1111 CHAPTER 1 Introduction Fish is an important food for human being. It contains proteins, vitamins and minerals which are essential in keeping a human being in good health. Fish farming provides best alternative for the diversification of agriculture. Fisheries department is engaged in the promotion of pisciculture in the state by exploiting all natural water resources like reservoirs, villager ponds and tanks etc. and to increase fish production by adopting latest scientific method. Fish farming is being adopted as allied activity for the diversification of agriculture. Fish farming is done on agriculture land, low lying areas and in village ponds. As comparatively poor soil such as water logged, Kallar, alkaline which are under fit for agriculture can also be used for fish farming. Besides, a good source of income, it also generate self employment opportunities. In order to encourage and promote fish culture in this state, Punjab Govt. has formulated many incentives programmed. Besides providing best extension services to fish farmers, it provides financial assistance in the form subsidy. It also helps the fish farmers in arranging liberal soft loans on easy terms to start fishery unit. Department has earned a place is the country by achieving highest per hectare fish production of 6560 kg.

Introduction

Fish is an important food for human being. It contains proteins, vitamins and minerals

which are essential in keeping a human being in good health. Fish farming provides best

alternative for the diversification of agriculture.

Fisheries department is engaged in the promotion of pisciculture in the state by

exploiting all natural water resources like reservoirs, villager ponds and tanks etc. and to increase

fish production by adopting latest scientific method. Fish farming is being adopted as allied

activity for the diversification of agriculture. Fish farming is done on agriculture land, low lying

areas and in village ponds. As comparatively poor soil such as water logged, Kallar, alkaline

which are under fit for agriculture can also be used for fish farming. Besides, a good source of

income, it also generate self employment opportunities.

In order to encourage and promote fish culture in this state, Punjab Govt. has formulated

many incentives programmed. Besides providing best extension services to fish farmers, it

1. To bring more and more area under fish culture especially water logged, Saline affected,

Kallar soils which are unfit for agriculture.

2. To produce quality fish seed of culturable varieties at Govt. Fish Seed Farms.

3. To supply fish seed to the interested persons.

4. To provide training, modern techniques and extension service for fish farming.

5. To raise fish production in this state.

6. To provide financial assistance in the form of subsidy and helps the farmers in arranging

banks loans on easy terms from the financial institutions.

7. To conserve and develop the natural fishery resources.

8. Provides opportunities for gainful self employment in rural areas

9. To bring all suitable village ponds under fish culture.

10. To auction all notified water of the State for fisheries rights under Punjab Fisheries Act.

Format for submitting the Information

1. Name of the service: development of the fish farming/fish culture.

2.The Department concerned :This is concerned to the Fisheries Department,this department

is working separately under the state of Punjab Government. Mainly these have to contain

impressive administrative set up all over the state which is always assists to give facilities for the

beneficiaries in the field of Fisheries. There is one post of Director and warden cum Chairman

Fish Farmers Development Agency, Punjab, Chandigarh who looks after all the activities of state.

He is also assisted by the post of joint Director and Deputy Director. There is one post of

Assistant Director, Director of Fisheries, Assistant Project Officer Fisheries, as District Incharge

and one post of Chief Executive Officer, Fish Farmers Development Agency in each District of the

State. At the last stage the District is linked with the post of Fisheries Officer at the block level.

3. Scope of Service:- To Develop in Fisheries and generation of self employment in the state.

4. Eligibility Conditions:- a) The Farmer wants to adopt fish culture should have,owner of

his/her land/power of attorney for private land at least period of seven years/lease aggrement of

Gram panchayat pond/land.

b. The fisheries Training is necessary for all the farmers

c. onky one time facilities of loan/subsidy are proved

5. Step by step procedure: Loan facilities

(a) The department provides loan facility other technical advise for fish farmings to

beneficiaries. It recommends the applicationform in favour of allocated,Aggriculture

(PADB)/commercial Institution.

In this case, the beneficiary will produce no objection certificate (NOC) of co-operative

society of his village.

(b) Subsidy Assistance: Department must assist to provide subsidy as per area(one

hectare) of fish pond according to the recommendation of NABARD. A brief detail is placed below

There are 17 Fish Farmers Development Agencies (one in each district of the state). The

main aim of these agencies is to create a class of trained fish farmers by providing technical and

financial assistance. These agencies are registered under the society Act 1860 and have

independent managing committee as under:

Procedure followed in decision making process

The department of Animal Husbandry fisheries and Dairy Development is responsible for

administrating and formulate Policies, Acts, Rules and Regulations Concerning the Punjab

fisheries Acts 1914 Punjab Fisheries Rules 1985. In order to take decisions on various matters,

the department follows the procedure laid down in the secretariat manual of Instructions, rules of

The manner of execution of subsidy programme.

There are 17 Fish Farmers Development Agencies (one in each distt. of the state) have

been setup under the centrally sponsored scheme. There agencies provide financial assistance in

the form of subsidy on various items for the development of fresh water aquaculture. The detail of

which is given below

15,000/ ha for all farmers except SCs/STs for whom

it will be Rs. 18,750/ ha (25%).

3) Cost of inputs A) Finfish Culture Rs. 50,000/- ha subsidy @20%

with a ceiling of Rs. 10,000/-/ ha for all farmers

except SCs/STs for whom it will be Rs. 12,500/- ha

(25%).

4) Integrated Fish Farming Rs. 80,000/- ha subsidy @20% with a ceiling of Rs.

16,000/-/ ha for all farmers except SCs/STs for

whom it will be Rs. 20,000/- ha (25%).

5) Aerators / Pumps. Rs. 50,000/- unit of two 1hp aerators/ one 5hp

diesel pump. Subsidy @25% with a ceiling of Rs.

12,500/- for each set of aerators/ pump for all

categories of farmers who have reached a level of

production of 3000 Kg/ha/year. Maximum of two Ihp

aerators / one 5hp diesel pump for one hectare

water areas will be admissible.

6) Fresh water Fish Seed

Hatchery.

Rs. 12.00 Lakh for a fish seed hatchery with 10

millon (fry) capacity for the plain areas and Rs. 12

lakh for same capacity in the hill states / Districts

and NE Region.

Subsidy @10% with a ceiling of Rs. 80,000 /- and

Rs. 1.20 lakhs in the plain and hilly areas

respectively to entrepreneurs.

7) Fish feed units Small units_unit cost is Rs. 7.5 lakh with a capacity

of 1.2 quintal/day. The subsidy would be @20%

with a ceiling of Rs. 1.5 lakh per unit to

entrepreneurs.

The applicants who are interested to get the assistance for fish farming should have his

own land are take the land / pond on lease for at least 7 years. Departmental officers / officials at

the district / Tehsil level help the farmers in preparing subsidy cases. Subsidy is given at the rate

of 20% / 25% of the total project cost. The remaining 75% amount is to be contributed by the

farmers from his own source or by availing loans from the financial institutions. 10 days training

in fish farming is also required to avail the above said subsidy.
