The USS KITTY HAWK (CV-63) en te red 1978 moored a l ongs ide Leyte P ie r , NAS Cubi Po in t , Repub l i c o f t h e P h i l i p p i n e s . Under t h e Opcon o f Command- e r Seventh F l ee t , she was s e r v i n g as t h e f l a g s h i p o f Commander Task Group 77.5, RADM E. E. TISSOT, Jr . , who was embarked w i t h h i s s t a f f . Commanded by CAPT E. J. HOGAN, Jr . , t h e c a r r i e r ' s o f f i c e r s and men r e f l e c t e d on t h e accomplishments o f t h e year j u s t completed and were eager t o t a c k l e t h e cha l lenges t h a t were t o be i n t h e months ahead.

Shorebased a i r c r a f t f rom t h e s h i p ' s embarked a i rw ing , CVW-11, par- t i c i p a t e d i n Exe rc i se COPE THUNDER 78-2, a USAF - sponsored, m u l t i - d i s c i - p l i n e d , a i r wa r f a re e x e r c i s e conducted i n t h e Subic and C l a r k t a r g e t areas f rom 2 t o 20 January, w h i l e t h e ca r r i e r - based a i r c r a f t conducted r e f r e s h e r land ing ope ra t i ons between 5 and 8 January d u r i n g a t r a n s i t t o Hong Kong f o r a 9-14 January p o r t v i s i t .

Dur ing t h e r e t u r n t r a n s i t t o t h e Subic Bay o p e r a t i n g area, a i r c r a f t f rom t h e s h i p p a r t i c i p a t e d i n CASEX/FAMEX 1-788, an e x e r c i s e whose ob jec - t i v e was t o p r a c t i c e a communication p l a n and command and c o n t r o l proce- dures a p p r o p r i a t e f o r an amphibious o p e r a t i o n supported by a CV t a s k group.

The leng thy i n p o r t p e r i o d which commenced 21 January and ended 5 Feb- r u a r y d i d n o t s i g n i f y a standown i n t r a i n i n g and readiness. ASW a i r c r e w s exe rc i sed s k i l l s a g a i n s t a t a r g e t submarine i n t h e South China Sea, w h i l e o t h e r a i r c r a f t t e s t e d t h e Repub l i c o f P h i l i p p i n e a i r defense system i n Ex- e r c i s e NEWBOY. A d d i t i o n a l l y , a i r c r a f t f rom t h e USS K i t t y Hawk p a r t i c i - pated i n a combined U.S./Republic o f China a i r defense e x e r c i s e o f t h e Eagle /Lark /B lue Sky s e r i e s between 1-4 February.

The at-sea p e r i o d which commenced on 6 February and con t inued t h r u 3 March presented a broad range o f t r a i n i n g o p p o r t u n i t i e s and exper ience i n severa l naval war fa re d i s c i p l i n e s . A i r c r a f t f rom t h e wing p a r t i c i p a t e d i n a M i s s i l e x conducted i n t h e Subic Opera t ing Area between 7-9 February. The n e x t two days were spent i n t r a n s i t t o t h e P h i l i p p i n e Sea i n prepara- t i o n f o r Readex 1-78, an e x e r c i s e designed t o improve and e v a l u a t e t h e readiness o f SEVENTHFLT t o conduct naval ope ra t i ons and wage war i n a b l u e water, m u l t i - t h r e a t environment, which was conducted between 12-17 Febru- a r y . On t h e f i n a l day o f t h e exerc ise , 17 February, a i r c r a f t f rom USS K i t t y Hawk p rov ided range c l e a r i n g and f l i g h t f o l l o w i n g s e r v i c e s d u r i n g t h e i n i t i a l and success fu l o p e r a t i o n a l i n t r o d u c t i o n o f t h e Harpoon mis- s i l e i n t o SEVENTHFLT. Fo l l ow ing a pos t -exerc ise ho t wash-up conference he ld i n Buckner Bay, Okinawa, t h e sh ip commenced a t r a n s i t back t o t h e Subic o p e r a t i n g area. Two coord ina ted ant i -submar ine t r a i n i n g (CAST) ex- e r c i ses , two m in i ng exerc ises , a Readiex, and a j o i n t U.S./Thailand Navy e x e r c i s e i n t h e Sea Siam s e r i e s were conducted.

A l eng thy p o r t v i s i t commencing 4 March i n Subic Bay was a n t i c i p a t e d . However, due t o uns tab le p o l i t i c a l c o n d i t i o n s i n t h e Horn o f A f r i ca , t h e s h i p was o rdered t o s a i l on 9 March t o a p o s i t i o n i n t h e South China Sea no r t heas t o f Singapore and h o l d t h e r e u n t i l f u r t h e r d i r e c t e d . T h i s spe- c i a l ope ra t i ons t a s k i n g remained e f f e c t i v e u n t i l 22 March. Normal opera- t i o n s were o rdered 23-27 March and p repa ra t i ons were made t o e n t e r Pat taya, Tha i l and on 28 March where t h e s h i p remained t h r u 1 A p r i l .

Singapore was t h e nex t p o r t o f c a l l f o r t h e o f f i c e r s and men o f USS K i t t y Hawk. Enroute, t h e s h i p v i s i t e d t h e Realm o f Neptunus Rex, r i d - d i n g h e r s e l f o f -a lmost 4000 low ly po l lywogs and g a i n i n g an equal number o f t r u s t y She I l backs.

Fo l l ow ing t h e 6-10 A p r i l p o r t c a l l i n Singapore, t h e s h i p t r a n s i t e d back t o Subic Bay, p a r t i c i p a t i n g i n ASWEX 3-78, enrou te . The m iss i on d u r i n g t h i s p e r i o d was t o e x e r c i s e a l l p a r t i c i p a t i n g u n i t s i n ASW o f v a r y i n g complex i t y and asse t combinat ions a g a i n s t S o v i e t submarines sim- u l a t e d by a U.S. submarine, t o improve o v e r a l l t a s k group read iness i n ASW, and c o n t i n u e e v a l u a t i o n o f COMSEVEMTHFLTS TACMEMO concerned w i t h ASW.

Upon a r r i v a l i n Subic Bay on 18 A p r i l , a l l a t t e n t i o n t u rned t o pre- p a r a t i o n s f o r t h e r e t u r n t r a n s i t t o t h e USS K i t t y Hawk's homeport o f San Diego, C a l i f o r n i a . RADM TISSOT broke h i s f l a g ashore pending t h e a r r i v - a l o f USS En te rp r i se , USS K i t t y Hawk's r e l i e f . Wi th l a s t m inu te shop- p i n g and p l ann ing p r e p a r a t i o n completed t h e t r a n s i t home commenced 27 A p r i I .

Two exe rc i ses were conducted en rou te Pear l Harbor - an ASW Encounter and a CV/CVN Encounter.

Due t o t h e t r a n s i t speed requirements, t h e narrow f r o n t o f t h e en- coun te r area, and t h e AAW p i c k e t requirements, r e a l i s t i c f r e e p l a y was n o t p o s s i b l e d u r i n g Exerc ise ASW Encounter. Desp i t e t hese t a c t i c a l d isadvan- tages, t h e e x e r c i s e proved t h a t bas i c ASW t a c t i c s s t i l l c a t c h submarines, v i g i l a n t search techniques, bo th v i s u a l and radar , proved t o be h i g h l y e f - f e c t i v e . The h i g h SOA, d e s p i t e t h e l oss o f maneuvering f l e x i b i l i t y , proved t o be an e f f e c t i v e ASW t a c t i c s . The goa l s o f t h e CV/CVN Encounter (Evolu- t i o n o f SSSC t a c t i c s , a i r s t r i k e t a c t i c s , over - the -hor i zon t a r g e t i n g , and i n t e g r a t e d defense) were n o t f u l l y ach ieved due t o an eng inee r i ng problem encountered by USS ENTERPRISE which I i m i t e d a i r c r a f t i n t e r a c t i o n .

The USS K i t t y Hawk a r r i v e d i n Pear l Harbor on t h e morning o f 7 May and immediately began making p r e p a r a t i o n t o se rve as t h e p l a t f o r m f o r t h e Com- mander i n Ch ie f Un i t ed S ta tes P a c i f i c F l e e t change o f command ceremony on 9 May 1978. Soon a f t e r Admiral WEISNER, Admiral HAYWARD, and Admiral DAVIS depar ted t h e sh ip , some 397 f a the rs , sons, and b r o t h e r s embarked f o r a h i g h l y success fu l "T i ge r Cruise1' t o San Diego.

The 1977-78 c r u i s e o f f i c i a l l y ended w i t h t h e a r r i v a l o f t h e s h i p i n her homeport o f San Diego on 15 May 1978. The USS K i t t y Hawk had been de- p l o y 2@3 days i n which 131 days (65%) were spent at-sea.

Fo l l ow ing t h e Commanding O f f i c e r ' s post-deployment b r i e f t o t h e Com- mander Naval A i r Forces P a c i f i c on 18 May 1978, p repa ra t i ons f o r t h e Se- l e c t e d R e s t r i c t e d A v a i l a b i l i t y (SRA) which con t i nued th rough t h e summer i n t o October were made.

On 30 June 1978, Cap ta in W. L. CHATHAM became t h e f i f t e e n t h Commanding O f f i c e r o f USS K i t t y Hawk when he r e l i e v e d Capta in E. J . HOGAN, J r .

The s h i p p u t t o sea on 3 October f o r sea t r i a l s t h a t l a s ted u n t i l t h e morning o f 6 October. Sea t r i a l s commenced aga in on 1 1 October b u t were c u t s h o r t due t o eng inee r i ng problems caused by i n s t a l l a t i o n o f SHIPALT CV- 63 515313 d u r i n g t h e SRA. The s h i p r e tu rned t o p o r t on 12 October.

P a r t i a l f i x e s t o t h e eng ineer ing p l a n t were e f f e c t e d and t h e s h i p p u t t o sea f o r t h e p e r i o d 20 October t o 3 November. The f i r s t c a r r i e r l and ing o f t h e new work-up c y c l e occured on 23 October.

Ref resher T r a i n i n g (REFTRA) requi rements were completed s a t i s f a c t o r l y on 30 November.

The month o f December saw t h e s h i p at-sea f o r Independent Steaming Ex- e r c i s e s on t h r e e days, 12-14 December.

The embarked a i r w i n g exper ienced an unprecedented l eve l o f maintenance suppor t . S p e c i f i c areas o f suppor t inc luded:

COMMUNICATIONS DEPARTMENT HISTORICAL REPORT - 1978

The Communications Department o f USS KITTY HAWK supported t h e communication requi rements o f t h e ship, CTF 77 (COMCARGRU 51, COM- DESRON 19, CTF 75 (COMCRUDESGRU 51, and COMCARGRU 7 between January and May.

T r a i n i n g progressed t o t h e p o i n t t h a t t h e radiomen were p r o f i c i e n t enough t o process a d a i l y volume o f 1500 messages, d e s p i t e be ing t h e o n l y a i r c r a f t c a r r i e r n o t t o have t h e Naval Modular Automated Commu- n i c a t i o n s System (NAVMACS A+) i n s t a l l e d . T h i s was accomplished w h i l e work ing i n t h r e e sec t ions . The Signalmen were n o t f a r behind i n t h e p rocess ing o f t a c t i c a l maneuvering s i gna l s ; t hey logged ove r 280 nar- r a t i v e messages d a i l y du r i ng one A l l i e d naval exerc ise .

USS KITTY HAWK hosted t h e January COMSEVENTHFLT Communications Conference and presented a very i n f o r m a t i v e and c o n t r o v e r s i a l program t o t h e at tendees. H a i l e d as one of t h e most p roduc t i ve meet ings o f i t s k ind , many f l e e t w i d e improvements a r e a n t i c i p a t e d .

Over 70$ o f t h e RMs and SMs t h a t p a r t i c i p a t e d i n t h e February ad- vancement examinat ion moved up a paygrade.

The May t h r u October SRA p e r i o d prov ided a much-needed b rea the r f o r t h e e n t i r e Communications Department. A f t e r t r a n s f e r r i n g t h e commu- n i c a t i o n s guard ashore and s h i f t i n g t o a s i x s e c t i o n duty, personnel a t - tended schools, t o o k leave, r epa in ted and r e t i l e d departmental spaces, i n s t a l l e d and overhauled equipments, and p a r t i c i p a t e d i n t h e i n s t a l l a t i o n o f t h e NAVMACS A+. The AN/UYK-2@ computer group i s a s i g n i f i c a n t a s s i s t i n t h e l abo r - i n tens i ve areas o f broadcast screening and logkeeping.

From 15 October 1978 th rough 30 November 1978, t h e Pos t O f f i c e spaces were rehabed. I n o r d e r t o f a c i l i t a t e customer se rv ices , t h e f i n a n c e s e c t i o n was moved t o t h e 01 l eve l , p o r t s ide. A bulkhead was moved i nc reas ing lobby space. T h i s same even t a l lowed f o r two add i - t i o n a l f i nance windows which decreased w a i t i n g t i m e d u r i n g peak p e r i - ods. MED l CAL DEPARTMENT COMMAND H I STORY - 1 978

Whi le on deployment i n January, t h e crew members o f t h e USS K i t t y Hawk presented themselves i n such numbers t o s i c k c a l l w i t h i n f l u e n z a and i n f l u e n z a symptoms t h a t an i n f l uenza s u r v e i l l a n c e team f rom t h e Environmental P reven t i ve Medic ine U n i t S i x embarked f o r a s tudy. The conc lus i ons o f t h a t s tudy were t h e personnel who rece i ved t h e f l u sho t s had a s i g n i f i c a n t l y lower inc idence o f f l u / f l u symptoms t han those who were n o t i rnmun i zed.

Upon r e t u r n t o San Diego i n May, t h e Medical Department en te red t h e scheduled SRA w i t h an aggress ive a t t i t u d e toward renova t i ng t h e Medical Department and t h e Corpsmen's b e r t h i n g areas. T h i s work was accomplished as t i m e pe rm i t t ed and n e a r l y completed by t h e Chr is tmas leave pe r i od .

The Medical Department gained a new General Medical O f f i c e r i n October. The Sh ip ' s Surgeon norma l l y assigned i s now prov ided by t h e Naval Regional Medical Centers f rom a r o t a t i o n a l poo l . The Surgeon i s ass igned on a 9@ day TAD b a s i s and embarks o n l y when t h e s h i p g e t s underway.

To p rov i de space f o r an a d d i t i o n a l d o c t o r ' s o f f i c e , t h e h e a l t h r eco rds were moved i n t o t h e A d m i n i s t r a t i v e O f f i c e and t h e p rev i ous l o c a t i o n conver ted i n t o an o f f i c e f o r t h e General Medical O f f i c e r and t h e Surgeon.

T h i s w i l l g r e a t l y a i d t h e mon i t o r i ng v a r i o u s programs such as hea r i ng conser- va t i on , we igh t c o n t r o l , immunizations, annual phys ica ls , t u b e r c u l o s i s c o n t a c t fo l l ow-up and asbestos exposure.

NAVIGATION DEPARTMENT HISTORICAL REPORT - 1978

USS KlTTY HAWK began 1978 deployed t o t h e Western P a c i f i c . On 14 A p r i l , w h i l e i n t r a n s i t i n t h e South China Sea, a ba thyme t r i c survey o f o p p o r t u n i t y was conducted. Data f rom USS KlTTY HAWK and accompanying s h i p s r e s u l t e d i n t h e l o c a t i o n o f a seamount approx imate ly 12@0 fathoms i n h e i g h t n o t p r e v i o u s l y char ted. The survey r e p o r t submi t ted by USS KlTTY HAWK was eva lua ted t o be o f t 'Super ior q u a l i t y " by t h e Ba thymet r i c D i v i s i o n o f t h e Defense Mapping Agency. Based upon USS KlTTY HAWK'S nominat ion, t h i s seamount now bears t h e name, "KITTY HAWK Seamount".

On @9 May, 1978, whi l e moored t o t h e p i e r i n Pear l Harbor, Hawai i, USS KlTTY HAWK served as t h e p l a t f o r m f o r t h e Commander i n Ch ie f , Pa- c i f i c F l e e t , change o f command ceremony. Admiral Thomas B. Hayward was r e l i e v e d by Admiral Donald C. Dav is as Commander i n Ch ie f , P a c i f i c F l e e t .

15 May 1978 marked t h e conc lus i on o f a success fu l deployment upon a r r i v a l a t NAS Nor th I s land , San Diego, C a l i f o r n i a . I n June 1978, KlTTY HAWK began a six-month SRA pe r i od . A l though no major n a v i g a t i o n equip- ment was i n s t a l l e d o r removed, t h e KlTTY HAWK Nav iga t i on personnel spent cons ide rab le t i m e and e f f o r t i n improv ing t h e be r t h i ng , br idge, and o f - f i c e spaces. I n a d d i t i o n , e x t e n s i v e quar te rmas te r t r a i n i n g was ach ieved ove r a wide v a r i e t y o f areas i n p r e p a r a t i o n f o r upcoming r e f r e s h e r t r a i n - i ng and sea per iods . Naviga- t i o n Department completed b a t t l e problems, p r e c i s i o n anchorages, and o t h e r s tandard exe rc i ses i n an excep t i ona l f i n e manner, o b t a i n i n g an o v e r a l l f i n a l b a t t l e problem grade o f 98% and was awarded a f i n a l over- a l l e v a l u a t i o n o f "outs tanding" . SHIPALT 5214, CVIC Extended Core Memory U n i t was i n s t a l l e d i n CVIC. The Extended Core Memory U n i t (ECMU) improves computer access t i m e by i nc reas ing computer c o r e capac i t y f o r t h e i n t e l l i g e n c e da ta process ing equipment.

The sh ip ' s t e l e v i s i o n system was updated by SHIPALT 4723, CVA En- t e r t a i n m e n t and T r a i n i n g T e l e v i s i o n System (CKY-14TV). The c o n t r o l room was expanded, c o n t r o l room and s t u d i o f a c i l i t i e s improved, t h e r e p a i r shop re l oca ted ad jacen t t o t h e c o n t r o l room and t h e a b i l i t y t o broadcast f rom se lec ted remote sh ipboard l o c a t i o n s added. Work on t h i s SHIPALT i s s t i l l i n progress.

The Aerology D i v i s i o n c ~ n t r i b u t e d s i g n i f i c a n t l y t o t h e s h i p ' s read- iness pos tu re d u r i n g t h e 77-'78 Westpac Deployment i n bo th t h e meteoro- l o g i c a l and oceanographic f i e l d s . With t h e i n s t a l l a t i o n o f t h e Defense Meteoro log ica l S a t e l l i t e Program (DMSP) r e c e i v i n g equipment, s i g n i f i c a n t s t r i d e s were made i n oceanographic a n a l y s i s and improved weather fo re - cas t i ng . Impor tant r e p o r t s were submi t ted cove r i ng radar r e f r a c t i v i t y , PHITAR (Predesignated High I n t e r e s t T a c t i c a l Area) a c o u s t i c p r e d i c t i o n s , and monsoonal changes t o ASW p r e d i c t i o n areas i n t h e Luzon S t r a i t s .

Upon r e t u r n i n g t o t h e s ta tes , major des ign and r e o r g a n i z a t i o n o f t h e weather o f f i c e began. Seventeen weeks l a t e r t h e o f f i c e had been changed t o r e f l e c t a more e f f i c i e n t u t i l i z a t i o n o f space and placement o f equip- ment. A complete rehab was accomplished i n t h e d i v i s i o n ' s b e r t h i n g corn- partrnent .

The p o r t antenna f o r t h e AN/SMQ-10 ( s a t e l l i t e Readout Equipment) was removed d u r i n g t h e SRA and sen t t o H a r r i s Co rpo ra t i on f o r re fu rb ishment . The antenna was improper l y sealed d u r i n g i n s t a l l a t i o n d u r i n g COH-76 and became bad ly corroded.

CIC comp l e ted a comprehensive r e w r i t e o f t h e "Combat l n fo rma t i on Center" d o c t r i n e c o n t a i n i n g t h e o rgan i za t i on , s tandard procedures, capa- b i l i t i e s , l i m i t a t i o n s , and r e s p o n s i b i l i t i e s w i t h i n CIC.

The An t i -Sh ip M i s s i l e Defense d o c t r i n e a l s o rece ived a major f a c e l i f t t o complement t h e new Nato Sea Sparrow M i s s i l e system.

CIC AAW c a p a b i l i t i e s were s e r i o u s l y degraded th roughou t t h e c r u i s e by t h e f a i l u r e s i n t h e SPS-37A and SPS-48A/C radars . The OS o p e r a t o r s u t i l i z e d t h e SPN-43 f o r any advanced e a r l y warning. S ince t h e 60 m i l e sweep p rov ides minimal advanced warning, t h e t a s k group AAW was g e n e r a l l y I im i t ed .

The AN/SPS-48A was updated w i t h t h e i n s t a l l a t i o n o f SHIPALT 4865, c o n v e r t i n g t h e AN/SPS-48A t o AN/SPS-48C. T h i s was accomplished w i t h t h e a d d i t i o n o f t h e Automat ic D e t e c t i o n and T rack i ng (ADTI equipment. T h i s update p rov ides a means o f gene ra t i ng prompt and r e l i a b l e d e t e c t i o n s on a l a r g e number o f t a r g e t s and r a p i d l y develop t h e s i g n i f i c a n t da ta needed f o r d e c i s i o n purposes.

The ECM modu l e was updated by t h e i ns ta l l a t i on o f SH l PALT 3489, A1 / SLM-1A ECM t e s t s e t . T h i s equipment p rov ides a means t o t e s t r a p i d l y t h e o p e r a t i o n o f t h e s h i p s AN/WLR-1 ECM r e c e i v e r s and a l l o w s f o r check ing s e n s i t i v i t y and f requency accuracy a g a i n s t a standard.

EW's d i r e c t i o n f i n d i n g c a p a b i l i t y was improved w i t h t h e SLR-12A in - s t a l l a t i o n .

Outs ide s e r v i c e s f rom SlMA d u r i n g SRA were de t r imen ta l r a t h e r t han h e l p f u l . T h e i r overhau ls caused ma jo r damqge t o t h e EWfs SLA-12 antennas and t h e SLR-12.

Lack o f adequate Al lowance P a r t s L i s t documentat ion f o r t h e AN/WLR- lG, AN/WLR-11A, and Band 10 Tuner-Control u n i t s caused e x t r a manhours t o e f f e c t r e p a i r s and p a r t s o rder ing .

Cable c u t t i n g mis takes made d u r i n g SRA induced v i deo and c o n t r o l c a b l e damage t o numerous EW systems. The manhours ded ica ted t o r e p a i r t hese e r r o r s f o r ced numerous losses o f t r a i n i n g o p p o r t u n i t i e s and ex- tended norma l work i ng hours.

I n t h e area o f Anti-Submarine Warfare, US$ K i t t y Ha,wk's ASW module r e v i s e d t h e work ing d o c t r i n e f o r sub hun t i ng and inc luded h i g h l i g h t s of modern ASW techno logy and l a t e s t lessons learned,

The A n t i -Submari ne Warfare modu l e rece ived advanced cop ies o f t h e model 4.g.1 program and performed pre- issue f l e e t e v a l u a t i o n f o r Naval A i r Development Center (NADC). The ASW system was ext remely wel l -main- t a i n e d which c o n t r i b u t e d p o s i t i v e l y t o a r e l l a b i l i t y and a v a i l a b i l i t y r a t e o f 98%.

Dur ing K i t t y Hawk's p a r t i c i p a t i o n i n numerous f l e e t exerc ises, t h e ASW module p rov ided ext remely t i m e l y , va luab le c o n t r i b u t i o n s t o va r i ous war fa re coo rd ina to r s . The ASW/Airwing team demonstrated t h e e x c e l l e n t p r o f i c i e n c y o f a coord ina ted ASW pos tu re and c a p a b i l i t y t o coun te r t h e e x i s t i n g subsur face t h r e a t .

A p o s s i b l e " f i r s t t ' was achieved when an Anti-Submarine Warfare Oper- a t o r a t tached t o t h e ASW module earned h i s "A i rcrew Wings" o u t s i d e t h e VS squadron t r a i n i n g environment.

The ASW module eva lua ted t h e f e a s i b i l i t y o f f u n c t i o n i n g as Task Force Sur face Warfare Coord ina to r d u r i n g l u l l s i n Anti-Submarine Warfare. The module's i dea l t a c t i c a l d i s p l a y and r e a d i l y a v a i l a b l e rad ios made t h e en- deavor a huge success. The unprecedented ope ra t i ons r e s u l t e d i n improved e f f i c i e n c y o f crew b r i e f s and t a s k i n g s as w e l l as accura te c o n t a c t r e p o r t - i n g and p l o t t i n g . Throughout t h e c ru i se , t h e ASW module supported F l e e t c o l l e c t i o n , ana lys is , and d issemina t ion o f acous t i c i n t e l l i g e n c e requ i re - ments t o cogn izan t a u t h o r i t i e s .

SHIPALT 4875, CATCC/DAIR, was i n s t a l l e d t o p rov ide an improved opera- t i o n a l system i n t h e C a r r i e r A i r T r a f f i c Cont ro l Center (CATCC). The new system p rov ides a d i r e c t a l t i t u d e and i d e n t i t y readout (DAIR) on each t a r - g e t on a l a r g e r PPI d i s p l a y . The new system prov ides an in terphone system f e a t u r i n g "ho t microphone1' c a p a b i l i t i e s (no push t o t a l k ) and r a d i o system w i t h s imultaneous mul t i -channel r e c e i v e c a p a b i l i t y . The system i s s i m i l i a r t o systems used by t h e FAA and Navy shore-based f a c i l i t i e s and i s independ- e n t o f t h e Naval Data T a c t i c a l System (NTDS), b u t does i n t e r f a c e w i t h NTDS i n o r d e r t o p rov ide da ta as needed.

The URC-85 UHF Transce iver p e r s i s t e d i n it s degraded mode. S i n g l e channel ope ra t i ons was t h e bes t mode achieved. Occas iona l l y both channels f a i l e d . CIC ope ra to r s rece ived d a i l y t a s k i n g s f o r s imultaneous UHF Link-4, Link-11, and ACLS s e r v i c e s which t hey were n o t always a b l e t o s a t i s f y .

P r o f i c i e n c y i n Link-4/ACLS ope ra to r s s u f f e r e d cons iderab ly , e s p e c i a l l y w i t h t h e increased weapons system technology i n data l i n k s .

P a r t i a l i n s t a l l a t i o n o f SHIPALT 42g3, a second l i n k 4A, inc luded a second AN/SSw-ID w i t h 2 channel c a p a b i l i t y f o r two a d d i t i o n a l t r a n s c e i v - e r s and f u l l f o u r channel data l i n k c a p a b i l i t y . This, when completed, w i l l a l l o w f o r s imultaneous ope ra t i ons o f L i n k 4, L i n k 11, t h e A i r c r a f t C a r r i e r Landing System (ACLS) L i n k and one backup channel. The two new t r a n s c e i v - ers, URC-93s were n o t a v a i l a b l e f o r i n s t a l l a t i o n , and w i l l be i n s t a l l e d a t some f u t u r e date.

The s h o r t range s h i p - t o - a i r UHF comnunicat ions c a p a b i l i t i e s were en- hanced w i t h t h e i n s t a l l a t i o n o f SHIPALT 4573, t h e a d d i t i o n o f URC-9 t r a n s - c e i v e r s f o r LSO and p r imary f l i g h t c o n t r o l .

SHIPALT 4627, i n s t a l l AIMS MK XI1 IFF, was i n s t a l l e d t o p rov ide r a p i d c r y p t o secure i d e n t i f i c a t i o n f o r an improved m i l i t a r y a i r t r a f f i c c o n t r o l system. P o r t i o n s o f t h i s SHIPALT were p r e v i o u s l y done du r i ng COH-76.

Over t h e years, numerous new CIC subsystems have been added i n an ap- p a r e n t l y uncoord inated manner. Systems des ign eng ineer ing and t a c t i c a l da ta systems i n t e g r a t i o n have been s e r i o u s l y neglected i n Research and De- velopment. T h i s i s g e n e r a l l y c a r r i e d ove r a t t h e ope ra t i ona l l eve l as subsystem and ope ra to r educa t ion have been neglected.

The CIC s t i l l f u n c t i o n s w i t h a cumbersome, u n r e l i a b l e i n t e r n a l com- mun ica t ions system. Nagging breakdowns w i t h in termodule speakers causes f r u s t r a t i n g and c r u c i a l losses o f in fo rmat ion .

K i t t y Hawk's CIC demonstrated a s t r ong showing d u r i n g Refresher T r a i n i n g . The team cohesiveness c o n s t a n t l y rece ived ou t s tand ing marks.

SUPPLY DEPARTMENT HISTORICAL REPORT - 1978

Con t ro l D i v i s i o n (S-1) -

The beg inn ing o f 1978 found t h e S-1 d i v i s i o n i n t h e m i d s t o f a WESTPAC deployment. The deployment c a r r i e d on th rough May 15, 1978. The pre-deployment loadout o f ove r 300,000 i n d i v i d u a l i tems proved e f - f e c t i v e i n t h a t S-1 had o n l y 201 CASREPT r e q u i s i t i o n s processed d u r i n g t h e e n t i r e c r u i s e and t h e gross and n e t e f f e c t i v e n e s s r a t i n g s were con- s i s t e n t l y above AIRPAC standards.

Upon comple t ion o f t h e deployment, t h e s h i p was t h r u s t i n t o an SRA which p u t S-1 i n t o a heavy procurement mode. H a b i t a b i l i t y became t h e major t o p i c . Du r i ng t h e l a s t month o f t h e SRA, S-1 spent i n excess o f $200,000 f o r t h e rehab o f t h e Enl i s t e d D i n i n g Fac i l i t i e s , Wardrooms, heads and b e r t h i n g compartments, 3,000 mat t resses, and 8,000 sheets, p i l l o w cases and p i l l o w s .

I n October 1978, KHAWK commenced t h e fast-paced p r e p a r a t i o n f o r WESTPAC deployment 79. This, t o g e t h e r w i t h a rea l ignment o f t h e Supply Department, found S-1 i n a new r o l e as Con t ro l D i v i s i o n f o r a l l s tocked m a t e r i a l w i t h t h e excep t i on o f CLAMP and r o t a t a b l e pool . T h i s combined o p e r a t i o n has p laced t h e A v i a t i o n Storekeepers and Storekeepers i n an a l l -purpose r o l e as c a r r i e r s torekeepers .

Food Serv ices (S-2 + S-5)

A l l food s e r v i c e areas were operated around-the-clock d u r i n g t h e October 1977 - May 1978 h i g h l y successfu l WESTPAC deployment. S o f t - s e r v i c e i c e cream machine and charcoal g r i l l s were rece ived and i n - s t a l l e d i n t h e EDF. An ex t reme ly v i a b l e S-2/S-5 c r o s s t r a i n i n g pro- gram was e f f e c t e d . The CINCPACFLT change o f command, w i t h app rop r i - a t e S-2/S-5 support , was conducted on board d u r i n g May 1978 w h i l e i n Pear l Harbor.

Dur ing t h e SRA (Jun-Oct 781, an ex tens i ve c o n t r a c t o r f s / s h i p ' s f o r c e work package was undertaken. T h i s cons i s t ed o f numerous t e r - razzo decks be ing rep laced o r repa i red , i n s t a l l a t i o n o f a new butcher shop f i b e r g l a s s deck, new ven t t e rm ina l s , r e p a i r s o f g a l l e y and bev- e rage l i n e equipment, and t h e a c q u i s i t i o n o f about $50,000 new g a l l e y equipment and supp l ies , a l l i n a c o n t i n u i n g e f f o r t t o upgrade a l l t ypes o f food s e r v i c e s th roughou t KITTY HAWK. Subsequent t o t h e SRA, v i g o r - ous e f f o r t s were made t o p repare a l l F l ag spaces f o r occupancy, t o t h e r enova t i on o f a l l food s e r v i c e e a t i n g areas, and t o upgrad ing c e r t a i n o f f i c e r ' s staterooms. A new key system f o r a l l Wardroom spaces, i n - c l u d i n g staterooms, was implemented.

The S-2 food s e r v i c e s d i v i s i o n was nominated by COMNAVAIRPAC t o p a r t i c i p a t e i n t h e s e m i - f i n a l s o f t h e Navy Food Serv ices Exce l lence Award .

Sales D i v i s i o n (S-3)

1978 saw t h e Sa les D i v i s i o n revamping, remodeling, and c o n t i n u i n g t o se rve t h e USS K l T Y HAWK w i t h p r i de . I n response t o t h e needs o f t h e t h e crew, an a f t gedunk was added so t h a t t h e crew n o t o n l y had r e f r e s h - ments a v a i l a b l e i n t h e a f t end o f t h e ship, b u t t h e y cou ld have them 24 hours a day. To complement t h e a f t gedunk as we1 l as r e l i e v e some o f t h e burden forward, an a f t soda vending machine area was a l s o added. The t h r e e new machines n o t o n l y added 1000 can capac i t y , b u t brought a g r e a t e r v a r i e t y o f canned sodas t o t h e crew. Not a l l o f t h e renova t ions were i n t h e sa les areas. New 60 pound c a p a c i t y d r y c l e a n i n g equipment was in - s t a l l e d t o upgrade t h e p l a n t capac i t y , p e r m i t t i n g t h e crew t o en joy one day s e r v i c e on a l l d r y c lean ing .

The new equipment and a d d i t i o n a l l o c a t i o n s w i l l a1 low t h e sh ip-serv- icemen o f S-3 t o o f f e r b e t t e r s e r v i c e i n t h e f u t u r e . S-3 t u rned ove r i n excess o f f o u r hundred thousand d o l l a r s o f s h i p ' s s t o r e p r o f l t s t o t h e We l fa re and Rec rea t i on Fund.

The men o f S-3 n o t o n l y work hard a t meet ing t h e c rew 's needs b u t work hard t o improve themselves. 100% o f t h e E-5's t h a t t o o k t h e Feb E-6 exam were advanced. 83% o f t h e E-3's t h a t t o o k t h e Sept E-4 exam were advanced.

D i s b u r s i n g (S-4)

D i s b u r s i n g has been comple te ly reorgan ized i n o r d e r t o p rov i de more t i m e l y and accura te responses t o customer needs. Add i t i on - a l l y d i s b u r s i n g has been awarded l e t t e r s o f ou t s tand ing performance from NFC, Cleve land on numerous occasions.

The beg inn ing o f 1978 found t h e USS KITTY HAWK i n p o r t a t t h e prima- r y WESTPAC a v i a t i o n suppor t base, NSD Subic, USS KITTY HAWK'S a v i a t i o n suppor t i n d i c a t o r s o f OR/FSC and o f f - s h i p NORS con t inued t o be t h e b e s t i n COMNAVAIRPAC t o da te f o r a "big-deck" CV. A l r ope ra t i ons were sup- po r t ed a t NAS Cubi w h i l e i n p o r t and underway u t i l i z i n g t h e "Swing-wing" concept. I n March, r a p i d t u r n around, necess i t a t ed by p o t e n t i a l I nd i an Ocean opera t ions , p rov ided an o p p o r t u n i t y t o e x e r c i s e t h e CNAP/NAVMTO team t o t h e optimum. The end r e s u l t was t h e h i g h e s t OR/FSC achieved by a PACFLT c a r r i e r eve r r e s u l t i n g f rom an e x t r a o r d i n a r y a i r l i f t u t i l i z i n g two USAF C5A w i t h d i r e c t p a r t s d e l i v e r y from CONUS. Even though t h e In- d i a n Ocean deployment never occurred, th rough u t i l i z a t i o n o f t h e US3A and

s u p e r i o r a v i a t i o n suppor t techniques, USS KITTY HAWK sus ta ined t h e h igh- e s t OR/FSC r a t e s t o da te w i t h no d i r e c t shore base suppor t f o r n e a r l y 6 weeks. I n May, S-6 p a r t i c i p a t e d i n t h e successfu l t ranspac o f seven S3A a i r c r a f t . A l l b u t f o u r a i r c r a f t were s u c c e s s f u l l y f l own o f f as t h e s h i p approached C a l i f o r n i a . T h i s was ano ther "big-deck" CV f i r s t . Upon r e - t u r n t o CONUS, t h e S-6 d i v i s i o n began t o prepare f o r t h e n e x t deployment by o f f l o a d i n g MSP and a l l AVCAL m a t e r i a l , l e ss CLAMP and r o t a t a b l e poo l . The REAVCAL process was begun w i t h a complete i nven to r y o f a l l a v i a t i o n m a t e r i a l be ing conducted and t h e v a l i d a t i o n o f a new AECL w i t h a new a i r - wing, CVW 15. T h i s cu lm ina ted i n an AVCAL conference a t AS0 i n J u l y . Beginn ing i n August, t h e Supply Department began a ma jo r r e o r g a n i z a t i o n which saw a s i g n i f i c a n t f u n c t i o n a l change i n t h e S-6 o r g a n i z a t i o n w i t h p r imary emphasis p laced on t h e management o f a v i a t i o n r e p a i r a b l e s . I n November, t h e new AVCAL was dropped and t h e work-up pe r i ods u t i l i z i n g "KITTY HAWK Express" was begun.

Data Process i ng (S-7)

Data Process ing was t h e West Coast t r i a l work ing s i t e f o r t h e l a t e s t SUADPS master i n f o r m a t i o n t a p e (MIT 14) . I n t h e m i d s t o f SRA-78 which i nvo l ved major r enova t i ons t o v a r i o u s supp ly spaces and rehab o f storerooms, t h e Supply Department r e a l i g n e d i t s d i v i s i o n a l f u n c t i o n s and c rea ted t h e M a t e r i a l D i v i s i o n (S-8). The Mate- r i a l D i v i s i o n assumed cognizance o f a l l S-1/S-6 storerooms, sh i pp ing and r e c e i v i n g f u n c t i o n s the reby f a c i l i t a t i n g r ece ip t s , issues and s to rage f o r t h e department.

TRAINING DEPARTMENT HISTORICAL REPORT - 1978

The T r a i n i n g Department con t inued i t s growth th roughout 1978. The School 's Branch processed 3,096 TEMADDINS o r d e r s f o r USS K i t t y Hawk per- sonnel a t t e n d i n g formal Navy Schools. 140 crewmembers s u c c e s s f u l l y com- p l e t e d S t Lou is High School courses i n Engl ish, Mathematics and Reading.

Dur ing 1978, 994 s a i l o r s t o o k t h e r a t i n g exams. O f these, 780 were se lec ted f o r advancement. The breakdown i s as f o l l ows :

I n October 1978, t h e Counsel ing and Ass is tance Center became a p a r t o f t h e T r a i n i n g Department. They screened and eva lua ted 472 people. Of t h a t t o t a l , 250 were d rug- re la ted , 211 were a l coho l - r e l a ted , and 1 1 were non-substance r e l a ted.

The f o l l o w i n g d i s p o s i t i o n s were made o f t h e 472 c l i e n t e l e : 94 were re tu rned t o duty , no c o u n s e l i n g / r e h a b i l i t a t i o n necessary; 97 were n o t open t o counsel ing; 47 were r e f e r r e d t o o f f - s h i p formal the rapy pro- grams; and 234 were p laced i n on-board counse l i ng programs.

O f t hose 234 people p laced i n t h e onboard programs, 151 success- f u l l y completed a program, 54 were dropped due t o non-cooperat ion o r non-amenabi l i ty , and 29 were r e f e r r e d on t o formal o f f - s h i p the rapy .

I n summary, about 6PI% o f those people e n t e r i n g an on-board coun- se l i ng program successf u l l y completed and 12% o f them were found t o be i n need o f a more formal t y p e o f the rapy such as an Alcohol R e h a b i l i - t a t i o n Center (ARC), Naval Drug R e h a b i l i t a t i o n Center (NDRC), o r a Vet- erans A d m i n i s t r a t i o n H o s p i t a l .

P r o j e c t LINDA

As o f 31 December 1978, t h e LINDA system had opera ted 7328 hours s i n c e t h e f i r s t o f t h e year, o r approx imate ly t e n and one h a l f months o f 24 hour ope ra t i on . The g r e a t e s t problem has been t e rm ina l a v a i l a b i l i t y , w i t h an average o f 2.5 o f 15 t e r m i n a l s down a t a l l t imes. The l ack o f o f f i c i a l suppor t f o r t h e system has been t h e main o b s t a c l e t o an e f f e c - t i v e maintenance program, a l though most suppor t d i f f i c u l t i e s a r e be ing overcome a t t h i s t ime . C u r r e n t l y , one t e c h n i c i a n has completed t h e f a c t o r y course on PDP 11/34 maintenance, and one more t e c h n i c i a n w i l l be sen t p r i o r t o deployment. The s h i p ' s Supply Department i s examining t h e p o s s i b i l i t y o f c a r r y i n g a p roper s e t o f spare pa r t s , and o b t a i n i n g COSAL suppo r t f o r t h e system.

I n May o f 1978, t h e l i b r a r y o f programs on LINDA was expanded t o i nc l ude a s e t o f programs used t o t r a c k t h e s h i p ' s progress th rough SRA. I n many respects , t h e LINDA system programs were s u p e r i o r t o t h e PERA ADP products , and s i g n i f i c a n t l y improved t h e I n fo rma t i on prov ided by SFOMS r e p o r t s c o n t r o l . The LINDA programs a l s o e l i m i n a t e d t h e need f o r a draf tsman t o be assigned t o SFOMS t o d r a f t weekly r epo r t s .

The A i r Operat ions programs have been comple te ly r e w r i t t e n , us i ng a l inked l i s t da ta s t r u c t u r e . The new s t r u c t u r e makes t h e programs op- e r a t e much f a s t e r and e a s i e r t o use. Cu r ren t l y , t h e T r a i n i n g Department i s develop ing a d i v i s i o n record keeping program t o a i d i n r eco rd keeping f o r advancement and t r a i n i n g purposes.
