    Mayor Emanuel and Alderman Chandler have been

    in office over 100 days now. The purpose of this

    presentation is to provide a snapshot of where the

    24th Ward is now, and begin to brainstorm abouthow we can move forward.

    24th Ward Employment Snapshot

    The local unemployment rate, was 23% in 2005, including

    discouraged workers. This compared with a state unemployment

    rate of 4.35% and a national unemployment rate of 4%.

    The current unemployment rate for the state of Illinois is 9.6%

    (November, 2010) and the current unemployment rate for the

    country is 9.8% (November, 2010).

    While community level unemployment data are not available, it

    may be assumed that the unemployment rate in North Lawndale is

    higher than it was in 2005.

    24th Ward has Over 500 businesses, including large

    manufacturers, small businesses, franchises and home based

    businesses

    There are 7 TIFs that impact the Ward, 5 of which are in the

    Ward, and 2 that are in the near vicinity In addition to funding for bricks and mortar development,

    Funds available for job training, business expansion, child

    care

    The greatest issues impacting businesses include lack of accessto capital, increasing costs of doing business, including

    increased property taxes, and lower revenues.

    Mayor didnt include North Lawndale in

    the $15 million partnership with

    MacArthur to purchase abandoned

    foreclosed properties and rehab themfor affordable housing

    The 24th Ward ranks 4 of 50 wards in

    terms of mortgage foreclosure

    TIFs

    Even though Mayors TIF reform indicates a

    need to create jobs, TIF reform does notdirectly address a priority to create jobs

    and strengthen businesses for localresidents and business owners in TIFs

    No mention of creating opportunities forminority and women owned businesses todo business with the city

    No mention of hiring low income residentswho live in the communities impacted byTIFs

    Public Health

    North Lawndale does not appear to bea primary focus of the Mayors public

    health efforts.

    He recently released a report on publichealth status demonstrating the lack ofhealth resources in certain communities.

    North Lawndale was not targeted in spite

    of the fact that a map depicted us to bewithin the top 5 among Chicagocommunities with respect to instances ofHIV/AIDS.
