1 Commission on Population MESSAGE To highlight the Commission on Population’s commitment to public service, we have formulated POPCOM’s Citizen Charter that reflects the Organization’s standards in implementing our flagship programs. The Charter also essays the guiding principles the Organization follows as we serve our target clientele. To ensure transparency, efficiency and effectiveness of service, we are providing the public with the step by step procedures in accessing POPCOM’s programs and projects; the key personnel responsible for each step and the maximum time to conclude the process. It required the participation of private organization and individuals in the formulation and implementation of population programs and policies.

ABOUT THE COMMISSION ON POPULATION (POPCOM)ABOUT THE COMMISSION ON POPULATION (POPCOM)

Historical Background

The legislative roots of the Commission of Population (POPCOM) can be traced back to December 1967, when President Ferdinand E. Marcos, together with 17 heads of state, signed the UN Declaration of Population. It was reinforced in February 19 1969, with the issuance of Executive Order No. 171, which established a 22-member Commission on Population to undertake and publish studies on all aspects of the Philippine Population and to formulate policy and program as they relate to socio-economic development. On May 15, 1970, Executive Order No.233 was issued to officially launch the Philippine Population Program. Republic Act 6365, enacted into law by Congress on August 16, 1971, established a National Population Policy and officially created the POPCOM as an agency.

Presidential Decree No. 79 issued on December 8, 1972 amended RA 6365. It mandated POPCOM to coordinate a population program, which was family planning and responsible parenthood oriented. The core of the program then was birth control -- limiting the number of children of each family through education and the use of contraceptives. This mandate (PD 79) remains to be the legal basis for POPCOM to continue to push for a population program that has expanded its focus to include not only fertility reduction but also other concerns such as family formation, status of women, child survival, migration and urbanization, mobility, mortality, etc.

On January 30, 1987, President Corazon C. Aquino issued Executive Order No. 123 reorganizing the Department of Social Welfare and Development (DSWD) and made POPCOM one of its attached agencies. Later, Executive Order No. 160, which amended further PD No. 79, designated the Secretary of the DSWD as the Chairperson of the POPCOM Board of Commissioners.

In the 1990s, POPCOM took a paradigm shift in the population program by adapting a program that adheres to the fundamentals of human development. Executive Order No. 32 and Executive Order No. 307 issued by President Fidel V. Ramos on October 31, 1992 emphasized the promotion of the Philippine Family Planning Program as a priority government program.

With the new paradigm, the Philippine Population Program (PPP) was now called the Philippine Population Management Program (PPMP). The PPMP was based on the Population-Resources-Environment (PRE) framework of "securing a proper balance among the three factors to achieve improved quality of life by creating the proper environment for more harmonious growth and by integrating population dimension in socio-economic development and environment management policies."

1986 Executive Order No. 123 attached the Population Commission to the Department of Social and Welfare Development (DSWD), as the population planning and coordinating agency.

1987 The POPCOM Board of Commissioners issued a Policy Statement under the Aquino Administration that says, “The ultimate goal of the Population Program is the improvement of the quality of human life in a just and humane society.... The achievement of this goal requires a recognition of the close interrelationships among population, resources, and environmental factors.”

1990 Executive Order No. 408 was issued placing POPCOM under the control and supervision of the Office of the President in order to “facilitate coordination of policies programs relative to population.”

1991 Executive Order No. 467 was issued making POPCOM an attached agency of the National Economic and Development Authority (NEDA).

2004 President Gloria Macapagal-Arroyo issued Executive Order No. 188 transferring the Commission on Population from the NEDA to the Office of the President and placing it under the control and supervision of the Department of Health (DOH).

The POPCOM Logo

The POPCOM logo is an inspiring reminder that the Commission is working for

the welfare of the family and the people. It is a representative form of all types of family and people. The adjoined loops connote interrelationship of togetherness, whether in connection with a family or with individuals in a community. Completing the logo is a circle enveloping the symbolic family or community, signifying that the family and the individual in the community are the focus of all efforts of POPCOM.

Programs and Projects

The Philippine Population Management Program has three (3) major components, namely:1. Responsible Parenthood/Reproductive Health (RP/RH) Program; 2. Adolescent Health and Youth Development (AHYD) Program 3. Population and Development (POPDEV) Integration;

1. The RP/RH Program is based on the four pillars of the population policy of President Gloria

Macapagal-Arroyo, as follows:a. Responsible Parenthood; b. Birth Spacing; c. Respect for Life; and d. Total Informed Choice.

According to the Local Government Code of 1991 (RA 7160), reproductive health services and family planning are devolved to local government units.

2. The AHYD Program aims to improve the total well-being (physical, emotional, spiritual, and economic status) of young people aged 15-24 years old.

3. The Population and Development Planning (POPDEV) aims to integrate population concerns at all levels of development planning.

The gender and resource mobilization components of the program cut across these major components.

Roles and Functions

POPCOM, the agency mandated to be the overall policy making, coordinating and monitoring body of the PPMP, has the following roles:

Policy formulation and plan development. POPCOM will spearhead the development and preparation of the Philippine population policies and operational plans in consultation with the various program stakeholders: GOs, NGOs, LGUs, media, women, youth and parliamentarians. POPCOM shall provide technical leadership in assisting agencies to integrate population and development concerns in their respective development policies, plans and programs. It will provide technical assistance to LGUs in the preparation and implementation of their population management policies and programs.

Advocacy and Communication. POPCOM will lead the call for GOs, LGUs, private sector, and

civil society to assist parents achieve their fertility goals. POPCOM will spearhead the development of core messages that will promote Responsible Parenthood and Family Planning to achieve the desired number and spacing of children of couples and their direct contributions to well being.

Data and Information Management. POPCOM will take the lead in developing a national database to monitor and evaluate the implementation of the ICPD Programme of Action. It will serve as a clearinghouse and information resource center on population and family planning, and will provide coordinated direction to all participating agencies in the development of their plans and programs. It will document and disseminate progress made in the population program through the publication of the annual “State of the Philippine Population Report.”

Generation, Programming, and Mobilization of Resources for Population. POPCOM will prepare a “Population Investment Program Plan” that will guide actions on the generation, programming, mobilization, and tracking of resources for population activities.

Pagpapahayag Ng Prinsipyo, Adhikain, At Paniniwala Ng Komisyon Ng Populasyon

Kami ay may pagpapahalaga sa kagalingan at kahusayan sa pamamagitan ng aming pagganap at pagtugon sa aming tungkulin. Pagsusumikapan naming maging sentro ng kahusayan ang KOMISYON NG POPULASYON. Kami’y magiging maagap, masinop at may angkop na pagkilos sa aming mga programa at polisiya, at paglapat ng kalutasan sa aming suliranin at magsilbing katangi-tanging huwaran sa organisasyon.

Integridad ay pangunahin sa komisyon. Kami’y bukas at malinaw sa pakikipag-ugnayan

A Board of Commissioners composed of fourteen (14) members governs the Commission on Population (POPCOM). Eleven (11) of these Commissioners are from government and three (3) members represent the private sector.

An Executive Director (ED) heads the POPCOM secretariat. A Deputy Executive Director, five (5) Division Chiefs, and 15 Regional Directors assist him/her.

At the Central Office, the five (5) divisions assist the Office of the Executive Director in the monitoring and evaluation of the population program.

CENTRAL OFFICE

Office of the Executive DirectorUnder the Executive Director is the Deputy Executive Director. Also under the OED is the Legal Unit, the Project Management Office (PMO) and the Management Information System (MIS). MIS is responsible for information systems development, data base development and management and information technology support for the offices and divisions at Central Office as well as in the regions and the PMO is responsible in the management and coordination of various foreign-assisted projects of the Philippine Population Management Program.

The Planning and Monitoring Division (PMD) is responsible for Program and Agency planning (corporate planning), Guidelines setting and Resource Program and Allocation as well as the Program and Plan monitoring and evaluation.

The Information Management and Research Division (IMRD) is responsible in materials development, information packaging and dissemination, speech writing including Media relation, networking and liaisoning, corporate image building, advocacy, PPIC (library) management and documentation.

Support Services

The Administrative Services Division (ASD) is responsible for the provision and administration of general services in terms of Human Resource Development, Personnel Management, Property and Supply Management, Records Management including communication services, transport and janitorial ad custodial services.

The Fiscal Services Division (FSD) is responsible for financial management in terms of Budget preparation and execution, accounting and utilization of funds including collection and disbursement and financial reports preparation.

THE REGIONAL OFFICES

At the Regional level, reporting to the Regional Director is the Planning Officer IV who heads the Technical Division and the Administrative Officer V who heads the Administrative Division. The 3 units under the Technical Division are the Planning and Monitoring Unit (PMU), the Management and Information System and Research (MIS and R) and the Information Management and Public Affairs (IMPA) while the Budget Unit, Accounting Unit, Disbursement Unit, HRD/Personnel Unit and General Services are 5 units under the Administrative Division. The Regional Office has that responsibility to touch-base with the stakeholders from various sectors, groups, institutions and individuals to ensure their participation/involvement in the local development planning to integrate particularly population, FP, RH and youth concerns in the local plans and provide research-based and accurate, timely and responsive information to assist said stakeholders in planning and policy decisions.
