Planning and Works Report for February 2014

Patching: Patrolling heavily used roads as well as conducting inspections post

completion.

Maintenance works completed:

o Byers Rd: Surface upgrade of 2.1 Km

o Miniata Rd: Cul-de-sac upgrade to cater for a school bus turning.

o Gum Tree Rd: Repair table drain invert from erosion (80m).

o 55 Freds Pass Rd: 125 m2 Verge has been maintained to allow free flow and to

provide a hard stand for parking (school).

o 395 Virginia Rd: Repair headwall culvert.

o Keleson Rd: Grading maintenance 1.6km approximately.

o Sandy Rd: 2.2 Km Maintenance grading.

Estimates have been prepared for:

o Mocatto Rd: 2 km approximately Maintenance grading.

Manton Valley Rd , Leonino Rd, & Rock/ Gravel ( 66 Tonne ) to HSWTS, HDWTS,

BSWTS for urgent maintenance purposes.

CRM Inspections carried out, blocked drains, damaged road signs, missing floodway

depth markers.

Erosion effecting culverts, clearing of drain blockages, access to property.

Purchase new hand tools, sing hardware, safety equipment (E- Flares, Hard Hat) to attend

by the work supervisor when possible.

Meet with contractors on site to listen to their concerns and obtain an understanding of

materials to complete works.

Estimation for potholes and road re-gravelling: 7 pothole estimates and 2 road re-

gravelling has been completed.

Site meeting on Leonino Rd with Russel (Hawke) in regards to the cross-road culvert

upgrade.

Site meeting with Mark from Hawke in regards to the re-gravelling progress on Byers

Road.

CRM inspection to fill supervisor on sick leave (Geoff).

Mobile Work Force February Slashing:

Mira Rd and Mira Rd south, Spencer, Peacock, section of Letchford Rd, Leonino and roads coming off, Reedbeds Rd South, Southport Rd, Stockwell Rd and Williams Rd, Carveth Rd and Cyrus Rd, Livingstone, Scrutton, Blyth, Kentish, Wheewall and Bandicoot Roads. Due to the Jan/Feb heavy rainfall not all the above roads were completely slashed. Spraying:

Beddington Road and roads coming off, Daniel Ct and the roads coming off, Patterson, Ballinger and Harmer roads, Bye Ct, and Barnett Ct, Virginia Rd, Bees Ck Road, Bronzewing Road and side roads in Howard River park, all of the roads in The Grange on Stuart including the bike paths, Hamilton Road and commencing on Lowther Rd . Mobile Work Force has assisted Council Road Works Dept with road flood and closed

sign placement, checking, radioing in floodway levels and removal of signs. The most common roads flooding roads are Reedbeds Rd South, Leonino, Old Bynoe,

Virginia Rd, Girraween Rd, Power Rd and Lowther Rd. Assisted the Works Dept with traffic management on occasions. Pothole repairing, urgent jobs that the Contractor was not available to do. Cut up & removed several rain/wind related fallen trees on Produce Rd and another six

from Alverly Rd. Relocated approximately 20 tonnes of concrete rubble dumped on Mira Rd to the

Humpty Doo Transfer Station. Council have received a letter of appreciation from residents in the area for our prompt service.

Property Management February Report

Obtained Council approval to employ a consultant to design Mobile Workforce Tractor

shed to be located on Council Office land Bees Creek Rd; confirm this structure is Zone

Compliant, and obtain estimate of costs. In hand.

Received new Flag Poles for the Polo Cross Nationals to be held at Freds Pass Reserve

July 2014. To install a little closer to the event.

Purchased insulated sea container to house radio equipment for approved VHF radio

transmitter installation @ Police Manton Dam Radio site.

Construction completed of 3 x colour-bond sheds for Waste Stations; each to house a

2,000ltr Oil tank & associated bund - for Council’s Waste Stations – Grant $60,000.

Inspected new Hyundai Front End loader at Western Diesel. Waiting on 4 in1 bucket

before taking ownership.

Police Callout 6.30pm Thursday 6 February single vehicle accident Virginia Rd; to attend

and mop up oil draining into table drain from a damaged sump.

Received confirmation from Building Advisory Services Friday 21 February that they

have now approved the Variation to the original Development Application for the

Humpty Doo Waste Station Construction to build the All Weather roof facility over the

Gate Keepers office (Approved Capital Works).

Construction complete of a 4m square trailer lock up for the McMinns Lagoon Reserve.

(Grant funds $11K).

Oversee daily operations of the Mobile Work Force and Waste Station Managers’ daily

operations.

Attended Waste Recycling Industry NT (WRINT) launch to catch up with people from the industry. The group included City of Darwin, NTRS, Cleanaway, Toxic Free (recently bought Waste Solutions), Sims and Sell and Parker (metal recyclers) and Peter McLinden from LGA. The Launch was to discuss waste and recycling issues around Darwin. Planned quarterly meetings.

Attended a Veolia meeting with Waste Manager and Glen R, discussions regarding current operation activities, including the annual rise and fall relating to their monthly invoicing.

Contacted Ipswich Council to obtain additional waste and recycle education information from a different perspective.

As part of the Office operation team, using multi-skilled knowledge and experiences to assist the Property Manager when requested.

Assist Waste Station Manager with Environmental and Licence queries, plus end of month acquittals & I-weigh program enquires.

BACKGROUND: It was resolved at the first meeting of Council on Tuesday 10th April 2012 that Council endorsed the appointment of Deputy Mayor to be on a yearly basis over this Councils term of four years, (April 2012 – March 2016). Councillor Mike Bowman served the first yearly term being 10th April 2012 up to and including the first Ordinary Meeting in April 2013. Councillor Vic Statham is currently serving the second yearly term which will end after the 10th April, 2014 Ordinary Meeting. CURRENT SITUATION: Council is required now to appoint the next member to hold the office of Deputy Principal Member to commence immediately after the Ordinary Meeting on 10th April 2014. PA14/PRCS/016 LETS GO KIDS ADVERTISING 2014 MEETING DATE: THURSDAY 13 MARCH 2014 MEETING TYPE: ORDINARY FILE REFERENCE: ATTACHMENTS: YES

BACKGROUND: The 2014 Lets Go Kids NT edition is due for publication April 2014, with 48,000 copies produced and distributed through schools, childcare centres, visitor information centres, council offices and libraries. This free A5 magazine targets families in the NT and showcases local activities and offers discounts to some attractions. In 2013 Lets Go Kids launched their free app which lists most of the magazine content. Council have advertised with Lets Go Kids since its establishment in 2009. In 2013 Council advertised one ¼ page promoting the 7 Recreation Reserves at $1,518. CURRENT SITUATION: Adverting quotes have been obtained for 2014; One full page is $1,380 and Council will receive a Free ¼ page (plus gst) Two full pages are $2,590 and Council will receive a Free ½ page (plus gst) Also offering additional extras for website slider advertisements, TV commercials and app locations. Advertising deadline for artwork is March 17th. FINANCIAL IMPLICATIONS: Advertising costs STRATEGIC PLAN IMPLICATIONS: Goal 4.1 Support and promote our lifestyle. PA14/CL/009 COUNCIL LAND - HOT DOG LADY MEETING DATE: THURSDAY 13 MARCH 2014 MEETING TYPE: ORDINARY FILE REFERENCE: ATTACHMENTS: NO

BACKGROUND: Lot 320 Arnhem Highway which is land that belongs to the Council has over many years been used by various groups to sell cars, fruit and vegetable and fund raiser as and when required. CURRENT SITUATION: Jeanette Harmon (known as the Hot Dog Lady) has made a formal request for permission to set up her stand next to the car park on the above mention land. Council does not have any regulations regarding this type of services on a semi-permanent approval, as the request seeks week-day usage from 9am to 2pm. FINANCIAL IMPLICATIONS: Nil LEGAL IMPLICATIONS: Nil ENVIRONMENTAL IMPLICATIONS: Nil PUBLIC RELATIONS IMPLICATIONS: To give formal approval could open up issue from

local food outlets COMMUNITY SAFETY IMPLICATIONS: Nil RECOMMENDATION: That Council:-

a) Acknowledges the request but cannot give any formal approval for a semi-permanent operation on the site or

b) Approves the drafting of an agreement to be reviewed in six months and to ensure the site remains clean.

BACKGROUND: The Local Government (Accounting) Regulations Part 8 states:- 18 Financial reports to council

(1) The CEO must, in each month, lay before a meeting of the council a report, in a form approved by the council setting out: (a) the actual income and expenditure of the council for the period from the

commencement of the financial year up to the end of the previous month: and

(b) the forecast income and expenditure for the whole of the financial year.

(2) The report must include: (a) details of all cash and investments held by the council (including money held in trust);

and

(b) a statement on the debts owed to the council including the aggregate amount owed under each category with a general indication of the age of the debts; and

(c) other information required by the council

(3) If a council does not hold a meeting in a particular month, the report is to be laid before

the council committee performing the council’s financial functions for the particular month.

BACKGROUND: Council has been represented at the Freds Pass Show for many years with a stall projecting the Council’s image and manned by elected members. CURRENT SITUATION: The Freds Pass Show this year will be held between Friday 16 and Sunday 18 May 2014. Council needs to consider if it will be having a stall this year and a site has been requested. In years gone by Council staff has participated with the Friday normally being set up day. If Council decides to participate it will need to advise staff of its requirements in relation to the site required, what is required for furnishing the tent and display boards so that everything will be ready in a timely manner. In due course a roster to man the tent will need to be finalized. FR14/RL/004 : LIVINGSTONE VOLUNTEER BUSH FIRE BRIGADE LAND MEETING DATE: 13TH MARCH 2014 MEETING TYPE: ORDINARY FILE REFERENCE: ATTACHMENTS: YES

BACKGROUND: The Livingstone Volunteer Bush Fire Brigade have been operating from an approx 0.19 hectare parcel of land in the north west corner of Livingstone Recreation Reserve, 35 Livingstone Road, Livingstone, since 1976. This fenced area includes; an elevated water filling station, sheds, amenities and a cleared heli-pad at the rear, adjacent to the loading ramp, obtained by various fund raising activities and working bees. The land mass of 35 Livingstone Road is 64 hectares and Litchfield Council has freehold title to this property. Approximately 8 years later the Livingstone Recreation Reserve Management Board was formed. CURRENT SITUATION: At a meeting held on Monday 3rd of March the Livingstone Volunteer Bush Fire Brigade informed Council Staff, that they would like to extend their area of use due to their increase in volunteer numbers, machinery and equipment. The expansion would include moving the eastern boundary out 28m and the southern boundary by approximately 50m. The heli-pad would be incorporated in the proposed extension. None of this proposed extension area is used by the Recreation Reserve. The Volunteer Brigade have also requested that the total area of land (0.67 hectares) be formally acquired in the name of the Livingstone Volunteer Bush Fire Brigade. The Bushfires NT Representative at the meeting informed Council Staff that other Volunteer Brigades have 99 year crown land leases or other arrangements with private landowners. In January 2014, the PNC received advice that the plan for the subdivision of Section 148, Hundred of Colton in Acacia Hills had been altered with the “L” shaped road now being extended to the easterly direction, forming a longer road and in order to facilitate addressing of the properties on this road a third road will require naming. (See attached Map). CURRENT SITUATION: At its 190th Meeting, the Place Names Committee recommended the name of “MAJAR ROAD” for the additional road in the subdivision of Section 148, Hundred of Colton, in Acacia Hills.
