MAKIKI CEMETERY.

Editoh Bulletin : I would liketo ask the Minister of the Interiorthrough your valuable paper, if it isin accordance with his wishes andorders that the Makiki Cemetery isturned into a horse pasture?

I have always considered a ceme-tery a very sacred place, and itseems a great sacrilege that itshould be use for a pasture.

l'cople who have relations andfriends buried there must feel it,and are their feelings to go fornothing. 1 feel sure His Excel-

lency will attend to the matter andsee that the place is kept as itshould be.

I would further say that the ceme-

tery is in a disgraceful state per-fectly uncared for, a disgrace tothe. town. Something should bedone and that immediately.

trade. In their own homes, iu

society, nod beginning in the lowestgrades of public service, they ab-

sorb the aptitude involuntarily fromthose who make it the faculty oftheir lives, so that they are, so tosay, to the manner born. If notgreat proficients, they understandthe principles, ami are expert at thepractice, of the service. Above all, tliey understand und adhere strictlyto t ho codo of honor which distin-

guishes a certain grade of men, andwhich is generally admitted to beindispensable in the conduct of

imtiouul business. Now, most rational people when

requiring the services of a mechanic,

prefer to employ one who knows

something of bis trade, mid thesame people, if left to their own

judgment, would probably choose

men to till the olllcesof Governmentwho had been accustomed from theiryouth to the society of gentlemenand the transaction of public duties. If these are not to bo had, theywould select from the untrainedcommunity men of intelligence, education, high character, and with

that mea-ur- e of estimation for honorand liberality of feeling which marksone of nature's gentlemen, thoughhe may have been born in a grosshut, and his father imprisoned forpetty larceny. Fur nobility of mindbelong!) to no privileged 'class. A

long line of titled ancestiy, ami all

the other appendages of aristocracy,of themselves confer no estate in

character and ability, and one who

boasts of tbise may pale before thehone-- t son of u wood-chopp- or astreet-cleane- r, whose word is asgood as his bond, and win se integ-

rity of purpose mid goodness of

heart would carry him in safetythrough complications that mightleave even Metternicli on the flat ot

his back.

Well, then, assuming the personal, moral, and mental qualifications('numerated to be essential for a

Government servant, whether in theperson trained to the work or theone chosen because the other cannotbe had, we would ask how many ofthose presumptuous gentlemen who

at the present time have aspirationsthat way, have in any shape theessential attributes? We confessthat some who have spoken freelyof their aiis mid hopes, are tojisan enigma. They do not give theoutward appearance of men fit forollice, nor the inward convictionthat nature ever intended them torise so high. They w ould be no less

out of tlieir legitimate sphere in thepublic service than Bismarck sweep-

ing a street crossing or Gladstoneselling oranges at a street corner. We cannot help thinking that thegratification of their ambition would

tend to heap contempt and ridiculeupon the principles of constitutionalgovernment. Of cause, this viewis singular. They believe them-

selves thoroughly versed in all thesubtleties of administrative craftand gifted with the highest and besttone of diplomatic etiquette twoshades greater than Talleyrand anda foot taller than Palmerston. Butit is no use talking. We still holdto the belief that when men arethrust into places of trust andhonor, without merit, integrity, orcharacter, and whose only recom-

mendation is that they are hot-

headed and abusive-mouthe- d poli-

ticians, their natural hatred andobjection to all that is broad andliberal will exhibit itself to the in-

jury and disgrace of the service.

LIBERTY CF THE PRESS.

The liberty of the press is aphrase that fills the mouth, and isfound convenient for a variety ofpu. poses, having no relation what-

ever 1 the principle understood orthe object intended. Some peopleimagine that the details of a filthystory or a private scandul are edit-orial duties. The taste of somewriters has such an ailinity with thegutter that the tendency of theirliterary productions is always in theoderous direction of the drain. When these men pander to thevitiated imagination of the mob theyfrequently confound the liberty of

THE PUBLIC SERVICE.

Our public service seems to havea peculiar fascination. It is aston-

ishing how many persons this small

community can furnish, who forsome reason or other wouliT like toget into GovcrnuyjDt billets, andconsider themselves just the men forthe places and really entitled to

thorn. There are more men thanodlees. It will he impossible forthem all to be accommodated ; butthey have hopes. At least, some

of them are not backward in sayingso.

Now. these aspirants mostly be-

long to a class of men whose ante-

cedents should exclude them per-

emptorily from affairs of State; forthis reason, that although they maybe very excellent and praiseworthypersons in their own particularsphere and calling, thev cannot havehad any previous acquaintance with

the business of State affairs. Thosewho fill Government oflices in mostold countries arc brought up to the

me press wuu me licence or tue pig-sl-

Happily this country is remarkably free from this class ofwriters and this kind of literature, but there are not wanting in thecommunity men who have the auda-

city to assert that the local press isbehind the age in omitting the des-

cription of matter referred to. Thepublic actions of public men, or theprivate actions of individuals, whenfairly introduced by process of law,or when of a nature to affect others, are the property and business of thepublic writer. Good taste and tbe

Anumber of Liberal members of theCommons will proceed to Ireland toprove their sympathy with theleague. The Tories are chagrinedover the prospect of prolongation ofthe session. The bulk of the Union-ists approve the Government's actions.

London, Aug. 25. Forty Liberalmembers of Parliament held a meetlng to-da- y and resolved lo supportthe Irish National League, as theywere satisfied that the organizationwas purely a political one. Twentyother liberal members wrote a letterexpressing sympathy with the pur-

pose of the meeting. There wereno party leaders present.

London, Aug. 2G. In an inter-view with a representative of thepress Gladstone, in reply tothe Question as to whether lie ex-

pected the defeat of the Govern-ment ht said : "No, we don'texpect to do that, but the fact thatone year ago the Government major-ity was lib, while now the mostsanguine Conservatives only antici-pate a majority of CO, on proclaim-ing the league, shows what a tremen-dous change has come over the faceof the country. The change is com-ing more rapidty than many peopleimagine and in fact quite fastenough." Gladstone seemed to bein high spirits ami declared he wasin excellent health. ,

Berlin, Aug. 10. Emperor Wil-liam is so ill that it has been ar-

ranged that the King of Saxonyshall represent him at the Konigs-bcr- g

maneuvers. The olllcial bul-

letin says the Emperor caught coldduring the recent sudden change inthe weather and that the chief symp-toms in his present indisposition arcoccasional rheumatic pains.

London, Aug. 10. Balfour, ChiefSecretary for Ireland, announced inthe House of Commons this after-noon that the Government had pro-claimed the Irish National League, lie said the league was proclaimedas a dangerous association, underSection G of the Irish crimes actamendment bill, recently made ala-- . Cheers and counter-cheer- s.

The Government bad thus taken thepower conferred upon them by thestatute to prohibit and suppress Hie

league. Continuing, Balfour said:There are two sub-head- s of thesixth section of the act mentionedin the proclamation which declareas follows: "Whereas, wenfe satis-fied that there exists in Ireland anassociation known as the IrishNational League, which in parts ofIreland promotes and incites acts ofviolence and intimidation." TAvoice: "It's a lie. No branch ofthe league is engaged in suchwork."

Sexton asked whether the soleground for the proclamation wasthat the league simply was an asso-

ciation tending to interfere with theexecution of the law.

Balfour in reply read the terms cfthe proclamation.

Harrington asked whether Balfourwas aware that nearly all thebranches of the league were en-

gaged in registration work; whetherhe knew Unit the league was theonly association opposed to the Con-

servatives' work, and whether theproclamation was intended to para-lyze the efforts of the league lo theadvantage of the Conservatives onthe new register.

Balfour replied that no branch ofthe league whose work was confinedto registration would be impeded inits work,

Replying further to Sexton Bal-

four said until the Viceroy issuedan order regarding a particular dis-

trict the proclamation would haveno force.

The subject was then droppedand the House went into committeeon the land allotment bill,

London, Aug. 10 The Govern-ment has decided to proclaim theIrish National League, and the LordLieutenant has y issued hisproclamation. They have further-more, in obedience to the clamor ofthe landlords, practically abandonedthe land bill by accepting the fatalamendments of the Lords, and as aresult of both of theso steps theyhave broken up the Liberal-Unioni- st

alliance, and all the Liberal-Unionis- ts

ANTICS GF ANTS.

In a crevice of the Beaver Saloon'ssoda water counter, congregate anarray of ants and by carefullywatching them the following maybe seen: A 'fly, or a number offlies, on walking across or along thiscrevice, are seen to stop suddenly.A detachment of the army of antshas caught the fly's legs, and whilethis detachment firmly holds thevictim, other ants pile on anildevour the fly. As many as a halfdozen flies have bei n caught w ithinhalf a minute, and are dispatchedwith incredible rapidity. The lly isnot completely eaten, for after theants have finished their repast on acaptured fly, a part of the body isleft. Although the entire operationof the capture and slaughter of anunsuspecting fly may be distinctlyseen by the naked eye, the assist-ance of a magnifying glass wouldenable the observer to ascertain bywhat means the ants can so firmlyhold on to a fly's legs and still retaintheir own footing.

The schooner Wainialu belongingto the l'acihe Navigation Co., arrived la-- t evening from LaysonIsland, with 45 tons of guano andabout 200 birds. From Kauai toLayson Island the Waimalu was 6

days. The schooner anehorel justoutside of the reef and pn eecded toload guano by bogs. Sixteen dayswere occupied in loading the vessel. The si a became rough at time.1.,

greatly retarding the work of loading. An anchor was lost duringone of the rough spell9. While atthe Island, many clucks and turtleswere causjlit for food and 200 smallbirds with a slight resemblance to acanary bud, were caught in netsand caged. Only three out of the2U0 died, About 50 of these curiouscreatures nicy be seen or purchasedat the Pacific Navigation Lo. 8

offlce. They chirp and sing, some-

what harshly, and are very tame.Ihey will cat from the hand andwill permit themselves to be pickedup. The return trip was ratherlong, 25 days, on account of thebowsprit having sprung.

MAKIKI CLAIMS.

The following outline of the Ma--

kiki claims matter and their linalsetelemeiit, is lrom the "Daily Ga-

zette:"During 1881-- 2 it was thought

best to buy out all the privateowners or land m luaKiki valley. The land was accordingly condemned bv a properly appointed commission, and the owners awardeddamages. Instead of paying first, and taking the land afterwards, theGovernment took possession of thelands and removed the owners, stat-

ing that compensation would bemade as soon as the Legislaturemet, in 1884. Most of the ownerswere native Hawaiians, althoughthere were several foreigners. Theirhomes and all they owned were inMakiki, and when they were drivenout, a number of them camped outon the sand slopes of Round Topand built brush huts to live in,while they subsisted on sweet pota-toes. Eighteen huudred and eighty-fou- r

came and went. Promise afterpromise was made and broken.Several of the" claimants broughtsuits in the Supreme Court againstthe Government and obtained judg-ments, but that was all. they did

ment In proclaiming the league wasa gratuitous insult to the Irish, con-

sidering the present condition ofIreland. It was merely a move tocover the weakness of the land bill.If the hill did not protect tenantsfrom eviction, trouble would be in-

evitable during the coming winter. In the lobbies of Parliament, this

evening, Gladstone asserted that theGovernment is unjust and impru-dent in proclaiming the league. The Parnellites say the Governmentwishes to create trouble and outragein Ireland during the coining winter j

that the proclamation will force theextremest measures of the league tothe front and that the Governmentwill shortly bitterly repent its ac-

tion. All the important documentsof the league have been removedfrom the headquarters in Dublin.

Chamberlain and T. S. Bussellhave withdrawn from the Unionistparty in consequence of the pro-claiming of the Irish NationalLeague by the Government.

In order to emphasize their indig-nation a number of Liberal membersof the Commons have decided tojoin the league, and many Irish pa-pers appeared with black bordersthis evening. The announcement ofthe proclamation was received quiet-ly in Ireland. At Limerick twenty-si- x

new members joined the league.

SUCAR.

Bradstreet's, the leading NewYork financial and commercial pa-per, has the following report of thesugar market for August 20th :

Only a light business has beendone this week in raw sugars.Prices note no change. The statis-tical position shows a continuedgain in strength, but without anyperceptible effect on the course ofvalues. Kcflued sorts were sold inquantities to meet the demand.Prices as yet show no improvement.Toward the closo of the week osmall demand for export wa9 report-ed In cost and freight businesslittle is doing.

Among the leading features thisweek has been the heavy reductionin refiners' stocks, consequent ontheir remaining out of the marketand taking out of their stocks sufll-cic- ut

sugar to meet their melting r- -quirements. Their stocks duringthe past two weeks have been reduced over 10,000 tons. The totalstock in all hands is now 9,718 tonsless than at this date last vear.Receipts from the West Indies "(exclusive or Miuaij, lor the lirst timethis season, show a falling off. Re-

ceipts for the year are less and melt-ings considerably more than al thisdate last year. The total stock inall principal countries at lates datesis 8iy,310 tons, against 808,321tons last week and 1,058,430 tonslast year at thi3 date.

Little importance seems to beby sugar men here to the re-

ported heavy shipments of sugarfrom the Sandwich Islands. Theyanticipate no particular effect onprices, and claim that the amounton route here is no larger than lastyear.

what next? It was signed and be-

came a law? "Not much it didn't."The patriotic crowd who ran themachine at that time needed themoney to keep the Board of Geflealogy well polished, and to pay a lotof mibtary salaries Hint never hadbeen heard of before, and the fateof the nation depended upon gelting the Kaimiloa into shape, therefore the Makiki claims bill wasDiiieon-hole- and neither signednor vetoed. The Legislature ad-

journed and i passed. Fivesets of Ministers had taken theirseats since the Makiki claimantswere evicted ; each promised pay-

ment and mcli bioke the promise.Kiglitetu hundred and eighty-seve- n

came in and still the claimants starved and squatted on vacant lots fora living. I o Germans laid tliel.lclaims before their consul, and thematter was made' a diplomatic onewith a threat of action on the partof Geimany if the Hawaiian Govern-ment did not meet its obligations toGerman citizens. The first half of1887 passed and not one cent hailbeen paid, although the Cabinet re-

peatedly promised to do so, andactually passed a Cabinet resolutionto pay the money, and ask thenext Legislature to indemnify them. But the Kaimiloa had to go to Sa-

moa and the Palace Gates had to befixed, and other necessary and use-

ful objects absorbed all the money. The new Ministry came in and

found things in this condition. Al-

though there were many objects re-q- u

ring the immediate use of all thefunds available, the equitable rightsof the claimants were considered tobe paramount to all other claimsupon the Treasury. It was a dis-

honor and a stain upon the goodname of the country that unoffending. itizi ns should be robbed oftln ii1

a l by the mere right of might, andHint in defiance of ritiht uml com-

mon decency they should be bluffedout of their just dues for live years, simply because they did not havethe physical power to enforce theirjust dues.

Under the circumstances the Min-

istry felt justified in paying theclaims, and making an indemnityaccount of the item, lo be submittedto the next Legislature. If thenext Legislature think the amount soexpended should have been used inpaying the running expenses of theSamoan Legation for another mouth, and that this was an improper useto make of the money, they will sayso. if the next Legislature is composed of patriots of the Poepoe- -

I'osa stripe this will probably bedone. But if the Reform partycomes out ahead they will probablyendorse the policy of paying honestlebts first and sitting down on sine

cures altogether.

PAUL BOHM.

In the Supreme Court at Hongkong on July II th, an applicationwas mi. do "in forma pauperis" byPaul Boll m, lately a merchant inYokohama, for adjudication as abankrupt. The applicant, it Is said, lost all his money bv a venture inconnection with a ship chartered forthe convevance of Chinese emigrants to Honolulu. He was detained at Hongkong about 0 weeksago at the instance or Lun inkShing, who had a claim against himof fi,500. Among the bankrupt'salleged assets is the sum of 851,000which he says is due lo him by the

bartered Mercantile Bank in Yoko-latn- a,

and also the sum of $ 1,000for a hearse. He, however, doesnot give a very satisfactory cx-- r

lanation of thes assets. Mr.Dennys, who appeared for the detaining creditor, opposed meantimethe application for protection, as heunderstood negotiations were pending for a settlement. The ActingChieJ Justice, before whom the application was made, said he wasdoubtful whether he could adjudicate the applicant, because accord-ing to his schedule he had realisableassets, He would adjourn the case.

Each tower had five stories ; ill theroonj9 w ere vuulted ; in thape, theywere octagonal, but had only ft sin-

light. The walls were C feel thick, with doors at each end. The cell21) feet under ground, were notwhit more than those at the summitof the towers. The prisoner mightbe drowned in the former, or Blench-

ed to death' by the iullltraiion ofwater from the putrid moat; or fro-

zen or pilled in the attic, followingthe tseubon. No lire was allowed to

the poor prisoners: in fact, onceranked in this clns, is was adieu tohope. When Kichelieti sent hisfeudal barons to the Ilastille, tobreak the neck of nristocrutisio, the poor for gaol had only the mud-hou-

a salary of C0,000frs. a year; hewas monarch of all he surveyed, ruled as alolutely us a Czar. To speak disrespectfully 'fa royal mistress or a court favorite, the iettre de cocliet, tignctl in blankby the kiiii!, had only to be tilledup, and handed to the Pastilleguards and Uieir Hlack Maria, forexecution. Hence it was a courtoppression, and Taine observers, thecourt was then the tomb of the na-lio-

plucked, and worn in hat or coat.

Later ilwns found green was thecolor of the king's brother's liverythe Couite d' Aitois, subsequentlyCharles X. Red and blue thecolors of Paris, were al once adopt-

ed, to which white, the symbol ofConstitutionalism, was added. Itwas thus the tri-col- was created.

The capture of the Pastille costthe lives of 110 citizens, and therewere 7;J wounded. The defendershad only cue killed and one wound-

ed, which illustrates the advantagesof fight inj behind slone walls. The

best men at the assault were thecorps of barbers: there were a1,(100 master barbers, each of whomappeared with live of his assistantsor apprentices, so that as usual,Figaro was everywhere. Only sevenprisoners were found in the cells;thus the romantic tales about thehorrors discovered, must be takenwith the grain of salt. The peopleafter the capture, marched with tro-

phies to the Town Hall,, and next tothe Parliament, where the keys of

the Pastille were deposited ; theyare now in the Arebieres museum.Next, the citizens attended at NotreDaine, to celebrate Te Deuni, andthe most brave, to receive civiccrowns. Quite a run- set' in forstones from the Pastille, 'to be con-

verted into souvenirs , but the bulkof them were employed to erect thepresent pout de la Concorde.

In 1V"J0 the first hall took placeon the partially cleared site of theBastille ; 83 trees An full leaf werebrought there, each representingone of the- departments. A pikewith a Phygian cap,, was pjaced m

the midst of this, the original of the14th July fesiivals. Around wasplacarded up, 'every body free todance hero. It was intended toerect a monument commemorativeof the fall of tho. Pastille in July1792 ; tho foundation etone andeverything-wa- s ready; but LouisXVI did not come, after acceptingthe invitation. The people scrapedhis name off the memorials intend-ed to be enclosed in the foundationstone, A month later the thronewas swept away; no monument waserected, Nupoleon I contemplatederecting a fountain on the site, withnn elephant dashing up water withita trunk. The plaster model re-

mained in position for some years.Il was reserved for Louis Philippeto set up the present column ofJuly, with the gilt winged Mercury, snapping the chains of absolutism,on lite summit. Beneath the monu-

ment is a yault, into which werebrought the bones of the few whowere known to have fallen in theattack of 1789, us well as the re-

mains of the patriots of the revolutionof 1840. These had been tempora-rily interred in a grass plat beforethe Lovre, where numerous Egypt-ian mummies had been buried, asfhey were too numerous for the mu-

seum. This explains how the Shep-herd Kings and members of the 26Egyptian dynasties, have, after

mixed up with Frenchrevolutions. Thus France has moreancient claims to Egypt after all, than John Pull. Perhaps if thiscome to the ears of the Sultan, Sir"Dr," Wolff might likely and posi-tively for the last time, announcehis departure.
