Scamming GrandmaFinancial Abuse of Seniors Hits

RecordBanks reported a record

24,454 suspected cases of elderfinancial abuse to the TreasuryDepartment last year, more thandouble the amount five yearsearlier, according to governmentdata.

The increase occurred as newfederal and state laws areprompting banks to take a moreactive role in trying to addressfrauds and scams that targetolder customers. For their part,banks are beefing up trainingprograms for employees on howto detect, stop and report issueswithout violating a customer’sprivacy. Employees are evenlearning to recognize early signsof cognitive decline.

The issue of elder financialabuse is likely to grow evenmore pronounced. An average of10,000 Americans turn 65 a day,a pace expected to continuethrough 2030. In that year, onein every five people will be 65 orolder, according to the U.S.Census Bureau.

Meanwhile, people over 50represent one-third of thepopulation but account for 61%of bank accounts and 70% ofbank deposits, according to2017 research by the AmericanBankers Association.

“Anything having to do withelder financial abuse orexploitation affects a huge partof our customer base,” said RobRowe, associate chief counsel at

the American BankersAssociation.

The 24,454 suspected casesreported in 2018 are up 12%from 21,839 cases in 2017, theprevious record, and more thandouble the number in 2013,according to TreasuryDepartment data.

Last February, a customer inher late 70s walked into a NewCanaan, Conn. branch ofPeople’s United Bank, asking towire $30,000 to her grandson.The customer said he had beenin a car accident whilevacationing in Mexico.

Suspecting what is known asa “grandchild scam,” RebeccaReed, an assistant manager,instead suggested the customercall her grandson. It turned outhe had been at school all day—not in Mexico.

“We can see it whensomething is not right,” said Ms.Reed, who has received a FraudFighter award from the bank.

Yet elder financial abuse isn’talways so obvious and can raiseprivacy issues, or risk alienatingcustomers. The delaying orcanceling of transactions alsocould result in customersmissing out on legitimateopportunities such as timelyinvestments.

Legislators have tried toaddress some of these issues. Afederal law enacted in Maycalled the Senior Safe Act allowsbank employees to reportsuspected cases of elder financialabuse to police and adult

protective services. Somestates have gone further:Tennessee and Texas, forinstance, allow bank employeesto refuse or delay transactions,or notify family members whenelderly customers requestsuspicious money transfers.

Thomas Flavin, a 76-year-oldretiree in Watertown, N.Y., was avictim of a grandchild scam lastyear where a man posing as alawyer said Mr. Flavin’sgrandson needed money tocover bail, legal fees and vehiclerepairs after causing a DUIaccident in Tennessee, accordingto his daughter Erika Flavin. Hegot cash from his bank and sentit by FedEx to New York andPennsylvania addresses, losingmore than $80,000, most of hislife savings.

Only later did he find outthat there was no DUI and hisgrandson hadn’t been in anaccident. “In a way, it feels like asad death in the family,” he saidin a statement, adding that hisbanker later said he thoughtsomething was fishy but wasn’tallowed to intervene. “If thatbanker had offered himinformation about these scamsthat were going on, things

Bankers and senior-citizenadvocates say many cases ofelder abuse involve familymembers or caregivers. Otherscams use phone calls andemails to trick vulnerableseniors into making irreversiblemoney transfers. Besides thegrandchild scam, there areromance or online datingschemes in which victims aredeceived into onlinerelationships before beingswindled out of their savings.

The credit union hasconducted annual training onsenior banking in recent years,and added more sessions thisyear based on employees’ jobfunctions.

“You might want to train anunderwriter or a loan officer toask, ‘If you are 90 years old, whyare you buying a Corvette?’” saidMs. Babwah. “If you notice thatan ATM card was used aftermidnight and you have an85-year-old customer, that’s ared flag.”

Bankers in some states havemore powerful tools thanothers. A branch employee atFirst Farmers & Merchants Bankin Tennessee successfullyintervened in a theft targeting a

“They might be lonely. Theyare willing to talk while most ofus just have a cellphone orscreen out calls,” said LaurelSykes, senior vice president forMontecito Bank & Trust inCalifornia.

Woman, 93, Arrested as aDying Wish After Being

‘Good All Her Life’One of the UK’s largest police

forces apparently arrested a93-year-old woman who hadcommitted no crime because itwas her “dying wish”.

In a tweet that received morethan a thousand likes, PamSmith wrote to GreaterManchester Police to thankthem for the gesture toward hergrandmother, Josie Birds.

“A big thank you to@gmpolice for ‘arresting’ myGran Josie today,” she said. “Sheis 93 years old and her health isfailing, and she wanted to bearrested for something before it’stoo late. She has a heart of goldand thoroughly enjoyed it today.Thank you for granting herwishes.”

It is not the first incident ofits kind. In March, AnneBrokenbrow, 104, had her wishof being arrested granted, afterrelaying her desire to her Bristolcare home.

Brokenbrow said it was anenjoyable experience: “I had alovely day, it was interesting.Nothing like that ever happenedto me before. They put thehandcuffs on, I had the lot.”

Painting With Bob RossWith his soothing voice and

ability to turn a blank canvasinto a beautiful painting injust 30 minutes, Bob Rossmesmerized millions of fanswho tuned in to his TV show,“The Joy of Painting.”

Ross took up oil paintingwhile serving in the U.S. AirForce. The Florida native wasstationed in Alaska when he sawsnow and mountains for thefirst time, and both served asinspiration for his paintings.He practiced the “wet-on-wet”technique, in which oil paintsare applied without waiting foreach layer to dry.

After 20 years in the military,Ross returned to civilian life andheld painting workshops inshopping malls, then launchedhis show on public television in1983. Wearing jeans and abutton-down shirt and sportinghis signature curly hairstyle,Ross guided viewers throughhis quick process of painting alandscape, making it lookeffortless. Audiences were drawnto his soft-spoken voice andwords of encouragement, whichincluded gems such as, “Wedon’t make mistakes. We justhave happy accidents.”
