2 two year maintenance management contracts with consulting firms had been awarded in 1991 for 100 km of urban roads each.

The contracts constituted a form of “performance contract” where the product was identified by the performance parameters defined in the maintenance manager’s Code of Practice.

In one case a private contractor provided the maintenance services and in the other case a workforce of the road agency .
