ACTION PROGRESS COMMENTS: LGGS Acquittal completed in August 2015. Full refund of over $40,000 of over expenditure in 2014/15 was granted to the Shire. Planning is now well underway for the 2016/17 LGGS grant with a strategy meeting to be held on the 28 January with all local brigades and the SES to plan for next year’s budget. Still working with DFES on the final stages of the BRMP pilot project. Two outstanding hazard reduction burns along Railway Tce were completed in spring with approx. $18,000 of the grant money still to be allocated. The new BRMC Chris Lloyd started work at the Shire at the start of January and will continue working on the BRMP project for both the Shires of Augusta Margaret River and Nannup. CESM will be looking at starting a burn program and is in the process of liaising with local brigades. Joint Rural Urban Interface Exercise was developed and implemented prior to the fire season and was conducted in the Parkwater estate in Cowaramup. This exercise included DFES & Shire brigades with over 60 participants. Briefing was provided to Council in September on pre-season preparedness activities by DFES, DPaW and CESM. CESM and volunteer trainers have completed training bush fire brigades on the use of new full face respirators. 120 volunteers were trained in the use of the new respirators prior to December 2015. A successful $10,000 application was submitted for the 2015 Bushfire Mitigation Grants for the installation of fire breaks on Shire reserves in Cowaramup, Margaret River and Augusta. ACTION PROGRESS COMMENTS: In October we completed all Better Beginnings visits to kindergarten classes for 2015. Over 250 bags were given to students attending kindergarten in this shire which was a 100% take up rate for this program by local schools. The annual Reading Rabbits party, funded by Rotary Club of Margaret River, was held in November with 19 children attending at Margaret River Library. Reading Rabbits is a program for year one students and rewards them for borrowing books from the library. Reading Rabbits is a partnership between the Shire of Augusta Margaret River Libraries, Rotary Club of Margaret River and the Margaret River Bookshop. Usage for Yourtutor online tutoring program was high during this quarter, with 55 tutorials given to our library memberships in October and November with positive comments from students including “this was extremely helpful!” In December the libraries also hosted a Teddy Bear’s Picnic storytime, special Christmas storytime session and final Augusta library Toddler Tales and Rhyme Time sessions for 2015. Summer school holidays started well with over 15 children and their parents attending a book launch by South West author Alice Alder and a booked out workshop on Christmas candle decorating at Margaret River Library. ACTION PROGRESS COMMENTS: The libraries hosted 3 evening Lifelong learning events at the Margaret River Library for adults this quarter and 2 daytime events at the Augusta Library. Events included two book-making and repair talks by Molly Coy; a basket weaving workshop by Cynamon Aeria; and author talks by Sally Murphy and Ian Andrew. The Anzac display in the library has been evolving all year and was a main feature in our Remembrance Day acknowledgment in November. The author talk by Sally Murphy introduced her fiction book titled ‘1915’ and also provided us the opportunity to thank all of the community members who donated special memorabilia, artifacts and pictures in our Anzac display that has grown over the year. This event was funded by Writing WA and was a great success. We received some very positive comments regarding Sally Murphy - ‘Sally is a fantastic presenter and so willing to share her knowledge, her research and her wonderful enthusiasm, thank you.’; ‘Wonderful talk, fresh and exhilarating!’; Thank you –excellent and most interesting talk with in-depth information.’ This quarter the Cocoon Gallery hosted Judy Wake with a display of acrylic paintings and pen and ink drawings during October and November. She was happy to sell 4 of her works. December saw local high school student, Ladrielle Hackett, mount her exhibition of framed photographic works in the Cocoon gallery which is up until the end of January 2016. Seniors week in November proved a huge success this year. The libraries invited seniors to participate in the story time session at Margaret River and the Toddler Tales session in Augusta. Computer tutoring sessions aimed at seniors was also advertised but the highlight at both libraries was the morning teas. 25 seniors participated at Augusta library and 30 at the Margaret River Library. Each participant was treated to a hand massage and the Augusta attendees were also entertained with poetry readings and music by Alan Alexander and Kaye Dixson. Some of the satisfied customer comments by adults this quarter: Cynamon Aeria - ‘Good fun, glad to see this workshop in Augusta, I want more!’, ‘Excellent – I have always wanted to weave baskets, Cynamon is delightful and obviously very passionate about sharing her talent, thank you’, ‘Friendly, informative and fun, presented in a very calm and hands on environment that everyone could understand and enjoy participating in, thanks.’ Molly Coy - ‘Fabulous! Thank you for sharing your marvelous skills, my imagination is going mad!’, ‘As a booklover this was lovely!’ and ‘Very informative, I learnt a lot, thanks Molly and the library.’ Promotions have commenced for the January 2016 events with advertising booked for the Bernice Barry talk. Scheduled sampling is limited to aquatic facilities & recreational waters (annual target 285 - this may vary owing to sporadic closure of sites or new sites). Food sampling is undertaken in collaboration with the Local Health Authorities Analytical Committee who develops programs that identify particular foods to sample. We respond to food complaints where it may be necessary to send samples to the laboratory for bacterial, speciation analysis or if the food contains foreign matter. Operating days have been reviewed and reduced to a summer/winter roster reducing servicing demands. Davis Road landfill has implemented splitting its putrescible main waste streams requiring burial. Soft town waste comprised from kerbside collection is placed onto the top of the existing waste mass without compromising the 1:5 batter licence requirement and bulky/C & D waste is buried into the eastern face for stabilisation and benefit of additional longevity in these areas during construction of the new clay lined cell. Davis Road waste facility site compliance inspection conducted by DER is scheduled for 3rd February. A facility gross mass balance is to be undertaken to assess the optimum throughput for the system at Wallis Road and remedial works to be conducted including installation of flow meter, surveillance and upgrade to the outlet swale reed bio-filter system. Both waste and recycling collection contract agreements are due for renewal or new tender in July 2016. All issues arising are initially resolved by the contractor. I am only required to intervene should the situation require it so, generally I monitor the customer service delivery with particular interest from complaints coming through from the public and interface back to the contractor as required.
