CRISIS MANAGEMENT POLICY
I. INTRODUCTION Crises happen anywhere and anytime. A crisis is an occurrence out of the ordinary which presents an unforeseen problem. Examples include, but are not limited to, drug or alcohol death, terminally ill student/staff, natural disaster, rape, tragic accident, death by natural causes, shooting death, health emergency, violence, suicide, or drowning. In the event of a crisis, staff members need to know
• who will communicate with the family and, when appropriate, with the media; • how information will be communicated to students and staff; • what services will be provided to students, and, if necessary, to staff; • what resources are available to assist students, staff, or parents; • that students cannot be approached by media representatives on school
grounds; • who deals with phone calls.
This policy is established to be helpful to all staff members in knowing what their role is in a crisis and how the school will respond. II. EDUCATORS ARE INVOLVED IN STUDENT CRISES BECAUSE:
1. Schools are expected to meet the intellectual, social, emotional, and physical needs of the students.
2. Parents look to our schools for support. 3. Limited assistance is available for the extended family because of job
mobility. 4. Schools provide support services during and after the crisis to assist
students. They supplement the work of other agencies and professions. Schools do not compete with other agencies or assume responsibilities that are better left to medicine, social work, or law.
Ill. The Marshfield Public Schools recognize the need to provide support to
students, staff, and parents, as appropriate, in the time of crisis. Therefore, system-wide and individual school crisis teams will be established by the Superintendent or his/her designee. Each school will maintain a Crisis Management Plan and identify a Crisis Response Team.
The Crisis Response Team will:
• use the district/school handbook and organizational charts attached with this policy;
• have specific people named to the teams; • simulate a crisis no later than the first Monday of December each
year; • be familiar with the Crisis Resource List; • evaluate the Crisis Management Plan by the second Monday of April
each year.
The Marshfield School Department goals for an effective crisis response include:
• a written, organized, systematic, but flexible response to crisis; • providing education in the grief process; • offering consolation and a safe environment for the release of
emotions; • identifying Crisis Response Teams annually and reviewing procedures.
The Superintendent of Schools is the school department's official spokesperson.
Students cannot be approached by media representatives on school grounds. Media should be instructed by the principal to remain off school grounds and not photograph or interview students or staff without specific permission. A predetermined location for media to set up equipment (away from the school) is the best plan.
IV. The Policies & Procedures for Crisis Management will be made available to
the Selectmen, the Chiefs of the Fire and Police Departments and the EOC. V. After an event requiring activation of the district/school Crisis Team, the
leader of the team will review the event, the processes followed, and consider making recommendations to the Superintendent to improve the procedures.
