ re-charted on time (yes/no).

When calculating retention & recruiting goals, do not include current members who will “age out” of the program, or are known losses (e.g., military transfers) in 2007.

Goal #4

● We had a minimum of 60 percent of our youth members advance in rank for Cub Scouting and Boy Scouting or earn Venturing recognition awards, or we improved by 10 percent over last year.

Percent advanced/earned ___ last year and ___ this year

Youth advancement is a by-product of a “quality program”, not the focus of a program.

Goal #5

● At least 70 percent of our youth members had an outdoor experience or one activity per month, or improved the percentage over last year.

____ percent last year ____ percent this year

Monthly pack meetings count for Cubs.

Routine weekly troop & den meetings do not count.● Courts of Honor & den outings do count.

If a tour permit is required, then it is an activity.

To earn CQUA, can’t “shut down for the summer”.

to provide a quality program & CQUA goals are set. July’s review checks the progress of the unit’s

program – is it on track toward being a quality program?
