    Welcome to our two and a half day Annual Conference. I am pleased to welcome you this year to a Conference themed around ‘Value for Money’ – a reflection of a financial climate which is increasingly seeing Queensland councils delivering ‘more with less’.

    18 months into the term, our eyes are firmly focused on ensuring the continued financial sustainability of our members.

    Earlier this year an Auditor General’s report into the accounts of 68 Queensland local governments highlighted the financial challenges councils face in the wake of real declines in funding support by governments.

    However, even as many Queensland councils continue to do it tough financially, we have continued to see an exceptional capacity for growth and innovation. This year’s program is designed to highlight opportunities for your council to continue to make a difference while continuing to achieve value for money – value for your organisation, for your constituents and for our communities.

    We have spent a great deal of time and energy ensuring that this year’s Annual Conference will provide the best possible return for investment for your time and money.

    In a reflection of the diversity of our state, we’ve put together council forums tailored to suit the unique concerns of your region which will ensure that everyone will have the opportunity to take what they need from discussion.

    Leadership in the 21st century has evolved to encompass an increasingly diverse range of priorities. For a unique global insight into universal leadership concerns, Cr Sir Merrick Cockell, Chair, UK Local Government Association is sure to deliver an unmissable keynote address.

    Closer to home and from a completely different perspective, Gary Pert Chief Executive Officer, Collingwood Football Club, will delve into the art of group decision making.     I welcome you to the 117th LGAQ Annual Conference. Our city has been chosen to host the 2013 and 2014 LGAQ conferences and we trust that all delegates will enjoy their time in our special part of the world.

    Cairns has many great opportunities before it, with the city set to host the G20 Finance Ministers and Central Bank Governors’ meetings in September next year and, in May, the most significant travel trade event on the Australian tourism calendar, the Australian Tourism Exchange – the first time this event has been held outside an Australian capital city.

    Our tourism industry is punching above its weight in terms of percentage growth in visitation which is exceeding what is being experienced at both a State and national level. We are now seeing rapid growth in visitors from China following the introduction of direct flights late last year, and increasing our numbers from traditional markets such as Japan, Europe and North America.

    Not unexpectedly, there is now a heightened international interest in Cairns as a place to invest in major development proposals.

    Not only do we have the postcard scenery and experiences that make this part of the world one of the best known and most coveted tourist destinations, but the opportunities to succeed in business are growing exponentially.

    Indigenous Leaders Forum Hosts: Cr Alf Lacey (Mayor, Palm Island Aboriginal Shire Council) and Cr Fred Gela (Mayor, Torres

    Strait Island Regional Council)

    Since 2011, the Indigenous Leaders Forum has been a valuable way for Aboriginal and Torres Strait Islander councils to come together in order to discuss specific challenges they face, and to put forward issues they would like the LGAQ to assist them in addressing.

    The Forum is held twice-yearly.

    Come and join with your council peers in one of four forums to discuss, share and debate key issues.

    This year, these forums will be hosted by the LGAQ Policy Executive members. Join your local government colleagues in discussing common issues and interests, emerging policy priorities and brainstorming innovative solutions. This is also your opportunity to talk with each other and your Policy Executive members about ways the LGAQ can help and support your council.

    Please register for the forum that you believe will most interest your council – if you can’t decide you are welcome to send delegates to separate forums.

    The Reality of PerceptionNever let the truth get in the way of a good story… or so it is said. Recent history has shown that the media can make a lot out of very little, and any indiscretion no matter how small can be spun into a full blown crisis. Community leaders, whether they be local sporting heroes or elected members have high standards of behaviour placed upon them. At the end of the day the importance of what you do or don’t do will ultimately be tested in the court of public opinion. Local Government Ethics Advisor Joan Sheldon AM will lead you through an interactive session that will test your skills in navigating some quirky local government ethical dilemmas.

    One and One Makes Three?: Why can’t local government work together more? Across councils and across the state, local government often duplicates many services, many systems and many processes. Why? In an era of constrained revenues, technological advances and flexible workforces why can’t local government find more ways to work together. In this session you will hear about some successful examples of councils that have broken down the barriers to achieve service improvements, save money and improve efficiency. There will also be an opportunity to discuss the Pros and Cons of working together and debate why we can’t do it more.

    People Power: Councils are all about people – your staff are your biggest asset, as well as one of your largest costs. How do you know you have the right people, the right number and the right processes in place for a happy and productive workforce? This workshop will explore this topic in further detail, in addition to providing the opportunity to discuss the challenges of managing a local government workforce.

    PROFESSIONAL DEVELOPMENT WORKSHOPS

    Two workshop sessions will run on Thursday 24 October 2013. Session 1: 9.30am – 10.30am and Session 2: 11.00am – 12.00pm. When registering, delegates/observers will need to select a workshop for each session.

    Session 1 9.30am – 10.30am

    Flying Fox ManagementNew management principles will give councils an as-of-right authority to deal with problem flying fox roosts in urban areas. This workshop will explain in more detail the new arrangements, with experienced environmental consultants on-hand to answer questions on available management options and the issues councils should consider before undertaking any action. Increasing media coverage regarding the potential health impacts of flying foxes has seen an increase in community concerns – the workshop will also explore how best to respond to community requests for action.

    Social Media – How can local government keep upThe community’s use of social media to interact and engage with fellow citizens and their governments is entering a new stage. The barriers to communication between local councillors and their constituents are falling away at a rapid pace and people are no longer content with traditional methods of dealing with their concerns. They demand quick - if not instant - responses to their queries. The modern local government representative needs to appreciate that the growth of social media means their political and administrative performance is constantly under the spotlight. This workshop will provide you with a range of strategies to stay on top of the demands of social media at a time when its benefits are only just being felt in local politics.

    Elected Members Guide to Depreciation What is it? Why you need it and why councils sometimes get it wrong. For many the concept of depreciation is challenging to understand, yet it plays a big part in annual budget deliberations and discussions. Attending this workshop will help you to better grasp the principles of depreciation and give you the confidence to apply them in your own local government area. This is a repeat of the workshop delivered at the 2013 Finance Summit.

    Session 2 11.00am – 12.00pm

    Homelessness: Caring for our communitiesHomelessness is often an invisible issue for many communities. However, a rising lack of affordable housing, a shortage in public housing stock and an undeniable two-speed economy has resulted in homelessness becoming a more prevalent and increasing issue for Queensland communities. This session aims to provide councillors with an introduction to the ways councils can better consider their engagement with homelessness and build more effective responses. This session is appropriate for those who do not have significant experience in this area, as well as those wishing to expand their knowledge and understanding what’s needed in developing suitable policy and frameworks tailored to tackle homelessness in their own backyard.

    Leadership, Innovation and ProductivityOne of the key findings from the Digital Productivity Survey was for Council decision makers to understand what is possible to improve their business process. How can councils reduce costs, improve internal efficiency or deliver a better service that is sustainable? It is reasonable to understand that if processes are going to change, then a technology must be part of the answer. This is an opportunity for those who are not technically minded to understand some of the solutions that are able to be implemented now.

    Elected Members Guide to Financial Performance Indicators The new LG Regulation has specified 3 ratios of council financial performance. Understanding the purpose and usefulness of these ratios will be of significant benefit to many elected members. This workshop will guide you in knowing what to look for and what questions to ask of your CEO and finance team. The workshop will also touch on what strategies your council may need to consider if some of the ratios start to trend away from the expected norm. This is a repeat of the workshop delivered at the 2013 Finance Summit.

    Hon Jeff Seeney MP Deputy Premier, Minister for State Development, Infrastructure and Planning and Member for Callide

    Jeff Seeney is the Deputy Premier, Minister for State Development, Infrastructure and Planning and Member for Callide. He has been a Member of Parliament since 1998.

    As Deputy Premier and Minister for State Development, Infrastructure and Planning, Mr Seeney will ensure the government delivers on its commitments to investment and infrastructure, major projects, land use planning, urban growth, state development - including regional economic development and local industry policy, and the reconstruction of Queensland following statewide flooding and cyclone events.

    Jeff has played a leading role in the public debate surrounding the developing Coal Seam Gas industry, supporting the industry’s development while advocating better outcomes for regional communities and rural landholders through the establishment of the GasField’s Commission. He is also dedicated to the delivery of a solution for the people in the Mary Valley to get their community back on track and working with Canberra to achieve a streamlined approvals process for major projects.

    He is committed to decentralisation and ensuring regional Queensland shares in the state’s economic growth, which will in turn alleviate the growing pains being experienced in the burgeoning south-east corner.

    Prior to entering Parliament Jeff served as a Councillor on the Monto Shire Council between 1992 and 1998 and as Deputy Mayor from 1994. He is also a former Chairman of the Burnett Inland Economic Development Organisation (BIEDO).

    Cr Sir Merrick Cockell Chair, UK Local Government Association

    Councillor Sir Merrick Cockell was Leader of the Royal Borough of Kensington and Chelsea from April 2000 – May 2013 and was a councillor from 1986. The Council has been a top performer under various inspection regimes and receives excellent feedback in national resident satisfaction surveys. Its performance as an education authority has been praised by Ofsted as “outstanding”.

    In June 2011 Sir Merrick was elected as the Chairman of the Local Government Association (LGA), the lobbying organisation which acts as the voice of the local government sector at national level. Sir Merrick was appointed an Audit Commissioner from July 2009 until June 2011, sitting on the Board of the Audit Commission and in October 2010 he was appointed to the Board of the London Pension Fund Authority. He was appointed Deputy Chairman in April this year. He is currently Chairman of the think-tank Localis and was Chairman of the Conservative Councillors Association and on the Conservative Party Board from February 2008 until February 2011. Sir Merrick was Chairman of London Councils from 2006 until 2010, leading London’s local government, campaigning for fair funding for public services in London and making the case for more devolution from central to local government. Other appointments include board member of the Central London Partnership, fellow of the British American Project and president of the Chelsea Theatre. He is Honorary Squadron Colonel of 41 (PLK) Signals Squadron.

    Sir Merrick is married with two daughters. He ran an international trading company for 23 years and now devotes his time to public service. He was knighted in 2010 for services to local government.

    Hon David Crisafulli MP Minister for Local Government, Community Recovery and Resilience

    David Crisafulli is the son of a North Queensland cane farmer who originally settled in Australia from Italy. After completing a degree in journalism at university, David worked in television, radio and newspaper, as well as lectured in journalism at James Cook University, before becoming a Townsville-based advisor to the Australian Government. In 2004, he stood for Townsville Council and was elected as the first non-Labor councillor in almost half a decade. He rose through the ranks to become Deputy Mayor in 2008, and resigned from Council only to fight the 2012 State election in the Townsville seat of Mundingburra. David won the hotly contested seat and was selected to serve as Local Government Minister in April this year in the Newman Government. David and his wife Tegan have operated small businesses throughout regional Queensland and have two daughters. His hobbies include keeping fit and spending time on their small family farm in Ingham.

    Cr Tom Tate, Mayor Gold Coast City Council

    Tom Tate was elected Mayor of the Gold Coast, Australia’s 6th largest city, in April 2012.

    Tom is a civil engineer by trade, having graduated from the University of NSW in the early 80s. He started his career in the construction industry and later moved into the tourism and hospitality industry.

    Tom has served as CEO of the family owned business which includes the Islander Resort Hotel and Sanctuary Resort, Malaysia for almost 20 years.

    He has been an active member of the Gold Coast business community for many years serving as a Director for a variety of business associations and organisations, including Gold Coast Rugby, Gold Coast Turf Club, Director & Regional Chairman of Chamber of Commerce and Industry Queensland, Board Member The Arts Centre Gold Coast and awarded Life Member of the Surfers Paradise-Broadbeach Chamber of Commerce.

    Tom has been married to his wife, Ruth for 32 years and together they have 4 children.

    As Mayor, Tom is working to return that ‘have a go’ spirit back to the Gold Coast.

    He has committed to reducing the cost of living pressure facing residents, reform council, cut waste and broaden the Gold Coast’s economic base beyond its cornerstones of tourism and construction.

    The multicultural Mayor was born in Asia and is fluent in three languages.

    Cr Jenny Whitney Mayor, Whitsunday Regional Council

    Mayor Jennifer Whitney is a passionate advocate for the Whitsunday Region. With her husband Shane, Jenny moved to the Whitsundays in 1983; relocating from Mackay to raise their family and establish a small business in Proserpine’s Main Street.

    Jenny has been involved in local government in the Whitsundays throughout its various incarnations for 25 years. She joined Proserpine Shire Council in 1984 as an employee, and then served two terms as a Councillor on Whitsunday Shire Council.

    Upon the amalgamation of the former Bowen and Whitsunday shires in 2008, Jenny was elected to the newly created Whitsunday Regional Council as a Divisional Councillor. With this in mind, it was only fitting that Jenny was sworn in as the region’s first female Mayor on May 11, 2012.

    As Mayor, Jenny is determined to support the agriculture, construction, mining and tourism industries that underpin the region’s economy.

    She is committed to improving the liveability of the region, partnering with business and industry to deliver good outcomes for the community, providing open and transparent leadership and ensuring Whitsunday Regional Council achieves organisational excellence.

    Jenny and Shane have two children and four grandchildren.

    In addition to being involved with various community groups and organisations, Jenny currently serves on the boards of Reef Catchments, Whitsundays Marketing & Development Limited and Mackay Whitsunday Regional Economic Development Corporation.

    Cr Deirdre Comerford, Mayor, Mackay Regional Council

    Mayor Comerford is well known for her personal integrity passion, and meticulous planning. First elected to Mackay City Council in 1994, she retired as Deputy Mayor in 2004 to adopt her two children from Taiwan. Re-elected in 2008 she held the Water and Waste Water portfolio. In 2012 she was elected Mayor of Mackay Regional.

    She represents the Mackay Isaac Whitsunday region on the LGAQ Policy Executive, Chair LDMG Mackay, Chair Whitsunday ROC, Executive member REDC Regional Economic Development Corporation, Trustee and Member of various Boards. Her love of people keeps her focused in her role as Mayor.”

    Dr Neil Norton-Knowles MA (Econ), LLB (ANU), D. Phil (Oxford), Fiscal Economist and Financial Adviser

    Dr Neil Norton-Knowles, MA (Econ), LLB (ANU), D. Phil (Oxford), is an experienced fiscal economist and financial adviser with over 400 corporate and local government expenditure-saving commission in the last 35 years in several European countries, but notably the UK, France and Germany. Neil is Australian born but has lived most of his life in Europe after graduating in Canberra in Economics, Law and Financial accounting. Neil is a devotee and close friend during his life of market-efficient economist Professor Milton Friedman and work with him on this epic work Free to Choose. His forte is in explaining the necessity for all levels of Government to be cost-effective in the interest of local-government visibility. In 1992 Neil came to Victoria to be the brains behind the Kennett Government efficiency review of Victorian financial that had gone off the rails after the Cain and Kirner Governments there.

    Gary Pert is the CEO of the Collingwood Football Club - the biggest football club in Australia and the fifth most recognised brand in the country - and is leading the Magpies through a period of considerable prosperity on and off the field, including two premierships and three top four finishes.

    Coming to the Lexus Centre midway through 2007, Gary was previously Managing Director of Channel Nine Melbourne, and enjoyed a 12 year career with Austereo culminating in four years as General Manager, Melbourne and National Sales Director.

    Prior to joining Collingwood as CEO, Pert represented the Magpies 70 times as a player as part of a distinguished 14 year, 233-game career from 1982 to 1995 that included 163 games with the Fitzroy Lions. He was the recipient of the Mitchell Medal in 1989, named All-Australian in 1985, and to the Fitzroy Team of the Century. He served as a director of Collingwood in 2006 and 2007 and currently holds board positions with the Heartwell Foundation and the Pacific Star Radio Network.

    Hon Campbell Newman MP Premier of Queensland

    A civil engineer by profession, Campbell Newman had a 13-year career as an Australian Army Engineer, retiring at the end of 1993 with the rank of Major.

    Following his service in the Army, Campbell worked as a management consultant, helping to improve the performance of large Australian companies.

    He moved from consulting to leading Queensland agribusiness, Grainco Australia and became responsible for the operations of the entire company, including export grain terminals in Mackay, Gladstone and Brisbane.

    Mr Newman has an honours degree in civil engineering from the University of New South Wales, a Master of Business Administration from the University of Queensland and is a graduate of the Royal Military College Duntroon. He is also a Fellow of the Institution of Engineers Australia.

    Elected as the Lord Mayor of Brisbane on 27 March 2004, Campbell served the people of Brisbane until Sunday 3 April 2011, when he resigned to contest the state seat of Ashgrove.

    Mr Newman was elected as the Member for Ashgrove and Premier of Queensland on 24 March 2012.

    Campbell Newman is married to Lisa and has two daughters.

    Tim Mulherin MP Shadow Minister for State Development, Infrastructure, Planning and Racing, Agriculture Fisheries and Forestry, Local Government, Science IT and Innovation

    Tim Mulherin was elected the Queensland Deputy Leader of the Opposition and the Deputy Leader of the Queensland Labor Party on 25th March this year.

    He has been the State Member for Mackay since July 1995.

    Tim became a Minister in the previous Labor Government in 2005, appointed as the Minister for Primary Industries and Fisheries.

    In March 2009, Tim received the added portfolio responsibilities of Minister for Rural and Regional Queensland.

    In February 2011 Tim was appointed as the Minister for Agriculture, Food and Regional Economies a position he held until the March 2012 election.

    Tim is a proud third generation Mackay local and lives there with his wife, three boys and their dog Reg.

    Tim is a patron of many Mackay sporting and community organisations.

    Rt Hon Cr Graham Quirk Lord Mayor of Brisbane

    Following his appointment as Lord Mayor of Brisbane in April 2011, Graham Quirk was elected as Lord Mayor in the 2012 Brisbane City Council election.

    Graham has a long record of service to Brisbane and the local community, being first elected to Council in 1985. As a member of Civic Cabinet for over a decade, he has overseen key portfolios of infrastructure and finance, as well as serving as Deputy Mayor alongside Campbell Newman from 2008.

    Over the course of his career and as part of the Council Administration, Graham has been responsible for delivering many positive outcomes and ongoing projects for the city, including:

    • Easing trafficcongestionwithmajor infrastructureprojectsacross thecity– includingthe TransApex network of cross city tunnels and bridges along with the Road Action Program which has fast-tracked 15 years of urgent road works into just four years;

    • Improvingpublictransportwith500newbuses,11newCityCats,andintroducingtheCityGlider bus service and free CityHopper ferries.

    • Agreencitywiththeplantingof2millionnewtrees,purchasing500hectaresofbushlandfor preservation and using 100% renewable energy within Council;

    • EnhancingBrisbane’scapacityforlong-termeconomicgrowthandsupportingmeasuresthat will attract more events, visitors and investment to the city.

    Graham grew up in Doomben, on Brisbane’s northside and currently lives in Eight Mile Plains with his wife, Anne, and three daughters – Sarah, Elizabeth and Charlotte.

    As Lord Mayor of Brisbane, Graham Quirk is committed to delivering for the residents of Brisbane and making this city a better place to live, work and invest in.

    In his role as Lord Mayor, Graham has also been Chair of the South East Queensland Council of Mayors (COM SEQ) and this year he is the Chairman for the Council of Capital Cities Lord Mayors (CCCLM).
