These events are organised, and your regional representatives will be in touch to ensure you can attend. These meetings are essential for keeping in touch with the national policy agenda and regional activity. They also provide an opportunity for networking, sharing your activity and giving feedback that we value.

The annual summer conference will take place on 15th June 2019 in Leeds, book your place now here

As you read through the newsletter please check the dates of timeframes, upcoming information events and CPLD opportunities that relate to your role, or where you expect colleagues should take part in – if no dates are offered there will be a point of contact to follow up with.

Thank you for taking part in the pre information webinar during the first week of March. It is essential to attend your sub regional SL network meeting to ensure you are up to date with all DfE proposals and actions around the future system 2019/2020 for teaching school alliances. This shift will affect system leadership across our Lancashire and West Yorkshire region. Keeping you up to date: we are expecting updates before Easter and will keep you aware of any developments as they occur.

Our sub regional TSC teams have nearly completed the matching and NLEs will have received confirmation from them. Please note the documentation to support your mobilisation is on the Greetland Website (link). Also, you can refer to the NPQ overview and CPD standards which could support CPLD activity and evidence for specific recommended actions in your improvement plans. Next Steps – your TSC representatives (Amanda Bennett and Angela Holdsworth) will be in contact soon to finalise expectations, approval and monitoring of the completed Recommended Action Forms (RAFs).

We have moved to a new model of allocating NLGs via sub regional brokerage arrangements; this process is supported by the revived sub regional NLG networks and system leader meetings that are now in place. To help to identify the most suitable match please complete the attached proforma, with the details of what is required and for which school / academy. The TSC team in each sub region will contact NLGs accordingly to allocate a best fit deployment. We will aim to do this within ten working days of receiving your request and put the NLG directly in contact with you and the school / academy once agreed. When requesting NLG support including governance reviews you can email the following contacts.

Blackpool Blackburn with Darwen, and Lancashire: Cheryl Brindle [email protected] (TSC seconded system leader)

Liverpool Merseyside and Warrington: Jen Murphy [email protected] (TSC seconded system leader)

Greater Manchester via GMLP: Margaret Woodhouse [email protected] (Chair of GMLP)

West Yorkshire: Baljit Birring [email protected] (TSC Project Lead)

The EEF has produced an excellent School improvement toolkit which integrates into your SI projects and helps to support an evidence base. Centred on their 5 step cycle of school improvement it will ensure you work deeper into the detail of your SI activities as well as helping to focus on impact. An essential action: please review and employ this further in your activity - it can be accessed here Please also remember to access the Guidance reports produced by the EEF to support your activities with research –they are there to help you stay ahead with your practice and improvement. We will shortly circulate resources generated by the EEF / NLE briefings.

The DfE commissioned a minimum or 2 SEND School Improvement Partnerships to be established in the LWY region. In order to offer a partnership in each sub region we have four lead schools: The projects will produce regional based case study guidance which will be cascaded by the regional lead, the schools involved in the projects, the RSC and the regional SEND Lead: Angela Holdsworth, Regional SEND Leader: [email protected] Lidia Catterall, Deputy Regional SEND Leader: [email protected] The nasen and Whole School SEND regional representatives are also keen to support NLEs in their

delivery of the current school improvement offer. If NLEs feel that SEND support is needed we would recommend a Strategic SEND Review is completed, please contact Angela or Lidia for advice on trained SEND Reviewers in your area. If you are recommending SEND Improvement interventions please refer to the EEF site, however we recognise there are limited options available so SEND Leaders will be able to offer additional evidence-based approaches on request.

In 2014, the Government introduced wide-reaching changes to the SEND system, with the intention of offering simpler, improved and consistent help for children and young people with SEND. Please follow this link to understand more about the outputs and outcomes of this inquiry.

This is an important opportunity to ensure the future of OFSTED has listened to our voices – please access the consultation here. Please also take a moment to review the blog here: ‘Testing the draft education inspection framework: our early findings from pilot inspections’ for more context.

Do you know what at a good School Resource Manager (SRM) looks like? Please review the resource management resources on the .GOV site – particularly the school resource management self-assessment tool. It has been very well received and is a continuing theme in our regional meetings. NLEs have a strong role to encourage leaders to adopt more effective resource management and can recommend a School Resource Management Adviser where there may be a need for direct support in schools that are in difficulty (see below). Some useful questions (amongst many that you could raise in your own setting) that the self-assessment tool can support you with:

Are Governors and trustees challenging resource management effectively?

Is your curriculum affordable?

How efficient is your staffing model overall?

Have you compared your resource management with other schools?

What was useful through using this tool?

What was the learning and impact?

SMRAs provide peer-to-peer, expert and tailored advice on how schools and trusts can

make best use of their revenue and capital resources to deliver the best possible

educational outcomes for their pupils.

Please see the attached document for more information and links to our regional and

national SMRAs (with thanks to Breck Primary School for an informative presentation).

Linked to the above, regionally to support this work we have commissioned a lead for the DfE research project into workload reduction: The Warrington TSA (Caroline Roberts - Director). Expressions of interest for this commission were excellent and to support the lead school we have created a group of TSAs who will support with advice from their own regional practice. The group is meeting in the next week to define their local offer of support for this initiative.

Linking to effective resource management, high workload is one of the most commonly cited drivers for teachers leaving the profession and can be a disincentive for potential new teachers to join. This advice sets out principles, considerations and examples of practical support to address workload within and through ITE, including how the ITE sector has been responding to the specific recommendations in the three workload reports on marking, planning and data management. Please access the documentation here. Areas that are addressed are:

Procurement | Workforce | Data & Transparency | Financial Skills | Oversight & Intervention

As the School Improvement programme develops it is essential we stay focussed on DfE aligned CPD opportunities that can be integrated into strategy and impact planning. Attached are two documents that support this:

National professional qualifications (PowerPoint)

CPD Standards

Programmes for schools who wish to improve maths in their schools that includes free support and guidance from a maths Mastery specialist, tailored to the schools specific needs. It is specifically for schools who feel they are not ready to adopt Teaching for Mastery approaches but would like to initiate a long term journey to improve mathematics teaching in their school. Engagement also guarantees a future place in a Teacher

Research Group in the Teaching for Mastery National program. The new Maths Hub Council is now in place and is chaired by our colleague in LWYTSC region, Katheryn Greenhalgh. Please visit the national Maths Hub website for more information on regional activity here.

For early career teachers – and it’s free for teachers in eligible schools. The four-term Accelerate programme begins early Spring Term 2019 and will rapidly develop your skills to improve outcomes for the young people you teach and benefit your wider school community. Funded by the Department for Education, it’s open to teachers in the first five years of their careers who are teaching in schools that meet our eligibility criteria. To be eligible, a school must currently be Ofsted graded 3 or 4, or be located in a DfE-identified ‘priority area’ or ‘opportunity area’. Given its due start date, for more information please contact [email protected]

There are a number of showcase events being held regionally for English Hubs – attached is the Yorkshire based leaflet that gives you an example of how many are being run through the Sheffield based hub. Your sub regional TSC representatives will be able to signpost you to locations where other events are being held locally and you can contact hubs directly through the list here.
