    BACKGROUND ON ACTED:

    ACTED (Agency for Technical Cooperation and Development) is an independent, non-political and non-

    religious French Non-Governmental Organization founded in 1993. ACTED's vocation is to support

    vulnerable populations worldwide. ACTED commenced its operations in Myanmar in June 2008. It is

    present in more than 110 villages across 9 village tracts of Labutta township.

    BACKGROUND ON PROGRAM:

    The main focus of ACTEDs programme in Labutta is dedicated to livelihoods recovery and participatory

    community capacity building. Activities have included the provision of agricultural assets (seeds, fertilizer,

    buffalo, pigs vegetable gardening kits etc), provision of technical support to farmers through theestablishment of demonstration plots etc. and landless people and more. ACTEDs Labutta operation

    maintains approximately 50 staff in programme implementation and programme support roles.

    ACTED is currently looking for a qualified person to fill the position of Area Coordinator in Labutta.

    The Area Coordinator is in charge of general supervision of the Labutta operation, supporting

    programme implementation and results monitoring, and coordinating programme support

    departments: monitoring and evaluation, Human Resources and logistics.

    S/he is responsible for the work of the Labutta staff, and is the main focal point for communications

    to and from ACTED in Labutta, internally and externally.

    This is a senior position and is based 100% in Labutta.

    The Area Coordinators responsibilities include:- Developing and tracking programme work plans

    - Facilitation of coordination between departments (programmes, finance, logistics, HR, liaison) and

    between Yangon and Labutta for effective service delivery

    - Early identification of implementation problems and seeking solutions

    - Contributing to programme development for new activities and proposals

    - Representation of ACTED in Labutta to authorities, UN, NGOs and other stakeholders, in

    collaboration with the Liaison Officer and relevant staff

    - Support and oversight of logistics functions such as premises management, procurement, transport

    management, in collaboration with the Logistics Manager

    - Assisting Yangon-based and Labutta-based finance staff to administer and make payments

    - Human Resource Supervision of the Labutta team in collaboration with the HR Officer

    - Respect and reinforcement of procedures and internal controls based on ACTED guidelines- Ensuring that reporting and filing is regular and up to date

    - Frequent and detailed reporting and consultation with the Country Director in Yangon, and other

    colleagues in the Yangon office

    This position requires a person with significant initiative, and a proactive, responsible approach.

    Required Qualifications and experience :

    Education to Masters level
