Phytosanitary (pertaining Plant Quarantine) Measure: • Any legislation, regulation or official procedure having

the purpose to prevent the introduction and/ or spread of quarantine pests .

For the purposes of the SPS Agreement, sanitary and phytosanitary measures are defined as any measures applied: • to protect human or animal life from risks arising from additives,

contaminants, toxins or disease-causing organisms in their food; • to protect human life from plant- or animal-carried diseases; • to protect animal or plant life from pests, diseases, or disease-causing

organisms; • to prevent or limit other damage to a country from the entry,

establishment or spread of pests. These include sanitary and phytosanitary measures taken to protect the health of fish and wild fauna, as well as of forests and wild flora.

ACCESSIONS

Cambodia Cambodia submitted, on 22 July 2003, its acceptance of the terms and

conditions of membership set out in the Accession Protocol which was approved by the Ministerial Conference on 11 September 2003 and signed by Cambodia subject to ratification.

Cambodia became the 148th member of the WTO on 13 October 2004. Cambodia is the second LDC to join the WTO through the full working party negotiation process.

ISPM 12/ IPPC: 2006-003: Electronic Certification - Appendix to ISPM 12:2011 (Electronic certificates should be issued by the NPPO of the exporting or re-exporting country and made directly available to the NPPO of the importing country without any intermediate step.

The issuance of phytosanitary certificates shall be carried out by public officers who are technically qualified and duly authorized by the official national plant protection organization to act on its behalf and under its control with such knowledge and information available to those officers that the authorities of importing contracting parties may accept the phytosanitary certificates with confidence as dependable documents." (See also ISPM Pub. No. 7: Export certification system).

4.2.For Fulfilling the Role of NPPO (GDA/MAFF)

Supporting Step to Set Up Regional PQ Offices, under authority of the NPPO/GDA/MAFF

Article V.2a of the IPPC (1997) states that: "Inspection and other related activities leading to issuance of phytosanitary certificates shall be carried out only by or under the authority of the official National Plant Protection Organization (NPPO)”.

Current context and problem

1. The issue of Phytosanitary Certificates is mandated in Cambodia by the General Directorate of Agriculture (GDA),MAFF (Follow the IPPC/FAO/UN)

2. Phytosanitary Certificates are issued in Phnom Penh with no role played by the Regional Agricultural Departments.

3. The procedure follows largely a manual process, with paper

documents .

4. Currently about 10,000 export consignments per annum requiring certification

5. Agricultural products for export are originating in peripheral provinces, causing additional costs and delays for traders requesting certificates as they have to travel to the capital both to apply and to obtain certificates.

6. Current proposal formulated based on recommendations made by ICT expert and SPS Expert.

• To Improve access, and reduce the time and cost for exporters to obtain Phytosanitary Certificates in Cambodia.

Five Key Outcomes

1. Business Process Redesign: for online processing and decentralization to Regional PQ Office under authority of NPPO (GDA/MAFF);

2. Automation: Online application, mobile devices for inspection, decentralized certificate generation.

3. Legal/Procedural Reform: reform to support the new decentralized and automated business processes.

4. Information Sharing: i.e with National Single Window
