develop and maintain safe method of Transportation of material by Heavy vehicles such as Truck, Trailer, Dumper, etc. and it also establishes the level of safety appropriate for achieving the goal of zero incidents on Road.

This standard is intended to supplement, but not supersede, any applicable government regulations. 2. Scope: This standard applies to all contractors, Transporters, suppliers, vendors, customers, TRF”s department or any other who are involved in transportation of material through heavy and medium power driven vehicles. 3.0 References: Central Motor Vehicle Rule 1989 4.0 Responsibility:

Safe behavior on the roads is an integral part of our on- and off-the-job safety. A key element of those principles is that safety and health is a line management responsibility. However, even the best-intended and best-designed Transportation safety standard cannot be effective without trained and motivated people.

4.1 Management shall have the following responsibilities:

Develop and help ensure implementation of Transportation safety standards .

Help ensure that this standard is made available to and understood by all Transporters/Contractor/Suppliers/vendors/customers

Help ensure that Transporters/Contractor/Suppliers/vendors/customers are appropriately trained to transport materials.

Investigate thoroughly all motor vehicle incidents and collisions.

Recognize and reward excellence in motor vehicle operations and in safe transportation skills.

Audit of loading, unloading, transportation of material and will also audit the fitness of vehicles as per check list on an established frequency.

All concerned party has been conveyed the hazards prevailing while transportation of

material in general and specific. 4.2 Transporters/Contractor/Suppliers/vendors/customers: Adhere to mandatory requirements of TRF road safety standards and other Government’s Road Safety Rules and Regulations and guidelines given in Central Motor vehicle Rule 1989.

Comply with driving laws and regulations within the Works and out side the Works.

Help ensure adequate and appropriate defensive driving safety training has been received and successfully completed.

Report all incidents and collisions to concerned line managers of department or Safety Office

Line management and Transporters/Contractor/Suppliers/vendors/customers are mutually Responsible for avoiding potentially hazardous situations created .

Definitions Motor vehicle: means any mechanically propelled vehicle adapted for us upon roads whether power of propulsion is transmitted thereto from an external and internal source and includes a chassis to which a body has not been attached and a trailer; but does not include a vehicle running upon fixed rails or a vehicle of special type adapted for use only in factory or in any other enclosed premises or bicycle Motor vehicle collision: any occurrence involving a motor vehicle that results in property damage and/or bodily injury or dangerous occurrence or near misses. Motor vehicle incident: any occurrence involving a motor vehicle that results in property damage while the vehicle is legally parked and unoccupied. Heavy goods Vehicle: means any goods carriage the gross vehicle weight of which or a tractor or a road roller the unladed weight of either of which, exceeds 12,000 Kilograms 5.1 Regulatory requirements

All Transporters/Contractor/Suppliers/vendors/customers must follow all government laws and regulations concerning driving, including • Alcohol/illegal drug prohibitions. • Having a valid driver’s license or permit to operate the vehicle being driven.

• Maintaining vehicles that are being driven on in roadworthy condition. • Obeying all traffic signages and regulations. • A valid vehicle pass / tool list for driving the vehicle inside Works.

5.1.1 Painting of vehicle registration number Registration number of motor vehicles must be marked as per the guide-lines of Central Motor Vehicle Rules,1989.



5.1.2 Motor vehicle records

The Department/Division must keep a record of heavy vehicles of Transporters/Contractor/Suppliers/vendors/customers running under the specific department.

5.2 Driver training Drivers must undergo defensive driving training as appropriate to their levels of use. Line managers must organize training in regular interval for their heavy vehicle’s driver operating under their department 5.3 Safe driving audit Each Department/Division/other locations may establish and ensure a Transportation audit schedule. It must be carried out at loading, unloading, parking, and during movement of the vehicles inside as well as out side TRF. Audit system should be guided by Weekly Field Contractors audit of Safety Excellence Management System. Trained or experienced persons should conduct a safety audit. To be effective, this audit should be a cooperative coaching effort between driver and line managers. The purpose of the audit is to identify driving deficiencies before they cause collisions or are reinforced as poor driving habits. Department/Division may adopt, as a good practice, the use of a professional external driver training organization auditor to perform an external audit to establish the driver’s skills and identify any areas for improvement or additional driver training. 5.4 Fitness to drive In order to drive safely, all drivers of heavy vehicles of Transporters/Contractor/Suppliers/vendors/customers s must have sufficient strength, endurance, agility, coordination, and reaction speed to meet the demands of driving. A driver must not operate a vehicle when his or her driving ability is physically or mentally impaired. If the drivers are under use/ influence of medications, drugs, or alcohol should not drive, this will impair his driving ability Drivers and staff of all Transporters/Contractor/Suppliers/vendors/customers of heavy vehicles coming to Works will be barred from entering the TRF in loose garments, without covered footwear/Safety shoe and safety helmet.

5.5 Incident/Accident Reporting The line organization shall use the safety Excellence Management System (SEMS) for entering any motor vehicle incidents as given below:

• Motor vehicle collisions

• Motor vehicle incidents

• Vehicle-related fatalities

• Vehicle-related lost workday injury/illness cases

• Vehicle-related record able injury/illness cases

• Statistics analysis and review The line organization should consider using the following leading indicators in its vehicle driving safety process:

• Number of collisions/incidents in a two year period by driver

• Number of drivers with more than one vehicle collision and/or vehicle incident per year

• Percent of drivers audited per schedule

• Percent of drivers trained per schedule All collisions or incidents shall be reported to line management and the business/region safety contact promptly (e.g., within 24 hours) and as specified by the business or region.

5.6 General safety Requirements for Heavy vehicle drivers Before driving the vehicle ensure that indicator lights, brakes, head light are in working

condition. Before driving vehicle ensure that side and rear dala (If any) is properly closed and locked

before entering for inside Works and similarly to all out locations) Give prior signal at least 30 meter before taking turn at right or left side Keep a safe distance of 2 seconds to the vehicle ahead Never overtake inside Works or inside any work site Slow down the speed of vehicle when approaching at intersection or turning or Road junction

Driver of the vehicle shall not, when being overtaken or being passed by another vehicle, increase speed or do anything in any way to prevent the other vehicle from passing him

Driver shall not drive in opposite direction on roads declared as “One Way” No driver of vehicle shall apply brake abruptly unless it is necessary to do so for safety

reasons.



In no circumstances a person without valid heavy vehicle driving license shall be allowed to drive vehicle

Driver must keep heavy vehicle driving license in original with him while driving Driver must use protective head gear while moving on the road or loading/unloading place Vehicle crew members are not allowed in loose garments Never leave the vehicle in dangerous or unmanned position on road , which is dangerous

to other commuters Use seat vehicle while driving vehicle and all the vehicles must be fitted with seat belt at

both seat Helpers are not allowed to come along with Heavy vehicle unless they have taken special

permission. 5.8 Transportation of hazardous materials Transportation of hazardous materials/dangerous goods must be done in accordance with applicable laws and regulations. Dangerous or hazardous goods specified in column 3 Table 1 to rule 137 of CMVR

1989. must be transported as per guideline given in sec 129 to sec 137 of Central Motor Vehicle Rule 1989

5.8 Rules for Using Mobile Phone While driving:- The safe operation of a motor vehicle involves skill, a commitment to safety, and the driver’s total commitment to the task at hand. A driver’s primary responsibility is the safe operation of the vehicle, and no activity should interfere with that responsibility as driving is a risky activity. Thus, any use of a cellular phone, or other portable electronic device while operating a motor vehicle must not be use while driving which causes distraction Driver distractions consist of two types: cognitive distractions, which take the driver’s mind off the driving task, and distractions due to physical manipulation of things, which take the driver’s eyes off the road and/or hands off the wheel.

To minimize cognitive distractions, a driver should stop the vehicle at safe place for

attending any emergency calls or interacting with passengers. Cellular phones Even hands-free cellular phones shall not be permitted while the vehicle is in motion or

stopped in traffic. At no time shall a conversation be held when driving with the phone out of its hands-free cradle or held in the driver’s hand, regardless of how the call is initiated.

Drivers shall not initiate a call under any circumstances even in the emergency situations

while driving. Incoming calls may be attended only after stopping the vehicle at a safe place

Mobile phone shall not be used while driving whether Built-in car phones, whether

hand-held or hands-free models. Portable cellular phones located in a vehicle and used by the driver. Use of Electronic equipment while driving is prohibited

5.9 Defensive driving method Defensive driving is the practice of safe driving techniques. These techniques are used regardless of the actions of others or of adverse conditions created by the environment or vehicle condition. Safe driving techniques call for the driver to be prepared for a variety of potentially dangerous and often life-threatening driving situations. Defensive Driving is essentially driving in a manner that utilizes safe driving strategies to enables motorists to address identified hazards in a predictable manner. These strategies go well beyond instruction on basic traffic laws and procedures. With defensive driving tips, readers will learn to improve their driving skills by reducing their driving risks by anticipating situations and making safe well-informed decisions. Such decisions are implemented based on road and environmental conditions present when completing a safe driving maneuver. Below are the few tips of Defensive Driving: A. Choose Good equipment:

o Use good reflector at the front, side and back of the vehicle. o Avoid tinted window. o Have 3 piece mirrors (For Heavy Vehicles). o Have a low center of gravity

B. Before you drive:

o Check tyre pressure, tread, and condition. o Check, and clean if necessary, all windows and

lenses. Check oil, fuel, and water levels before taking long trips.

o Check that all mirrors, seat, and steering column are suitably positioned. Put on seat belts.

o Check all brakes before and after starting the engine. o Secure all materials loaded on the vehicle as per the lashing standards. (For Heavy

Vehicles). o Park the vehicle only at the designated parking place. o Use indicators and check for traffic before moving

away. Keep all the documents safely. o Be prepared for variable traffic and weather

conditions. Be courteous to other drivers. o Don’t drive while angry, upset or thinking. o Never mix Drink with Drive. Alcohol affects the Central Nervous System of a person. The

sense of judgment is impaired and the ability to control steering is affected. o Avoid driving at night. o Check for the First Aid Kit in the vehicle.

C. See and be seen o Scan the road well ahead and anticipate upcoming events. o Keep windows clear and transparent. o Adjust all mirrors correctly. o Stop the vehicle and take a small sleep if you feel exhausted

and uneasy. o Keep your distance when driving behind large vehicles, to keep your line

of sight clear. o Drive with hands positioned at 9 and 3 o’clock, or at the 10 and 2 o’clock position.

This has been shown to be the most comfortable position for long time driving as well as the easiest to maneuver in reaction time.

o Concentrate on driving, not on passengers, mobile phones, or other distractions. o Always use your indicators well in advance whenever making a turn or lane

change. o Always follow the permissible speed limits and all traffic rules. o Actively scan for and anticipate the movements of pedestrians,

bicycles, motorcycles, animals, and be aware of all signs that warn you of dangers ahead, objects on the road, and potholes.

o Beware of blind intersections. o Always follow the permissible speed limit. Don’t drive too slow or too fast, doing so will

increase the likelihood of collision. D. Assume the worst in others

o Expect that a vehicle indicating that it is about to turn will not. Similarly, expect a vehicle that is apparently not turning to turn.

o Assume that any and all other drivers have not seen your vehicle. o Assume that any and all other drivers are not

capable of preventing an accident. o Watch for drivers talking on cell phones while driving. o At intersections never assume that you have the right of way.

E. Maintain an exit route o Keep the space on either side of your vehicle free. o Drive in the outer lane on freeways. In case of a problem, you won’t have to cross a lane of

traffic to get to the breakdown lane. F. Avoid danger

o Do not drive next to large vehicles longer than necessary. o Maintain a three second following distance behind other vehicles. Increase

that to five seconds in fog, rain, or other adverse conditions. Page 4 of 4

o Never drive over any object on the road like stones, ropes, plastic bags etc that can be safely avoided.

o Always Stop, Look and Listen at railroad crossings with no signal.



G. Crash and vehicle break-down scenes o Approach a broken-down vehicle or crash scene with caution, but do

not be distracted by it. Watch for pedestrians and wandering animals at the scene.

o If your vehicle develops mechanical or tyre trouble and begins to slowdown, drive it to the side of the road as far as possible from traffic.

o If your vehicle breaks-down on the road in an exposed position, or for crashed vehicles blocking the road:

i.) Activate the vehicles hazard-warning lights. ii). immediately, switch off the ignition of immobilized crashed vehicles to reduce risk of fire. iii). Wear a bright, reflective safety vest or shirt when attending the breakdown. iv.) Carefully place a hazard-warning triangle (with Reflector) to the side of the road, 50 meters from the scene. v.) Barricades the vehicle with red tapes vi.) Avoid working on the traffic side of your vehicle. vii.) Remove all the barriers and clean the oils from the road before moving ahead. H. Keep a safe distance of two seconds between your vehicles and the vehicle ahead , add each seconds for every adverse driving condition I. Never exceed the prescribed speed limit J. Be cautious and slow down your speed at every intersections or road junction K. .Allow your self a little extra time for your journey, you will feel less stress and less likely

to involve in any incidents These “keys” are common sense, easy-to-use skills that will work in any vehicle in any traffic conditions. Practice, and think through the eleven steps, until applying them becomes a natural part of your everyday driving.

5.10 Fatigue Driver fatigue has been determined to be a contributing factor in many motor vehicle collisions. Often, fatigue leads to increased reaction time, which can prevent the driver from reacting quickly enough to prevent a collision. Drivers should be aware that unusually long driving distances coupled with work time could cause fatigue. The driver should do whatever is appropriate to allow him or her to complete the trip safely The following list includes some causes of driving fatigue:

• Driving after consuming a large meal

• Driving long distances at highway speeds (i.e., highway hypnosis)

• Driving long distances without getting proper rest (some experts suggest breaks every two hours)

• Driving several hours after a full day of work

• Driving without adequate ventilation and temperature control

• Ingesting various medications or controlled substances

• Insufficient rest

• Maintaining an improper driving position behind the wheel 5.11 Vehicle maintenance Vehicle servicing must be performed at least according to the manufacturer’s requirements and at the appropriate time, mileage, and driving condition intervals specified in the vehicle’s operator’s manual. All receipts for such servicing must be maintained and organized by the driver. No major vehicle repairs to a company vehicle (e.g., replacement of brakes) shall be performed by the driver. Recognized or reputable service establishments must do work. Vehicle operators should follow the vehicle manufacturer’s operator’s manual as the primary guide to vehicle maintenance and care. “On-line Vehicle Inspection System” facility has been introduced with facilities for self -certification on suitability of vehicle by the owners/vendors on quarterly basis. This system is applicable only for internal movement vehicles

5.12 Safety at Railway level crossing for all:

Stop your vehicle before crossing all railway level crossing First look left, then right and again left before crossing Rail-Road junction Allow the loco to cross the level crossing first Do not park your vehicle near railway tracks Do not enter into level crossing while the drop gates are lowering down Do not park your vehicle on railway tracks Stop your vehicle before STOP line when the drop gate is being closed/closed Do not cross railway tracks at any other places than specified Follow the ground crew instruction at level crossing.

5.13 Safety precaution while driving in adverse condition like Night or rainy season or bad condition of road Check brakes and steering before driving

Drive slowly and carefully

Keep the sufficient distance from the vehicle in front to avoid collision due to skidding

Use wiper blades during raining

Check tyres condition and tyre pressure. Worn out tyres are unsafe on wet road, change it

before Monsoon

Avoid harsh braking and sharp turns. It may cause loss of steering control and lead to skidding

For slowing down shift to a lower gear and apply brakes gently

Keep lights on , if visibility is poor

Avoid crossing through water logged area Do not take vehicle out of road at Kaccha road

5.14 safety precaution during parking of vehicle Every vehicle needs to be parked at parking or any other place. Driver must know that where to park the vehicle. Follow following precautions before parking the vehicle

Do Not park the vehicle where there is “No Parking” board displayed Park at designated parking place or at safer place and not on road Do not park the vehicle in such a way that it is obstructing the movement of other vehicle or

narrowing the width of road Before parking must get ensured that no one is at rear side through rear view mirror and in

case of doubt , please get down and verify physically Keep the parking light ON After placement apply the hand brake Place scotch block under the wheel at both side of wheel Reverse the vehicle slowly

Transportation of Projected material

Check and ensured that material has been properly tied with chain and shackle

Fitness of vehicle must be checked and ensured that vehicle is fit to transport such material Measure, the dimension of loaded material, projected out side dala body at all or any sides

(Rear, sideward, above the driver’s cabin)

Driver must know the dimension of projected material CG of the material must lie in the central of vehicle to maintain the balance

Route survey to be done from start to destination and must get ensured that through selected

Route there is adequate side and height clearance and material can be transported

Driver must be competent to transport such material

A Flag man must move at least 30 feet ahead of vehicle to escort the vehicle to destination And caution the on coming traffic (Red/Green flag in day time and Red/ Green torch in night Time)

All such material must be transported in night time from 10.15pm to 5.30am

While transporting in day time, one must take permission from In Charge Road safety, Safety

& Ergo department. Red flag of appropriate size must be fastened up at outer most part of all Projected material at both side and rear side

While transporting in night time red bulb in working condition must be fitted at both side and

rear of the outer most projected material

Flag man must wear personnel protective equipments

Flag man must wear fluorescent jacket for better visibility to other crew member

Use red / green light battery operated torch for signaling




Use of Ladder at Loading Point

1.0 Avoid getting up on the vehicle 2.0 Never stand at edge of the vehicle 3.0 Use step or ladder to get down or up 4.0 Always keep your head up the shoulder while doing any job 5.0 Movable loading Platform should be used at loading point for getting on Trailer Some important points for loading cranes on tailors.

Examine the trailor for tyre condition, general health, road worthiness and conformance to all safety requirements.

Examine the under frame of the trailor to ensure that it can take the load of the crane at the

edges. For transporting crane the loading will be mostly on the edges of the trailor.

Width of the trailor bed should be such that when the center line of the track chain is parallel to the length of the trailor, most of the track chain will be within the width of the trailor.

The trailor should be parked on the level ground at the time of the loading. Necessary wedges

should be put on the wheel to prevent movement during loading.

No one should be on the trailor bed while loading the crane on the trailor.




The loading crane and lifting arrangement should be checked as per safety standards.

All fastening between the trailor and the crane like D –shackles, chains, hooks etc. should be checked before hand.

The counter weight, boom etc.of the crane being loaded should be removed before hand.

The cabin should be locked with the base to prevent any rotation.

After the crane is loaded on the trailor, necessary cleats and stoppers of adequate strength shall

be welded on all four sides to prevent any movement of the crane during transit. The cleats shall be welded without any movement of the trailor.

Necessary lashing, chain etc. shall be used to hold the load in desired condition. These should

be of adequate strength to prevent toppling on transit.

7.1 Movement of Hydra Crane and any other Crane on Road DO’S – WHILE OPERATING HYDRA / ACE CRANE Use of hydra cranes at construction sites to be restricted, so that there is no

movement of persons around the hydra. Area around hydra crane operations should be identified and barricaded to prevent unauthorized person in the hazardous zone. To move the hydra on any other time not mentioned above , permission to be taken

from Chairman / Champion Apex or A/C Chairman in case of any breakdown or urgency. Point no 1 , 2 and 3 above should be ensured with Work permit system for usage of

Hydra crane at each work site. The operator should have only one helper to move ahead of Hydra crane at a

distance of 3.0 M ahead of boom length on road at right side to guide the operator. While two helper is allowed at Construction site only The helpers should wear fluorescent jacket. The Helpers should be provided with

whistle at ground to caution the surroundings & his own presence to the operator The operator should have a valid HMV driving license. The operator and Helper shall be well trained. Extended guard on front & rear wheel shall be provided as per attached sheet. Guy ropes of required length on both sides of object shall be provided during

movement with load. Clear access while movement of the equipment to be ensured. Automatic reverse horn shall be provided. Extra reflective mirrors in operator’s cabin to overcome the difficulties pertaining to

the left side view shall be provided. The operator should stop the movement of the crane if the Helper’s signal is not

visible. Always keep the loading area as level as possible. The terrain should be reasonably hard. The undulation of path across the direction of

travel ways should be less than 10 degrees. The CG of the load shall always be within the wheel load. While traveling, the bottom of the load should be approx. 300-500 mm above the

ground & the boom should be in its lowest convenient position. If load is suspended from pulley block, the pulley block should be fully raised. Before lifting load, check if connecting string / tackle are properly hooked and are

strong enough to take the load. Before using Hydra cranes, proximity hazards and obstructions to the movement

should be identified and corrected.

Apply parking brake and scotch block when the machine is parked. Lift loads as far as possible with crane in un skewed position. Helper to ensure avoidance of man movement within the vicinity of crane. Tyre pressure to be checked on daily basis Keep the load to the minimum height. Length of slings should not be too long to avoid swinging. Use only low speed gears while traveling with load. Avoid going over extremely rough tracks consisting of pot holes or sudden dumps. If

at all such path is to be negotiated, minimum speed and lowest gear should be used. DONT’S – WHILE OPERATING HYDRA / ACE CRANE Tandem lift should not be done. (Engagement of two Hydras to lift single object). Overloading of the machine should not be done. Do not start the crane unless all routine pre-operation are done. Should not exceed road speed of 2 KM per hour while carrying loads at working

site. Should not exceed speed of 8 KM per hour without load while moving on

main/VIP road. The high speed gear lever to be removed to ensure machine speed within 8 KMPH. Not to drive the crane too close to the edge of ditch or excavated pit. Do not coast down a gradient in neutral gear. Do not leave the crane seat with the load raised and never leave the crane

unattended while engine is running. Mobile phone and radios should not be used by the operator and helper

while crane is in operation. No other person should be in driver’s cabin during operation. No oblique pulling on boom.
