Trends in School SecurityOn the anniversary of Sandy Hook,

    many schools have already made

changes to policies and security sys-

tems. IHS has forecast strong growth

for security equipment in US schools

    for the next several years.

IHS estimates the market size for se-curity equipment in schools to reach

$634 million this year and is expect-

ed to surpass $720 million by 2014.

    High-profi le shootings partially im-

    pact spending for school security.

There is usually a spike in spending

and budgets following these types of

    events.

In many cases, funding continues to be a barrier of growth to the expand-

    ed use of security equipment.

Additional funds have become avail-able for schools through state-fund-

    ing and grants.

The U.S. Justice Department is help-

ing to pay for additional offi cers. It

    awarded $45 million from Com-

    munity Oriented Policing Services

(COPS) grants this year to schools

    that planned security enhance-

ments. This also includes Secure Our

    Schools (SOS) programs.

These events force schools to review their existing policies and create

threat assessments as well as new

policies and procedures. There is no

set standard for what schools need to

    do to prevent these tragedies.

Perhaps the key here is to have on-going discussions and security re-

views long after such events fade

    from media coverage. For example

    continued knowledge sharing be-

    tween school districts and universi-

ties to fi nd best practices.

    Security equipment installations

and upgrades as well as policies will

    vary by school district and university;

However IHS fi nds that video surveil-

lance will be the focal point in the

    years to come.

you have. For example, video sur-

veillance can act as a force multiplier

by giving the campus officers greater

    visibility, either through having more

cameras on campus, or by being

    more intelligent and combining ac-

    cess control and video surveillance

    technologies.

IHS expects growth of video surveil-lance in schools to be twice as fast as

that of access control through 2017.

From the end-user perspective, there are several critical success factors

that decision makers look for in a

    security solution: user-friendly, inte-

    gration, safety, reliability.

School officials are likely to spend money on a case by case basis. How-

ever, there is a growing trend to have

    interactive solutions between staff

    and first responders. In addition,

video is looking to be used in real-

time not just for forensics. Having

video cameras on the perimeter of

the school building can also act as a

    deterrent in some cases.

Investment will likely differ be-tween universities and K-12. Of-

ten times there are a few police

    officers per school district and

most of the time these officers

are used to monitor high schools

    (rather than elementary). Alterna-

    tively, universities often have their

    own dedicated police which could

utilize a control room. It also

tends to be easier for universities

to increase its police force before

    a K-12 school district.

Having video surveillance in place is crucial, but having folks in place

who can quickly respond to a situa-

    tion is equally important.

For K-12, many schools already have access control but these solu-

tions are often very basic using only

proximity cards and in some cases

push-pin access codes. On the other

    hand, many universities have al-

    ready transitioned to higher security

    access solutions.

What can be expected by the second

    anniversary of Sandy Hook

Schools need to continue to devel-op independent security plans and develop automated approaches when

able. But schools also shouldnt forget

other means of security such as strong-

er windows and doors. At Sandy Hook,

there was access control in place but

the shooter was able to break through

the glass to gain entry to the building.

So while video and access provide a

good starting point for a high level of

security, having several layers of secu-

rity help schools take a step in the right

direction to prevent a tragedy like this

    from happening again.

Milestone Systems is purchasing all outstanding shares of the sur-veillance training, certification and con-

    sulting company Connex International,

    based out of Minneapolis, Minnesota.

Milestone was already a majority stake-

holder in Connex from an initial invest-

    ment in July 2010.

For years the Connex teams have

set up, managed and performed Mile-

stone channel partner training in many

    languages with proven success across

all regions. In recent years, Connex has

    added rigorous certification testing and

    documentation of Milestone Solution

    Partner integrations with the XProtect

open platform, such as access control,

    analytics, geo-spatial positioning, video

    synopsis, 360 camera view de-warping,

    network video storage and more.

Milestone is now fully investing in

    these dedicated resources, supporting

the need for continued education in the

physical security sector to further enable

the trend from analog to IP technology.

Training the partner channel in open

platform IP video skills creates value

for everyone in the industry: increasing

    technical expertise differentiates system

integrators in the market and most im-

portantly, ensures that they deliver the

    best solutions to customers.

    Our international ecosystem of

    competent distributors and resellers is

key to the Milestone strategy for contin-

ued growth. To further accelerate, glo-

balize and align our efforts to strengthen

the training of this ecosystem, Milestone

has decided to fully acquire and include

Connex in the core of our business oper-

    ations, says Lars Thinggaard, President

    and CEO, Milestone Systems.

NEC establishes Safer Cities Strategy for Global Expansion of Public Safety Business

Globally launching solutions in seven business domains

NEC Corporation (NEC; TSE: 6701) has combined its competi-tive technologies, products, and services

to establish Safer Cities, a new strategy

for global expansion of its public safety

business, while launching sales of glob-

ally available solutions in seven business

    domains.

Aiming to contribute to the solu-

tion of various social challenges, NEC

announced a shift of its business focus

to Solutions for Society in its 2015 Mid-

    term Management Plan announced in

    April this year.

NEC will offer advanced social in-

frastructure utilizing ICT to realize a

safe, secure, efficient, and equal society

through this management plan. NEC is

also promoting its safety business as one

of the pillars of the global growth strate-

gy for its Solutions for Society business.

To date, NEC has offered a wide

range of safety solutions that combine

    state-of-the-art technologies, such as bi-

ometrics, sensors, and big data process-

ing technologies. In addition to these

    solutions, NEC is currently developing

common solution models, to fast track

the global expansion of its safety busi-

ness, while enhancing its overseas sys-

    tem integration capabilities and global

    customer base.

Also, in April this year, NEC estab-

lished a Global Safety Division (GSD)

in Singapore to promote its safety busi-

ness. Furthermore, in September, it es-

    tablished the NEC Laboratories Singa-

pore (NLS) as the center of its global

    solutions research in Asia. Through

NLS, NEC has formed flexible research

    collaborations with local research in-

    stitutions and customers and, through

active participation in field trials, is

creating new solutions using its state-of-

    the-art technologies. NEC is promoting

the global deployment of these solutions

    through the GSD.

Under the new Safer Cities strat-

egy, NEC has defined seven business

    domains, namely, Citizen Services &

Critical Infrastructure Helps Stabilize Perimeter Security Industry

Blake Kozak, Senior Analyst for Ac-cess Control, Fire and Security at IHS Inc., comments

    below on the high

    growth and adoption

    of perimeter security

    equipment in critical

    infrastructure appli-

    cations.

    Although most

    critical infrastructure

    sites are target appli-

    cations for electronic

    perimeter security,

    electrical utilities and

    oil refi neries are pro-

    jected to have the

    most growth opportu-

    nity. The global mar-

    ket size for electronic

    perimeter security

sensors and video in electrical utilities

and oil refi neries is forecast to top $160

    million in 2014.

    Electrical utilities have expe-

    rienced strong

    growth despite

    the economic

    slowdown in 2011

    and 2012. Part of

    this growth is re-

    sulting from the

    trend to use re-

    mote video and

    networked sen-

    sors in order to

    configure and

    maintain sensors

    from remote lo-

    cations. For ex-

    ample, there has

    been demand to

    integrate video

    with detection

range of end-users, OnSSI and BCD-

Video are working together to meet the

evolving needs of the security market,

said Ken LaMarca, Vice President, OnS-

SI, Together we have developed an inte-

    grated plug-and-play video surveillance

    management and recording solution that

    delivers best-in-breed technology for

    smaller system and distributed system

    applications.

We are pleased to join OnSSI in

this technology partnership to bring the

Ocularis PS video and event platform

to a wider audience through our EVO

Series appliance, said Tom Larson, Di-

rector of Sales, BCDVideo, By com-

bining our core strengths and expertise,

we are able to deliver powerful and di-

verse solutions to the security market-

    place.

The EVO Series NVR is now

    available preloaded and validated

with 16 OnSSI Ocularis PS licenses,

expandable to 26 per unit, using any

    combination of analog-IP cameras.

The first model includes 16 analog

ports for hybrid appliances and the

second model is capable of managing

up to 26 IP video streams. These ap-

pliances are protected by a five-year

    worldwide HP on-site warranty. Ocu-

laris PS is a full featured VMS with

    PSIM functionality including central-

    ized management of physical security,

content analytics and other systems at

multiple sites. The solutions are eas-

ily scalable to any size and includes

Ocularis Web and Mobile clients to

    provide remote monitoring, camera

control and playback of up to 16 vid-

eo streams in real-time, at full frame

    rates, over limited bandwidth.

sensors and network these back to a

    central monitoring station. This has

    helped increase demand for applica-

    tions and locations where sensors

couldnt be monitored in the past.

Another driver is the updates to the

NERC CIP standards which are most-

ly concerned with cyber security and

    classifying/ identifying critical assets,

which could lead to a change in the

    security requirements for transmis-

    sion substations. For example, NERC

CIP Version 4 states any substation

that maintains transmission lines at a

capacity of 500kv or higher are now

    considered a critical asset.

Solar power plants, oil refi neries

and LNG plants are also expected to be

strong markets to sell perimeter secu-

rity equipment. The capacity of solar

power is expected to increase dramati-

cally, especially in the Americas. This

will increase the demand for remote

sensors as well as sensors which can

    cover long distances cost effectively,

namely fi ber optic cables. As of Octo-

ber 2013, the U.S. was on pace to top

Russia as the worlds largest producer

of oil and natural gas. This presents

a good opportunities for thermal im-

aging, ground based radar, VCA and

    fence sensors. Moreover, from 2013

through 2017, globally over 200 oil

refi neries are planned for construction.

    Overall, critical infrastructure

sites are projected to be the fastest

    growing end-user applications for

    electronic perimeter security because

    of the strong construction growth,

    regulations and more advanced se-

    curity sensors and solutions which

    allow for proper surveillance, main-

tenance and configuration of the sen-

sors. While these factors impact the

short term, the future outlook will

    reside with new technology develop-

ments and changes to end-user de-

    mand.

Seagate Technology plc (NASDAQ: STX), a world leader in storage solutions, and Xyratex Ltd (NASDAQ:

XRTX), a leading provider of data stor-

    age technology, recently announced that

they have entered into a defi nitive agree-

ment under which Seagate will acquire

all outstanding shares of Xyratex in an

    all-cash transaction valued at $13.25

per share, or a total of approximately

    $374 million, including approximately

$80 million in cash on Xyratexs bal-

ance sheet as of August 31, 2013. The

    consideration represents a premium of

approximately 27% per share over Xy-

ratexs stock price at the close of trading

    on December 20, 2013.

    Xyratex has developed a lead-

ing hard disk drive (HDD) capital test

    equipment business. The acquisition of

this business will further strengthen Sea-

    gates vertically integrated supply and

manufacturing chain for disk drives and

    ensure uninterrupted access to impor-

    tant capital equipment. The acquisition

    also expands Seagates storage solutions

    portfolio by adding Xyratexs industry-

    leading enterprise data storage systems

    and high-performance computing busi-

ness. Seagate will operate this business

as a standalone entity and will focus on

opportunities to improve and expand the

    business.

    The transaction has been approved

by Xyratexs Board of Directors and is

    subject to customary closing conditions,

    including review by regulatory bodies

    and approval by Xyratex shareholders.

    Baker Street Capital, Xyratexs largest

shareholder, has agreed to vote its shares

in favor of the transaction. The trans-

action is currently expected to close in

    mid-calendar year 2014. Seagate expects

to fi nance the transaction from existing

cash balances and the transaction is not

subject to any fi nancing conditions.

    Seagate currently expects the trans-

action to be neutral to Seagates earn-

ings per share in its fi scal year 2015.

Seagate expects positive cash fl ow im-
