WHAT NEEDS TO BE DONE: i. Revive and increase value of
previous effective programs e.g. Teacher Support Teams
ii. Trainers trained in different /creative TLM proven effective by research
iii. Adapt TLM methodologies to teachers’ reality – middle ground
iv. Materials Bank/Depository for projects and materials produced by universities, teaching colleges and the public and private sector Special budget / financial incentives
to reward contributors Use of ICT for online deposit of
materials
v. Online support modules for TLM and Assessment to improve English proficiency for

- Replacing centralised exams at primary level and lower secondary with school-based assessment

- Provide school-based assessment modules for key learning area
- Move to criterion-referenced assessment for school-based and classroom based assessment
- Monitoring procedures across agencies to validate school-based assessment
- Consolidation of documents to produce national standards for education – key skills

WHAT NEEDS TO BE DONE: i. Assign an agency to act as a focal
point to collect and consolidate research findings and activities This agency reports to the MOE to coordinate dissemination of
R&D findings Link the Materials Depository
with Research findings – establish ERIC-like database
Carry out program evaluation for assessment and TLM programs regularly
