Executive Summary
The Mines and Geosciences Bureau Regional Office XII implemented its Two (2) Major
Final Outputs namely :
MFO 01- Mineral Resource Development Services - Includes:
1. Communication Plan for Mineral Development covers the conduct awareness
and Advocay on Mineral Development ,Capacity building and generation of
information and IEC materials posted a 100% accomplished .
2. Geohazard Survey Assessment which cover the Vulnerability Risk Assessment , Up-
dating of 1:10,000 scale of geohazard maps; Detailed Sub-surface assessment
Coastal Geohazard and impact of climate changes;geological mapping and
groundwater assemment. During the six month a total of Eleven (11) municipalities
( Lebak, Tampakan, Tupi, Malungon,Alabel ,Pesident Roxas, Antipas, Banisilan ,
Alamada,Bagumbayan and Senator Niño Aquino ) were assessed for VRA , One (1)
Updating of 1:10.000 map geohazard mapin Lebak , Detailed Sub-surface in Maasin
, and Sarangani Province for Groundwater assessment.
MFO 02 Mining Regulation Services-Includes Issuance of mining permit including mineral
reservation and other related permits. A total of Nine (9) Ore Transport Certification were
accomplished,One (1) mining application with final action and Four (4) mining permits
were reviewed/ endorsed . Continue monitoring the 5 mining permits and conducted
inventories for small scale mining sites within the region.

Highlight of the accomplishment is the re activation of the radio program at DXKI 1062 KHz, Koronadal City. After more than two years, MGB XII conceptualized new format of the radio program entitled “Gabay sa Pagmimina.” This is to continuously provide the public with current issues and accurate information of what mining really is and to raise awareness on the procedures and laws being implemented by the bureau. Initial program was conducted on March 7 with Regional Director Constancio A. Paye, Jr. and division chiefs as guests. Topics discussed is the mandate and services provided by the bureau. The program runs every Tuesday at 4 to 4:30 in the afternoon with hosts Mary Ann C. Tenorio and Arnelle John Daarol.

Geohazard Survey and Assessment - activities for January to June 2017 consisted
of the following; Vulnerability and Risk Assessment, Detailed Sub-surface
Assessment, Quadrangle Geological Mapping and Surveys and Groundwater
Resource Assessment
Vulnerability and Risk Assessment (VRA)
For the first semester, a total of eleven (11) municipalities have been assessed and
targeted. For the month of February, there were three (3) municipalities assessed
namely Lebak, Tampakan and Tupi; Two (2) for the month of March; Malungon and
Alabel, Antipas and President Roxas were assessed for the month of April and while
for the month of June; Alamada, Banisilan, Bagumbayan and Senator Ninoy Aquino
were assessed. The VRA was conducted by updating the existing landslide and
flood hazard map of the municipalities; doing anecdotal interviews to barangay
officials; tracing histories of flooding and landslide occurrences within the area and
data gathering for the latest municipality 2015 Community Based Monitoring System
(CBMS) population statistics, administrative maps and other pertinent data for the
generation of report and maps. Prior to the assessment existing maps and related
literatures were reviewed. Exit conferences were conducted on the last day of every
fieldwork, Information and Education Campaign (IEC) on the results of VRA were
scheduled and accomplished.
Detailed Sub-surface Assessment
This activity was conducted in the municipality of Maasim in Sarangani Province, the
lone target for Subsurface Hazard Assessment for the year 2017. The assessment
methodology included anecdotal interviews to barangay officials and tracing
histories of sinkhole occurrences within the area. Field geological assessment is

conducted by doing observations and measurements of sinkhole surface
manifestations such as shallow holes and ground displacements. Ground
Penetrating Radar (GPR) was used to determine the subsurface structures and
strata. Collected data were interpreted by a GPR software to produce plan and
sectional view of the subsurface structures and strata. Prior to actual field survey,
existing maps and literatures were reviewed.
Quadrangle Geological Mapping and Surveys
Five (5) quadrangles were targeted and accomplished for the first semester of 2017,
and these were all in municipalities/city of the province of Camarines Sur in Region
5. The following quadrangles were updated and field assessed, namely; Isarog
Quadrangle on April 20-May 9; Naga City Quadrangle on May 10-29; Tambang
Quadrangle on May 30-June 10; Tinambac Quadrangle on June 11-20 and
Libmanan Quadrangle on June 21-28. The activity involves geological assessment,
mapping, rock sampling and inventory of geologic structures observed within those
quadrangles mentioned-above and was conducted by Melvin C. Sebua (Supervising
Geologist), Team Leader and Team Members composed of Glenn Segfred T.
Villanueva (Geologist), Paul Vincent J. Torres (Geologist), Alinader M. Pama
(Geologic-Aide) and Dennis N. Cortez (GIS Specialist)
Groundwater Resources Assessment
For the first semester, the target for the Groundwater Resource Assessment was
Sarangani Province which was divided into four (4) phases.The province is
composed of seven (7) municipalities namely the municipalities of Maitum, Kiamba,
Malungon, Malapatan, Alabel, Maasim and Glan. The MGB-12 personnel who
conducted this activity were composed of Princess Danielle B. Matas (Senior

Geologist) Team Leader and Team Members composed of Clarita S. Carido and
Aisah M. Baute (Senior Science Research Specialists), Eloise Ivy R. Garcia
(Geologist) and Alimodin S. Makmod (Driver). The first phase covered municipalities
of Maitum and Kiamba and was conducted on February 27-March 21, 2017.
Followed by the second phase which was in the municipality of Malungon conducted
on March 28 to April 26, 2017. The third phase is in the municipalities of Alabel and
Malapatan and conducted on April 28 to May 26, 2017 and lastly, the fourth phase
of the assessment was on June 5 to July 1, 2017 in Maasim and Glan.
The assessment was conducted by doing well inventory and the use of Hach Test Kit
for determining the physical properties of groundwater sources within the barangays
of the municipality and also the use of related paraphernalia including the use of
georesistivity device to determine the subsurface groundwater aquifer in the selected
sites within the corresponding assessed barangays. These sites were proposed by
the Local Government Unit or water providers for their proposed well development,

the conduct of geological site scoping on proposed housing projects, geological
investigation of landslide occurrences and proposed Sanitary Landfill (SLF)
inspection and assessments and rock megascopic determinations

(MMD) based on the approved Work and Financial Plan (WFP) covering January to

shall exercise the delegated authority to issue an ISAG Permit without prior
clearance from the MGB Director . The regional office is also waiting for the return of
pertinent ISAG Application document fromMGB-CO.

Innovation
MGB XII had created on May 5 the Information Communication and Education (ICE) Network through MGB XII Special Order No. 94, series of 2017 to serve as the public information and quick response arm of the region. ICE network is responsible to sustain consultation process with stakeholders to collect opinions and continue to engage them. The team was utilized when invite for resource person are requested by other line government agencies and stakeholders ;
MGB XII also formally presented its facebook account “Mines and Geosciences XII” to apprise the public on the activities of the regional office and showcase educational materials about mining and the environment. Likewise, hotline number 09195980526 was also established to attend to queries, tips or complaints on mining and geohazard related concerns and issues.
On going trainings for Integrated Management System for ISO accreditation covering quality, environmental, occupational safety and health management.
CHALLENGES FOR CY 2017:
Moratorium in the acceptance and processing of mining applications and issuance of
new mining permits/contracts;
Proliferation of Illegal small-scale mining (guerilla type) within the region.

GENERAL ADMINISTRATIVE AND FINANCE SERVICE
Administrative Services
In support to the implementation of Mines and Geosciences Bureau plans and
programs, the MGB XII headed by Regional Director Constancio A. Paye, Jr. is
manned by fifty four (54) manpower complement. Out of the fifty- four personnel,
seven (7)) of which are reassigned to the following DENR offices namely; EMB
Region X- 2; DENR RXII- ; DENR-ARMM- 1; CENRO Cotabato City 2; CENRO
Kolambogan- 1.
Human Resources Management Unit- this unit implements policies, rules and
regulations in all areas of personnel management and human resource development
like sending employees to attend various orientations, forum, convention, trainings
and seminars to enhance and develop personnel capabilities in connection with
accomplishing the desired work targets in the organization.It is also the venue to
provide updates of the latest development pertaining to improve work performance
and a venue to share or re-echo on the seminars/training attended. A flag raising
and flag lowering ceremonies were done in the MGB XII office every Monday and
Friday afternoon, respectively . Regular in the Flag Raising Ceremony at DENR
Regional Office XII every first Monday of the month which is mandatory to all MGB
XII employees to attend. Oath taking of the newly hired (four ) personnel and One (1)
promoted on March 3,2017.

In connection with the preparation of the forthcoming filling up of vacant positions,
this office will be starting the deliberation process for the positions of Attorney III,
Supervising Geologists, Senior Geologists and Geologist II.
The role of this unit is to assist the appointing authority on the history of the
applicants in terms of education, training, experience and eligibility and to include
other personal aspects of the applicants-the potentials and personality traits. This
was initially evaluated through the administration of written and other on line
examinations. The HRMN also facilitated the Personal interview and deliberation of
documents and credentials submitted.
Procurement Unit - this unit complied with the requirement needed by the
Commission on Audit (COA) to prepare and publish on the website the Annual
Procurement Plan (APP) and prepared the 2017 Annual Procurement Plan (APP) in
compliance to RA 9184.
Finance Services
Budget Unit- this unit implemented the rules and regulations on the proper
allocation and the proper used of appropriations and allotment.
Accounting Unit- install internal control unit to safeguard the assets of the office
and ensures compliance of the accounting and auditing rules and regulations.
The Finance Services is now applying the New Revised Chart of Accounts the
Unified Accounts Code Structure (UACS).
In order to keep close on the updating and monitoring of the financial aspects of
the office, RD Paye initiates a weekly monitoring of the cash balance.

Submitted monthly and quarterly financial reports to Commision on Audit (COA);
Bureauof Treasury (BTr); Department of Budget and Management (DBM); and
MGB Central Office and other concerned offices as needed.
Remitted monthly remittances to Philhealth, HDMF, GSIS, FOSLA, MOWEL and
other payables of MGB XII.

Youth Forum
Environmental Awareness with the theme: “Empowering the Youth towards
Environmental Stewardship” June 14, 2017 at SM Mall,General Santos City
In response to the month - long celebration of June as Environment Month 2017 with
the theme: “Connecting People to Nature”, the Youth Desk of Department of
Environment and Natural Resources Region DENR XII through Youth Desk Officer
(YDO) Khadija Bayam – Benpolok spearheaded the Youth Forum on Environmental

Awareness with the theme: ”Empowering the Youth towards Environmental
Stewardship”. This was in collaboration with Environmental Management Bureau EMB
and Mines and Geosciences Bureau MGB Regional Offices with its YDOs Ruth Jean Y.
Maratas, Marilyn D. Dicierto respectively. The Department of Education DepED XII and
non-profit organization KIDLIKASAN also joined the said activity which was held June
14, 2017 at SM Mall, General Santos City.
The DepED XII particularly its Science Coordinator, Regional Education Program
Supervisor, Josie Teofila N. Quijano was the point person in requesting school divisions
to allow the Youth for Environment in Schools Organizations YES - O student officers
with their advisers to participate in the event . Youth Leaders in the region were also
invited. A total of one – hundred thirty participants (130) joined in the said forum which
exceeded from the expected attendees of at least one – hundred heads. The
participants were from nine school divisions in the region namely; Cotabato Province,
South Cotabato, Sarangani, Sultan Kudarat and Cities of Kidapawan, Tacurong,
Cotabato, Koronadal and General Santos.
The registration begun at 12:30 PM and the forum started at exactly 1 PM. Regional
Public Affairs Office, Senior Communication Development Officer Concepcion G.
Valdez gave the opening remark in behalf of Regional Director, Reynulfo A. Juan
followed by an inspirational message through a letter from National Youth Desk Officer
– DENR Central Office Maria Magnolia Q. Danganan read by YDO Benpolok
National YDO Danganan said that young people should be provided with the
right knowledge and information so they can be good stewards of the earth. Youth Desk
is providing engagements for young people that will transform them into young

environmental leaders, improve their craft and skills and deepen their ecological
awareness, she said.
She asked the participants to help contribute to ensure that clean and healthy
environment is sustained as good stewards of earth, Danganan ended.
On the first part of the program, Ma’am
Quijano of DepED XII gave a brief message and
expressed her gratitude to Science Teachers for
attending with their YES – O student officers. YDO
Benpolok presented the Rationale of Youth Desk – DENR and its 2017 Activities
followed by Enhanced National Greening Program with Emphasis on Environmental
Stewardship which were presented by Sen. Comm. Dev. Officer Valdez, YDO – EMB
XII Maratas gave a bit of dialogue on Ecological Solid Waste Management with an
integration of extra – curricular activities where the participants were asked to draw an
imaginary superhero with a power towards environmental protection. They were asked
in front to present and share the stories behind their drawings.

the overview on Coastal & Marine Resources, YDO – MGB XII Dicierto with John Mikel

Ansao conveyed topics on The Importance & Benefits of Mining and Geohazard. The
Sagittarius Mines Incorporated (SMI) mining industry presented a hologram near the
entrance/registration area where a lady – figure talked about things that are made up of
mining. The last speaker, Professor Harold B. Lipae of Mindanao State University and
co-founder of KIDLIKASAN thoroughly discussed Climate Change Adaptation and
Mitigation.
An open forum was conducted after the lecturers’ presentations, where students and
advisers were given a chance to ask questions, clarify issues and concerns about the
environmental programs of DENR XII.
Participants were asked to state their commitments and also signed their Pledge &
Promises for the Environment written in a tarpaulin which was attached on a board.
Certificates of appreciation and tokens were given to all the speakers and sponsors of
the forum. Photo opportunities from participants per division were done which closed
the event. The forum ended at exactly 5:00 PM.

DepED XII’s Science Coordinator, Regional Education Program Supervisor, Josie
Teofila N. Quijano thanked the School Superintendents and Science Advisers for
coming with their students. Quijano stressed that there should be more collaborations
between DENR XII and DepED for activities such as forum for environmental
awareness.
