The Southern Tier Associated Boards of Basketball Officials are proud to dedicate our 2016-17Handbook to Harry Ehrie.

Harry enters his 40th season as a member of STABBO and was elected vice president in 1996.He would later assume the position of president which he has held since 1997. His 20 years inthe position have made him the longest serving president in board history.

Harry’s leadership has been a tremendous asset to STABBO and is proven by his long tenureas president. His demeanor and ability to relate and talk to people has provided a steady,consistent approach both on and off the court. Harry is constantly working to improve the boardfor officials, players, coaches and administrators. He was actively involved in the creation of theStars and Stripes Classic and has served on scholarship committees for both STABBO and hislacrosse chapter.

His officiating career has been long and successful, officiating high school and college contestsin not just basketball, but also lacrosse and soccer. His basketball resume includes multipleSection IV finals, intersectional games, and Stop-DWI Tournament Finals. Harry has alsoworked Section IV finals in lacrosse and soccer to go along with three NYSPHSAA lacrossefinals, including one in 2016.

Harry has long been involved in his community, volunteering his time as the Montrose Post 154Legion baseball coach for more than 20 years. He served as a Little League board member inMontrose and was instrumental in the building of a new Little League field at Post Pond. He hasalso been involved in the Montrose 4th of July parade as the “Street Sweeper” for more than 20years.

Harry is married to his wonderful and immensely patient wife, Lori. Their son Ryan, works as acollege athletic director and is also a basketball official. Harry also enjoys spending time with histhree beautiful grandchildren. His oldest son Craig, lives in Arizona with his granddaughter,Hope. Ryan lives in Drums, Pa. with his wife Natalie, and their two children, Emma and Hudson.

We thank Harry for his work and devotion to both the region’s scholastic athletics and ourbasketball official’s fraternity.

President’s Message

I was giving some thought to what I would have been doing the past 40 years if I wasn’tofficiating. Maybe I would have found something else for recreation in my leisure time.

Leisure is “considered constructive time free of obligations and is viewed as activities that oneengages in during this free time. Leisure as an activity encompasses the activities that weengage in for reasons as relaxation, competition and growth.”

Leisure as a state of mind “considers an individual’s perception of an activity as is perceivedthrough competence, positive effect, motivation and freedom. And that individual’s ability tochoose the activity to participate in is not influenced by external factors and experience resultsin personal feelings of satisfaction, enjoyment and gratification.” (1)

“Perceived competence refers to skills we believe we possess and whether these skill levels arein line with the degree of our challenge, inherent to our experience based on the success ofsatisfactory participation.” (1) A positive effect in our choice of Leisure gives us a sense ofcontrol which brings enjoyment.

Play is imaginative, non-serious, freely chosen and actively engaging. One doesn’t need to be achild to play but adult play usually has rules and regulations.

“Recreation is when we engage in an activity, like sports, music, travel, crafts, that we enjoy andhas socially redeeming values and qualities and is morally acceptable and contributes tosociety. In recreation, the specific activity is less important than the reason for performing theactivity. The desired outcome of our recreational pursuit helps balance our lives and refreshesourselves from everyday life.” (1)

We see recreation as a social instrument because of its contribution to society. After all,recreational programs assist to help produce socially desirable outcomes such as fitness anddevelopment of our youth.

My son, Ryan, comparing sports and play: “ when I am on the court I am freed from my hopes,fears, dreams and personal dilemmas. The crowd noise is there, but I am so focused that theybecome nothing more than static. I can feel a chill up my spine. I referee because it is PLAY tome. It relaxes me, and I have a passion for it. It doesn’t feel like work, nor has it ever, and theday it begins to feel that way, I hope I will take a step back and reevaluate my goals.”(2)

I have come to realize after 40 years of officiating that I have been playing all this time.

You’re doing what you love to do, enjoy it!

From: New York State Public High School Athletic AssociationRe: NFHS Concussion Rule

This memo is to serve as a clarification of the NFHS Concussion Rule, effective for the 2010-2011 schoolyear, for the sports that use the NFHS rules.

The NFHS Concussion Rule states, “Any athlete who exhibits signs, symptoms or behaviorsconsistent with a concussion (such as loss of consciousness, headaches, dizziness, confusion orbalance problems) shall be immediately removed from the contest and shall not return to playuntil cleared by an appropriate health-care professional”. The NFHS emphasizes in theconcussion rule that coaches and officials are NOT expected to “diagnose” a concussion. This isthe responsibility of the appropriate health-care professional.

The responsibility for observing signs, symptoms, and behaviors that are consistent with a concussionis shared by both sport officials and school officials. The following protocol should be followed if anysigns, symptoms or behaviors are observed.

Sport official: Remove the athlete from the contest. The official is NOT responsible for thesideline evaluation or the management of the athlete once they have been removed from thegame. The official does not have to receive any paper work clearing the player to return to thegame.

School official: The athlete needs to be evaluated by an appropriate health care provider. Theathlete may return to play if the appropriate health care provider has determined that theathlete has NOT suffered a concussion. The athlete MAY NOT return if an appropriate healthcare provider is not available. The NFHS and NYSPHSAA recommend that any athlete thatsuffers a concussion should not return to play the day of the injury.

The NFHS and NYSPHSAA have developed many resources to help school officials, sport officials,parents, and students learn more about concussion management. A concussion DVD, sideline cards,and other useful materials can be found on the NYSPHSAA website (www.nysphsaa.org). A cost freeconcussion management course can be found on the NFHS website (www.nfhslearn.com).

We have included a list of possible signs, symptoms, and behaviors that can be observed by sportofficials and school officials. We have also included for school officials a recommended return to playprotocol. We encourage anyone that has questions or concerns to contact the NYSPHSAA office or theSection Concussion Management Team.

SIGNS, SYMPTOMS, AND BEHAVIORSOF A POSSIBLE HEAD TRAUMA

1. Problems in Brain Functiona. Confused state – Dazed look, vacant stare, and confusion about what happened or is happening.b. Memory problems – Can’t remember assignment on play, opponent, score of game, or period

of the game. Can’t remember how or with whom he or she traveled to the game, what he orshe is wearing, what was eaten for breakfast etc.

c. Symptoms reported by athlete – Headache, nausea, or vomiting, blurred or double vision,oversensitivity to sound, light or touch, ringing in the ears, feeling foggy or groggy.

d. Lack of sustained attention – Difficulty sustaining focus adequately to complete a task or acoherent thought or conversation.

2. Speed of Brain Function: Slow response to questions, slow slurred speech, incoherent speech, slowbody movements, slow reaction time.

3. Unusual Behaviors: Behaving in a combative, aggressive or very silly manner, or just atypical for theindividual. Repeatedly asking the same question over and over. Restless and irritable behavior withconstant motion and attempts to return to play or leave. Reactions that seem out of proportion andinappropriate. Changing position frequently and having trouble resting or finding a comfortableposition. These can be manifestations of post-head trauma difficulties.

4. Problems with Balance and Coordination: Dizzy, slow, clumsy movements, inability to walk a straightline or balance on one foot with eyes closed.

Recommended Return to Play Protocol

Day 1: No exertional activity until medically cleared and asymptomatic for 24 hours.

Day 2: Begin low-impact activity such as walking, stationary bike, etc.

Day 3: Initiate aerobic activity fundamental to specific sport such as skating, running, etc.

Day 4: Begin non-contact skill drills specific to sport such as dribbling, ground balls, batting, etc.

Day 5: Full contact in practice setting

If the athlete remains without symptoms, he or she may return to play.

Special note: Athlete must remain asymptomatic to progress to next day.If symptoms return, the athlete must return to the previous level.Medical check should occur before contact.

I. Game AssignmentsA. No official may solicit games.

B. All assignments come from the STABBO 49 Assigner, members may not accept games from anyother source.

C. No STABBO member should accept an assignment where there would be a conflict of interest.The official must notify the assignor via email prior to the season with any conflicts. (i.e.). Relationto a team member, graduate from a school, or place in a particular league etc.)

E. Original closed dates are due on Arbiter by November 1. It is your responsibility to keep closeddates updated. You are required to accept the assignment unless you have closed the date. Thepenalty for turning back games or not accepting games on open dates is $30.00 per game.

F. Fines (in Article E) are automatic and can only be canceled by the Executive committeewith a request in writing (Email) from the official.

G. Criteria that the executive committee will consider as valid include but not limited to: Medical emergencies involving the individual or her/his immediate family for which

he/she is responsible. Death of an immediate family member.

A condition or requirement of employment. The offer of a higher level game (ex - college game).

H. An official who misses an assigned game shall be fined that game fee with the fee goingto the Board for proper appropriation.

I. A $30.00 fee will be charged to an official for arriving late to an assignment if gamestarts without the official or the game starts late because of the officials absence.

J. Confirmation of game assignments must be made within 72 hours of the assignment.

K. Contact your fellow official prior to forty-eight (48) hours before game time.

L. Schools will be notified that officials are assigned by the Assigner.

M. The Senior Official will automatically be the Referee.

N. No official may refuse to work with another official.

O. You may not officiate with suspended members, nor may you officiate with NONMEMBERS ofIAABO, NYSGBOA or this association. If there is any doubt, check in the International Memberslisting Handbook or contact the President or Assigner.

P. Fan Behavior/Game Management: IAABO and NYS Girls both have rules governing theconduct of players, coaches, substitutes, team attendant or follower and that game managementis reasonably expected to control spectators. If you must eject a spectator you are to follow theprocedure below: Blow the whistle and go to the scorer’s table.

Request that Game Management (Athletic Director or Designee, Head Coach of HomeTeam) come to the scorer’s table.

Identify the spectator(s) that you want removed from the game site to gamemanagement, and inform them that they must be removed or the game cannotcontinue, and that the game may be terminated.

When the spectator(s) are removed from the site the game shall continue from the “pointof interruption”.

II. Sectional Assignments

A. Section IV Chairs make the assignments from lists submitted by all the coaches in the Section.B. Such assignments are relayed to the officials via email or phone from the Board Assigner.

III. Rules InterpretationA. Only the Board Rules Interpreter is authorized to make interpretations.B. No official may interpret rules. An official may give an opinion clarified by the

statement that the official ruling MUST come from the Board Interpreter.

IV. New, Returning & Active Non- Officiating members

1. NEW MEMBERS: will not be accepted until after 50% of the floor training is completed.

2. RETURNING MEMBERS (those who have not kept their dues payments current):a) Must notify the Executive Board stating their intention to returnb) Will not be accepted after the first closed book test (IAABO or NYSGBOA)c) Will follow the Lapsed Membership guidelines in the Constitution

3. ACTIVE/NON-OFFICIATING MEMBERS (those who have continually paid their dues buthave not officiated one or more years):a) Must notify the Executive Board stating their intention to returnb) Will not be accepted after the first closed book test(IAABO or NYSGBOA)c) May return immediately to their respective Tier placement if no more than 2 years of

non-officiating has passed.d) Who are Tier 1 and have not officiated for more than 2 years will be required to pass the

closed book exams and be evaluated/approved while officiating a number of games, to bedetermined by the Executive Board, at a Tier 2 or lower level prior to being assigned toTier 1 games.

e) Who are Tier 2 or below and have not officiated for more than 2 years will be placedat an appropriate Tier level as deemed by the Executive Board.

V. Board Ethics

A. No official may criticize another official. Petty, malicious talk about another official hasno place in this organization.

B. As an official, when you play or coach any sport you are required to act in aprofessional manner.

C. Officials are not to criticize coaches or players involved in area contests. Officials go tothe game to officiate, and should not have the time or interest to make a diagnosis of thegame except as it pertains to their responsibility.

D. If an official has trouble of a serious nature, it must be reported within twenty-four(24) hours to both the President and the Assigner.

E. No official may write a letter, or make a phone call to any party concerningbasketball that will reflect on the Board in any way.

F. STABBO may take action to discipline any official when the officialsactions are “not in the best interest” of STABBO. These actions includeillegal acts, unethical activities or a variety of improper conduct by amember official. These actions may be deemed cause for termination ofmembership.

VI. Payment by Check

A. Officials are to allow at least six (6) weeks before reporting incidents ofnonpayment to the Assigner.

VII. Dues of Officials

A. All officials STABBO Chapter Dues:$35.00 Insurance: $15.00 Accident & Liability Assigner: 5% of Game Fee IAABO Members: $35.00 NYSGBOA Members: $20.00

C. New Officials (1st Year) Required book, association and insurance fees

D. Dues are deducted from game fees paid to the Board where possible. All dues for

the next season and the current season’s assigner’s fees must be paid in full by the

Annual March Business Meeting to be considered as a member in good standing.

Dues are nonrefundable after April 1, following the annual business meeting.

Voting privileges require that all dues and fees are paid in full at the time of

elections.

VIII. ViolationsA. Violations include failure to abide by of any part of the Board Policy (Missing game

assignments, Not officiating in the proper uniform, Accepting game assignmentsfrom other than the STABBO Assigner, Passing a game to another official, Latearrival at a contest, Failure to attend the required Rules Interpretation Meetings, etc.)or failure to abide by the constitution(s) by any member.

IX. Grievance ProceduresIn the event that the Southern Tier Boards of Basketball Officials Association Inc., &/or TheSouthern Tier Basketball Officials (IAABO Board #49), &/or Southern Tier Board of Officials forGirls’ Basketball takes some action against one or more of their members, either through a decisionof the whole or the Executive Committee, or by one member to another, said sanctioned member(s)shall have the right to appeal such decision in keeping with the following procedures:

A fair hearing will be conducted by the Executive Committee with the following basicfundamentals in order to give due process to all parties. The Executive Committee shallbe responsible for establishing and modifying the procedures to be following in theconduct of the hearing.

The sanctioned party must notify the President in writing of his or her desire for ahearing under this procedure.

The Executive Committee will issue an adequate and timely written notice of hearing and ofevery material step in the proceeding.

The purpose of the hearing and the issues involved must be stated clearly and simply in thenotice and, where it is possible, the notice should contain a statement of the statute, rule,regulation, constitutional provision, or board policy involved and also when possible, anindication of the factual basis of the charge involved.

1. The hearing will be conducted by the Executive Committee with the Presidentpresiding unless the incident includes the President or the President in not available, thenthe Vice President will preside.

2. There must be full opportunity to be heard.3. All parties must have the right to be represented by counsel or other representatives of

their own choosing.4. All parties have the right to bring witnesses to the hearing.5. All parties are entitled to hear all of the testimony and the evidence against them and to know

the claims or charges made against them; to confront and be confronted by all parties andwitnesses on the other side.

6. All parties have the right to offer evidence and witnesses in their behalf and to rebut orexplain testimony or evidence against them.

7. All parties have the right to cross examine other parties and witnesses and to offerargument or explanation in support of their positions or contentions.

8. The Executive Committee will issue a written decision setting forth findings of fact,conclusions of law or opinion, giving the reasons for the decision. There must be substantialevidence, adequate to support pertinent and necessary findings of fact.

9. The conclusions or opinion must be governed by and based upon all the evidence adducedat the hearing. There must also be substantial evidence to support them.

10. The decision must be promptly served on all of the parties and their representatives.11. The decision must include adequate information for the parties to understand any rights to

further appeal. That is, any procedures for effecting an appeal to either12. The State &/or International officials organization(s) to which any of the Southern Tier

Basketball Officials Associations belongs, or to the New York State Department ofEducation.
