• Chief administrators and senior law enforcement officials of state and provincial motor vehicle agencies in the U.S. and Canada -- most appointed by their governors and premiers.
• MISSION: “…Work Collaboratively to support and improve motor vehicle administration, safety, identification security and law enforcement.”

• Does not have regulatory authority over jurisdictions
• Promotes reciprocity, best practices, standards, sharing of ideas and expertise

• Certain requirements spelled out in legislation itself
• Rulemaking
• What do we know?
– Introduce full legal name
– Required data elements/features on document
– Temporary cards and tie end of stay
– Unique card design to show temporary document with different than usual expiration date

• What do we know?
– Verification at source (SSOLV, SAVE, DEERS,…)
– Capture images of identity source documents
– Retain copies/images of source documents
– Mandatory facial image capture
– Effective procedure to confirm or verify renewing applicant’s information
– Issues with SSN to be resolved by the MVA
– State check if applicant already has a DL in other state
– Secure facilities where DL/ID cards are produced

Real ID
• What do we know?
– Security clearance for person’s manufacturing or producing DL/ID cards
– Fraudulent document recognition training program for appropriate Fraudulent document recognition training program for appropriate employeesemployees
– Document validity not to exceed 8 years
– Legal presence requirement
– Alternative document design if it does not meet federal standard
– Electronic access of MV database to all states
– Maintain MV database with minimum set of information
– Optional – certificate of driving
