• Don’t let your RARF submittal be on your new resource’s critical path.

• It’s better for your RARF data to be added to the model 2 months early than cause a slip in your energization because the RARF missed a deadline.

• ERCOT suggests that you submit a first attempt at completing your RARF at least 130 days before the desired model load to allow time to resolve any RARF data issues.

• Send first attempt at a completed RARF to [email protected] with subject line indicating “TEST RARF submittal” and your site name.

• RARF – Parameters - Gen, Parameters -Wind or Parameters -CC tab – Seasonal Net Max. Sustainable Ratings need to match the Interconnection Agreement and the FIS studies.

• RARF - Reactive Capability tab – enter the gross leading and lagging reactive capability of the resource, specified at four MW output levels covering the full range of resource operation.

• Be sure that the data matches the reactive capability that was stated in the reactive study for your resource(s) provided to the Resource Integration engineer.

• Substation capacitors, reactors or other reactive devices are modeled separately and are NOT included in the Reactive Capability tab.

• Suggest submittal of the reactive study at least 6 months before desired energization to allow time for approval so the RARF can be submitted with the correct resource reactive capability and reactive devices.

• Note: It may be necessary to submit the reactive study earlier than 6 months prior to energization depending on lead times for installing the required reactive equipment at the new resource site in time for the initial synchronization.

• RARF - Transmission form – enter the lines, breakers, switches, transformers, capacitors, reactors, loads, series devices and static var compensators (STATCOMs, DVARs, SVCs) for the new resource site.

• All transmission voltage devices must be entered.

• Lower voltage devices are entered as needed to model the resource’s connection(s) and associated equipment.

• Telemetry is required for all RARF transmission form equipment as well as for the resource(s).

• If requesting “Non-Modeled Generator” on the RARF refer to Protocol Section 2 definition: A generator that is: (a) Capable of providing net output of energy to the ERCOT

System; (b) Ten MW or less in size; or greater than ten MW and

registered with the PUCT according to P.U.C. SUBST. R. 25.109, Registration of Power Generation Companies and Self-Generators, as a self-generator; and

(c) Registered with ERCOT as a Non-Modeled Generator, which means that the generator may not participate in the Ancillary

Service or energy markets, RUC, or SCED.

• Required RARF files are either embedded or added to the zip file on each RARF submittal.

• Dynamic data/models – PSSe v33, site one-lines, collector system one-lines and data files, and transformer test reports (showing positive and zero sequence impedances, windings and taps)

• All supporting files need to be submitted every time you submit a RARF update (we don’t have an incremental update system)..

• Each RARF submittal must be a complete stand-alone package - zip file with all forms and associated files.

• Interim updates allowed for existing resources, but not new resources:

3.10.4(6) “ERCOT may update the model on an interim basis, outside of the timeline described in Section 3.10.1, Time Line for Network Operations Model Changes, for the correction of temporary configuration changes in a system restoration situation, such as after a storm, or correction of impedances and ratings.“

3.10.4 (7) “Interim updates to the Network Operations Model caused by unintentional inconsistencies of the model with the physical transmission grid may be made. If an interim update is implemented, ERCOT shall report changes to the PUCT Staff and the IMM. ERCOT shall provide Notice via electronic means to all Market Participants and post the Notice on the MIS Secure Area detailing the changed model information and the reason for the interim update within two Business Days following the report to PUCT Staff and the IMM.”
