These projects have very similar scopes of work to that of the Detroit Boulevard in that they involved roadway, drainage, and utility improvements in existing neighborhoods. Each project included planning and design considerations for right-of-way, public coordination, maintenance of traffic, and utility coordination.

Criteria 2: “Experience with drainage design and basin studies.” jehle-halstead, inc. has performed area-wide basin drainage studies and design for several areas within Escambia County. Our work included preliminary surveys, a basin study, an inventory of the existing and stormwater systems, ICPR modeling of these same systems, cost estimating and preparing phasing recommendations for future implementation. We have performed these services for these major County Projects:

Criteria 3: “Recent and current workloads.” jehle-halstead has adequate in-house surveying and engineering staff to begin work on the Detroit Boulevard project immediately and to complete the intended scope in a timely manner. Table 1 below is a workload projection for our firm for the coming year. It demonstrates that we have manpower available to take on and complete this project. Assuming work begins in December, 2013 with the conceptual efforts and surveying, we anticipate that full design would begin in the April timeframe of 2014. At that time we have no large commitment and can devote all of our resources to this project.

Criteria 4: “Ability to handle permitting and utility coordination.” jehle-halstead, inc. has acquired more than 150 Northwest Florida Water Management District ERP permits since the beginning of that program in 2010. We are well acquainted with their procedures, their staff, and most importantly, their rules. Effective today, October 1, 2013, the new State ERP rules take effect. We have familiarized ourselves with these new requirements and are prepared to address them as a part of this project. Some of the permits that we have received encompassed wetland impacts where both the Florida Department of Environmental Protection and the Army Corps of Engineers were also involved. We are experienced in dealing with all of these agencies and we will have the support of Edmisten & Associates, environmental consultants to help us on this project as needed. jehle-halstead, inc. is an approved continuing services engineer for the Emerald Coast Utilities Authority, the local water and sewer system operator in the Detroit Boulevard area. We have been serving them in this capacity of over twenty-two years. Having worked in this capacity for ECUA, we have come to know all of the other local utility providers and are able to work hand in hand with them on projects in the area. Mr. Don Richmond of our office serves as our representative on the Utilities Coordinating Committee and has since its inception. It is the company’s policy on all projects to not only send copies of our plans to potential affected utilities, but to follow up with them to ensure that our plans have been carefully looked at by their staff to minimize the possibilities of any conflicts.

Criteria 5: “Past record and performance, background experience and technical expertise of firm and individual team members.” jehle-halstead, inc. has received very high marks on performance evaluations for previous projects done for Escambia County. Additionally, we are an approved consultant for the Emerald Coast Utilities Authority from whom we have previously received high performance marks for projects that we have completed and we have already been selected by them to do the Beach Haven sewer design.. Other agencies that have given us favorable performance reviews include the School District of Escambia County, the Santa Rosa County School District, and the University of West Florida. These testimonies to our abilities to provide a constant level of quality services to our clients indicate our superb ability to perform. Copies of our performance reviews and letters of recommendation are enclosed at the end of this Supplemental Information narrative. This project will also have an intense utility coordination effort. Also attached are letters of recommendation from the three major utility providers, Gulf Power Company, Peoples Water Service Company and AT&T for this project area specifically. jehle-halstead is fully staffed with highly qualified surveyors and engineers and we are able to satisfy all of the key GSA Codes with individuals within our firm. The following is a listing of our staff identified by the GSA Codes that applies to their role in this project. Criteria 6: “Ability to communicate effectively with County Staff, Contractors, or Residents, when required.” jehle-halstead, inc. has always prided itself on trying to have its clients integrally involved in all phases of their projects. This is especially true on those assignments for public agencies such as Escambia County. Regularly scheduled meetings during the planning, design, and construction phases are always part of our standard operating procedures. It is through effective communication in these meetings that all parties develop a thorough understanding of the scope of the assignment and work through any issues that may present themselves. We find these meetings to be most important during the initial stages of the engineering work so that our assignment is well understood and also during construction when it is essential for everyone to address any issues that arise in a responsive manner. jhi has adopted an in-house acronym called “RAPID” response which describes our philosophy in addressing all design and construction challenges.

Criteria 7: “Recognition, understanding, capability and resources to perform the services specific to the project.” jehle-halstead, inc. has a very thorough knowledge of the project and project area. Having worked on several similar projects for Escambia County, we are fully aware of the challenges presented in implementing the Detroit Boulevard Safety Upgrades. We have studied the proposed project are very thoroughly. There are key components to implementing safety improvements along Detroit Boulevard as described below and as shown on the enclosed concept drawings:

1. jhi has examined the accident report history for this roadway segment for the 2012 calendar year. There are recurring accidents that indicate certain areas that need to be examined for safety upgrade:

a. A significant percentage of the accidents were reported as off-road incidents. These were comprised of vehicle encounters with roadside obstructions such as mailboxes, signage, trees, ditches, culverts, or other objects in the right-of-way. Roadway improvements to minimize these kinds of accidents would include construction of a curbed roadway section with particular attention to maintaining an adequate clear zone from the travel lanes to help prevent such accidents. With the curbed roadway section, the improvements would also entail installing a drainage collection system to eliminate roadside ditches that presently exist. Some of this segment of Detroit Boulevard already has a piped drainage system that drains to an existing stormwater basin at the Untreiner Avenue intersection. It is mainly the western end of the segment that would need to be upgraded to provide a roadside drainage collection system.

b. Another significant percentage of the accidents involved left turning movements with rear end collisions. Most of these accidents occurred at the west end of Detroit Boulevard where there are several street and driveway intersections that are located in a stretch where limited sight distance is a problem. Possible solutions to this condition would include re-alignment of Detroit Boulevard, implementing more designated left turn lanes such as the one at Sharon Drive, and clearing/re-grading right-of-way areas to provide better sight distance.

c. A group of related accidents also seemed to be occurring at the Pine Forest Road Intersection. These accidents were of two kinds, either rear-end collisions or side collisions during left turn movements. This particular intersection is complicated by a number of factors. It is an unsignalized intersection located close to the I-10 ramp signalized intersection, the Detroit Boulevard approach is on a tight radius curve right at the intersection, and there are commercial driveway connections located on Detroit Boulevard in very close proximity to the intersection. The geometrical and traffic conditions will have to be studied very closely to develop a safe re-design of the intersection.

d. A final area of concern is at the Highway 29 intersection. The Detroit Boulevard approach has no right turn lane. There is an existing rail line in close proximity to this intersection which complicates the construction of a turn lane but it can be accomplished. This improvement would greatly improve traffic flow through the intersection such that some of the accident history could be prevented.

2. jhi has also examined the lack of pedestrian walkways in this area. The curbed

roadway section with adjoining sidewalks would provide safe conditions for pedestrians throughout the corridor. There appears to be adequate right-of-way to accomplish a standard 24’ wide, curbed roadway section with adjoining 5’ wide sidewalks. This configuration is shown on our attached conceptual plans.

3. jhi has studied the existing drainage systems along this segment of Detroit

Boulevard. On the east end from Highway 29 to Untreiner Avenue there is an existing system that will only require minor modifications. From Untreiner Avenue west to Cove Avenue there is some roadside drainage piping in place that would need to be expanded. The remainder of the roadway, which is about the western half of the segment, has only an open, roadside ditch drainage system. This entire stretch would need to be improved with a piped system that would be extended to a possible stormwater basin site located on a parcel of land on the south side of Detroit Boulevard just east of Kingfisher Way as shown on the conceptual plans.

4. jhi is aware that the implementation of safety upgrades along Detroit Boulevard will possibly include provisions for new bridges and we are prepared to address that from drainage and structural design standpoints.

5. Maintenance of traffic will play a key role during construction. Detroit Boulevard serves as a through route for traffic between Pine Forest Road and Pensacola Boulevard. This traffic can be easily redirected to use either I-10 or Nine Mile Road as alternative routes during construction. There are a number of major north-south side streets that connect to Detroit Boulevard. These thoroughfares can also be directed to take alternative routes rather than being channeled toward Detroit Boulevard. There are, however, several isolated subdivisions including Pine Springs Estates, Detroit Manor, Kambreon Estates, and Kambreon East, as well as a number of individual parcels that have no alternative routes to take. Providing a comprehensive Maintenance of Traffic Plan to accommodate these areas will be crucially important.

This project included sanitary sewer installation, domestic water main relocation and other utility coordination. jhi provided construction inspections, pay request and change order processing, bi-weekly coordination meetings, management and neighborhood meetings, and acquired permitting as required.

Langley Avenue Redevelopment: Existing roadway requiring engineering design for pavement widening, drainage improvements, turn lanes, sidewalks and intersection upgrades. Project also included sanitary sewer installation, domestic water main relocation, upgrades along with other utility coordination. Brickyard Road Dirt Road Paving and Drainage Improvements: The project consists of the paving design of approximately 7512 linear feet of existing dirt road and associated drainage improvements along Brickyard Road between Brickton Road on the north to Molino Road on the south. Civil engineering services consists of preparing construction plans to represent existing roadway alignment, proposed vertical and horizontal alignment; permitting; design work includes maintenance of traffic plans, stormwater pollution prevention plans (erosion control), shoulder work, pavement, striping and signage, environmental impacts and coordination with the railroad to the east of the project; roadside drainage ditches that discharge to an existing creek shall be included in the design and wetland impacts identified and permitted within the design effort.

Chestnut / Lula / Keck / Crabtree Church / Gibson Roads: (Design, Construction Administration) – Existing dirt road projects with drainage problems. Provided services to include resident meetings/coordination, right-of-way/easement acquisition, roadway paving and drainage engineering design. Attain appropriate permitting as necessary for construction.

Brandon Avenue - Existing roadway requiring engineering design for pavement widening, drainage improvements, sidewalks and intersection upgrades. Project also included sanitary sewer installation, domestic water main relocation and other utility coordination; provided construction inspections, pay request and change order processing; bi-weekly coordination meetings, management and neighborhood meetings, and acquired permitting as required.

These projects represent complex to moderately complex roadway designs. We see the Beach Haven project as a similar kind of challenge. Beach Haven area has existing paved roadways that appear to be structurally sound in most areas. The corrective measures needed are related to overall drainage improvements for conveyance to treatment areas, and outfall structure designs to maintain un-flooded conditions during extended rainfall events. The projects listed above represent some of our experience in dealing with similar projects. Utility construction will be a major portion of this project and coordination starting with pre-design concepts with all utility providers will be key to a successful project.
