Historical Background
• Until the Seventies, Vienna’s cityscape was characterized by trams – the concept of open access should be maintained
• The open system provides greater flexibility with regard to designing the stations (e.g. larger hall areas)
• Easier integration of the guiding system developed for the underground
- no “one-way system”- no fixed separation of passenger flows necessary resulting in slightly less space required

Personnel management• Transport staff can be provided with a greater level of varied work
through “alternating jobs” (driver or ticket inspector). Option of remaining in the labour force for longer.
Disadvantage: assumed “invitation” to dodge the fare• No physical barrier, which make using public transport without
ticket more difficult.
