    The !overnment laor relations policy is declared inArt. 300 &hich is a foc#sed elaoration of the asiclaor policy anno#nced in Art.- &hich" in t#rnechoes the constit#tional mandates. The policyintends to attain social %#stice thro#!h ind#striapeace and pro!ress. The latter is fo#nded onemployee participation and collective interactionset&een employer and employees.     In the pop#lar sense a laor #nion is #nderstood toe a completely or!anized ody of d#es*payin!memers" operatin! thro#!h elected officers andconstit#tin! a militant" vital and f#nctionin! or!an. Itmay e said that &hile every laor #nion is a laoror!anization" not every laor or!anization is a laor#nion. The difference is one of or!anization"composition and operation.
