16 Feb 2009 Instruction sent from Acting NC to NI head
to reinstate NI structures to former positions

Process for inspect & eval

Inspection stats: National
• 1113 police stations + specialist units• No stats accessible for national office except...
– Early 2000s to 2004: 70 inspections per quarter = 280 pa– 6 teams x 8 members each = 48 inspectors– 46 inspections per annum per team
• In 2009 only 1 inspection conducted!• Previously, 4 announced & 2 unannounced
inspections per annum undertaken

• 144 police stations + specialist units• 6 inspections per month = 72 per annum• 5 teams x 8 members = 40 inspectors• 4 inspections per annum per team
• 50% stations & units received inspections

Challenges
• Performance of NI poor, morale of staff low • 2007/08 Police Advisory Council reports
highlighted and confirmed problems of NI• NI working with a draft policy document since
late 90s• Process on for 5 years and no resolution yet!• Management style questionable• Change process of SAPS in question

Recommendations• Minister and National Commissioner should
audit the National & provincial offices of NI• Leadership issues of NI require urgent
addressing• Restructuring the NI: 2 alternatives:
a) remove function from SAPS - HMIC model/ PAC model
b) retain within SAPS in NC office (preferred)
• Organisational change process of SAPS in general needs reviewing
