problems also regarding the issue of electromagnetic fields (EMFs), radio frequencies (RF) andother Radiation risk (European Environmental Agency advises the precautionary principle for

no doubt that it will be exercised.QUOTE.Hence, as the Commonwealth commenced to legislate as to weight and measures then the Statesno longer can legislate in regard of this, being it radar speed readings, weight and measuringscales used in shops, and also measuring devises used as smart meters or even ordinary metersused for measuring water, gas, electricity. The State of Victoria may have legislated to haveSmart meters installed in all households but it cannot override the Commonwealth in that regardand as such any State legislation remains without legal force as long as the relevant Smart meterhas not been duly and properly authorised by the Commonwealth..In my view the Commonwealth of Australia has a legal responsibility to ensure that any weightor measuring device that has not been approved by the Commonwealth is immediately seizedfrom usage and relevant action is taken to ensure that where such weights aor measuring devicesare inappropriately installed the Commonwealth will at cost of the States take appropriate actionto have it rectified. This is not just about electricity meters but the same should be in regard ofgas and water weight and measuring instruments as well as other kinds of instruments such as

laser speed detection devices, etc..

In my view the commonwealth should have legislation in place that any measuring using anunauthorized (by the Commonwealth that is) instrument for weight and measurement will bewithout legal force and any charges/fines imposed by the usage of such weights or measuringdevice will be without legal force..

Some homeowners in Oakland's Manzanita neighborhood are putting Pacific Gas & Electric onnotice: Keep those Smart Meters away.

The Utility Reform Network, a consumer group, is helping the neighborhood become a SmartMeter-free zone. The new meters send a customer's power usage to PG&E through a wirelesstransmitter.

CBS 5 Investigates has talked to numerous customers who have complained about bills suddenly

doubling. PG&E recently admitted more than 20,000 customers may have received inaccuratebills.

The Scientists at the International Conference State of the Research on Electromagnetic Fields Scientific and Legal Issues, organized by ISPESL*, the University of Vienna, and the City ofCatania, held in Catania (Italy) on September 13th 14th, 2002, agree to the following:1. Epidemiological and in vivo and in vitro experimental evidence demonstrates the existence for

electromagnetic field (EMF) induced effects, some of which can be adverse to health.

2. We take exception to arguments suggesting that weak (low intensity) EMF cannot interactwith tissue.3. There are plausible mechanistic explanations for EMF-induced effects

which occur below present ICNIRP and IEEE guidelines and exposure

recommendations by the EU.

4. The weight of evidence calls for preventive strategies based on the precautionary principle. Attimes the precautionary principle may involve prudent avoidance and prudent use.

5. We are aware that there are gaps in knowledge on biological and physical effects, and healthrisks related to EMF, which require additional independent research.

6. The undersigned scientists agree to establish an international scientific commission to promoteresearch for the protection of public health from EMF and to develop the scientific basis and

strategies for assessment, prevention, management and communication of risk, based on theprecautionary principle.

Published: 17 Sep 2007A new report raising concerns about the effects of electromagnetic fields (EMF) on human healthcalls for tougher safety standards to regulate radiation from mobile phones, power lines andmany other sources of exposure in daily life. The report, 'Bioinitiative: A Rationale for aBiologically-Based Public Exposure Standard for Electromagnetic Fields' was compiled by theBioInitiative Working Group, an international group of scientists, researchers and public health

policy professionals. The EEA has contributed to this new report with a chapter drawn from theEEA study 'Late lessons from early warnings: the precautionary principle 18962000' publishedin 2001.Themes

Environment and healthThe EEA study reviews the histories of a selection of public and environmental hazards, such asasbestos, benzene and PCBs, from the first scientifically based early warnings about potentialharm, to subsequent precautionary and preventive measures. Cases on tobacco smoking and leadin petrol are forthcoming.Although the EEA does not have specific expertise in EMF, the case studies of public hazardsanalysed in the ' Late lessons' publication show that harmful exposures can be widespread beforethere is both 'convincing' evidence of harm from long-term exposures, and biologicalunderstanding of how that harm is caused.'There are many examples of the failure to use the precautionary principle in the past, which haveresulted in serious and often irreversible damage to health and environments. Appropriate,

precautionary and proportionate actions taken now to avoid plausible and potentially seriousthreats to health from EMF are likely to be seen as prudent and wise from future perspectives.
