Simplified Income-Tax ReturnForms Likely by Month EndNEW DELHI

The Finance Ministry is likely to come out withsimplified Income Tax Return (ITR) forms by the endof this month which may exclude disclosure of dor-mant bank accounts as also those which do not havea minimum specified balance.

The simplified form, which is being brought afterthe earlier version was opposed by industry and MPsfor cumbersome disclosure norms, is also likely torelax the requirement of reporting details of everyforeign travel undertaken.

"An internal meeting of the Finance Ministry offi-cials on the issue will take place soon afterParliament session ends. We are looking at whetherdormant bank accounts need to be disclosed as mostof the time they have very little balance," a top offi-cial told PTI.

The final decision on simplification of the ITRforms (ITR-1 and ITR-2) would be taken by FinanceMinister Arun Jaitley before the end of the month, theofficial said. The salaried individuals and those per-sons who do not have business/professional incomeare required to file income tax returns in either ITR-1 or ITR-2 by July 31.

Following the controversy over the new ITR formswhich sought details of bank accounts and foreignvisits, the revenue department announced puttingthem on hold. Mr Jaitley promised to come out with"extremely simplified" forms.

The tax department also held consultations withindustry chambers seeking their views for simplifica-tion.

According to the official, "it is being consideredwhether a minimum balance could be specified forthe purpose of disclosure of details of bank accountsin the return form."

The ITR forms, which was notified by the CBDThad last month for the current assessment year, hadspecific columns for banks accounts, IFSC Code,names of joint account holders and foreign visits,including the ones paid by the companies. Althoughthe new forms had 14 pages, an ordinary tax payerwas required to fill just the initial 2-3 pages, the offi-cial said, adding "the remaining pages seekinggreater details were meant for those coming under thehigh income bracket."

These metro depots will cater to the requirementsof the corridors coming up as part of Phase 3 of DelhiMetro construction and the construction work forboth the depots has begun.

A 1.3-km long and 30-40 m wide deck for stablinglines, where empty trains are stabled, is being con-structed at Jasola Vihar near Kalindi Kunj on an ele-vated deck.

In the main depot area at Kalindi Kunj, the autowashing plant for the cleaning of the trains, wouldalso be set up at on an elevated deck for effectivespace management.

Another elevated deck for stabling additional trainsin the future is also being planned.

The depot at Vinod Nagar (for the Majlish Park-Shiv Vihar corridor), is fragmented into two due to adrain and a road in between the allotted area.

One of the sides comprises a double-deck structureto cater to 20 stabling lines out of which 11 lineswould be on the deck.

Elevated deck facility was previously set up at theSultanpur depot in Phase 2 of Delhi Metro construc-tion due to space crunch.

The Kazi Nazrul Islam Airport as the country's firstprivately constructed aero city project at Andalreceived the nod for commercial operation from theDirectorate General of Civil Aviation only recently.

The Rs 10,000-crore project that includes a full-fledged airport capable of handling flights likeBoeing B 737-800 and Airbus A320 aircraft has beendeveloped by Bengal Aerotropolis Project Ltd(BAPL).

Commercial flights from the airport are slated tobegin from May 12 with Air India subsidiary AllianceAir operating an ATR-48 aircraft. The 48-seater planewill fly between Andal and Kolkata.

Changi Airports of Singapore has a 32 per centstake in the Aerotropolis project.

Transport Corporation(DTC) bus driver was beat-en to death on Sundaymorning after the bus hit apassing motorcycle in WestDelhi's Mundka area.

The motorcycle hadapparently moved into buslane when it was hit. Themotorcyclist and his moth-er, who was riding pillion,fell, said a police officer.

On getting up, the twoflung their helmets at thewindscreen of the bus,forcing it to stop and anargument ensued.

A few others gatheredand as tempers rose, thebiker hit the bus driver,Ashok, with his helmet, theofficer said. When the bus

passengers tried to inter-vene, the woman riderreportedly asked them tostay off. The man then

brought out the fire extin-guisher kept in the bus andhit the driver with it.

The driver was rushed toa nearby hospital wheredoctors declared him deadon arrival.

The officials havedetained a few suspectedbookies and have seized250 mobile phones duringthe raids in Shastri Nagar(north Delhi), Karol Bagh(central Delhi) and PalamVihar in Gurgaon. Apartfrom Delhi-NCR, 8 otherplaces in Mumbai,Bangalore and Jaipur havealso been raided in con-nection to the case.

The accused have been

charged by ED underSections 418 (cheating),419 (punishment for cheat-ing), 420 (cheating anddishonestly inducingdelivery of property), 467(forgery of valuable secu-rity), 471 (using forgeddocument as genuine)along with Section 120(b)(criminal conspiracy) ofIndian Penal Code.

The raids were conduct-ed by officials from theagency's Ahmedabadoffice - in association withthe Delhi office - whichhas been probing analleged pan India IPL bet-ting racket. The office hadbusted a betting racket andarrested some bookies -along with 13 other people- from a farmhouse on theoutskirts of Vadodara.

The government in theBudget had announced thatquoting of PAN will bemandatory for any pur-chase or sale exceeding Rs.1 lakh. But, concerns wereraised about complyingwith this condition sinceeveryone, particularly inrural areas, does not pos-sess a PAN card.

Sources said an onlinefacility for issuance ofPAN is on the anvil underwhich an applicant can geta PAN card within 48

hours. Besides, specialcamps will be organisedthroughout the country,including rural areas, tohelp people get PAN cards.

There are about 24-25crore families in the coun-try and about 21 crore PANcards have been issued sofar. Of these, 7.5 lakh arewith corporates. Ministerof State for Finance JayantSinha had accepted recent-ly that many people do nothave PAN cards. "We aregoing to make it as easy aspossible to be able to getthe PAN cards. If we cansign up everybody with thePradhan Mantri Jan DhanYojana, you can be surethat we can sign up peoplefor PAN cards also," hehad said.

NOIDAA Class 10 student died

in Noida's Jewar area onSaturday after being set onfire by a group of men whohad attempted to rape her.

The girl's parents hadgone for a morning walkon Saturday when theaccused - Lokendra, hiswife Archana and his twobrothers Pradip and Sonu -entered the house. Afterthe girl resisted rape, theypoured kerosene and sether on fire.

The neighbours noticedthe father and rushed thegirl to a local hospital,which refused to admit her.

The 15-year-old was thentaken to Lok NayakHospital in central Delhiwhere she died of the burninjuries. "Police only got

information today and hasarrested the four accused,"said a senior police officer.

before by the men andfilmed, and was beingblackmailed by Lokendraand his wife for money.The girl had twice paid asum of Rs. 5,000 but theaccused were demandingmore money, they added.

"I could not tolerate it when hestarted beating me. One day, Ifled the house and went to staywith my mother," she said.

The matter soon landed inCalcutta High Court.

Lawyer Kakali Chatterjee saidRinku filed a case last yearagainst her husband allegingdomestic violence under Section498A of the Indian Penal Code.

However, trying to find a way

out of the crisis in their marriage,the couple realised before longthat it was a toilet which wouldbe the perfect solution for them;building on in their house wouldbring down the wall betweenthem. The age-old practice ofopen defecation had proven to bethe 'villain' of the piece, theyrealised.

Taking advantage of the 'SobarSouchaghar', or 'Toilets for All'scheme launched by the NadiaDistrict administration, they nowhave had a toilet built inside theirown compound, free of cost.

not have withdrawn sup-port to UPA-I governmenton the issue of Indo-USnuclear deal, says CPI-MGeneral Secretary SitaramYechury on the steepdecline of the communistseversince.

Instead, they should havewithdrawn support onissues like price rise as thepeople could not bemobilised on the nucleardeal issue in the 2009 gen-eral elections.

However, Mr Yechuryasserts that the party's deci-sion to oppose the nucleardeal was correct.

"We said that this wasnot the issue (to withdrawsupport). We reviewed itlater. In hindsight, we havesaid we could not make it apeople's issue (in the elec-tions). It should have been

a people's issue like pricerise and the UPA abandon-ing the 'aam aadmi' per-spective," Mr Yechury toldPTI in an interview.

"And it was also the tim-ing (of withdrawal) forwhich we also self-criti-cised. But the issue of(opposing) the nucleardeal, we have no regretsand we think is correct."

He says by going ahead

with the nuclear deal, itwas a signal that the UPAwanted to jettison the Left.

In a surprise election outcome, the Conservative Partyled by David Cameron has been elected to govern theUnited Kingdom for the next five years, and this time on

its own majority. The results of the fiercely fought May 7elections belied pre-poll predictions of a tie between theLabour and Conservative parties and a hung Parliament inwhich the support of smaller parties would be key to craft-ing a coalition arrangement. The final outcome — predict-ed accurately only by the single exit poll published at 10p.m. after polling ended — has the Conservatives comfort-ably past the midway 326-mark in the 650-seat House ofCommons. The Labour Party, whose leader Ed Miliband rana bold and earnest campaign that focussed on a new andfairer deal for the working people, has come a far second.The party’s traditional stronghold of Scotland has been lostto the Scottish National Party (SNP), which has swept up allbut three of the 59 Scottish parliamentary seats. The LabourParty has also lost out to the Conservatives in England andWales. The Liberal Democratic Party — perceived asuntrustworthy for having reneged on its electoral promiseswhile in coalition — was decimated, its numbers downfrom 57 in the last Parliament to just eight, and with sever-al of its prominent leaders, including Vincent Cable, theSecretary of State for Business who had a prominent role inpromoting trade with India, defeated. The right-wing anti-immigration, Eurosceptic United Kingdom IndependenceParty has got only one seat; its leader, Nigel Farage, failedto win one. The Conservative Party takes credit for steeringthe country into economic recovery and creating two mil-lion new jobs. Its five-year mandate comes at a time whena million Britons depend on food banks for their survival,and where the numbers of people in poverty, according to areport from the New Policy Institute, have increased in thelast two years by 800,000, from 13.2 million to 14 million.The numbers in “deep poverty” have increased from 8.9million to 9.6 million, the same report states. TheConservative manifesto commits the party to welfare budg-et cuts of £12 billion to reduce the deficit. This comes overand above austerity measures that have already been under-taken. With Britain’s National Health Service in a financialand staffing crisis, higher education costs skyrocketing, aserious housing shortage on the cards, and utility costs soar-ing , the new government would appear to have its tasks cutout. Addressing these issues through the austerity route willrapidly abort Mr. Cameron’s promise of building “an evengreater Britain”. Moreover, the uncertainty created by thein-out EU referendum pledged before 2017 by theConservatives is likely to present a challenge for its interna-tional relations, even beyond EU.

The April 25 earthquake inKathmandu Valley in Nepalhas not only killed more than

6,000 lives and injured more than14,000 people but has also impactedseverely the country’s most iconicedifices and UNESCO WorldHeritage Sites. We now know thatcenturies-old pagoda temples havecrumbled, statues have been thrownoff high pedestals, and watchtowershave been reduced to fragments.Even as volunteers dig through rub-ble to locate survivors, and officialscontinue to devote their energies tofeeding and sheltering the injured,the fate of the unguarded architec-tural fragments remains uncertain.Despite the Nepal government’spleas that people should refrainfrom stealing what is left of thesestructures, a few pieces are likely tobe picked up by individuals aspiringto profit from their sale. What willhappen to the vast majority of thesefragments in the months to come?Will they remain unprotected andbegin to disappear in the face ofdevelopment pressures? Or willthey be assiduously gathered andtransported to godowns?

Robert Bevan, an architecturalcritic, recently wrote in The ArtNewspaper, “If a group’s culturalidentity is eradicated, this has a sim-ilar end result to eradicating thatgroup physically; they cease to existas a distinct cultural entity.” Yet,preserving settlements and edificesthat have shaped and reflected agroup’s cultural identity are noteasy tasks. The efforts to reconstructEuropean cities that were bombed inWorld War II and to restoreBuddhist enclaves that the Talibandestroyed in Afghanistan in 2001have demonstrated that such proj-ects pose enormous intellectualchallenges, logistical demands,political complexities, and econom-ic strain.

The reconstruction of the extraor-dinary historical fabric of settle-ments in the Kathmandu Valley isgoing to be difficult. Over the past

few decades, collectives such as theKathmandu Valley PreservationTrust have inventoried individualmonuments and worked with archi-tects and local craft persons to con-serve homes and public spaces.However, these collectives lacksolid funds and expansive multidis-ciplinary teams. Christian Manhart,the head of UNESCO’s Kathmanduoffice, has been quoted in The NewYork Times saying that his organisa-tion will be unable to independentlyundertake the task that lies ahead.

India has long prided itself on itscivilisational ties with Nepal. Sincethe earthquake rocked the Valley,India’s government and citizenshave responded vigorously. Teamsof Indian defence personnel, diplo-mats, engineers, paramedics, pilots,social workers, and truck drivershave been working alongside theirNepali counterparts and rescue andrelief specialists from around theworld to locate missing persons andprovide succour to the affected peo-ple there. However, can India sup-port Nepal in rebuilding theKathmandu Valley’s monumentalheritage? Can it swiftly assembleand dispatch a rapid action team ofexpert archaeologists, art historians,conservation architects, and urbanplanners to the Valley?

The bitter truth is that as thingsstand, India is not in a position to dovery much. The ArchaeologicalSurvey of India is itself understaffedand remains susceptible to beingdrawn into political controversies.The condition of some State archae-ology departments is similar. Forinstance, Uttarakhand, which sharesa border with Nepal, has hundredsof lithic monuments and is alsoprone to natural disasters, does noteven have a formalised state archae-ology department.

Demoting study of history

As Vishakha N. Desai, a culturalpolicymaker, recently wrote in TheHindu, India’s educational systemhas systematically demoted the

study of ancient culture and history.Only a handful of colleges and uni-versities have departments in thehistory of art and archaeology. Inrecent years, a few departmentswith relatively greater autonomyhave successfully aligned them-selves with the burgeoning contem-porary art market, and made inter-ventions in the establishment of artfairs and private museums.However, they have mostly beenunable to undertake the pressingtask of imparting instruction inepigraphy, landscape archaeology,historical preservation, and thestudy of the material and visual cul-ture of the SAARC neighbours.

India’s inability to contribute sub-stantially to the preservation ofsome of the most significant antiq-uities in the Kathmandu Valley andits rich urban fabric should encour-age those of us who are involvedwith teaching cultural history tobegin rethinking our responsibili-ties. India’s public institutions,charitable trusts and academicdepartments need to create milieusin which archaeologists, art histori-ans, conservation architects, envi-ronmentalists, and urban plannerscan come together to formulateinnovative curricula that can equipstudents to interpret and protect themany building types that standacross South Asia and that are invarious states of preservation andvulnerability.

Taken together, such measuresmight allow us to build an army of‘monuments men’, well-trained andunswerving individuals who canoffer support and advice to localcommunities and authorities that areseeking to conserve their own builtheritage and material culture. Evenif another tragedy strikes, we mustbe able to sustain the markers ofcultural identities.

Every year May 9 is celebrated asEurope Day by the members of theEuropean Union (EU). On this day

in 1950, French Foreign Minister RobertSchuman made a declaration that pavedway for establishment of the EuropeanCoal and Steel Community (ECSC) thefollowing year. It was the ECSC, whichinitiated the process of integration inEurope, and today, the EU is regarded asone of the best examples of regional inte-gration.

Devastated after the end of the SecondWorld War, Europe has transformed itselfas one of most prosperous and peacefulregions of the world. This story of changecannot be seen in isolation with theEuropean integration process wherebyarch-rivals such as Germany and Franceentered into a phase of reconciliation andinterdependence, subsequently involvingmost of the countries of the region. Theend of the Cold War in 1989 and theresulting political instability in Centraland Eastern European countries posedanother challenge for the EU. However, itrose to the occasion very convincingly.By offering financial support andprospect of membership, the EU ensuredthat previously socialist countries to theeast of the Berlin wall transformed them-selves into a stable democracy and func-tioning market economy. After meetingthe strict criterions set by the EU, 10-12countries from Central and EasternEurope were welcomed in the bloc in2004-07. And though the EU had a limit-ed intervention during various ethnic con-flicts in Balkans, it had played a signifi-cant role for stabilisation of and goodgovernance in the peninsula after the endof the conflict. So much so that exceptBosnia and Kosovo, all the countries ofthe sub-region are either in the EU or arecandidate for membership.

No wonder the EU received the Nobelpeace prize in 2012. It is recognition ofEU’s normative role and influence forspread of democratic values, rule of law,respect for human rights and rights of theminorities in its neighbourhood. It has setexamples for others.

Though the EU has many success sto-ries to narrate, but at present, it is passingthrough a difficult phase where its eco-nomic stability has been considerably

shaken, its political legitimacy is internal-ly challenged and its international imageis under scanner. On Europe Day thisyear, these issues will dominate the over-all discourse about the EU. The monetarycompetence of the EU was once symbol-ised by the Euro — a common currency of19 member countries. But, the Euro haslost its lustre hitting 12 years low againstthe US dollar in the last one year. At thesame time, even after various rescuemechanisms since last five years, cloudsof financial uncertainty of Greece and itscontinuation in the Eurozone still loomlarge. Some people are pinning the blame

for misery and deprivation of Greeks onthe European Commission and theEuropean Central Bank (ECB). As thesetwo institutions are not directly account-able to the citizens of the member states,their democratic legitimacy is being ques-tioned. The ECB being undemocratic,many want it to be disbanded. In the midstof these crises, the European economy isfar from the path of recovery while unem-ployment rate has been constantly hover-ing around and above 10 percent in theregion.

On the political front, several anti-EUparties have found popularity in differentEuropean countries. For an outsideobserver it is like convergence of Rightand Left, at least on the issue of blaming

Brussels. Though there is a difference intheir political agendas, Left-oriented par-ties are critical of Brussels’s economicapproach, whereas Rightwing partiesattack the EU for immigration and loss ofnational sovereignty. This is why Syrizain Greece is demanding radical changes inEurozone financial structures whileNational Front in France is opposed to theEU as a whole. To give another example,in the United Kingdom – which is neitherin the Eurozone and nor in the Schengen– the ruling Conservative Party wants areferendum on British membership to theEU. The Conservatives pander to the

opinion of the United KingdomIndependence Party that much of Britisheconomic malaise can be attributed to softimmigration policy of the EU. In brief,these are tough times for the EU. Theforemost political issue, now, is to con-vince the Europeans about the importanceand benefits of integration and multi-levelgovernance.

However, the EU is facing problems notonly internally on economic and politicalfronts. It is in midst of two major crises atits border. First, in Ukraine, the EU haslocked its horns with a resurging and revi-sionist Russia. Though, isolated interna-tionally and economically down, Russiastill has potential to hurry European lead-ers into a late-night meeting at Brussels.

Eastern Ukraine is still not very stablewhile Crimea is very far from being wonback. Second is the huge flow of refugeesfrom volatile Africa and West Asia. As theEU has drastically cut the funds for rescueof refugees in the last few years, the num-ber of people drowning to death in theMediterranean Sea has seen a bigincrease. It is a moral crisis for the EUand tarnishes its image as a force forgood. Unfortunately, on both these twoissues, the EU member states are politi-cally divided and shirk their responsibili-ties. The EU needs to come up with arobust and humane response. This is par-

ticularly important at an occasion whenthe EU is reeling under political and eco-nomic uncertainties. Firm and unanimousposition on international affairs will be asign of confidence and unity of theEuropeans.

The EU has covered a long distance butthe present circumstances are notfavourable to it. This will surely have itsimpact on the Europe Day celebration ofthis year. Let’s hope that values of solidar-ity, empathy, justice and unity will findtraction and emphasis.

PM Modi...Ramkrishna`s consort Sarada Devi and

Viveknanada.Heading to Burnpur, Modi, in the presence

of Chief Minister Mamata Banerjee, inaugu-rated the upgraded and modersnised IISCOSteel Plant (ISP), that houses the country`slargest blast furnace. It has been modernizedat a cost of Rs.16,000 crore.

Highlighting the country`s federal struc-ture, Modi described the prime minister andall the chief ministers as `Team India`, andsaid the centre and states together can solveall problems, including issues relating to for-eign countries.

He attributed Team India`s efforts for thepassage in parliament of the Land BoundaryAgreement with Bangladesh as well as thenew plant.

"This modern plant is an example of howTeam India will take the country forward.This plant which was sick, is now standingpowerfully on its feet. If the chief minister(Banerjee), the state (West Bengal) govern-ment had created hurdles, this wouldn`t havebeen possible," said Modi.

Praising Banerjee for stressing onimproved centre-state relationship, he saidhis government, after assuming power, hadbeen endeavouring to strengthen the coun-try`s federal structure.

Modi said: "While the constitution pro-vides a federal structure, for years there hasalways been tension in centre-state relation-ships. Those at the centre ignored the states.

"That`s why we endeavoured to strengthenthe federal structure and asserted that Delhiwill not govern the country alone but all thestates together will."

Modi also thanked Assam, Meghalaya,Mizoram, Tripura and West Bengal for thepassage of the key constitutional amendmentbill to give effect to the swapping of borderland enclaves between India and Bangladeshunder a 1974 agreement.

"If international issues can be solved by`Team India`, then issues at home can bedealt with ease."

Taking a veiled dig at the erstwhileCongress-led UPA regime for scams, Modihailed the policy changes initiated by hisgovernment that led to India becoming theworld`s fastest growing country.

"During the months of February, Marchand April (2014) the only news that camewere scams... coal scam, submarine scam,scams on the air, water and land," he said.

"It has been a year of this new government,and today we don`t have news about the coalscam, rather about coal auction," he said,adding the decision to auction coal has led tostates getting richer and using the royaltymoney from the mines for the welfare of thepeople.

"We also decided that the money from theauctions will not go to Delhi but to thatstate`s coffers so that the government can ini-tiate welfare of that state," said Modi.

He said a foundation was set up from themines royalty for the welfare of the states.

The prime minister also expressed anguishover India importing steel.

"The irony is we kept exporting iron oreand imported steel. If we have iron ore, wewill produce steel," he asserted.

Modi also said the central government wasworking on developing the three mainresources for funds - agricultural productivi-ty, mineral resources and human resources.

"A year ago the entire world had written offIndia but now within a year the entire world,be it the IMF, the World Bank or the creditrating agencies, they are unanimously sayingIndia is the fastest growing country in theworld," he asserted.

He also exuded confidence of naturalresource-rich eastern India getting developedlike its western counterpart.

"States in eastern India are filled with nat-ural resources but still lag behind... easternIndia needs to be strengthened... I clearly seethe second Green Revolution happeninghere... it has abundance of water, land andpeople. It can usher in the revolution," hesaid.

Modi Prays...The temple is dedicated to 'Bhavtarani', an

aspect of Goddess Kali, and was built in1855 by Rani Rashmoni, a philanthropist anda devotee of Kali.

Mr Modi visited the room where 19th cen-tury mystic Sri Ramakrishna Paramahansaused to stay. He also visited a library andsigned the visitors' book.

"Modi signed on the visitors' book inGujarati, writing 'Obeisance to the goddess,obeisance to the swamy'," said MrChowdhury.

The temple authorities gifted Mr Modi ahandcrafted Ashoka pillar and a replica ofKali idol.

From Dakshineswar, the prime ministerwent to Belur Math, the Ramakrishna Mathand Ramakrishna Mission's global headquar-ters.

On Saturday, Mr Modi called on ailingRamakrishna Math and RamakrishnaMission president Swami Atmasthananda atRamakrishna Mission Seva Pratisthan hospi-tal and received the monk's blessings.

Swami Atmasthananda is undergoing treat-ment at the hospital since February 21.

Their camaraderie goes back to the earlydays of Mr Modi when he wanted to enlist inthe mission as a volunteer but SwamiAtmasthananda, who then was posted in mis-sion's Rajkot centre in Gujarat, suggestedModi to look for an alternative career.

Yesterday, at the inauguration of threesocial schemes in Kolkata, Ms Banerjee hadtaken political potshots at the Centre, whichthe Prime Minister had deftly turned to hisadvantage.

Later, the two leaders had a meeting whereMs Banerjee even made a fresh pitch for adebt waiver for Bengal - a request that hadearlier been turned down by the Modi gov-ernment.

Earlier, thanks to the PM arriving early forthe social welfare scheme event, the twospent time talking for about half hour. Theopposition says it was a one-on-one. The BJPhas denied that.

booked online for the Premium trains, TatkalSpecial tickets will be available both at rail-way ticket counters and online.

Railways has also relaxed the advancereservation period for Tatkal Special trains.

Currently, a Tatkal ticket can be booked nomore than 24 hours before the journey. Butfor a Tatkal Special train, advance reserva-tion period is of a minimum 10 days andmaximum 60 days.

"The software for Tatkal Special ticketingsystem is being developed by CRIS. Oncethat is ready, Tatkal Special trains will belaunched on select routes," the official said.

A host of special trains are pressed intoservice during festive periods while addition-al trains are also run to clear the rush duringthe holiday season. But these special trainsoperate as per a normal fare structure whileTatkal fares will be applicable for the TatkalSpecial trains, he said.

No concessional fare will be allowed onTatkal Special trains and, also, there will beno Tatkal quota on these trains since theentire service charges Tatkal fares.

The Congress, which has a majority in theRajya Sabha, has said it favours the GST bill,but wants a parliamentary committee to scru-tinize the amendments made by the BJP. Inthe Lok Sabha, where NDA has the numbers,the Congress walked out during voting on thebill.

The bill is pegged as a flagship reforms ini-tiative of the Modi government. It paves theway for a pan-India tax regime and a unifiedmarket across the country, ending the multi-plicity of central and state taxes.

"When I will visit Dhaka, the matter can bediscussed with the appropriate authoritythere," she said.

"The university has now a campus of eightacres land. We are trying to expand it furtherto accommodate a B.ED. college and a Lawcollege," she said.

Stating that due honour was not given tothis rebel poet, Banerjee said that her govern-ment had developed this university and anAcademy after the name of the poet, besidesdeveloping Nazrul Tirtha at New Town,Rajarhat.

Referring to the travails of salt pan work-ers, several of whom had to battle loss ofvision due to over exposure to sunlight andits glare, an occupational hazard, she saidworkers like them needed support.

"People like you have opportunity to edu-cate others and train others who can speak tothem so that they can prevent themselvesfrom getting exposed to excessive sun lightand its glare, and some lifestyle related dis-eases which may affect the eye."

Youth Congress...6 am to seek their support against the con-

Cow Bunks Exam...allocated centre here, saying he only want-

ed to convey a message about the "flaw" inthe system.

"I only wanted to convey a message to theauthorities about the flaw in the system. Inever wanted to make a mockery of the sys-tem," Abdul Rashid Bhat, the owner of thenow-famous cow, told PTI.

Mediapersons had gathered outside theGovernment Degree College at Bemina,where the exam was scheduled to take placeat 10 am, but returned disappointed when MrBhat and his cow did not turn up for theexamination.

In an attempt to expose the loopholes inJammu and Kashmir Board of ProfessionalEntrance Examinations' (BOPEE) online reg-istration system, Mr Bhat had managed toacquire an admit card for his cow to write thepaper for admission to a diploma course in apolytechnic college.

The admit card was issued by the BOPEEin the name of Kachir Gaaw, literally 'browncow', supposedly the daughter of Gura Dand,literally 'red bull'.

Mr Bhat, after obtaining the hall ticket lastweek, had said it was his legal right to bringthe bovine to write the examination.

"Had I gone ahead with that, there wouldbe no difference between me and an ani-mal. I would become a two-legged animal

then," he said.Mr Bhat, who hails from the Chadoora

area of central Kashmir's Budgam District,expressed hope that the prank he playedwould lead to change in the system andauthorities would make it more efficientand fair for all candidates.

"There is a general perception that exam-inations are conducted as a formality, andthe admissions are finalised before theprocess is started. I hope things willimprove and meritorious students only willget admissions to professional courses," headded.

The cow was alloted a seat atGovernment Degree College Bemina forwriting the examination scheduled fortoday.

The incident came to light on May 2,after opposition National Conferencespokesperson Junaid Azim Mattu uploadeda copy of the admit card on micro-bloggingsite Twitter.

Google on Friday added a fea-ture that lets people in theUS order food directly from

searches for local restaurants.

The move came as the Internettitan manoeuvres to stay in tunewith the trend of smartphones beingused to seek out local venues andweave itself into online commerce.

"Whether you're craving deep dishpizza or pad thai, starting today youcan order food from some of yourfavourite restaurants directly fromGoogle search results," theCalifornia-based firm said in a poston its Google+ social network page.

Search queries for nearby restau-rants will be served up with anoption to "place an order."

"When you search for a nearbyrestaurant on your phone, you'll seean option to "Place an order" in thesearch results. Just tap that, choosethe delivery service and you'll betaken to their website to completethe order."

Tapping the option icon will letpeople place food orders withSeamless, Grubhub, Eat24,BeyondMenu, Delivery.com orMyPizza.com, according to Google,which is working to expand thenumber of delivery providers. The

service is live only in the UnitedStates right now, but is likely to berolled out to other countries as well.

Last week, Google expanded 'OkGoogle' voice search and actions toinclude select third-party apps onAndroid.

India's biggest online fashion retailer,Myntra, could turn profitable within ayear or two as it cuts back on bargains,

improves its mobile shopping app and pushesmore of its own label garments, a top execu-tive said.

Myntra was bought by local Flipkart forabout $300 million last year, but operatesindependently.

Speaking at the firm's headquarters whereemployees work under motivational quota-tions by fashion gurus such as Coco Chanel,

among swings and see-saws GaneshSubramanian, in charge of new initiatives atthe firm, said profits would follow as the firmcuts back on discounts and moves to highermargin fashion and accessories.

Most Indian e-commerce firms are burningcash heavily as they invest to woo customers,with hundreds of millions of Indians shop-ping online for the first time.

"Ballpark, one to two years," Subramaniansaid, asked when the firm would move intothe black. "If there is one organisation thatcould do this (turn profitable), it is us," he

said, pointing to initiatives such as the deci-sion to retail own-label garments.

Margins on those sales for Myntra are one-and-a-half times those on branded goods.

"(Own labels are) getting close to a fourthof our business. It is going to a third of ourbusiness and eventually to half of our busi-ness," Subramanian said.

But the fashion portal, which rivals interna-tional giants including ASOS and the Indianarm of Amazon at home, is also investingheavily in technology, as India's young con-sumers begin to access the Internet almost

exclusively on their phones.Myntra plans to double its 300-strong engi-

neering team over the next few quarters, andis close to scrapping its website to focus on amobile app, he said.

"In our view the next wave is mobile. Thereare many millions of teenagers coming intothe system lapping up mobiles. We are able tosee a tipping point," he said.

The mobile app will usher in more innova-tions, such as adapting to a viewer's locationor previous purchases and cameras that helpcustomers shop for outfits seen on passers by.

The EnforcementDirectorate (ED) onSunday conducted search-es in and around Delhi inconnection with its hawalaprobe against some bettingsyndicates related alleged-ly to IPL T-20 cricketmatches.

Sources said that aboutfour locations in Delhi andneighbouring Gurgaonwere covered during thesearches which are beingconducted by theAhmedabad office of theagency in coordinationwith their local counter-parts here.

"The searches are beingconducted on some sus-pects who acted as bookiesduring the recent IndianPremier League matchesheld in the county.

"The probe is being han-dled by the EDAhmedabad office, whichis investigating the case forhawala and money laun-dering charges," sourcessaid.

The Ahmedabad officeof ED had on March 19claimed to have busted aracket and arrested somebookies from a farmhouseon the outskirts ofVadodara in Gujarat.

Later, the agency arrest-ed 13 others in connectionwith the alleged bettingracket.

On March 26, the sameoffice registered a moneylaundering case againsttwo prime suspects and afew others in an alleged

IPL betting racket worthRs 4,000 crore.
