1.1.1 The Arthur C Clarke Institute for Modern Technologies (ACCIMT) is a statutory

corporation operating within the purview of the Ministry of Science and Technology. The ACCIMT was established on April 1, 1998 by the Science and Technology Development Act. No. 11 of 1994 of the Parliament of Sri Lanka, as successor to the Arthur C Clarke Centre for Modern Technologies (ACCMT) established by the Act No. 30 of 1984.

1.1.2 The functions of the Arthur C Clarke Institute for Modern Technologies as specified

in the Act are as follows: (a) to accelerate the introduction of modern technologies to Sri Lanka by

(i) initiating, promoting and conducting research and development in the application of modern technologies

(ii) providing research and development support to the Government and private sector undertakings in the application of modern technologies and

(iii) training of personnel in modern technologies to meet the needs of the Government and private sector undertakings and

(b) to promote future studies The areas of modern technologies include Communication and related Sciences, Information Technology, Electronics, Micro-electronics, Space Technologies, Robotics, Photonics and new materials.

The Vision of the Arthur C Clarke Institute for Modern Technologies is to achieve a status enabling it to evolve as a unique centre of excellence in modern technologies, inspired by Sri Lankabhimanya Sir Arthur C Clarke.

1.3 Mission The Mission of the Arthur C Clarke Institute for Modern Technologies is to become a premier institute for exploration, technology transfer, research & development and human resource enhancement, enabling solutions in applications of modern technology to improve the capabilities of industries and commercial establishments and thereby enhancing national wealth.

1.4 Governing Ministry

The ACCIMT, (formerly known as the ACCMT) which was under the purview of the Ministry of Higher Education in 1984 was brought under the purview of the Ministry of Industries, Science and Technology in 1990. It came under the purview of the Ministry of Science and Technology in August 1994. With the establishment of the new Ministry for Economic Reform, Science and Technology, in December 2000 the ACCIMT too was transferred under its purview. In 2004, the institute came under the purview of the newly constituted Ministry of Science and Technology.

2.0 Executive Summary

The ACCIMT marked a year of unprecedented success in year 2010 so far as the direct, tangible, national level impact of the institution’s research and technical initiatives are concerned, largely due to the exceptional success that it had in the hardware recovery of the long inoperative railway locomotives and power coaches of Sri Lanka Railways. In the meantime, the Institute was able to make substantial progress in its research and development, training, industrial services and internal capacity development activities during the year, viewed in relation to the two major continuing constraints namely the constraints in recruitment and retention of staff in the core technical disciplines and the inadequate allocation and release of funds for capital expenditure. Initiated by a proposal made to Sri Lanka Railways by the director ACCIMT in May 2010, to attempt in-country recovery of the microprocessor based advanced control systems of the inoperative Alstom AD 32C Class M9 Locomotives of Sri Lanka Railways, a project for the same was formulated and commenced soon thereafter. The ACCIMT engineers, through an intensive process of advanced diagnosis, which also involved some degree reverse engineering (as no proper technology transfer had taken place from the French supplier at the time of procurement), managed to recover by September 2010, the microprocessor based control systems of the first of the inoperative Alstom AD 32C Class M9 Locomotives, No 869, which had been out of service for over 6 years, thereby enabling SLR to re-commission the Locomotive in service. The replacement cost of this locomotive is estimated to be around Rs 350 million. This was followed by recovery of the micro-processor based control systems of the first one of another class of trains named Sefang Class S9 Power Coaches, several units of which had been inoperative for several years, thereby enabling SLR to re-commission the same. The replacement cost of the locomotive is estimated to be over Rs 200 million. In addition, microprocessor based control sub-systems of several other in-service Class M9 locomotives as well Class S9 power coaches were also recovered by the ACCIMT by the end of year 2010 thereby enabling SLR to maintain them in-service. The project is expected to continue through year 2011. The process initiated by the Institute to introduce a new organizational structure and a staff cadre, which was identified to be essential for effective execution of the mandated mission of the Institution, and the schemes

of the recruitment and promotion as per the stipulations made in the Department of Management Services (DMS) Circular No. 30, continued during the year with several rounds of discussions taking place with the representatives of the Department of Management Services (DMS), National Salaries and Cadre Commission (NSCC) and Ministry of Technology & Research (MoTR). The approval of the DMS was granted for the new organizational structure and the staff cadre proposed by the Institute, which involves an increase in the total cadre from 98 to 176, approximately 2/3 of which being technical staff, as identified to be necessary in effectively carrying out the mandate of the Institute. However, discussions with the NSCC on the schemes of Recruitment and Promotion were still pending finalization by the end of the year, continuing to inhibit recruitments and promotions despite the existing and the new vacancies created by the newly approved staff cadre. The projects of R&D nature completed during the year, other than those undertaken for Sri Lanka Railways and the Research projects of fundamental nature undertaken by the astronomy division, included Remote Control of Electrical Appliances and Systems through Public Switched Telephone Network, Flood Risk Analysis of Kalu- Ganga basin, and Solar Powered Street Lamps. The projects on PC based ECG Monitor, Remote Street Light Controller, RF-ID Readers for Automation and Wireless Data Display Board, and English to Sinhala Automatic Translation Tool were among those continued. The Automatic Telephone Manager was commercialized with the issuance of a non- exclusive license to a manufacturer for manufacture and marketing of the product following the formal process of inviting applications. The software and database development projects completed during the year included the systems developed for the Atomic Energy Authority and the Sanasa Development Bank, and continuation of the translation of the latest versions of open source web browser and email software from Mozilla Corporation. There was substantial demand for the industrial services including equipment calibration, performance testing of measuring instruments, testing and measurement of power electronics and surge protection devices, testing and measurement services for the communication and

broadcast sectors, and other consultancy services offered by the institute to the industry. A special consultancy assignment that also amounted to substantial increase of the level of internal expertise on the subject was the Drive Test assignment carried out for Sri Lanka Telecom Mobitel for optimization of the performance of their Celluar Mobile Radio Network. The number of research projects undertaken in the area of Astronomy amounted to 6, which included ‘Determination of the uncertainty of the Radius of the Sun using the Baily’s beads observation at annular solar eclipse January 2010’. Five of the research projects were undertaken in collaboration with the undergraduate programmes of the University of Colombo, University of Sri Jayawardenapura and Sabaragamuwa University. The Continuing Professional Development (CPD) training programmes, which are conducted (in the areas of Embedded Control Systems, Modern Electronic Test & Measuring Instruments, Modern Electronic Components, Programmable Logic Controllers and on Open Source Software) mainly for the engineers and technologists from the industry, as well as the basic and intermediate level technical training programmes were continued with regular frequency intensity continued to receive the enjoy . In addition, a total of 13 training workshops were held under the Vidatha Technology Transfer Programme providing training opportunity for a total of 353 participants. Apart from the formal training programmes, the Institute which continues to be a much sought after place for industrial training by the universities and technical training institutions, provided in-plant training facilities for a total of 31 trainees during the year. The government grants received during the year for capital and recurrent expenditure were respectively Rs. 21.770 Million and Rs. 52.850 Million. Total revenue generated by the Institute was Rs.15.18 Million which amounts to approximately 24.42% of the total recurrent expenditure.

3.0 Industry-Sponsored R&D Projects and Other Technical Services to the Industry The Institute has made substantial contributions to the industry through • R & D projects undertaken as per specific requests by the industry, • Test & Measurement Services • Equipment Calibration and Recovery Services • Information Systems Development Projects • Consultancy assignments, and • Contractual maintenance of systems and facilities.

3.1 Industry-Initiated Research & Development Activities 3.1.1 Recovery of Microprocessor/Digital Signal Processor based electronic

control subsystems of the Class M9 Locomotives Alstom (France) AD32C Sri Lanka Railways (SLR) had added 10 nos. Alstom model AD32C, Class M9 locomotives to their fleet, during the year 2000. Due to the limited know how on the advanced Microprocessor based electronics technology used in the control system design, the failures in maintenance level had not been recovery feasible for SLR. Later the locomotive engines had encountered with major breakdowns in Microprocessor Electronics control systems, but could not be recovered due to discontinuations in supplier’s after sales services and the engines have been left unattended for about 6 years. Only 3 engines could be kept functional by May 2010, by shuffling Microprocessor electronic sub systems from the rest of the 7 unused locomotive engines. The importance of recovering Locomotive engines is well understood due to the enormous (Rs. 200 Million to Rs. 400 Million) amount of money to be paid to international sources in getting new engines. It is especially true in this case where most of the Locomotives and Power Coach Engines had been imported around year 2000 and have been utilized only for one quarter of the expected life time, meaning their capability to be in-service if the critical advanced control electronics faults are properly recovered and maintained.

Identifying the requirement of Sri Lanka Railways as a nationally important project, where such a service was rare within the island as well as in other countries due to non availability of mother company supports and literature (service manual etc.), ACCIMT explored the areas and the types of Locomotives of SLR which needed advanced recovery exercises, in May 2010. ACCIMT decided to commence the advanced diagnosis and recovery tasks from Alstom AD32C Class M9 locomotives, which are the most powerful locomotives in the SLR locomotive fleet with sophisticated controls and computer based diagnostic tools.

Microprocessor based sub systems to be recovered in Class M9 locomotives were identified as listed below. 1. Driver Display Consoles 2. Traction Control Units

3. Main Processor Units 4. Platine Units (Generator control) 5. SVD Units (Engine over speed control) 6. IGBT Driver Units 7. Engine Control Viking Units

ACCIMT was successful in recovering five faulty Microprocessor based sub-systems of Class M9 locomotives during the year 2010, which enabled Sri Lanka Railways to add the locomotive 869 into their operational fleet. Also, subsequent to the occurrence of failures in class M9 locomotives 870 and 872 which were in-service, several of their backup sub-systems were recovered and handed over to SLR towards the latter part of the year. Also the fault diagnosis of all above types of faulty units for the recovery of further 02 nos. class M9 locomotives, 864 and 867 is already commenced.

3.1.2 Recovery of Microprocessor based electronic control subsystems of the Class S9 Power Coaches (make Sefang) Subsequent to the successful recovery of Class M9 locomotive microprocessor based subsystems, Sri Lanka Railways requested ACCIMT to undertake the recovery of the following faulty processor based electronic subsystems in the Power Coach fleet of Class S9. 1. Car Control Systems (CCS) 2. Driver Display Consoles During the year 2000 SLR had procured 15 nos. Class S9 Power Coaches and 6 nos. out of them were out of service due to failures in the CCS. Also, the Driver Display consoles of nearly all Power Coaches (including the Coaches in service) were faulty or partially working. ACCIMT was successful in recovering one CCS unit and a Driver Display console which enabled Sri Lanka Railways to add the Power Coach 854 to their operational fleet towards the end of year 2010. The Institute is currently in the process of recovering another CCS unit and five Driver Display consoles.

3.1.3 Solar Powered Street Lamps

A solar powered street lamp with the use of white light emitting diodes (LEDs) as the source of light was developed. It has a smart intelligent charging unit using the switch mode control technology and a simple microcontroller to increase the efficiency of the battery. This charge controller has the “Maximum Power Point Tracking” technology. Automatic night lighting and day time switching off is incorporated.

Solar Powered Street Lamps for MOST

Two units of street lamps were constructed for the Alternative Energy Unit of the Ministry of Technology and Research. One unit was installed at the BMICH premises.

Solar Powered Street Lamps for SIERRA

Ten nos. street lamps of 10m height are being constructed for the installation at Akkaraipattu Sagaman road.

3.1.4 Non-exclusive licensing of Automatic Telephone Manager

This device is a stand alone unit which can be installed in any PSTN land line and enable control of the outgoing calls by time - restrictions or number - restrictions as desired. Special call management facilities (such as passwords) can be user programmable to the system. The incoming facility remains undisturbed.

Non–exclusive licenses were issued to 01 prospective manufacturer. 3.2 Information Systems Development Projects

The Information Technology Division of the institute has been developing information systems solutions for the public and the private sector organizations on various organization-specific applications upon request. The main information system projects undertaken by the Institute during the year include the following: • Development of Stores and Accounting System – Atomic Energy

Authority Completion of project with some minor problems to be solved. Discussion for maintenance for the year 2011 for accounts, invoicing and library modules.

• Local Language Internet Continuation of the project undertaken in collaboration with the University of Moratuwa, to localize the two open source software, Mozilla Thunderbird and Firefox. Maintain the "mozilla.lk" tri-lingual web page (Tamil Translation to be done) * Thunderbird : Completed upgrades for TB 3.1 completed. Translating of official help documents for Thunderbird to match with the Sinhala version. * Firefox : Completed upgrades for Firefox 4.0 (Beta 8 released with Sinhala). Completed the Sinhala page of web site for Mozilla Firefox .

• Life Insurance System – Sanasa Insurance (Pvt.) Ltd. Completion of initial project and new module to include a new insurance group policy (Divithura +). Discussion for an additional policy.

The system was evaluated by an external ‘System Audit’ and the report of the audited system was submitted to us in the 4th quarter. Discussions for annual maintenance.

• Accounting System – Kotelawala Defence University, Ratmalana

The system was completed and installed at client site by end of 3rd quarter. One year warranty period in progress.

• On-line Administration System – Buddhist & Pali University Designing of the official web page. Design and development of a system to computerize the Student Registration (internal and external), Examinations, Accounts and Payroll, Library and Stores. Most of the modules are developed and installed at the client site for testing and data entry.

3.6 Special Assignments

Cellular base station drive testing and optimization project carried out in seven geographical zones of the country and the necessary reporting task completed to Mobitel Pvt. Ltd. Training and know how was acquired in the new activity by the involved project group for future involvement in such activity.

4.0 In-house R & D Projects, Research Activities on Space Sciences, and

Internal Capacity Building 4.1 In-house R&D Projects

The in-house R & D projects which have been initiated and/or continued by the institute during the year include the following:

4.1.1 PC Based ECG Monitor

This is a project to design and develop of a low-cost PC based ECG Monitor which includes all features of a conventional ECG machine at a much lower cost. Prototype of PC based ECG monitor is completed. This also includes necessary alarm facility & gain controlling as required by the bed-side ECG monitor. Necessary improvements were done as requested by the Senior Cardiologist, Dr. Ruwan Ekanayake of the National Hospital. This can be extended to connect an external data base for data storage and re-viewing capability. This extended feature is not incorporated in the conventional bed-side stand alone monitors. The project is handled by Research Engineer, Nirasha Keembiyage, since August 2010, subsequent to the resignation of the Research Engineer, Chandima Wijesinghe in March, and is supported by Technical Officer Thusitha Dias.

4.1.2 RF-ID Readers for Automation The product technology was proposed for a design development product for library automation as a pilot project to ACCIMT library. According to the project modules the book issuance desk, computer related interfacing, person identification modules are completed. The system has to be tested with the newly designed MIS system by the IT division. The construction of the theft prevention gate identification electronic module is in the process of testing with range improvements.

4.1.3 Remote Control using PSTN

This is a new product requirement originated from the Sri Lanka Telecom to remotely control domestic electrical appliances (ON/OFF) including lighting utilizing the exiting PSTN connections. The product functionality was demonstrated to the group of marketing officers of SLT and their feedback was collected. The enclosure and installation method is needed to be redesigned as proposed by SLT. The features of the electronics were finalized and agreed by SLT.

4.1.4 Remote Street Light Controller An in house activity was carried out on a prototype design of a Street Light Controller for stretch of lights controlling in the Colombo city. The idea was proposed to the Colombo Municipal Council and was accepted to install the prototype controller at Galle Road (Wellawatta). The system was with the main features of automatic ON/OFF controlling (for time of day) and manual overriding and status monitoring. The automatic operation is now functioning for more than six months. The remote connectivity function is still in testing process for all the features and can be demonstrated to CMC towards early next year.

4.1.5 Wireless Data Display Board

This is a project to design a system consisting of user interface panel with transmitter module and display board with receiver module. The prototype Data Display Board was designed as suitable for a tennis scoreboard. Display interfacing boards are being constructed.

The project is temporary halted since August 2010, as the Engineer in charge, Nirasha Keembiyage, was assigned to the PC based ECG project.

4.1.6 E-Governance Project

Initial studies carried out on a project suitable to be commenced in 2011. Submit 3 proposals for reviewing. It was decided to concentrate research in the area of Automated Fingerprint Identification Systems (AFIS) in the future.

4.1.7 English to Sinhala Translation Tool

The project aims to translate documents into Sinhala and at the initial stage it will consider only on translating technical documents. Study on several existing translating tools. In depth study to identify the technology used to develop "Pootle" which is a popular Open-source Translation Memory Management System

4.2 Research work in Space Sciences and Technologies 4.2.1 Determination of the uncertainty of the Radius of the sun using the

Baily’s beads observation at annular solar eclipse January 2010

Being a gaseous body the radius of the Sun tends to have temporal variations. An attempt was made to determine the solar radius by using the scientific data of Baily’s beads observation carried out on the southern limit of the annular solar eclipse on 15th January, 2010 in Sri Lanka. A positive correction of 0.26’’±0.06’’ to the solar radius was found and the standard solar radius was corrected as 959.89±0.06 arcsec at the time of the observation. No correlation was found between the sunspot number and the variation of the Suns radius with the available past data. Submitted a research paper for the UN/ESA/NASA/JAXA Workshop on the International Space Weather Initiative in Helwan, Egypt.

4.2.2 Flood Risk Analysis at Kalu‐Ganga River basin in Sri Lanka

This is a project jointly carried out with Survey Dept. and UoP and funded by the Japanese Aerospace Exploration agency under their programs on capacity building of Asian countries on satellite technology and GIS. An associated work shop was conducted at the Geo-informatics center of Asian institute of Technology in Thailand and the project was successfully completed with their technical assistance.

The project consists of 5 major components, namely, building of a comprehensive spatial demographic database, flood Model building and verification, Flood Hazard analysis, Flood Vulnerability analysis and Flood risk analysis. Flood Vulnerability analysis and Flood risk analysis were the major components carried out by ACCIMT. Remote sensing, GIS, and GPS together with flood modeling technique were successfully applied to prepare the first ever set of Flood Risk Maps for the lower reach of Kalu Ganga. For the first time in Sri Lanka ALOS/PALSAR derived remote sensing data was utilized successfully for extracting flood extent and thereby to calibrate/validate with ease the HEC-RAS model (Hydrologic Engineering Centers River Analysis System) output. The study produced a series of (10, 20, 50, 100 yr return period) Hazard maps followed by Vulnerability and Risk Maps corresponding to the above return period events, considering the

vulnerability of population and buildings, in support of disaster preparedness and mitigation activities.

4.2.3 The collaborative research projects undertaken with the Physics Department of the University of Colombo, University of Sri Jayawardanapura and Sabaragamuwa University in the year 2009 and completed in year 2010

(i) Determination of the electron densities of the stellar atmospheres of

stars with different luminosity classes using the 45cm telescope at ACCIMT. (Undergraduate level collaborative research project with University of Sri Jayawardenapura)

An attempt was made to determine the electron densities of stellar atmospheres of five selected bright stars with different luminosity classes by observing the last visible Balmer line in their spectra and using the Inglis –Teller equation. For Sirius, the Balmer series was observed up to its 16th member from which an electron density of 8.5 x 1013 cm-3 was found using the Inglis-Teller equation. For Regulus, the last observable Balmer member was 14, which results an electron density of 2.3 x 1014 cm-3. The CCD camera attached to the spectrograph of the 45cm Cassegrain telescope at the Arthur C Clarke Institute was found to be of very low quantum efficiency below 3700 Å. This severely affects resolving the higher Balmer members visible in the spectra of high luminosity stars in the vicinity of Balmer discontinuity at 3647 Å. This also results in a deviation of electron densities of the stars with higher luminosity classes that found in this study from the previous studies which carried out on board satellites to minimize the absorption of UV photons from the earth atmosphere, with CCD cameras having higher quantum efficiencies in the near UV region.

(ii) Determine the effective temperatures of few selected stars of spectral

type F and G using the 45cm telescope at ACCIMT. (Undergraduate level collaborative research project with University of Sabaragamuwa)

The effective surface temperatures of the stars can be approximately determined by assuming the stars radiate as blackbodies and the intensity of the radiation is given by Plank function. The wavelength at which the intensity of the radiation becomes maximum gives by the Wien’s law. Low resolution (λ/Δλ=9600) spectroscopic data of a few selected bright stars with spectral type F and G were obtained in the wavelength region around 4800A°- 8700A° with the spectrograph on ST7 CCD camera at the 45cm Cassegrain telescope of Arthur C Clarke Institute. Atmospheric extinction data of the telescope site was found observing the standard star HD 30739. Using IRAF(image Reduction and Analysis Facility) curve fitting were done on the reduced spectra of these stars and using Wien’s displacement law effective temperatures of the stars were determined. Within the observed wavelength span only the stars HD36079 and HD48329 show a

maximum in their Spectral Energy Distribution(SED) curves at 5520A°(Teff = 5250°K) and 6140A°( Teff = 4719°K) respectively. By fitting black body curves to SED’s of the other observed stars HD36673, HD30652 and HD22484 their effective temperatures were estimated as 7727°k, 6497°k and 6074°k respectively.

4.2.4 The collaborative research projects undertaken with the Physics

Department of the University of Colombo, University of Sri Jayawardanapura and Sabaragamuwa University in the year 2010 and to be continued in 2011

(i) CCD Aperture photometry on Prascepe(M44) open star cluster.

(Undergraduate level project for University of Sri Jayawardenapura)

CCD images of the open star cluster M44 obtained through the 45cm telescope were analyzed in aperture photometry using IRAF. Determined the magnitudes of the standard stars of the M44 star cluster.

(ii) CCD photometry of the globular cluster M2 using 45cm telescope at

Arthur C Clarke Institute(ACCIMT), Sri Lanka. (Under Graduate level collaborative research project with Sabaragamuwa University)

Study of globular star clusters provides vital information about the star evolution. The globular star cluster M2 was observed through UBVRI filters using ST9 CCD on the 45cm telescope at ACCIMT at several nights. Using CCD Aperture photometry in IRAF the standard magnitudes of the standards stars of the M2 were determined. The magnitude color diagram of the globular cluster is being constructed. Research continues to 2011.

(iii) Determine the magnetic field of sunspots using Zeeman Effect

Energy levels of spectral lines split into sub levels in the presence of magnetic fields according to the Zeeman Effect in Quantum Mechanics. The magnetic field can be determined from the spectral line splitting Zeeman Effect. In the Sun, large sunspots have strong magnetic fields sufficient enough to split observed spectral lines resolvable on a high resolution spectrograph. Spectra of few sunspots were observed in high resolution spectroscopy near 6400Å using the 45cm telescope at ACCIMT. The observed spectra are being Analyzed. Research continues to 2011.

4.3 Internal Capacity Building

The following measures of internal capacity enhancement/improvement were carried out during the year.

4.3.1 Robotics Laboratory

The development of the Robotics Laboratory was continued with the following

activities currently in progress. • Development of a Controller and a new user-friendly interface for PUMA 562

six-axis robot manipulator: As the original user interface of the Robot Manipulator (PUMA562) procured had limitations in programming and data storage facilities, design and development of a user-friendly interface and a controller for the existing mechanical system of the robot manipulator was initiated. PUMA 562 six axis robot manipulator drive motor module redesigned and the prototype for one axis was successfully tested with the new interface.

• 10 nos. applications using robot platforms were developed to be used in training programmes.

• Initiatives made to locally assemble mobile platforms with arms (procuring the readymade modules) where the controller firmware developed at ACCIMT.

4.3.2 ACCIMT LAN, Web, and related Network Services

Maintained the LAN, Internet, and E-mail services for the Institute. 4.3.3 In-house Software Development

The work undertaken by the IT division during the year to develop the in-house ICT facilities includes, - Maintenance of the Payroll System with upgrades as and when required. - Maintenance of the Attendance System with upgrades as and when required. - Maintenance of the Stores System with upgrades as and when required. - Maintenance of the Accounts System with upgrades as and when required. - Maintenance of the Vehicle Movement and Maintenance System with upgrades as and when required. - Maintenance of the Invoice System with upgrades as and when required. – Testing and minor modifications on the ‘On-line Library System’ with RFID tags.

(Joint development with the Communication Division where the IT division is responsible for the web based software development.

4.3.4 Improvements to Power Electronics Measurement Laboratory-Electronics

& Microelectronics Division

With the objective of enhancing the test & measurement services offered by the Division the Division procured a safety tester.

4.3.5 Trouble-shooting and Repair Service for PCs/ Laptops/ Printers and UPSs

of Non-Technical Divisions Electronic & Microelectronic division provided trouble-shooting and repair support

for office equipment used by non-technical divisions of ACCIMT by recovering 06 nos. faulty PCs/ Laptops/ Printers and UPSs during the year.

• Design and construction of an optical filter wheel system for the 45cm

telescope A fully automated filter Assembly, consisting of a filter wheel to hold a set of scientific optical filters, was designed and constructed, locally. These optical filters in UV and near IR, received as a donation from Dr. Nalin Samarasinghe of Planetary Science Institute in Tucson, USA, are to be used in observing comets. The filter wheel is friction driven by a stepper motor. A PIC microcontroller is communicating with the CCD camera operating software to select the filters and is used to drive the stepper motor. The filter Assembly is attached between the telescope and the CCD camera. The optical filter wheel systems available in the market cannot be used as the sizes of these filters are different from the standard filters and the optical adapters of the 45cm telescope is also specific. The cost of the construction is about Rs. 30,000/- where as a standard filter wheel system in the market is around Rs. 100,000/-.

• Designed and constructed an optical adapter to attach a video camera to 80mm

refractive telescope. • Constructed two telescope mounts to piggy back two small telescopes on the

12” Meade telescope and were used at the annular solar eclipse on the 5th January, 2010.

• A spectrograph using transmitive grating was designed and constructed locally

to demonstrate astronomical spectra at the educational program conducted by the institute.

5.0 Training Programmes Conducted by the Institute The institute during the year conducted a variety of training programmes ranging

from Continuing Professional Development (CPD) programmes, conducted on several subjects for practicing engineers, technicians and other professionals in the industry, to the basic and intermediate level technical training programmes on electronics, computer hardware etc. A number of training workshops were also conducted under “Vidatha” technology transfer programme.

5.1 Continuing Professional Development (CPD) Training Programmes for

professionals 5.1.1 Embedded Control Systems

This Continuing Professional Development Course was conducted for two batches during the year for a total of about 60 participants from the industry. These participants on their return do their own design solutions for the industry requirements using the knowledge acquired and the development kits supplied to them. The resource personnel have continuous guidance after following the course for them since it’s an attempt to develop Sri Lankan products to the industry needs. The course is very much popular

among the industry community today due to these special attributes. The institute also generated a revenue of Rs. 1,440,000/= from the above courses.

5.1.2 Advanced Computer Networking Solutions for Network Associates

Two new courses on the above topic were planned, designed and completed during the third and fourth quarters of the year. They were 14 day courses on advanced computer networking for the general community. The contents were from basics of networking to advanced components used in today’s wide area networks. Total of 60 participants successfully completed the course and ACCIMT generated an income of Rs. 900,000 from the two courses.

5.1.3 Modern Electronic Test & Measuring Instruments with Digital Emphasis

(CPD course)

Two CPD courses were conducted for the benefit of the local industry, training 29 industry engineers/ technicians/ managers, earning an income over 435,000 rupees. The participants were given the knowledge and practical experience on usage, applications, advantages and limitations of modern electronic test and measuring instruments such as oscilloscopes, spectrum analyses, etc.

5.1.4 Modern Electronic Components (CPD course)

One CPD course was conducted for the benefit of the local industry, training 12 industry engineers/ technicians/ managers, earning an income over 180,000 rupees. The participants were given the knowledge and practical experience on modern electronic component families both analog and digital together with data conversion components.

This CPD type 5 day course was conducted for the benefits of engineers, technicians , managers and youth to get training on industry automation using programmable logic controller.

successfully completed during year 2010. This was the sixth batch with 80 students and generated revenue was about Rs. 960,000.00. The course content was reviewed this year for the growing technology advances in computer hardware. The course participants were school leavers, enthusiastic, teachers and professional interested in learning computer hardware. After the completion of this course the participants were issued with certificates. The CHEC-2010/ 2011 course was commenced with 103 participants by the end of year 2010.

5.2.2 Practical Electronic Course (PEC-16/17)

For the 16th time, regular Practical Electronic Course was started with 108 participants during year 2009. The course participants were school leavers, enthusiastic, teachers and professional interested in learning electronics. The course was conducted successfully and the participants were issued with certificates. The revenue from the course was approximately Rs.1, 200,000/=. The PEC-17 course was commenced with 103 participants by the end of year 2010.

5.2.3 Mobile Phone Repairing

This three-day technical courses was conducted for one batch during the year for a total of 12 participants engaged in repairing hand phones/ or interested in setting up their own mobile phone repair & service centers, earning an income over 60,000 rupees.

5.3 “Vidatha” Programmes

In contributing to the Vidatha Programme initiated by the Ministry of Technology & Research, the ACCIMT conducted the following workshops and training programmes during the year 2010. A total of 353 potential entrepreneurs, channeled through the Ministry Technology and Research, received training under the said programmes during year 2010.

from 27th to 31st December 2010. Dr. Chandana Jayaratna and the staff of Space Applications Division delivered lectures at this workshop. There were 56 participants for this workshop. Observing Sun in various filters, obtaining spectrum of Sun and bright stars, using CCD cameras, observing planets, nebulae, identifying constellations, making refractive telescopes, making sextant to measure angular separation of stars and making water boost rockets were some of the practical conducted during this workshop. Apart from the observational aspects in astronomy participants at this workshop were able to gain theoretical knowledge in astronomy through series of lectures.

5.4.2 A seminar on astronomy education for teachers and educators in Sri Lanka

in collaboration with Sri Lanka National Commission for UNESCO

In line with the astronomical activities coordinated by the UNESCO in the world to mark the “Year of astronomy- 2009”, Sri Lanka National Commission for UNESCO in collaboration with the Ministry of Education and the ACCIMT, 100 nos. Galileoscopes were distributed among selected schools in Sri Lanka. ACCIMT organized a seminar on astronomy education followed by night sky observation for the school teachers and educators to give hands-on experience in using the Galileoscopes, effectively at schools.

6.0 Science & Technology Popularization and Information Dissemination Programmes

6.1. Astronomy & Space science Popularization Programmes

6.1.1 Night Sky Observation Camps

With a view to popularizing astronomy education in the country night sky observation programs are organized, especially at schools in rural areas where clear dark night skies are available. During the observation program the students will be able to view planets, nebulae, galaxies and deep sky objects through the modern astronomical telescope of ACCIMT taken to the observation site. An introductory level lectures in astronomy are also delivered during the program. The following night sky observation programs were organized during the year: University premises of Jaffna, Nalanda College in Colombo, Ananda Dasanayake Vidyalaya at Nawalapitiya, Naththandiya Central College at Naththandiya, Mahanaga Maha Vidalaya at Agunukolapellessa, Walisinghe Harischandra Maha Vidyalaya in Anuradhapura, Kumaradasa Vidyalaya, in Wellawaya, Nissanka Vidyalaya at Badalkumbura.

6.1.2 Astronomy Lectures for School Children, University Students and Sri

Applied Sciences Department of Sabaragamuwa University. 6.1.3 Public Observation Sessions and Other Astronomy Popularization

Programmes

Public observation sessions on the Annular Solar Eclipse 15th January, 2010 Sri Lanka being a small Island, total or annular solar eclipses are very rare astronomical phenomena to be witnessed. The last total solar eclipse was visible to Sri Lanka on 20th June 1955, nearly 55 years ago. An annular solar eclipse will be visible to Sri Lanka on 15th January 2010. The central line of the eclipse where one can see the disk of the moon will silhouette the solar disk symmetrically falls nearly through Jaffna. With this significance, an eclipse observation session was organized at the University of Jaffna premises in collaboration with the Institute of Physics. Around 2000 people participated this observation session. Eclipse was webcast on the website www.accimt.lk. Presentation at the International Space weather Initiative Workshop The Space Application Division contributed a research paper to the first Workshop of the International Space Weather Initiative (ISWI), sponsored by UN/ESA/NASA/JAXA, as per following reference: Determination of the uncertainty of the Radius of the sun using the Baily’s beads observation at annular solar eclipse January 2010, S. 4th International Astronomy & Astrophysics Olympiad in China

Assisted setting up the question paper of the 4th local astronomy and astrophysics Olympiad. The best five students were selected to represent the 4th international astronomy & astrophysics Olympiad in china. Astronomy and astrophysics lectures were delivered for the selected students. Trained the student on carrying out astronomical observations using telescopes and data reduction of CCD images and astronomical spectra.

Activities related to APRSAF(Asia Pacific Regional Space Agency Forum) APRSAF is an active forum to enhance the development of each country’s space program and to discuss current space-related issues and possible cooperation in space activities among countries in the Asia Pacific region. ACCIMT has been a Working Group member of Space Education and Awareness Working Group (SEA WG) of APRSAF since 2004, and has been regularly representing Sri Lanka at its

Organized the local Poster competition under the theme of “Space Technology to protect the Earth” among school children and selected the best 3 posters for the international competition organized by APRSAF.

6th Annual Water Boost Rocket Competition With a view to selecting a student to nominate for the International water boost rocket competition to be held in Australia, organized by APRASAF, the ACCIMT organized the local annual water boost rocket competition at University of Moratuwa grounds on 1st October2010.

6.1.4 Astronomical Information and Space Science Dissemination for Schools

Information on astronomy and space science were disseminated among 87 students. Astronomy Information was provided to 5 students for their A/L individual projects.

6.2 ACCIMT Library

ACCIMT Library and Information Division functions as a special library and consists a fair collection of books, periodicals and other educational materials in the fields of Communications, Information technology, Electronics, Photonics, Robotics Space Technology and Management.

The aim of the library is to facilitate and provide information to professionals and personnel engaged in Research and Development projects, graduates and postgraduates students.

6.2.1 Library Collection

The Library has a fair collection of very expensive specialized reports and publications with frequent updates obtained from reliable and independent organization both in and out of the country. The Library consist of handbooks, data libraries, user surveys, product guidelines, application notes, design-oriented text books, state-of-art reviews, encyclopedias, dictionaries, directories, VHS, VCDs, DVDs, CD-ROM data bases and standards etc. Also, the specific magazines allocated to Communication, Information Technology, Space Technologies,

6.4 Special Events: Arthur C Clarke Memorial Lecture 2010

A memorial lecture was organized on the 24th of March 2010 at the BMICH to mark the second anniversary of the demise of Sri Lankabhimannya Sir Arthur C Clarke, the founder patron of the institution. The lecture was delivered by Dr. T. Ramasami, an accomplished Scientist of International repute having a multitude of major academic and research contributions both in the form of prestigious publications as well as widely commercialized patents, before rising to the apex position of the Department of Science & Technology of India, the Secretary to the Government of India.

The lecture, entitled “Science in Nation Building: Case study”, was attended by a large audience of policy makers, senior public officials, Engineers, Scientists, ademia and other professionals.

7.0 Internal Human Resource Development Staff Position During the year under review, 06 numbers of Research Engineers were resigned. Staff recruitment were not done during this year, due to scheme of recruitment was not approved by Department of Management Services. As the end of the year the total carder position was 121 of which 74 position were filled. Details are given at Annex A.
