Topic: TRIPwire and CBAT

Application to First Responders:

• TRIPwire provides first responders with information on current terrorist improvised explosive device (IED) tactics, techniques, and procedures.

• CBAT provides a computer-based, cross-platform tool that allows first responders to present data, make informed decisions quickly, and confidently respond to an incident.

Application to Preparedness:

• TRIPwire provides timely and relevant IED threat analyses, reports, and planning documents to improve security measures and protect against the threat of IEDs.

• CBAT provides facility visual vulnerability assessments to prepare for, respond to, and manage critical infrastructure, National Special Security Events, and contingency operations.

• June 2003 – CBP agent at Chicago O’Hare Airport interviewed passengers from a flight from Amsterdam based on “red-flags” from pre-flight intelligence.

• Raed al-Banna, in possession of a legitimate tourist visa, was questioned.

• Due to a previous visa violation, al-Banna was photographed, fingerprinted, and deported.

• 28 February 2005 – al-Banna, suicide bomber, conducts the deadliest vehicle-borne IED (VBIED) attack in Iraq since the U.S. invasion.

• The fingerprints from the driver’s hand that was chained to the steering wheel, match those taken from al-Banna at O’Hare Airport.

• Bombing targets health center next to bazaar in Hilla and kills more than 130 Iraqis, mostly police recruits queuing for medical checks and also shoppers.

• IED attacks remain the primary tactic for terrorists seeking relatively uncomplicated, inexpensive means for inflicting mass casualties and maximum damage.

• Continued global terror attacks, along with IED use in Iraq and Afghanistan, have shown that the threat is adaptive and difficult to counter.

• In 2007, there were over 4,500 terrorist bombings worldwide resulting in over 13,000 injuries and 11,000 deaths.

• Over the past four decades, bombs have been used in over 90% of global terrorism incidents.

TRIPwire is an online network for State and local law enforcement officials tasked with bombing prevention

to discover and share the tactics, techniques, and procedures (TTPs) of terrorist IED use.

• TRIPwire’s unclassified resources remain FOR OFFICIAL USE ONLY (FOUO) to avoid common information-sharing limitations.

• TRIPwire assists both DHS and State and local law enforcement to ensure that IED security capabilities match terrorist and criminal adversaries’ technical capabilities.

• TRIPwire is a component of the National IED Prevention and Awareness Campaign, which has had events in Los Angeles, Nashville, Raleigh, and Philadelphia with senior Federal, State, and local leadership.

TRIPwire Community Gateway leverages the content and expertise of the TRIPwire system, bringing timely and relevant IED awareness information and analysis to private sector leaders

with CIKR protection responsibilities

• Developed in response to increasing demand within private sector for bombing prevention information and assistance.

• Shares information on common site vulnerabilities, potential threat indicators, and effective protective measures appropriate for private sector audience.

• Provides information tailored specifically to each of the 18 CIKR sectors.

• Leverages content, expertise, and reputation of existing TRIPwire system.

• Serves as the central DHS repository for private sector guidance on bombing prevention.

• Reinforces DHS commitment to partner with private sector and public to combat terrorism.

• TRIPwire membership is limited to State, local, territorial, Tribal, and Federal law enforcement, first responders, and homeland security personnel with bombing prevention missions.

• A computer-based visual cross-platform tool to capture critical site assets and current security postures.

• The 360° video combines 6 individual, high-resolution cameras that provide color video of facility perimeters, routes, and specific areas pertaining to the CIKR.

• The panoramic video is comprised of a Point Grey Ladybug® 2 and 6 Sony 0.8 megapixel cameras with 1024x768 resolution.

• Video captures 30 frames per second (JPEG compressed) and 15 frames per second (uncompressed)

• The still camera system utilizes a wide-angle fisheye lens to capture two 180° panoramic images, which are then stitched together to produce a full 360° spherical image.

• Camera is a Nikon P5100 12.1 megapixel CCD with an IPIX Fisheye lens.• The software incorporates immersive digital media, and relevant documents to provide

planners with a computer-based, cross-platform tool that allows them to present data, make informed decisions quickly, and confidently respond to all hazard incidents.

• Software is Orator® Plus Presentation System.

Computer Based Assessment Tool (CBAT)

• Integrates vulnerability assessment data with geospherical video and geospatial and hypermedia data.

• Incorporated into the Regional Resiliency Assessment Program (RRAP) to enhance protection efforts.

• The RRAP is an assessment of critical infrastructure and key resources and regional analysis of the surrounding infrastructure, including key interdependencies.

• Provides coordinated protection efforts to enhance resiliency and address security gaps of the surrounding first responder communities and geographic region.

• Assists owners/operators, local law enforcement, and emergency response personnel, to prepare for, respond to, and manage CIKR, National Special Security Events (NSSEs), high-level special events, and contingency operations.

• For NSSEs and high-level special events, CBATs are conducted in coordination with FBI, USSS, and local law enforcement.
