Purpose of this presentation:

to describe the progression of the work during the cycle

to show some figures which reflect the quality of data

to give information about the amount of work, which was done by EGR, NSAs and ESSnet


EGR First Cycle1. January 2009 ― EGR received data from private sources (D&B and BvD).


Data from private sources

In total 835 856 records acquired

From Bureau van Dijk (BvD) — 505 560 records of LeUs which belong to the 5425 MNEs

From Dun and Bradstreet (DnB) — 330 296 records of LeUs which belong to the 5000 MNEs

NSAs evaluated the quality of the national ID using following quality labels:– confirmed– accepted– changed– not in stated country– not known– added

Quality report consisted of 2 parts: – Completeness of private supplier data by source– Quality of national ID in private databases by source

Task 1: NSAs confirmed STATUS of LeUs

Codes of STATUS of LeU:– A (active)– D (duplicate)– L (liquidated legal unit , if liquidated before 1.1.2009)– I (inactive)– U (status unknown)

Task 2: NSAs updated data of LeUs


Task 3: NSAs confirmed relationships between resident unit and foreign parent

NSAs were asked to assign codes of Relationship:– N (not confirmed)– A (active)– C (ceased), if relationship existed in the past– W (wrong), if relationship never existed – U (unknown)

Task 4: NSAs added missing legal units and relationships


Quality report had two purposes:

– to evaluate completeness of the consolidated data from sources

– to summarize the workload placed on countries

The template consisted of two parts:

I. For consolidated legal units

II. For relationships

NSAs asked to provide the number of LeUs and relationships they received and returned first by residency and second by status


Adding of the new LeUs

In case of Wrong or Ceased relationship NSAs could add a new parent-LeU if it was:– In the scope of data acquired from private sources– a residents of own country– a resident of Non EU31 countri AND has BvD or DnB

LeUs added by NSAs:In total 6642 (+2%)– NSA residents 5358 (+2%)– Other EU 31 residents 474 (+1%)– Non EU 31 residents 816 (+5 %)

7. October 2009 ― NSAs validated UCIs of the 500 biggest MNEs (CDP data) and identified UCI special cases




NSAs validated UCIs of the 500 most significant MNEs and identified UCI special cases

Top MNEs and UCI special cases were identified by a written consultation with NSAs

Criteria used for the topp MNE list:– the European employment of the MNE >12000 (data of DnB)– the number of countries where subsidiaries are located is >= 5– the cluster has > 10 member units

NSAs were enabled to identify their most important MNEs as TOP even if the criteria were not met

Over 500 top MNEs were identified in the EGR


Results of written consultation of Top MNEs

Between the top MNEs 65 are special cases

For 23 MNEs the UCI became different from the global group head

8. January–February 2010 ― NSAs validated MNE structures, added the Enterprise, determined GDC and RU

GDC and RU, added the Enterprise

Task 1: NSAs corrected group structures that are incorrect

Task 2:NSAs confirmed the UCI of 5000 MNEs

Task 3: NSAs added Enterprise data


Results of the 3rd data exchange (I)

Task 1: NSAs corrected group structures that are incorrect

23 countries repaired group structures.

Of which:– Added new Active relationships — 3255– Removed Ceased relationships — 343 – Removed Wrong relationships — 461


Results of the 3rd data exchange (II)

Task 2: NSAs checked and validated UCI/GDC:– UCI/GDC = GGH 6136 (96,6%)

– UCI/GDC <> GGH 214 (3,4%)

More detailed view with reporting unit:– GGH = GDC = RU 6091 (95,9%)

– GGH = GDC <> RU 45 (0,7%)

– GGH <> GDC = RU 213 (3,4%)

– GGH <>GDC <> RU 1

In case of Top MNEs 26 have a different UCI out of 499 (5,2%), 7 are located in a different country (1,4%)
