Approximate quantities have been calculated for the Civil Works and listed in a Bill of Quantities.
It should be emphasised that the quantities listed in the Bill of Quantities are preliminary and will as such be approximate only. The exact quantities can be established only when the final and detailed drawings are completed.
The Tender shall, however, be based on the quantities indicated in the Bills which are prior to the full working drawings.
Before execution of the civil works, detailed drawings will be elaborated activity by activity and only then will final net quantities be given, measured from the detailed drawings with no allowance for waste, breakage, overlaps, etc.
The Contractor will have to include the cost of all necessary works and obligations (shown or mentioned in the present tender documents or necessary according to common practice) either in the unit rates given, or in the lump sums given in the Bill of Quantities. The Contractor may in his tender introduce unit rates or lump sums for works and obligations for which he prefers separate payment.
The unit rates in the Bills of Quantities shall include the costs of all deliveries and works pertaining to the position, such as, but not limited to, basic materials, accessories, prefabrication, scaffolding, shoring, formwork, transport, waste, preparation, all intermediate measures, and final treatments necessary to deliver a complete product.
The unit rates shall further include costs of all tests specified in standards, codes of practice, contract documents and normal according to local practice.
It should be stressed that the unit rates quoted are valid for all similar work in other departments, even if the work in question in the present tender documents is estimated at nil.
The following abbreviations are used for unit in the Bill of Quantities:m3 meaning a volume measured in cubic meters.m2 meaning an area measured in square meters.m meaning a linear length measured in meters.ts meaning a weight measured in metric tons (equal to 1000 kgs) nos meaning a unit measured in numbers.lump sum meaning a complete package measured a one unit to be paid by the
quoted lump sum for the total work.
For items measured in linear metres, measurement shall be made along the centre line of the structures/works.
Where several operations/cost are specified for works measured in m2, measurement will be made for the final product only.

Corrugation, etc., will not be considered for measurement of areas.
In general Substructure refers to structures below final ground level and Superstructure refers to structures above final ground level. However, walls, slabs, beams, soffits etc. above final ground level and being natural part of a Substructure (e.g. slabs over basement, hopper structure, etc.) shall be included in Substructure, also if the floor is located above ground level (e.g. floor above basement in electrical substations). See also further detailing for each department in X6.1 (Building Description). Same definition shall be applied for planning and time schedule purposes.
Positions left un-priced shall be deemed included in unit rates for other positions.
It should be stressed that no other system of measurement that the one described in this preamble will be accepted.

01. Earthworks
All earthworks, including imported back fill, are measured as net volume only, consequently additional excavations, back fill, etc. caused by space required for formwork, working space, natural ground slope etc. are not included in the respective Bill of Quantities.
The rates given for earthworks shall cover the said additional excavation, back fill, etc., as well as any shoring, strutting, etc., required for the stability of the excavated pit and nearby structures.
Excavation, back fill and transport volumes are all measured net before excavation and no allowance will be made for increase in bulk of excavated, filled and transported material.
The rates shall also include the cost for the grubbing of roots, removal of large stone etc.
The rates shall allow for pumping and keeping excavations free of water, this being due to rainfall or due to high ground water table.
The rates (excavation and backfill) shall further allow for intermediate storage, protection of storage if needed, loading and transport from said storage and all necessary unloading and handling.
The base level for measurement of the earthwork quantities is the actual ground level, as approved by the Engineer before the start of the excavation for the building in question. Quantities for difference between the actual ground level and original ground level are measured as part of External Works under positions in section 31 Site levelling.
The excavation is measured as net volume between the underside of the structure (which includes blinding layer, mass concrete and/or sand fill/gravel layers, if specified) and actual ground level, and between the vertical planes, which confine the structure.
The back fill is measured as the net volume of excavation less the volume of concrete, hollow space, blinding layer, mass concrete, roads and sand fill/gravel below actual ground level.
Transport is measured as the difference between the quantities calculated for excavation and back fill. Transport cost of excavated material which can be dumped within the site area shall be included in the unit rate for excavation. Only excavated material which shall be removed from the site shall be measured and included under pos. 01.210 or 01.220 respectively.

If the Contractors should excavate in excess, without any instructions from the Engineer, no extra payment will be effected for this work. The excessive amount of excavated soil below the structure shall be replaced by mass concrete, grade D, or sand/gravel fill as decided by the Engineer, at the Contractors’ own expense.
Earthworks, including back fill and sand fill, for pipes for water, gas, compressed air, cables etc. will be paid for according to the relevant positions in section 33 External pipe systems, 34 Power distribution systems, 35 Sewage and drainage systems and 36 Rain and storm water systems. The dimensions of the trenches are to be approved by the Engineer.
When excavated material can be used as backfill/ large ramps it will substitute partly or all of imported backfill at Back fill rate (pos. 01.110) and Backfill, large ramps, Material form project area rate (pos. 01.125) respectively. No transport shall be added for additional handling. Further, excess quantities in one department shall be balanced against fewer quantities in other departments. This also applies as a global approach of the entire plant irrespective of the number of Contractors and their respective scope of works.
01.010: Excavation in soil
The quantity under this position includes all excavation not included under pos. 01.050 and 01.060.
Excavation of stones smaller than 1 m3 is included under this position.
The excavated quantity is measured as the theoretical volume of the undisturbed soil prior to excavation.
The excavation is measured in m3.
01.050: Excavation in rock
Rock excavation is defined as excavation which cannot be executed by means of a normal excavation plant or ripping, but where pneumatic tools, impact hammers, blasting or other specialised method is needed.
Excavation of stones equal to or larger than 1 m3 is included under this position.
The excavated quantity is measured as the theoretical volume of the undisturbed rock prior to excavation.
The excavation is measured in m3.

Excavation by ripping is defined as excavation in soil which cannot be executed by means of a normal excavation plant of a reasonable size for the actual work, without prior ripping.
The excavated quantity is measured as the theoretical volume of the undisturbed soil prior to excavation.
The excavation is measured in m3.
01.110: Back fill, with excavated material
Back fill material selected from excavated materials pos. 01.010 and from 10.050 and 01.060 if suitable. If the excavated material needs to be screened or otherwise treated before it can be used as backfill then this shall be included in the unit rate and no additional transport to and from a treatment location shall be added.
Rate shall include supply, transport, intermediate storage, compaction etc.
The back fill is measured as the theoretical volume of the compacted soil.
Back fill is measured in m3.
01.120: Backfill, imported fill
Selected back fill material brought from sources outside the site.
Rate shall include supply, transport, intermediate storage, compaction etc.

01.125: Backfill, large ramps, Material from project area
Back fill for ramps etc. containing large quantities (like ramps to crusher hoppers, access into silos etc.) with material selected from excavated materials pos. 01.010 and from 10.050 and 01.060 if suitable.

An approximately 300 mm thick, clean, coarse sand layer, mostly used under concrete floors.
If the subsoil contains soft areas, which in the opinion of the Engineer should be replaced by sand fill similar to the above, the Contractor shall receive payment for this work according to pos. 01.010, 01.210, and 01.130.
The sand fill is measured as the theoretical volume of the compacted sand layer.
Sand fill is measured in m3.
01.140: Stone fill 30/50 mm
Stone fill 30/50 mm delivered and placed in clean condition in oil drain pits under transformers.
Stone fill is measured as the theoretical volume of the compacted fill.

01.150: Gravel fill
Well graduated clean gravel 0/50 mm.
If the subsoil contains soft areas, which in the opinion of the Engineer should be replaced by gravel fill similar to the above, the Contractor shall receive payment for this work according to pos. 01.010, 01.210, and 01.150.
The gravel fill is measured as the theoretical volume of the compacted gravel layer.

02. Piling
General for all pile types:
Further the unit prices shall include costs of loading, transport and storing/ dumping of spoil and excess materials.

02.010: Mobilization
Mobilization is to be considered to include the contractor’s requirement for equipment, tools, offices, workshops etc. for all the specified pile types.
The mobilization is measured as a Lump Sum.
02.020: Demobilization
Demobilization is considered to include the removal of all equipment, tools, offices, workshops etc. for all the specified pile types.
The demobilization is measured as a Lump Sum.
02.030: Setting out of pile positions
Setting out of pile positions includes the survey work related to marking the position of the number of piles given in the BoQ, checking for uplift after driving and confirm final position.
The setting out is measured as a Lump Sum.
General for driven piles:
The pile length will be measured by length, taken from formation level of the ground or other pre-agreed level at the pile position to the bottom pile point when driven.
The unit prices for the piles shall include all costs of splicing piles etc. if required to obtain the specified total length.
Unless otherwise stated reinforcement, formwork (where required), coating (where required) and cast-in parts (if any) shall be understood to be included.
02.100: Supply of concrete piles, Type 1, Length L1
The type of pile and its expected length, L1, is defined under this position number in the Bill of Quantities.

02.130: Overdrive of concrete piles, Type 1

02.160: Extension of concrete piles, Type 1
Make all the required work related to extend the specified pile lengths by an additional minimum 6 meters, if the expected total final length will be more than what can be achieved by using the dolly.
The contractor may either use either special pre-cast concrete part (if available) or extend by traditional in-situ concrete.
The extensions are measured in number (nos).
02.170: Pile shoe for concrete piles, Type 1

The pile length will be measured as the length from the point of the bored pile to the lower side of the concrete foundations/beams.

The type of pile and its expected length, L1, is defined under this position number in the Bill of Quantities.

02.540: Reduced length of bored piles, Type A
The bored length informed under the position 02.500 “Execution of bored concrete piles” will be adjusted by the reduced length to the actual executed length calculated from formation level to the bottom pile point.
The reduced length is measured as the length less the then the pile length informed in the BoQ.

General for pile testing:
Supply of all the required counterweights and/or establishment of other holding down system to test the pile to the informed allowable load with the safety factor required according to local building code or informed in the specifications.
All monitoring and removal of the test set up after completion shall be included.
02.910: Load test of piles type 1
The load test shall comply with the test procedure for the actual pile type.

03. Concrete
The concrete volumes are all measured as the theoretical volumes.
The concrete grades are defined in either the Civil technical specifications or in the BoQ.
The unit rates shall include the costs for the use of all necessary additives as well as all finishing operations needed apart form those mentioned in positions under section 13 Floor finish, 14 Wall finish and 15 Ceiling finish.
For holes and recesses in slabs, beams and walls equal to or less than 0.25 m2, no deduction in the concrete quantities will be made. For holes and recesses bigger than 0.25 m2, the volume of the holes and recesses will not be included in the concrete measurement.
In the following substructures refer to structures below ground up to and including ground floor, if any, and superstructures refer to all structures above ground floor level (for any height of structure). For definition of Sub- and Super-structure see under 00 General.
For concrete pre-cast elements refer to section 07 Pre-cast concrete elements.
03.010: Substructures, Grade A, high strength, post-tensioned silo walls
The concrete grade A will be used in post-tensioned silo walls.
The concrete is measured in m3.
03.020: Substructures, Grade B, ordinary strength, silo walls
The concrete grade B will be used in ordinary reinforced silo walls.
The concrete is measured in m3.
03.030: Substructures, Grade C, ordinary strength
The concrete grade C will be used in ordinary reinforced concrete structures.

03.040: Substructures, Grade CW, ordinary strength watertight

03.060: Substructures, Grade D, mass
The concrete grade D will be used in non-reinforced foundations and other non-reinforced structures.

04. Reinforcement
The reinforcement quantities given in the Bill of Quantities are measured as the theoretical weights in metric tons of cut, bent, fixed and wired steel, as indicated in the Bar Bending Lists. “Rolling margin” will not be considered.
Supports, including supports of top reinforcement in thick slabs, stools, fixing bars, tying wire, spacers, etc., will not be included in the Bar Bending Lists.
Suitable provisions to cover such accessories and cutting waste should be made and included in the unit rates for the different types of reinforcement.
Minor cutting of reinforcement after fixing (diameter less than 14 mm), protruding holes and recesses, etc., shall be covered by the unit rates.
Reinforcement in joints for concrete elements will be paid under pos. 04.010 and 04.020 and pos. 04.210 and 04.220 respectively.

05. Formwork
The formwork is measured as net contact area with the concrete.
Formwork for construction- and expansion joints shown on the drawings will be measured, whereas construction joints introduced by the contractor will not be measured.
Where concrete is cast against other structures, sand, polystyrene, blinding layer, soil (see however below), etc., no measurement will be made.
Formwork for concrete pos. 03.070 is not measurable.
Where casting of walls or side of foundations against soil has been allowed for or specified by the Engineer, the Contractor will receive payment for the formwork only as measured on the drawings. No payment will be given for excess excavation, transport, concrete or for measures specified for separating concrete and soil.
For holes and recesses in slabs, beams and walls equal to or less than 0.25 m2, no deduction in the form area will be made. For holes and recesses larger than 0.25 m2, the actual contact area will be measured.
In the following substructures refer to structures below ground up to and including ground floor, if any, and superstructures refer to all structures above ground (for any height of structure). For definition of Sub- and Super-structure see under 00 General.

The area of the sides of foundations, ground beams and mass concrete foundations will be included under this position.

08. Steel structures
The steel quantities will be measured as the theoretical quantities of manufactured and erected steel members using standard tables informing of weight for sections and pla-tes.
Deduction will be made for slanted and coped ends as well as for holes cut in chequer plates and grating. No deduction will be made for bolt holes.
Anchor Bolts (other than those being placed as cast-in items), bolts, nuts, washers and welds will not be measured separately, but the costs shall be included in the unit rates.
Filler, stiffener and joint plates as well as kicker plates (not fixed to railing) will be measured together with the members to which they are fixed.
The unit rates for expansion bolts and glue anchors shall be measured under 06.350 and 06.355.
The unit rates shall further include the costs of shop and erection drawings as well as painting of steel, except when galvanised.
The unit rates are split into two sub-rates as follows:
Supply, which comprises Supply of all materials, i.e. steel sections, plates, welding rods, anchor bolts,
bolts, washers, paint etc. Workshop drawings, painting and erection drawings. Fabrication. Painting in workshop. Packing and transport to Site.
Erection, which comprises Handling and storage on site. Erection. Touch up painting on site and specified finishes.
The actual steel quality to be used will be informed in the relevant specifications, but it is typically S235 JR, S275 JR or S355 J2 according to EN 10025 (equivalent to A36, A43 or A50 according to ASTM) except for light gauge sections which are Grade 350 (ISO 4998) or similar.

38. Demolition
The unit prices for demolition shall include costs for securing, breaking/taking apart and lifting to ground level of all debris and/or members.
The unit prices for demolition shall further include costs of temporary supports, protection of parts which may remain, protection against dust and noise, etc.
Removal and transport to dump of all materials shall be included.
38.010: Demolition of reinforced concrete roads
This position covers demolition of 100-300 mm reinforced concrete roads or similar slabs.
