remain open and the E 21st Street entrance to I-77 south willbe temporarily reopened to handle the inux of trafc. Or evenbetter, Opt for the Alternate! by taking I-77 south to I-490 west!

There will be several ways to reach I-90 west/I-71 south fromdowntown: Take the I-77 south ramps at Ontario/Orange, E 9th or E 21st,

or I-71 south. Enter I-90 west at E 14th Street with access to I-71 south.

The Innerbelt Project Team will make changes to improve trafcwhile the new westbound bridge is completed: An extra lane will be added to the E 9th St. entrance ramp to

I-77 south. The E 21st St. entrance ramp to I-77 south will be temporarily

reopened. The E 14th St. entrance ramp to I-90 west will remain open

and will soon have two lanes. Signal times will be modied to improve trafc ow.

Regional InterstatesLong-term ramp closures will begin on regional interstates overthe rest of the year. Signs will be placed for advance notice anddetours. The project website (www.Innerbelt.org) will also showupcoming trafc changes. Each closure will last for about threeyears.

Additional trafc changes will take place this fall when altrafc is moved onto the new bridge. Access changes thissummer include: I-490 west ramp to I-77 north closed. Use I-490 west to W 7th

St., then enter I-490 east to I-77 north. E 30th St./Woodland entrance ramp to I-77 north closed. Use

Woodland Avenue to E 22nd Street to Prospect Avenue toaccess downtown or I-90 east.

SR 176 north (Jennings Freeway) ramp to I-71 north closed.Use I-490 east to I-77 north to reach downtown and I-90 east.

Operating EngineersThe introduction of heavy equipmentinto the construction world has madework zones safer and work moreefcient. The vehicles on the InnerbeltBridge project range from pavingmachines to small forklifts to massivecranes, but all the operators come from

the International Union of OperatingEngineers, Local 18, which representsoperators from 85 counties in Ohio andfour in Northern Kentucky. Operatorshold various levels of certication thatallow for the maintenance and operationof more advanced equipment.

There are 15,000 members of Local18, working in nearly every eld ofconstruction. In highway construction, operating engineers are essentialcomponents of earthwork, steel erection, paving and transporting materialsaround the job site.

Training is an important componentof an operators career. As technologyimproves, tradesmen must be preparedto operate whatever machinery isrequired to do the job. Four all-weathertraining facilities run by Local 18 allowmembers to learn, improve and reviewoperating skills.

Concrete FinishersThe new Innerbelt Bridge is ove4,200 feet long and has a concretedeck almost 100 feet wide. Dozens oseparate concrete pours are needed toplace the deck for the Innerbelt Bridgealone, and concrete finishers arethere for every one. On the Innerbel

Bridge project, concrete finishers aremembers of the Operative Plastererand Cement Masons InternationaAssociation (OPCMIA), Loca404, which represents tradesmenin Ashtabula, Cuyahoga, GeaugaLorain and Lake Counties. All othe 525+ members of Local 404 arecement masons working on eithecommercial buildings or highwayand heavy construction projects.

Concrete finishers are a critical part opaving operations, ensuring the resultsare the correct size, composition andtexture. Local 404 offers training fomembers, especially in the winterwhen temperatures prevent a greadeal of concrete work. Topics includefirst aid, OSHA courses and a 3-yearapprenticeship program, currentlywith about 35 apprentices.

The Innerbelt Bridge Project includes severalimprovements for areas near the bridge by

making safety and visual enhancements. Works of art created by artists with aconnection to Cleveland will be installed in

three locations under I-90: Faireld Avenue,W 14th Street and Ontario Street.

In addition to traditional street lighting onthe new Innerbelt Bridge and surrounding

ramps and streets, aesthetic lighting will beinstalled on the bridge itself. The piers willbe lit by white lights, and the structural steel

will be lit by color-changing LEDs, capable ofdisplaying hundreds of colors.

Improvements were made to a few locationsto create a safer environment for pedestrians and

cyclists. At the Carnegie/Ontario intersection,a pedestrian plaza was constructed, reducingthe distance pedestrians walk across trafc and

creating a green space that will eventually tie-in to improvements on Central Viaduct Way.

In Tremont, bike lanes and new sidewalkswere added to Abbey Avenue. In a separate

project, the biking and walking facilities were
