both public and private. 7. Dissemination of Information on the developmental activities of the state

Government. 8. To promote regional film industry.

The Department of Kannada, Culture and Information is presently housed at Ground

Floor, Vikasa Soudha, Bangalore. The Hon’ble Information Minister holds the portfolio of the Department of Information and the Department of Kannada and Culture is headed by the Hon’ble Minister for Kannada and Culture.

The Secretary to Government is the Head of the Department of Kannada, Culture and Information. He is assisted by one Deputy Secretary three Under Secretaries, 4 Section Officers besides group “C” and “D” employees.

This Department examines the Administrative, Financial and Service matters of the

following Heads of the Departments.

Directorate of Kannada and Culture

The Directorate of Kannada and Culture is mainly entrusted with the function of development of Kannada and promotion of culture. The Directorate of Kannada and Culture comes under the Administrative control of the Kannada and Culture Secretariat.

The Directorate of Kannada and Culture is a very prestigious department and it's Head of the Department is Director. The Director is assisted by Joint Director (Admin), Joint Director (Programme), Joint Director (General), Joint Director (Suvarna Karnataka), Gazetted Manager Accounts officer and Assistant Director (Training), Manager (Suvarna Karnataka), Programme officer (Suvarna Karnataka) and Manager, Ravindra Kalakshetra in the matter of administration at Head quarters. The offices of the Assistant Directors are functioning at District level for implementation of several Schemes of the Department. The Registrars of Academies, Kannada Book Authority, Kuvempu Basha Bharathi Authority and Karnataka Rangayana Units, Administrators offices are also functioning.

during the year 2013-14 are as under. Development of Kannada 1. Workshops in Administrative Kannada With a view to bring Kannada into usage widely and effectively, Rs 18,20,000/- has been released to 29 district Assistant Directors to conduct Kannada work Shops state wide Farther kannada workshops were also conducted by head office in association with deputy Accountant General A.G.S office, H.A.L, Govt dental college and research college B.H.E.l, I.S.R.O, Nimhans, B.E.L officer’s. Club. As insentive Rs.13,30,000/- has been given to young writers who attained p.h.d and M.Phil in Kannada for printing manuscript. Action taken to formulate a scheme for development and implentation of E-administration and Kannada Software 2) Kannada Development Authority Rs.500.00 lakhs was released for the activities of Kannada Development Authority.

3) Karnataka Border Area Development Board 1. Rs.4.95 crore has been released towards the salary of the Chairman/ members/

staff working on contact basis, office expenses and for the activities. 2. Rs. 30,45,000/- has been incurred to conduct Haduve Raagagala Thugere deep

gala programme in districts and Bangalore 3. Rs.38.60 lakhs has been released to 30 district Assistant Directors and 7

Rigistares of Academics towards conducting cultural Rasagrahana workshops to Boys and youth.

4. Rs. 14,440,716/- has been released to Akashavani Bangalore organice programmes under Kannada Kanmani Scheme

Row Lamps of Kannada Literature The Department of Kannada and culture in collaboration with All India Radio has implemenred programmes relating to documentaries of Laurates/Artists who have served for Kannada land and language for more than 60 years under Kannada nadu nudi programmes

Allocation: Rs.6.50lakhs

Language harmony day Celeberation: In the memory of sarvagna idol installation and in the name of language harmony day celebration multi language poetical conference and seminar programmes were conducted to nayana Auditoriam 13th august. In this behaf Rs.4,41,739/- has been spent. Publication Rs.10.00 lakhs has been released for the publication of Dr.B.R.Ambedkar’s writing and speech Rs.2,47,410/- has been released for the printing of Sharana Charitamrutha composition. Regarded code (volumes) has been printed and Rs.19,60,000/- has been incurred for this Rs.97,218 /-has been spent for the entire poetry composition of C.D Inchala

Rs.7,50,000 has been spent for printing of entire works of prof M.V.Seethramaiah Rs.30 Lakhs grants has been released for entire literary publication of Basavaraj kattimani Rs.13,30,000/-lakhs has been incurred for the publication of D.V.G’s entire literary series Rs.8.00 Lakhs has been released for entire literary publication of Anakru,

Rs.68 lakhs had been spent towards documentation of Aanagi Balappa in connection with panorama awards

Kala grama Suvarna Samuchaya

1. Rs.52,76,000/-lakhs has been released to P W D B’lore towards the development of park surrounding suvarna samuchaya at kalagrama and towards civil works relating to front and back portion of stage of suvarna samuchaya auditorium back drops.

2. Rs.4.90 lakhs has been released to P.W.D Bangalore towards civil works relating to fixing of grils to the bottom portion of the tower of suvarna samuchaya and steel steps Rs.4.90 lakhs has been released as deposit for construction of pedestrian way in stone in front of ramp for physically handicaped Rs.12.23lakhs has been released as deposit to P W D B’lore for the construction of graphic studio at suvarna samuchaya

3. Rs.49,31,000/-has been released to P W D for carrying civil works relating to malegalalli madumagalu drama and Rs.12,13,000/- lakhs has been spent towards water heater and change of UG cable Rs.11.44 lakhs has been spent towards car parking and temporary Lighting to stage and installation power reactors. Rs.35.20 lakhs has been released for electrical works Rs.33,20,000/-lakhs has been released to executive engineer P W D electrical division B’lore towards temporary Sound light and electrical reactors.

4. Rs.11,30 lakhs has been released to Executive Engineer P W D electrical division B’lore towards electrical works of suvarna cultural complex at kalagrama in Bangalore university premises. world Folklore day has been conducted on 22.08.2013 at Nayana Auditorium, Rs,

Financial Assistance to Grantin Aid Institutions. Annual grants has been released to Ninasam, Kannada Sahitya Parishat, Karnataka Vidyavardhaka sangha, Janapad Parishat and Art integration society Gulbarga for the salary of staff and activities.

2. Rs.50.00 was released to Deputy Commissiner Kasaragod district for construction of auditirium of national poet M.Govida pai trust of Manjeshwar in kasaragod

3. Rs.50.00 lakhs has been released to Konkani language & Trust for the promotion of Konkani language Literature culture and folk development activities

4. Rs.50.00 lakhs has been released towards strengthening of Karnataka Vidyavardhaka Sangh heritage Building

5. Rs.1.00 crore released to vice chancellor Mangalore University to establish Jain poet Ratnakarvarni study centre at Mangalore University

6. Rs.1.00 crore has been released to Deputy Commissioner Bellary for the construction of Ranga Samuchaya at Ranga Bharathi Institute Huvina Hadagali Bellary

7. Rs.1.00 crore has been released for the completion of construction of the building of all India model education center at Marihala at Chamarajanagara.

Maneangaladalli Mathukathe

Under this programme Senior dignitaries who hare made notable service in the field of literature and Culture are being invited to kannada Bhavana on every third Saturday of the month and an interaction between the public and invited dignitary is also being conducted .

Honorarium / Pension A provision of Rs.874.59 lakhs has been made in the budget for the payment of pensionary benefits to laureates / Artists. 1603 Artist are recommended for sanction of pension to government.

3) State Sangeetha vidwan Puraskar

State Sangeetha vidwan puraskar shall be conferred to Artists in Music who have rendered notable service in Music field During the present year, Sri sampath Kumar Acharya has been conferred with sangeethavidwan puraskar.

Financial Assistance to Professional drama companies

Financial Assistance of Rs.1.15 cross has been sanctioned to promote professional dram companies which were established and conducting programmes in the field of Theatre Medical Assistance to laureates and Artists

Rs. 13.02 has been incurred towards the medical reimbursement of ailing artists who have rendered notable service in the field of Literature/Culture Foundations/Trusts

DEPARTMENT OF ARCHAEOLOGY, MUSEUMS AND HERITAGE

Introduction: The Directorate of Archaeology and Museums which was established in the year 1885

has been merged with Department of Archaeology, Museums and Heritage vide Goverment order No. kasamvapra 10 kmu 2012 dated 23-2-2012. The Commissioner has been appointed as the head of the Department after re-structuring of the Department. At present Dr. C.G. Betsurmath, K.A.S., is the Commissioner of Archaeology, Museums and Heritage Department.

The department is rendering service in the field of Art & Culture, all its activities have been taken up under plan & non-plan head.

The important functions of the department includes Archaeological Explorations, Excavations, Conservation of Ancient Monuments, Publication of academic books, Development and maintenance of Museums and organizing Cultural and Educational activities etc.,

The department has been preserving invaluable ancient sculptures, stone edicts, coins, copper plates, etc., in the departmental Museums for the sake of posterity.

The department has been carrying out the conservation and developmental works relating to the heritage buildings in six heritage areas namely: Mysore, Srirangapatna, Bidar, Gulbarga, Bijapur and Kittur. In additions 14 more heritage areas i.e. Sannathi, Nagavi, Kumatagi, Badami, Ihole, Bangalore, Lakundi, Banavasi, Talkadu, Balligavi, Belur, Halebeedu, Malkeda, Melukotte, have been declared as heritage areas on par with the budget speech for the year 2012-13.

The department has in its administrative Director (Archaeology), the Director (Museums), the office of the Deputy Director, at Mysore (Heritage), Mangalore, Bangalore, Dharwad and Kamalapur (Hampi). There are about 14 Museums in places like Bangalore, Chitradurga, Shimoga,Mysore, Srirangapatna, Hassan, Madikeri, Mangalore, Kittur, Gadag, Gulbarga, Raichur, Hoovinahadagalli. There is a Venkatappa Art Gallery in Bangalore, and Sculpture Gallery at Athani.

2. Cadre and Recruitment Rules:

The Department of Archaeology & Museums, has got its own Cadre and Recruitment Rules vide Government notification No. ITY 67 KMU 86 dated 28-2-1992. Suitable proposal is being submitted to Government to get revised C & R in view of the re-structuring of the Department of Archaeology, Museums and Heritage. Similarly, suitable

amendment is being proposed for the amendment of Karnataka Civil Services (Classification, Control and Appeal ) Rules, 1957.

3. Acts and Rules :

The Department has the following Acts and Rules

1. The Karnataka Ancient and Historical Monuments and Archaeological Sites and Remains Act, 1961 and Rules 1965.

2. The Karnataka Treasure Trove Act 1962 and Rules 1963.

3. For the purpose of protection and conservation of heritage areas proposal has been submitted for framing Heritage Bylaws, to the Government by bringing amendments under Section 13(e) of the Karnataka Town and Country Planning Act 1961 which is under consideration

4. Public Grievances: The department is getting requests from individuals and institutions in the form of grievances concerning conservation of monuments. They are being looked into on priority keeping in view the budgetary allocations.

3. A Seminar was held at Hampi on 11 & 12-1-2014 on 19th Vijayanagara studies at an expenditure of Rs. 3.50 lakh.

4. 24th Annual conference was held at Hampi in association with South Indian Numismatic Conference on 22-3-2014 & 23-3-2014 at an expenditure of Rs. 5.00 lakh.

5. A National Seminar was held at Mysore in association with Sri. Sudharshana Narasimhakshetra, Mysore on Matsyavathara in Religion, Literature and Art at an expenditure of Rs. 3.00 akh. On 15 & 16-3-2014.

6. A grant of Rs. 3.00 lakh has been released to conduct a Seminar on Mysore Diwans in association with J.S.S. College , Gundlpet.

7. For a seminar on the awareness of Heritage Culture in association with degree college, Srirangapatana Rs. 50,000/- has been released.

8. Celebration of Historical Heritage preservation week: Rs.2.00 lakh has been released for the celebration of Historical Heritage Preservation week and also History vision (Book release) programme in association with Karnataka Itihasa Academy ( R), Bangalore on 16-8-2013.

Rs. 1.00 lakh has been released for the 27th Annual Conference of the Karnataka Itihasa Academy ( R), Bangalore on 21, 22 & 23 Sept. 2013.

9. Heritage Walk :

1. On the eve of the celebration of local festival of Mysore Dasara Heritage walk was arranged for three days on 7,8 & 9 October 2013 at Mysore.

2. The Heritage walk was exclusively arranged for the Police Trainees from Police Academy of Mysore on 19-1-2014

3. Heritage walk was arranged for the Trainees from the Administrative Training Institute from Mysore on 30-1- 2014 and 6-3-2014.

10. Archaeological Photographic Exhibition : On the eve of the celebration of local festival of Mysore Dasara, Photographic Exhibition entitled “ A reminiscence of Mysore Shilpi Nalvadi Krishnaraja Wadeyar IV ” was held at Mysore in the premises of this office at an expenditure of Rs. 1.50 lakh. 11. Documentary Show : On the eve of Mysore Dasara 2013 an important Documentary Film exclusively on Heritage was exhibited in the Auditorium of the Office at Mysore. There was remarkable response from the public who visited in large numbers to view these documentary film. The entrance was free to the public.

12. Exhibition and Sale of Books : The Department of Archaeology, Museums & Heritage, is an academic oriented one, through which about 140 publications have been brought out arrangements has been made for the exhibition and sale of these books at discount rate ranging from 15% to 50% .

13. Research Publication :

During this year one publication was brought out. The remaining four are under the process of printing. A total of Rs.6.28lakh has been spent for this purpose. 1. Vijayanagara Adhayana Vol 18 . 14. Exhibition of Paintings & Documentary Filming:

During the time of Dasara three new galleries inside the premises of the office of this Department were opened. In the first gallery the paintings relating to the Mysore Royal family and in the second gallery paintings of Mysore style and the Third gallery in memory of the glory of Hampi the photographic exhibition entitled “ Hampi past and present” were arranged. A documentary film was arranged on heritage wealth of this land to the public by free entrance.

15. Heritage Club :

During the current year in association with various educational Institutions 58 heritage clubs were arranged at an expenditure of Rs. 6.50 lakh .

16. Workshop :

1) A workshop on “ Heritage Conservation & Management’’ was organised for the officers in ATI, Mysore in collaboration with Administrative Training Institute, Mysore and IHCN, Mysore on January 4 & 5 – 2014. On this occasion Dr. C.G. Betsurmath, Commissioner of the Department, Archaeology, Museums & Heritage, Mysore ,gave presentation on Talkadu Studies. He also chaired one Technical Session during this work shop. Archaeological Photographic Exhibition was also organised by the department in the ATI premises.

2) One day Workshop was held on “ Heritage Conservation Management” at Vikasa

Soudha, Bangalore on 22nd Feb 2014 in association with ATI Mysore, SIUD Mysore, KUIDFC, Bangalore and IHCN, Mysore in which senior officers , technical officers, and staff of the department participated. Commissioner gave a presentation on "Urban Planning and Heritage" in this workshop.

17. Establishment of New Museums :

“Diwan Poornaiah Memorial Government Museum “ at Yalandur in Chamarajanagar District was inaugurated on 5-3-2014 .

18. Excavations: During the current year excavation at Kunti Dibba in Hangal Taluk of Haveri District is

being carried out.

19. Conservation works : Conservation works have been carried out by this department after getting the approval of

the Technical Committee through e-tendering a) Under the State plan 37 conservation works were carried out at

an expenditure of Rs. 326.46 lakh. b) Under new works 40 works have been taken up and Rs. 354.95

lakhs has been spent. c) Under the Special Component Plan 55 conservation works have

been continued at an expenditure of Rs. 355.82 lakh. d) Under the Tribal Sub Plan 13 conservation works were carried

out at an expenditure of Rs. 111.20 lakh.

20. 13th Finance Commission grants : This is a Centerally sponsored Scheme . This has been commenced from the Financial year 2011-12, for which a grant of Rs. 100.00 crores has been earmarked to undertake Conservation of 137 Monuments under the approved action plan. 23. Programmes under Non- plan :

Conservation of Monuments : In this programme two works have been carried out. 24. Public Private Partnership (PPP) In association with the Dharmastala Manjunatheswara Dharmothana Trust for the conservation of monuments an amount of Rs. 90.00lakh has been released to the said Trust for 18 conservation works.

25. Primary Conservation : In association with NSS the primary conservation of Seven Monuments have beem carried out at the cost of Rs. 35,000/-

26. Grant- in- Aid: 1. During the Financial year 2013-14 Rs. 43.00 lakh under Plan Scheme and Rs. 33.20

lakh under non-plan has been released to the Hampi World Heritage Area Management Authority as per Govt. order.

2. As per G.O. No. Kasamva 33 KMU 2014 dated 21-3-2014 a grant of Rs. 26.00 lakh ( 3rd Instalment ) has been released to the Indian Heritage Cities Network Foundation, Mysore, for implementing heritage activities.

3. As declared in the budget speech for the year 2013-14 a grant of Rs. 50.00 lakh has been released to the Deputy Commissioner, Dakshina Kannada District to undertake the development works of the birth place of Koti Channaya in Padumalai of Puttur taluk and also for the reservation of the connected relics.

30. Right to Information Act : 93 Applications which were received by this department have been considered and duly replied.

31. Heritage Sites of Karnataka in the Tentative List of UNESCO : The following three proposals from the Department of Archaeology, Museums, and Heritage of the Government of Karnataka had been submitted to the World Heritage Advisory Committee through Ministry of Culture, Government of India on February 2014, for inclusion in Tentative List of the World Heritage (UNESCO World Heritage Sites ) towards future nomination as World Heritage Sites. 1) MONUMENTS AND FORTS OF DECCAN SULTANATE (Deccan Sultanate Architecture including Gulbarga, Bidar and Bijapur) 2) MONUMENTS OF SRIRANGAPATNA ISLAND TOWN (Srirangapatna) 3) SACRED ENSEMBLES OF THE HOYSALA (Hoysala Architecture series including Belur and Halebidu) The First phase of Tentative List revision had been carried out successfully on 15-4-2014 and all Tentative List Sites submitted by our State are now uploaded on the UNESCO website. http://whc.unesco.org/en/tentativelists/state=in for public domain. The Member Secretary of the Committee has informed in this regard. The Advisory Board has informed that the site needs to be on the Tentative List for at least for one year before any nomination can be submitted to the World Heritage Centre. There are several parameters regarding protection, conservation and management of these sites that need to be fulfilled before one can submit the nomination dossier. tes. The Department is taking appropriate action in this regard.

32. The Details of Trainings acquired by the Officers and Staff of the Department:

1. On its second anniversary a conference was arranged by the Indian Heritage Cities Network Foundation with the assistance of UNESCO at Pune on the subject “ Economics of Living Heritage ” from 20th to 22nd Nov. 2013in which the Commissioner, Director (Archaeology), and other technical Officers of the department participated.

2. The Conservation Engineers (North & South) of this department participated

in the training workshop at Bangalore sponsored by the Indian Institute of Human settlements on the subject “ Short course on protecting, Managing, living urban Heritage” in their premises from 27-8-2013 to 31-8-2013 ( 5 days )

33. Heritage Committee :

1. In Govt. Notification No Kasamvapra 69 KMU 2013 dated 15-5-2013 the tenure of the Heritage committee consisting of experts for the development and preservation of Bijapur Heritage area has been extended for a further period of two years from 3-4-2013 to 2-4-2015.

2. In Govt. Notification No Kasamvapra 390 KMU 2013 dated 6-4-2013 the tenure of the Heritage committee consisting of experts for the development and preservation of Gulbarga Heritage area has been extended for a further period of two years from 22-1-2013 to 21-1-2015.

34. Members of Technical Advisory Committee

In Government order No Kasamvapra 177 KMU 2013 dated 3-9-2013 the tenure of the following Technical Advisory Committee consisting of experts has been extended till 31-3-2015 for sole purpose of getting suggestions and expertise on conservation of Monuments. 1. 35. Pending Audit para’s in the Department : At present there are 12 Audit Para’s and three C.A.G. Reports are pending in this Department.

36. Purchase of New Vehicle : As per the Govt. Order No. Kasamva 60 KMU 2013 dated 15-3-2014 a new vehicle has been purchased for the usage of the Head of the Department at an expenditure of Rs. 6.50 lakh.

37. Relocation of Archaeological Conservation Engineer (Group- A ) As per the Govt. Order No. Kasamvapra 76 KMU 2012 dated 18-4-2012 two posts of Archaeological Conservation Engineer which had been shifted to some other offices have been relocated again to this department vide Govt. Order No . Kasamva 55 KMU 2014 dated 13-3-2014 for filling up of these posts on deputation in the office of the Deputy Director, DAMH, Bangalore and Hampi ,Bellary District.

38. Promotion: 1. As per the Govt. Notification No. Kasamva 10 KMU 2013 dated 27-1-2014 Smt.

V.S. Kamalabai, Assistant Director, Govt. Museum & Venkatappa Art Gallery, Bangalore has been promoted substantively as Deputy Director (Group – A) and posted to the office at Bangalore.

2. As per the Office Order No. Aprasampa / EST- 1 / Kasam 75 – 2013-14 dated 8-8-2013, Smt. Gowramma, Curator, Mysore, has been promoted substantively as Assistant Director (Group – B) and posted to the office in Mysore.

3. As per the Office Order dated 30-8-2013, Sri. M. Sunil Kumar, Asst. Curator, Hoovinahadagali, has been promoted substantively as Curator (Group – C) and posted to the office in Mysore.

39. Superannuation : During the period 2013-14 Six Officers / officials have been retired from service on superannuation out of which one is Group - B , one is Group –C and the rest four are Group – D officials . 40. Appointment of Backlog Vacancies :

Appointment has been made by filling up one post of Stenographer (Schedule Tribe) and one post of Second Division Assistant ( Schedule Caste ).

41. Appointment on Compassionate Ground : One post of Group – D has been filled up on compassionate ground. As explained above the various activities assigned to the Department of Archaeology, Museums and Heritage have been carried out during the year as routinely.

KARNATAKA STATE ARCHIVES The Directorate of Karnataka State Archives, located at Vidhana Soudha/Vikasa Soudha, is under the administrative control of Kannada and Culture Secretariat of State Government. The Karnataka State Archives is the custodian of Government and Private Records and preserve and protect the documents/papers/records/books/manuscripts of historical importance and permanent value. Since its inception the department has been providing available evidential information to researchers, scholars, students, general public and government offices as and when required. Closed ‘B’ and ‘C’ files are being received in the Directorate and preserved for a stipulated period and made available on request. The time barred records are weeded out and records bearing historical and enduring value are retained permanently in the Directorate. The Directorate also undertakes survey work in the taluks and districts of the State identifies and collect documents relating to Karnataka History. This work is being carried out effectively and with utmost responsibility in order to enrich the glorious history of Karnataka. Historical Documents collected from private individuals, institutions, religious mutts and important personalities are preserved scientifically in the Directorate. Oral History programme, the first of its kind in the entire country, envisages recording reminiscences of freedom fighters and eminent personalities throwing light on the history of Karnataka and those who have contributed to the development of society. It is very important that information contained in the records of historical value, preserved in the Directorate, are easily and quickly made available. This is possible only when subject indices are prepared. With this in mind, the Directorate has prepared descriptive index to substantial no.of historical documents and hosted on the web. BUDGETARY POSITION

During the financial year 2013-14, Government has sanctioned Rs.305.31 Lakhs under Non-Plan and Rs.65.26 Lakhs under Plan to this Directorate. Apart from meeting the salary of staff and officers, the budget allotment has also been utilized to meet expenditure relating to day to day activities of the Directorate, preservation of documents and for the

programmes that could help researchers and public at large to get required information easily and enrich their knowledge. During the year 2010-11 & 2012-13 steps shall also be taken to acquire copies of records of Kittur Rani Chennamma, Hyder Ali, Tippu Sultan and British Commissioner’s Rule from India Office Library, London, France and other places. Selected list of Records has been received from British Office Library London.

SURVEY During 2013-14, the Directorate has under taken survey work to identify records of

historical significance, which are in the custody of prominent personalities, Universities, private institutions and government offices in the districts. In this process, rare books, Kadathas, palm leaf manuscripts etc have been identified.

The Divisional Archives Office Mysore is functioning in newly constructed own building from 2006.

During 2013-14 the Directorate undertook and executed the following programmes. 1)The publication programme old Mysore administration and Historical Records and

books publication work to the president Dr.M.M.Kalburgi, Retd., Councilor to give the sitting fees in the Department. 2)Seminar organized Maharani Arts College and Mahavidyalaya Sheshadri Road, “Karnataka in the making from 5th Century to 17th Century at Karnataka State Culture, Political, Financial, Social and articteucture in History in the department contribute amount the Seminar. 3)Pursian and Modi Records translated to Kannada Teredala Keshtra ancient History and books published department contributed the amount. 4) Department give the donate amount to SCP/TSP under plan amount SC/ST scholars and students.

5)Timely information was provided to the public under Right to Information Act 2005.

MICROFILM UNIT Preservation of important documents in microfilms is one of the major activities of the Directorate. Large number of records was preserved in microfilm Rolls. For the Scientific preservation Microfilm Rolls, Space problem is more. Totally approximately 33,000 Microfilm Rolls (Records) Preserve.

ORAL HISTORY The Directorate has continued the Oral History Programme under this programme, reminiscences of freedom fighters poet army generals, great administrators, scientists, political leaders and people who contributed for the development, progress and fame of the State have been recorded. Since 1993, the Directorate has recorded the experiences of 105 prominent personalities. During the period under report voice of Sri.Shanappa, M.L.C. has been recorded.

PUBLICATIONS The Directorate has taken up publishing of fragile & historically important

documents which are in the custody of private institutions and State Archives so as to bring them to the knowledge of the public. During 2011-12steps have been taken to publish finally 26 books on hitherto unpublished palm leaves under the chairmanship of Dr.M.M.Kalaburgi, So far more than 42 books have been printed & published by the Directorate. COMPUTERISATION Subject Indices for records of Divisional Archives, Mysore have been prepared and Computerised as part of continuation programme. During the year 2012-13, Digitization/Indexing of 2555833 pages Records pertaining to different departments has been done.

HISTORICAL RECORDS The Historical Records Section is the back bone of the Directorate. Facilities are provided to the scholars, government departments, foreign scholars, individuals and institutions to consult records and use information for research work. To facilitate easy retrieval, descriptive indices have been prepared for lakhs of documents and computerized and hosted on the web. GENERAL RECORDS General Records Section of the directorate maintains semi-current records of the Karnataka Government Secretariat Departments. The Section constantly receives ‘B’ and ‘C’ class records from different Secretariat Departments and they are properly indexed and stored. These files are in turn issued to the concerned Department as and when

requisitioned. Time-barred “B’ and ‘C’ class files are subjected to appraisal and destruction.

SPARE COPY This section receives all Government Orders, Notifications, Circulars, Reports etc which are arranged properly and preserved as spare copies. On requisition, copies are supplied to general public and government departments.

PUBLIC GRIEVANCES During the year 2013-14, the Directorate has not received any complaints from the general public. However, all arrangements are made to look into any complaints, if any, the movement they are received. In fact Foreign Scholars are very satisfied with the arrangement made for Scholar in the Department. DEVELOPMENTAL PROGRAMMES During the period from 2013-14, the Private Papers collected from individuals and institutions have been catalogued, computerised and hosted on the web. The Directorate intends to scan all important documents and make available C D’s on requisition similarly, important documents from Historical Records Section are scanned and facilities are provided so as to make them available for those who need them. Descriptive catalogue prepared 2012-13 for 16,10,490 lakhs of documents have been computerised and hosted on the web with the help of Directorate’s own server. World - scholars, researchers, students and general public can avail this information.

DIVISIONAL ARCHIVES MYSORE The Divisional Archives, Mysore is functioning in its own building. The Divisional Archives Office at Mysore has custody of records relating to Mysore Palace. Besides, it has also acquired private papers from prominent persons, freedom fighters, institutions and religious mutts. Oral Recordings have also been made and preserved for future use.

This office mainly concentrates on preserving historical records of Belgaum and Gulburga Divisions. It has also collected private papers of historical importance from various sources besides, continuing ‘Oral History’ programme.

KARNATAKA GAZETTEER DEPARTMENT

The Department of Karnataka Gazetteer was established during 1958 with the objective of revising the Gazetteers written before independence and compiling Gazetteers for the districts in the post-independence period, as numerous changes had taken place during the period. The Central Gazetteer unit laid down guidelines and devised a common plan of content to have uniformity and to enable a wide coverage of various aspects including trends of development. In accordance with this scheme the repatterned series of District Gazetteers were brought out in English and were published by the State Government. These included the Gazetteers of the 19 districts existing immediately post-independence. The series was completed during 1990. After completion of the centrally sponsored scheme of editing and publishing the district Gazetteers that were meant to be a part of the Gazetteer of India, the Department independently undertook publishing of the District Gazetteers in Kannada, in pursuance of the State Language policy. Thus District Gazetteers of Kodagu, Dharwad, Gulbarga, Bijapur, Mandya, Kolar, Dakshina Kannada and Udupi were published.

Acting upon the advice of the Gazetteer Advisory Committee, headed by the Chief Secretary to the Government of Karnataka, the Department introduced the scheme of translating the Gazetteers from Kannada to English. So far the Department has got translated the District Gazetteers pertaining to Kodagu, Dharwad, Gulbarga, Bijapur, Mandya, Dakshina Kannada, Udupi and Kolar District.

The Department has also published the following special publications 1) A Journey from Madras through the countries of Mysore, Canara and Malabar by Sir Francis Buchanan (three volumes) 2) Glimpses of Karnataka - Multi colour 3) Taluk Gazetteer – of Seven taluks of Mysore district (Kannada version) 4) Mysore Gazetteer by C. KANNADA DEVELOPMENT AUTHORITY The Kannada Development Authority was constituted for implement the Karnataka

State language policy and to implement the accepted recommendations of Dr. Sarojini Mahishi report, it also advise the Government to ensure that usage of Kannada at all levels of the state administration. The Kannada Development Authority Act 1994 was come into force with effect from 01-11-1995. Chairman:-

As per the Provisions of the Kannada Development Authority act, the authority shall have one chairman and seven non-official members nominated by the government. Their term will be for a period of three years. Shri. Mukhyamanthri Chandru has been appointed as the Chairman from 13-06-2008. He has been continued for the 2nd term by the government.

Seven persons have been nominated by the government as members of the authority

from 2008-2009. Their term was ended in the month of February 2012.

In addition, the following officers are ex-officio members. Chairman, Kannada Sahitya Parishat Chairman, Karnataka Sahitya Academy Principle Secretary, Department of Kannada and Culture. Principle Secretary, Department of Law and Parliamentary Affairs Principle Secretary, Department of Commerce and Industries Director, Department of Kannada and Culture Director, Department of Translation Secretary of the Authority – Member Secretary.

2. Scholarship for Post Graduation Kannada students studying in universities outside the state:- Scholarship for students studying in Kannada M.A. in universities outside the states. As the Kannada Departments in universities outside the state are at the brink of closure, in order to encourage Post-graduate students studying in the first and second year M.A., a monthly scholarship of Rs. 2000/- is being given. In the coming days, the Authority has plans of getting the thesis presented by P.hd and M.fil students of universities outside the state printed at its own cost.

A total of 98 economically backward students studying in the seven universities across the

states namely Osmania University, University of Hydrabad Kannada post-graduate study and Research centre at Kasaragodu, Solapur University of Akkalakote, Dravidian University of Kuppam, Kamaraj University of Madurai, Madras University of Chennai and Mumbai University of Mumbai have been selected for scholarship.

To encourage the education of these students, each student is given a monthly scholarship

at the rate of Rs. 2000/- and annual scholarship of Rs. 20,000/-. The total scholarship amounts to Rs. 19,60,000/-. Thus Kannada is being encouraged outside the state also the authority has the objective of ensuring that these study centres are functioning actively with adequate infrastructure.

3. Nyayangadalli Kannada:- Under this programme as many as 48 district of the state who

have delivered judgments in Kannada were felicitated on 20-10-2013 at Raveendra Kalakshetra, J.C. road, Bangalore. By giving a cash award of Rs. 10,000/- a memento, Citation (Certificate) on the occasion of Nyayangadalli Kannada Programme.

4. Kannada Nudi Jagruthi Jatha:- Kannada Development Authority has organised Kannada

Nudi Jagruthi Jatha in collaboration with District Administration and Kannada Sahitya Parishath in Gulbarga Districts of all the Taluks. To create awareness of Kannada language for both kannadigas as well as non-kannadigas and also create awareness among the language minorities about the programmes of the state.

Along with the programme Kannada awareness programme for the college students,

Kannada Sahitya Parichaya, Kannada Geetha Gayana, Cultural programmes like Dollu Kunitha, Patta Kunitha, Kamsalle, Pooja Kunitha, Nandidwaja, Jaggalige, Hallaki Suggi,

Hagaluvesha, Garudi Gombe Nurthya, Kahalle Vadya, Veeragase etc.., have been organised in the above districts.

5. Symposium for Journalist:- Kannada Development Authority has been organizing

symposium for working Journalists, Journalism students in all Districts. Symposium have been organized in Mandya, Chikkapallapura, Chamarajanagar, Yadagiri in collaboration with District Journalist Organisations.

6. Kannada Awareness among College Students:- Kannada Development Authority has organised Kannada awareness programme among the students across the state. The main object of the programme is to involve College Students of Bangalore Urban (20 colleges), Uttara Kannada (09 colleges), Belagum (03 Colleges), Chamarajanagar and Chikkaballapura (1 college) districts of the State to inculcate history of Kannada, enrich and strengthen among the student community. Organise seminar, symposium, competations, poets meet and cultural programmes. This programme has been organised in collaboration with the colleges across the state.

7. Symposium in classical kannada literature (Hale Kannada):- Kannada Development

Authority has been organised Symposium in Ancient Kannada Poetry in Bangalore, Chikkaballapura, Chikkamagaluru, Darawada, Uttara Kannada, Shivamoga of Karnataka for the college students aimed to enhancing the understanding level of the young poets in bringing new dimension to the language development with command over the language, new concepts, language proverbs and so on.

8. Publication of Books:- Kannada Development Authority has bring out a book on

“Pakshinota” activities of Kannada Development Authority from 2008-2014. Published books on “Bayalu Seeme Bhasha Vividhya and Desi Matu” have been released. And also reprinted books on “Karnataka Ekeekaranakke Dudida Mahaneeyaru”, “Nadu Nudi adhyana Shipharsu”, “Kannada Swayam Bodhane”, “Nudi Sogadu”, “Aadalitha Padakosha” and “Darideevige” and also published “Kannada Janapada Nighantu” in co-operation with the Karnataka Janapada Academy and also Published “Karnataka Sangathi”, “Patyanusandana”, “Mahabharathada Maha Patragalu”.

1. Kannada Chintana Programme:- Kannada Chintana Programme has been organised in Freedom Park at Bangalore throughout the year on every Sundays in co-ordination with Bruhat Bengalore Mahanagara Palike Bangalore. With an objective of enhancing Kannada awareness among the Non-Kannadigas of Bangalore. This programme includes special lectures from experts in Kannada language and Cultural Programmes. Authority has already conducted 50 such lecture programmes.

Kannada Development Authority has initiated Kannada Chintana Programme in

collaboration with district administration of Darwad and Hubli – Darwad Mahanagara Palike, Hubli and Nrupatunga Vayuviharigala Sangha, Hubli in every month.

Kannada Chintana Programme has been organised in Dr. Rajkumar Park at Bangalore throughout the year on every 4th Saturday in co-ordination with Dandu Pradesha Kannada Sangattanegala Okoota, Bangalore. With an objective of enhancing Kannada awareness among the Non-Kannadigas of Bangalore.

2. Kannada Language integration conference :- Kannada Development Authority has

organised Kannada Language integration conference in Bangalore in collaboration with Dandu Pradesha Kannada Sangattanegala Okoota, alongwith the folklore programmes, Drama, Sugama Sangeetha, symposiums have been organised to depicted Kannada land and language.

KARNATAKA BORDER AREA DEVELOPMENT AUTHORITY

1. Establishment of the Authority: KBADA came into force from 03/04/2010. The activities of the KBADA

include the implementation, supervision and evaluation of the developmental activities in the border areas, to improve the educations, social and cultural status of the people in the border areas, to encourage establishment of new kannada medium schools, Supply of Kannada news papers, weekly and monthly magazines and provide grants for the activities to spread Kannada language and to take up construction of new cultural bhavans outside the state, to take up development activities for the improvement of the life of the people in border areas and to support the rural artisans and improve the rural handicrafts.

Constitution of Authority

The Hampi World Heritage Area Management Authority Hospet has been created vide G.O. No.SKE 97 KMU P(2) Dated:21-03-2002. The main intent of the authority is to conserve all the historical remains and innate environment along with its vast heritage and comprehensive cultural integrity in Karnataka and also to develop and manage the world heritage site at Hampi.

The working of Act & Rules

Hampi World Heritage Area Management Authority Act 2002 is in force. Hampi World Heritage Area Management Rules-2010 has been approved by the Government in 21-05-2011 As per Govt.Notification No.NAE/87/GVAPRA/2004 Dt.1-12-2004 L.P.A is decleared in the Hampi World Heritage Area. Works Status Report 1. The Hon’ble High Court of Karnataka in W.P.No.29843/2009 (GM-PIL) has ordered to

evict the unauthorized occupants of Hampi bazaar. Govt., land at Kaddirampur village bearing S.No:99 and 101 (P) are earmarked for providing land to the rehabilitants of Hampi Bazaar. The Deputy Commissioner Bellary has transferred the above land to this office. An estimate for Rs.17,87,39,000/-was prepared for the purpose of rehabilitation. Out of this ASI has deposited full amount of Rs.8,93,69,500/- and State Govt., has released Rs.5.00 Crores as 1st installment.

The works for providing basic infrastructure at rehabilitation land are given to Nirmiti Kendra Bellary and Rs.397.96 lakhs released. Work is under completion. As per High courts order compensation is fixed to Rs.1.30 lakhs as per Urban Ashray Guidelines for each rehabilitant out of which 100% of Compensation amount i.e., Rs.1,40,40,000/-/- is released to 108 rehabilitant & 50% of compensation amount i.e., Rs.1,25,45,000/- is released to 193 rehabilitant.. 12 KIOSK Type shops are constructed for Rs.9,02,081/- and distributed as per court orders.

2. The Minister for New and Renewable Energy New Delhi has released Rs.50.00 lakhs under Special Area Demonstration Project Scheme for construction of Bio gas plant. Work is completed and Bio gas plant is handed over to Town Panchayat, Kamalapur.

3. Department of Tourism Govt., of Karnataka has released Rs.24.82 lakhs for repair and up gradation of 5 toilets at Hampi. The work is entrusted to Nirmiti Kendra Bellary and Rs.12.40 lakhs released. Work is under completion.

4. To provide infrastructure facilities and beautification of surroundings Hampi and Kaddirampura village 22 works are entrusted to Nirmiti Kendra Bellary and Rs.13.87 released. Works are under progress.

25 BOV’s are purchased is under way from Gejjala Mantapa to Vittala Temple. Employed lady drivers from Hampi LPA for the vehicles on DSR basis. Fair and Festivals Rs.1,00,000/- donation given to Hampi Utsav 2014 Security personnel and cleaning

DEPARTMENT OF INFORMATION The Department of Information is acting as a bridge between people and the Government. In today’s information age, knowledge is power and information empowers the people both for individual & collective upliftment. Hence information is an essential tool for socio-economic development and justice. The Department is playing a vital role by exploiting all the available media in keeping the people informed about the developmental plans of the Government and progress. It is playing equally major role in keeping the Government informed about the complaints, comments and grievances of the public, by which it is assisting the Government to find suitable solution to the issues. CHAPTER 1 :- The Department is having a history of over sixty fruitful years. Publicity wing of the then Mysore Government was started as early as 1949. Later in 1956 a Principal Information officer with a photographer and a meagre number of staff was attached to the Chief Minister’s office under the Home department, which was started in the Atthara Kachery, (the present High Court Building) with limited activities like press relations & other publicity requirements of the Chief Minister’s office. After independence Government of India introduced Five year plans for the overall development of the country in the fields of Agriculture, Industry, Education, Rural Development etc for the upliftment of the downtrodden. As most of the Government schemes were not reaching the masses due to high rate of illiteracy prevalent in the country, the idea of using mass media to reach people was thought of. The State also followed suit in this regard. Government wanted to create awareness among the people, especially rural masses regarding the developmental schemes through mass media to reach the benefits of the five year plans. Thus the people could in turn become partners in the developmental process. In 1961 the Principal Information Officer post was upgraded to that of Director of Information and Publicity and additional staff was also recruited. Later it was renamed as Information and Tourism Department and a few District Offices were established. During the State reorganisation a few information offices along with the staff from the Bombay-Karnataka, Hyderabad-Karnataka regions were merged and the department was further expanded. Considering the need for Tourism development and the scope for such activity the Government felt the need to have a separate department for Tourism which led to bifurcation of Tourism from Information department in 1974. From “Atthara Kachery” the Department was moved to “Vidhana Soudha”, to “Balabruie’ near Highgrounds and later to the Infantry road office. From 2002 to 2008 the Department was working at the BMTC building above Shivajinagar Bus Terminus as the new building was under construction. Later in 2008, the office got permanently shifted to its own new building “Vartha Soudha” on Bhagwan Mahaveer Road.

ADMINISTRATION The Department is working under Secretariat of Kannada & Culture and Information. It is headed by a Director assisted by Four Joint Directors & 6 Deputy Directors of respective sections in the Head office. They supervise the day to day work and implementation of plans and programmes. The Department has 30 District offices out of which Bangalore (Urban), Bangalore (Rural), Mysore, Belgaum and Gulbarga offices are headed by Deputy Directors, 10 district offices by Senior Assistant Directors and 15 district offices by Assistant Directors. Apart from this, the Department has two information centres at Hubli and New Delhi, two sub-divisional offices at Hospet and Shikaripura which collect and disseminate Information related to the State. DISTRICT OFFICES Every district head quarter in the State has one District Information Office headed by a Deputy Director/Senior Assistant Director / Assistant Director ably assisted by Information Assistant, Receptionist cum Librarian, Cine operator, First Divison Assistant / Second Divison Assistant, Typist, Driver and Group ‘D’ staff to implement the programmes of the Department. These offices are catering to the publicity requirement of the districts and also provide required information to the local press and people. These offices organise exhibitions, film shows, seminars, song and drama, intensive publicity campaigns etc., and spread the message of various Government schemes and programmes. They also arrange press conferences of ministers and other dignitaries at District level and give necessary press publicity, apart from feeding the news to the AIR and Doordarshan through fax and e-mail. Deputy Directors who are the counter signing authorities, monitor and guide the district and sub-divisional offices in their jurisdiction. HEAD OFFICE The head office in Bangalore takes care of planning, providing necessary publicity materials to the sub-ordinate offices. It caters to the needs of the vast media network through different sections. The Department plans and implements the welfare programmes for professionals in the media and also plays a major role in identifying important personalities in their respective fields. It also arranges Exhibitions, Tableau and organise film festivals and award functions etc., at State and National Levels. Apart from the Karnataka State Civil Service Rules, the Department of Information has framed its own Rules and Regulations with regard to Media accreditation, Pension, Subsidy to films, Grant-in-aid etc.

For the overall development of the Kannada Film Industry, excluding remake films, all the Kannada and Regional language films produced in the State are 100% exempted from Entertainment Tax. A new comprehensive Film Policy has been formulated and brought into force integrating subjects like exemption of Entertainment Tax , subsidy, awards and creating a single window system for giving shooting permission etc.

In view of all-round development of film industry, the newly established Karnataka Film Academy has been provided with Grant-in Aid

A budget provision of Rs. 50.00 lakhs has been accommodated for construction of

Dr. Vishnuvardhan memorial building. Hon’ble Chief Minister has handed over allotment letter of 2 Acres of land for this purpose. Necessary steps are being initiated for construction of memorial.

Regional and Quality films which are produced in the State during 2012 are being awarded subsidy of Rs 10 lakh each, the total number of films to be given subsidy is

75. And 5 films, which are produced based on the literary works of Kannada will be given a subsidy of Rs. 15 lakhs. 4 children films and 4 historical films or films which have subjects of pre independence era or films that have tourist centres of the state as basic theme will be awarded a subsidy of Rs. 25 lakhs .

Beginning from the year 2013 subsidy is being given to 100 quality kannada films and other regional language films.

As a gesture of encouragement, Producers of Films which have won the Golden Lotus Awards will be bestowed with cash prizes.

The number of children films that will get Special subsidy has been increased from 2 to 4 from the year 2012.

Special subsidy has been given to 5 films for the calendar year 2011 which have won first three best picture awards, awards for films with special social messages, best entertaining film and debut films of debutant directors.

Construction of 10,795.25 Sq.M Kannada Chalana Chitra Amruthamahothsva Bhavan in memory of Kannada films completing 75 years is under progress at SFHS layout in Nandini layout.

A sum of Rs. 150.00 lakhs was released for Construction of Chalana Chitra Amruthamahothsva Bhavana.

The following awards apart from regular films awards are being given to eminent film personalities annually. .

1. Late Puttanna Kanagal Award for Best Film Direction 2. Dr. Rajkumar Award for contribution to the overall development of Kannada

Film Industry 3. Dr. Vishnuvardhan Award for Lifetime achievement in the field of Kannada

Cinema. Film awards presentation function was held successfully at Dharwad on Feb 9,2104. Awards for the years 2010-11 and the calendar year of 2011 were presented at the function.

Subsidy to 44 Kannada and regional language films for the year 2010-11 and to 19 quality films for the calendar year 2011,has been distributed during 2013-14.

To encourage award winners at national and international level, and to promote artists and technicians, incentive cash awards have been given.

Bangalore International Film Festival is being conducted every year with an intention of creating global market to Kannada films. 6th Bangalore International Film Festival -2013 was conducted successfully in Bangalore during December 2013.

Dr.Rajkumar’s Birth Anniversary was celebrated incurring an expenditure of Rs.5 .00 lakhs.

Budget allotment of Rs. 105 lakhs earmarked for the activities of the Academy, was paid to Registrar, Karnataka Chalanachitra Academy.

A sum of Rs. 18.75 lakhs was given as incentive/special subsidy to Kannada film KRITI which was screened in the children perspective section at 18th Kolkatta International Film Festival-KOLKATTA.

A sum of Rs. 21.00 lakhs was given as incentive/special subsidy to Kannada film BHARAT STORES which won the best Kannada Film Award at 60th National Film Festival – 2012

A sum of Rs50.00 lakhs was released to Prathistana for continuation of construction of Dr. Rajkumar Memorial.

The budget allocation under this head is being utilised for the modernization of the Department, mainly for Vehicle purchase, repairs, maintenance of buildings, to meet expenditure of organising meetings, salary of staff/officers, stationery, electricity, water, rent, telephone etc. Wide publicity regarding Government programmes is given through Press Tours, issuing of press notes, special issues and organising road shows, film shows and exhibitions in rural areas using mobile exhibition vehicles. The Department has two information centres one each at Hubli and New Delhi. The Karnataka Information Centre at New Delhi publicises the Government’s programmes and plans by issuing Press notes about the programmes of Chief Minister and other dignitaries, arranging Press conferences and Seminars at New Delhi.

An exhibition stall was put-up at the International Trade Fair organised at Pragathi Maidan in New Delhi to publicise the State Government’s development activities, culture and art of Karantaka.

RELEASE OF PRESS NOTES. The Department releases press notes to the media about the developmental and other activities of the Government. In the meantime press invites are being sent to media through email to cover Government programmes and functions. 3800 press notes were released to publicise various plans, schemes and achievement of the Government. PRESS ACCREDITATION The Department issues accreditation to the representatives of the media in order to facilitate them to cover Government functions, meetings and other occasions. Special accreditation cards will be issued to cover visits of dignitaries to the State. Working Journalists Welfare Fund Trust: A Rs.1 Crore Working Journalists’ welfare Trust Fund has been instituted to help those journalists who are in dire need and distress due to accident, chronic illness of deceased journalists. A Committee headed by the Director of Information and which includes the President of Karnataka Union of Working Journalists will review the applications and award compensations.

Senior Journalists welfare fund trust:

With a view to extend financial assistance to the senior journalists, “Senior Journalists welfare trust fund” has been constituted with an amount of Rs. 1 crore. A Committee headed by the Director of Information and which includes the representatives from the field of senior journalists will review the applications and award compensations.

Monthly pension to journalists The Department extends financial assistance of Rs.3000/- as monthly pension for senior journalists and Rs.300/-as family pension for the families of deceased journalists. The amount of the pension has been increased to Rs.6,000 from this years budget. A Committee headed by the Director of Information and which includes the President of Karnataka Union of Working Journalists will review the applications and award compensations.

TSR MEMORIAL JOURNALISM AWARD AND MOHARE HANAMANTHA RAYA AWARD The Department has instituted TSR memorial award to felicitate eminent journalists who have contributed mightily for the cause of journalism and MOHARE HANAMANTHARAYA AWARD for the enterprising journalists who have started their own news papers. The later has come into existence since the last two years. A selection Committee headed by a retired Justice of High Court of Karnataka or any other person of equal eminence will be constituted to chose the awardees. Three senior journalists will be members of this committee and the Director of Information will be the member secretary. Those chosen will be given a cash prize of Rs. 1.00 lakhs, a medal and a citation. The Government has constituted the selection Committee for the years 2012 and 2013 and has issued orders to that effect.

Awards for Development journalism and eco journalism. Journalists of eminence who have contributed in the fields of development journalism and eco journalism respectively will be identified and awarded respective awards. This award carries a cash prize of Rs 50,000, a medal and a citation. During last awards for the years 2010 and 2011 have been given . A committee has yet to be constituted to consider journalists for the 2012 awards.

Issuance of Smart cards. Smart card facilities has been extended to all journalists who have accreditation cards. Journalists can travel anywhere in the State in any class of KSRTC buses with the help of this card. An amount of Rs. 1 crore has been given to KSRTC for this purpose.

Entry passes to Vidhana Soudha. Government has declared Vidhana soudha and Vikasa soudha as restricted areas for reasons of security since 2009 and it is mandatory for all accredited media personal to have entry passes to get admitted into these buildings. The Government has constituted a Committee under the chairmanship of the Director of Information to decide on the factor of issuing entry passes to journalists. During 2013-14 two meetings were held and entry passes to 54 journalists have been issued as well as 46 vehicle passes for entry into Vidhana Soudha have been issued.

Railway concessions to journalists. 50 % rebate will be given in railways to media representatives with accreditation cards and their family. The Director will scrutinise the applications received seeking railway concessions and will recommend to the railway authorities. A single application has been received during 2013-14 and has been duly recommended to the railways.

Bangalore International Exhibition Centre and the other at Agricultural University in Dharawadon the occasion of Agriculture Fair.

Training camp was conducted for the local artists to usher in professionalism in them and to enhance the quality of field publicity programmes to be arranged by the subordinate offices.

A tableau TIPPU SULTAN was presented on behalf of the Government of Karnataka, at the Republic Day Parade held at New Delhi. An expenditure of Rs 33.00 lakhs was incurred for this purpose.

A novel method of using backlit multi scrolling display units for publicity work has been undertaken. These boards are kept at different Revenue offices, Bus stands and the subordinate offices of the Department.

The Publicity vehicles at the Subordinate offices were renovated and wide publicity work was undertaken through exhibitions and dramas particularly in rural areas.

A special status was given to Hyderabad Karnataka districts of the State by the Central Government. To speedup publicity work in these districts and to create awareness among the people of these districts about the programmes of the Government special vehicle equipped with the state of the art LED screens was deployed. A 30 day publicity campaign in 1260 villages of these districts has been undertaken. Song and drama

programmes and street plays were also enacted in this campaign. The same publicity campaign was also undertaken in the selected 354 villages of Bagalkot, Belgaum, bijapur, Haveri, Davanagere and Chitradurga districts for a period of 10 days. In total an amount of Rs 169.60 lakhs were spent for these programmes.

Stepping along the modern era Laser Image shows are being arranged in Jatras / Utsavas and in publicity campaigns arranged by 5 deputy Directors of the Department at division level . An amount of Rs 13.50 was spent for this popular shows.

Thematic Exhibitions on the development programmes of the Government were arranged in Jathras held at Banashankari, Saudatti, Suttur, Siddaganga, Mylaralingeshwara with a total expenditure of Rs 14 lakhs.

During 2013-14 Exhibitions were arranged at Mysore Dasara, Hampi Festival, 80th All India Kannada Literary Conference, Krishi Mela and Horticultural Mela with a total expenditure of Rs 69.00 lakhs. These exhibitions were very popular among people and we have received many requests urging us to continue with the good work.

Wide publicity was given to the Development schemes of the Government by exhibiting tableaux at world famous Mysore Dasara Exhibition. The theme of thes tableaux was the much piblicised ANNA BHAGYA and KSHEERA BAHGYA schemes of the Government. This tableau did get a first prize. The cost of erecting the tableau was Rs. 8.00 lakhs. Another tableau was erected and exhibited at a cost of Rs 8.00 depicting the prestigious project aof Union Government , AADHAR.

b) Commercial Publicity:- A new advertisement policy has been formulated and brought into force from the year

2013, to facilitate centralised publicity activities of the Government and to achieve a prudent advertisement expenditure.

Advertisements are being issued in print & electronic media simultaneously to create awareness among the public about Government policies & programmes. Such as

1. Incentives to milk producers 2. Waiver of loans availed by SC/ST 3. Waiver of loans availed by backward and minority communities. 4. Waiver of arrears of electricity charges of beneficiaries of Bhagyajyoti, 5. Increase of subsidy to homeless poor for construction of houses. 6. Distriibution of rice at Re 1 per kg under ANNABHAGYA scheme. 7. Distribution of free milk to school going children under KSHEERABHAGYA scheme. Advertisements aiming to create awareness among people have been released during

May, June and August-2013 in news papers that are in the media list of the Department. A half page advertisement to all dailies enlisted in the media list of the Department has

been given on the occasion of launching of scheme ANNABHAGYA. AN advertisement has been given to 2 state level newspapers and to the papers in the

media list of Chikballapur, on the occasion of Udyoga Mela organised jointly by the State and the Union Governments in Chikaballapur district.

A ¼ page advertisement has been given to 2 state level newspapers and to the papers in the media list of Chamarajanagar and Mandya districts on the occasion of JALAPATOTSAVA organised at Gagana Chukki and Bhara Chukki falls.

On the occasion of Independence Day ¼ page and full page advertisements were released to all approved dailies and periodicals respectively.

On the occasion of Gandhi Jayanthi and Rajyotsava ½ page advertisements to all approved dailies and ¼ page advertisements to periodicals were released.

Between the period from December 2013 and 5th March 2014 ¼ page and ½ page advertisements were released on the occasions of Flag day, World Senior citizen’ Day, and Republic Day. In all 21 advertisements measuring 10X8 Column Cms were released. Apart from this on the occasions of inauguration of different Development programmes in the districts of Kolar, Chikballapur, and Chamaraja Nagar, ½ page advertisements were released.

On the occasion of the completion of 100 days present Government, ½ page advertisements depicting the achievements of the Government,, were released on August 26, 2013 to all approved dailies, selected periodicals of the state and prominent dailies and periodicals of other States.

Government is releasing regular advertisements to 32 newspapers in the border area and 46 papers of the State which are specialised in the fields of arts, literature, sports and others.

1796 Tender advertisements have been released to these dailies and periodicals. Advertisement tariff of 280 district dailies out of 330 dailies in the media list of the

Department and of 33 regional dailies were enhanced by 12% wef 01.06.2013. the remaining 17 dailies are Statelevel news papers. 150 periodicals which are in the media list of the Department are getting advertisements on special occasions.

Advertisements were given to 160 dailies/periodicals/souvenirs brought out from orgnisations/special issues under the powers delegated with the Director. So far advertisements to 249 souvenirs and advertisements to 12 souvenirs as per the orders of the Government were released.

Government has allocated a budget grant of Rs 18.50 crores for the year 2013-14 to bear all kind of advertisement expenditure and this amount is completely utilised.

The department is bringing out 50,000 copies of “Janapada”, a Kannada monthly magazine and 7,000 copies of March of Karnataka, an English monthly magazine regularly. Janapada publishes articles on the developmental programmes and projects, while March of Karnataka publishes articles that throw light on our Art, Culture and Heritage. These magazines are distributed to All the District Offices, Zilla Panchayat, Taluk Panchayat Offices, Secretariat offices and Subscribers

Every month a full page advertisement to 71 news papers owned by people belonging to SC/ST communities and 4 full pages advertisement to periodicals which are there in the media list of the Department have been released under Special Component Plan. A budgetary grant of Rs 1.00 crore was released for this purpose and it has been completely utilised.

Professional skill and presenting skill training has been envisaged for the graduate applicants especially journalism graduates belonging to Scheduled Caste group under Special Component Plan and to graduates belonging to Scheduled Tribes under Tribal Sub Plan. 100 beneficiaries belonging to these two groups have benefitted from the training.

To improve the general knowledge capabilities of Scheduled Cast Students and to enable them to appear for competitive exams, Dictionaries were distributed to these students under Special Component Plan and an expenditure of Rs. 5.00 lakhs was incurred for this purpose.

The Department of Information has perceived a new sound and light presentation that chronicles the timely endeavours of visionaries who fought for the upliftment of the down trodden and the oppressed which is titled MANAVA JAATHI TAANONDE VALAM . This dance drama presentation was exhibited at 13 district headquarters including Bangalore. This programme produced under Special Component Plan, was successful in disseminating the message of social equality and peace. A total of Rs 170.00 lakhs were spent for this purpose.

Regular grants are being released to the Academy every year. The Academy, in turn, utilising these grants implements many programmes and schemes for activities in the field of journalism. During the year 2013-14 an amount of Rs 24,31,292 has been spent for salaries and

wages of the Staff and Secretary, Honorarium to the Chairman, other allowances and payment of salary to the temporary staff, towards fuel, vehicle repair, telephone charges newspaper bills electricity and water charges, towards stationery, meeting expenses and travelling expenditure of members .

Training camps in districts and rural areas have been successfully conducted with the assistance of different organisations during the Year 2013-2014. A media workshop on election procedure ,a cartoonists’ workshop to create awareness about voting, a three day workshop for cartoonists, a workshop about the use of modern technology in journalism for the journalists of Kolar and Chitradurga districts, training camps for the students of journalism, Dharwad with themes such as, ‘new media and Indian democracy,’ ‘ a deliberation on media and the challenges and capabilities of professional training,’ were organised during the year.

Several seminars intending to shed light on the relevant problems and the present situation in the journalistic scenario were conducted. Media and the Judiciary, Right to Information and Media, Implementation of section 371 and the media, Urdu journalism –problems and the probable solutions, Cinema and the media, a seminar on international film festival, tourism and media, Election-people and the media, Media and the Police’ are some of the prominent seminars conducted during the year 2013.

Journalism awards for the years 2012 and 2013 totalling to 59 awardees, which included special awards along with a cash prize of Rs 20,000 each were presented in the awards presentation function arranged for this very purpose.

Press Day and National Press Day were celebrated on 1st July and 16th November, respectively.

In one of the most successful programmes of the Academy called “Belli Hejje” an interaction programme with the luminaries of the silver screen, documentaries of the VIP guest is being made and exhibition of rare photographs of the stalwarts will be arranged, the photo and video recordings of the interaction programme will be made and these will be documented. A sum of Rs.9,77,873/- has been spent in this regard.

Talks, Seminars and film shows were arranged through “Belli Mandala” and “Belli Sakshi” units which are established in all the Districts of the State, with an intension of rearing a cinema culture throughout the State. These programmes have been undertaken with the assistance of other filmi organisations like BEL of Bangalore, TENT CINEMA of Nagathi halli Chandrashekhar, Jaladani Chitrotsava, Bangalore Film Society etc.

A booklet named CHANDANAVANADA CHINNADA HOOGALU which is a sort of a directory of national award winning Kannada cinemas has been brought out in Kannada and was released by the Hon’ble Chief Minister. Other two booklets which have been brought out by the Academy during the year were the ones about veteran actors of Kannada cinema late Balakrishna and late Narasimha raju.

The Script writing Training Camp- 3 was conducted during the year 2013. A tribute to the celebrated singer MANNA DAY was organised by the Academy

in Ravindra Kalakshetra by name NAADA NAMANA which was a musical night as well as an exhibition of rare photographs of MANNA DAY

A unique programme called NENAPU is being arranged by the Academy in a bid to pay tributes to the stalwarts of Kannada cinema . In this year’s edition of NENAPU , lectures and a cartoonists camp were arranged remembering late Narasimharaju and late Balakrishna two comedians of Kannada Cinema.

A budgetary grant of Rs 20 lakhs was released to Children’ India organisation towards the 8th International Children’ Film Festival conducted by the organisation.

An amount of Rs 15,89,891/- has been spent towards salary and wages of staff and Chairman of the Academy, towards postal charges, towards vehicle rent, towards purchase of office equipment, towards purchase of books/DVDs/CDs etc.,

Bangalore International Film Festival has been conducted successfully from 26.12.2013 to 02.01.2014 at Bangalore. The screenings of the films of the festival were at 5 centres wiz Fun Cinemas, Inox Lido, Sulochana of the Department, and Priyadarshini theatre at Badami House. Many selected Kannada and Indian Films were screened in the festival.

A rare exhibition of the posters of cinemas that encompassed the entire 100 years of Indian cinema was organised under the aegis of Field Publicity Division of Iand B Ministry of Government of India at SULOCHANA theatre in the Department. A seminar was organised with the help of Karnataka Media Academy. An amount of Rs 7,40,812/- which was collected as the registration fee of the Festival has been remitted to treasury.

Publicity hoardings depicting the messages by Gandhi and the writings about drug abuse and its ill effects have been exhibited in parks under BBMP of Bangalore.

SAMYAMA PRASHASTI award presentation function was arranged at Udupi where in the award was presented to Dr.Bhandari.

Copies of the Book written by noted psychologist Dr. C.R.Chandrashekhar titled MADYAPAANADINDA AROGYAKKE MARAKA ... HEGE? have been distributed to High school, Pre-University and Degree students free of cost.

Programmes highlighting the ill effects of drug abuse were broad cast through Akashvani.

A de addiction camp was initiated with the help of JanaJaagruti Vedike of Dharmasthala

Gandhi jayanthi was celebrated. World Anti Drug Day and week was observed. Publicity plaques depicting ill effects of drug abuse and with messages to youth to

avoid drugs were prepared and handed over to Gandhi Bhavan Memorial Trust. Laminated photos of Mahatma Gandhi were distributed to 1000 schools for

distribution among students. Documentaries were produced and exhibited. Radio jingles were made and broadcast. Exhibitions educating people about ill effects of drug abuse and a message to do

away with drugs were organised at important fairs and festivals in rural areas. A Tableau was produced an presented at Jumboo Savari procession at Mysore. A Stall was opened at the Mysore Dasara Exhibition and publicity has given about

drug abuse and its ill effects. Publicity material like booklets, folders, and tin plates were produced and

distributed. With the guidance of the Department of Information seminars and symposia were

organised in all the 29 districts of the State. Exhibition stalls were erected in Mudukutore and Adichunchana giri Jatra festivals

and awareness was created among people about the ill effects of drug abuse.

Out of the budgetary grants provided to the Board, an amount of Rs. 1,56,93,423.00 has been spent and with the help o remaining grants hoardings are being renovated and street plays are being organised. Radio jingles and radio plays are being produced and broadcast on AllIndia Radio.

Action has been initiated to constitute selection Committees for award of subsidy to quality films and grant of annual awards for the calendar year 2012. Modernisation of Department/ Administrative Measures : With the assistance of the Central Government and State Government, the Department is implementing “Information Network (IT Hub)” project. As a part of this project computers have been provided to all case workers and officers of the Head Office. With the assistance of Tata Consultancy Services all the staff /officers of the Head office are being trained to use the computer, thereby giving more importance to carry out day to day work efficiently.

I T Hub With the financial assistance of the Central Government to the tune of 2.10 crores and State Government, the Department is implementing “Information Network (IT Hub)” project at a total cost of Rs 7.00 crores. Tata Consultancy Services has been awarded the contract and the project is at Third Party Audit Stage and is progressing. During 2011-12 none of the staff/officer has been bestowed with National or State or sports awards or has earned higher education (PhD).
