Introduction
Madrone Environmental Services Ltd. (Madrone) was retained by the Cowichan Valley Regional
District (CVRD), on November 13, 2015, to inspect and sample offsite surface water discharges
flowing from the South Island Aggregates Ltd. (SIA) contaminated soils treatment facility, located
at 693 Stebbings Road, south of Shawnigan Lake, B.C. The inspection and sampling work was
requested on Crown Land, managed as parkland by the CVRD Parks Department, abutting the
western SIA facility boundary (herein termed ‘the Site’)
This interim report describes Madrone’s observations of the November 13 inspection, and provides
the results of analytical testing conducted on water samples collected by Madrone. A complete
report will be filed, together with results covering a subsequent November 18, 2015 sampling
event, once those results are received from Exova Labs.
Background - Scope of Work
Madrone attended the Site on November 13, 2015, in the midst of a major multi-day rainstorm
event. We understand that the unplanned inspection request was made by the CVRD, further to
public reports of uncontrolled surface water discharges flowing across SIA’s western property
boundary onto Crown Land. Madrone hydrogeologist Thomas Elliot responded to the short-notice
call on a best-efforts basis, using equipment and sampling media available in Madrone’s existing
inventory. Mr. Elliot’s inspection observations are summarized below.

Site Inspection Observations - November 13, 2015
At, or about, 1:15pm on Friday, the 13th of November 2015, Madrone was contacted by Brian
Duncan, Manager Inspections & Enforcement Division of Cowichan Valley Regional District
(CVRD). A request for overland flow and watercourse sampling on CVRD parkland adjacent to the
SIA site was discussed with Thomas R. Elliot, hydrogeologist. A brief history of the area and
occurrence of overland flow was provided by Mr. Duncan, who also agreed to have Mr. Rob Harris
(Enforcement Officer) guide Mr. Elliot to the Site for the sampling.
Based on Environment Canada’s nearby Shawnigan Lake climate station1, the local area had
received 49.4mm of precipitation in the previous 24 hours. The average daytime temperature was
8.8oC, with a maximum of 13oC occurring around the time of sampling. Skies were overcast to
partially sunny, with clear visibility.
Mr. Elliot arrived on site at the Site at 2:30pm with six sample jars (2x 1L PAH/PCH; 1x 1L PCB
& 3x 250mL total metals & general chemistry). At the time of arrival, three SIA employees were
working to divert the fugitive surface water discharges back onto SIA property.
The area of concern was situated along and immediately west of the western boundary of the SIA
contaminated soil facility, upslope to the south from SIA’s effluent treatment and settling pond, but
downslope from SIA’s contaminated soil encapsulation and disposal area. Overland flow was
observed emerging from the blast-rock floor of the SIA property, and discharging westerly off-
property onto the adjacent CVRD parkland, where it turned and flowed north, downslope to the
natural watercourse into which SIA discharges contents of its effluent treatment pond. The
uncontrolled overland flow observed by Mr. Elliot was clearly bypassing the SIA effluent treatment
system, and was discharging into the natural watercourse at a point below the treatment system.
Mr. Elliot first sampled upslope of the SIA diversion work in progress (station MSW-2; samples 1
& 3). A request was made by Mr. Harris to the SIA employees for a temporary halt to their
diversion work, to minimize sediment in the water samples to be taken by Madrone. The request
was declined. A replicate sample set (station MSW-2; samples 2 & 4) was then taken downslope of
the ongoing diversion work.
Mr. Elliot followed the overland flow downslope to the natural watercourse where it disappeared
into blast-rock set in place over the natural watercourse below the SIA effluent treatment pond.

Mr. Elliot sampled the natural streamwater flow at its emergence point out from the blast-rock
cover (station MSW-1; samples: 5 & 6).
All water samples were placed into a cooler equipped with ice packs, and driven to a courier pickup
point where sample custody was relinquished at 4:00pm of November, Friday 13th 2015. The
samples were received by EXOVA Labs of Surrey, B.C. on the following day, Saturday 14th 2015,
and were processed for analytical testing.
Interim Summary of Surface Water Sampling Lab Results
Surface water samples taken on November 13th 2015 were analyzed for general water chemistry,
hydrocarbons (PHC/PAHs), trace metals and PCBs. Parameters selected for analyses were partially
based on guidance from SIA’s facility permit PR105809, and on available sampling media at the
time of CVRD request.
Two surface water locations were sampled: one discretely within the receiving natural watercourse
(MSW-1) downstream from the SIA property; and one as a representative composite of the off-
property overland discharge flowing off the SIA property (MSW-2). Samples collected had sufficient
volume and sample-replication to provide results that can be validly compared to applicable
standards and guidelines provided by the B.C. Contaminated Site Regulations (BC CSR – Schedule
6), B.C. Approved Water Quality Guidelines (BCWWQG), as well as federal guidelines 2.
A summary of November 13 analytical results follows hereafter:
general chemistry of water presented normal values associated with rainwater, with neutral pH
and semi-trace metal content;
hardness (indicated by CaCO3) was high in all samples, being considered Hard to Very
Hard3. The MSW-1 sample was 1.5x harder than the MSW-2 sample site.
concentrations of extractable petroleum hydrocarbons (EPH) were generally below method
detection thresholds except;
heavy extractable petroleum hydrocarbons (EPHw19-32 and HEPHw, respectively) were
detected in the clear-running overland flow sample of MSW-2, but well below the
applicable BC CSR standards and BCWWQG;

trace metals (total) analyses for aluminum, copper and selenium yielded exceedances of BC
CSR standards and the BCWWQG guidelines;
total aluminum concentrations (29,500 & 114,000 µg/L) exceeded human and aquatic
health levels in the overland flow samples obtained from station MSW-2. We note that;
· reported aluminum levels in B.C. fresh waters generally range from 6 –
9300 µg/L for similar pH levels;
· total aluminum obtained from the natural watercourse (MSW-1) was
elevated at 1060 µg/L, but did not exceed B.C. standards or guidelines;
total copper nominally exceeded BC CSR Aquatic Life freshwater standard in overland flow
MSW-2 samples;
· reported copper levels in BC fresh waters range from 1 – 80 µg/L for
similar regional surface waters.
Selenium exceeded the BCWWQG.
· Reported selenium levels in BC fresh waters range from 0.1 – 0.2 µg/L for
similar regional surface waters.
Limitations of Investigations
An environmental site investigation can reduce, but not wholly eliminate, uncertainty regarding the
potential for contamination at a site, given reasonable limits of time and cost. Madrone
Environmental Services Ltd. (Madrone) has conducted this investigation and prepared this report in
a manner consistent with the level of care normally exercised by environmental professionals
currently practicing in the area under similar conditions and budgetary constraints. No other
warranties, either expressed or implied, are made. If unexpected environmental conditions are
encountered on the Site, Madrone must be notified in order that we may determine if modifications
to our findings are necessary.
The findings of this investigation and report are based in part on information provided to Madrone
by the client and other individuals or organizations, as referenced in this report. While Madrone
believes that this information was provided in good faith and has attempted to verify the

The findings of this investigation and report are based in part on Madrone’s visual observations of
environmental site conditions. Our opinion cannot be extended to portions of the site that were
unavailable for direct observations due to circumstances reasonably beyond Madrone’s control.
We have made reasonable efforts to collect samples, if and where completed, which are
representative of conditions in the relevant portions of the Site; however, conditions may vary from
place to place and with time. Sample information and analytical chemical results pertain specifically
to the points and dates of sampling. Madrone investigated environmental conditions on the Site
only with respect to environmental regulations currently in effect within the applicable jurisdiction.
