Yerevan, 21 May: The Armenian president, Serzh Sargsyan, today received the Argentinean minister of foreign relations, [international trade and worship,] Jorge Taiana, who is in Yerevan on the occasion of the opening of the embassy of Argentina.

The press service of the head of state has reported that Sargsyan congratulated the foreign minister on the 200th anniversary of his country's independence and also noted the need to use the full potential for developing bilateral relations.

The sides also discussed stimulating economic cooperation and intensifying contacts in the field of culture and sport. The minister stressed that Argentina is ready to assist the Republic of Armenia in using new technology in agriculture. In turn, the president expressed his gratitude for the good attitude towards the Armenian community of Argentina.

The sides noted that the Armenian community is a link between the two countries. The sides also discussed international recognition of the Armenian genocide and settlement of the Karabakh conflict. The foreign minister stressed that the genocide was a fact beyond any doubt. He also added that Baku's bellicose statements by no means facilitated a peaceful solution to the problem.

2. Armenian minister slams European body's resolution on Karabakh - state TV

Armenian Foreign Minister Edvard Nalbandyan has slammed 20 May resolution of the European Parliament, which called for withdrawal of Armenian troops from "occupied Azerbaijani territories", the state-owned Armenian Public TV reported on 21 May.

"Provisions contained in the [European Parliament's] report [resolution on the South Caucasus], pertaining to Nagornyy Karabakh are not in accordance with either the Madrid principles [of the Karabakh settlement], the L'Aquila statement [statement of presidents of countries that co-chair the OSCE Minsk Group], or the Moscow [Meindorf] declaration, which is mentioned in the report itself," Nalbandyan told the news conference.

The European Parliament adopted resolution number 2216 on 20 May demanding the "withdrawal of Armenian forces from all occupied territories of Azerbaijan, accompanied by deployment of international forces, to be organized in accordance with the UN Charter in order to provide the necessary security guarantees during the period of transition. This will ensure the security of the population of Nagorno-Karabakh and allow the displaced persons to return to their homes", the official website of the European Parliament said on 20 May.

The Armenian foreign minister said the resolution contradicted the EU's position on the issue: "There is an obvious mess of the formulations, and I believe one of the reasons is that the author of the report had never been to Karabakh and to the region at the time of writing that report and had not consulted with even the representative of France, which is an EU member and a co-chair in the OSCE Minsk Group. For this reason some of these provisions contradict the EU's position as well. This position [EU's position] was expressed on numerous occasions; the EU's position was expressed in a quite extensive statement in December 2009 in Athens and this position is also fully in accordance with Armenia's position", Nalbandyan said at the news conference.

Although I cannot go into the details, there is a brilliant proposal on the table, and it is up to the Armenians to accept or reject it,” Kınıklıoğlu stated. Noting that the achieving Turkish-Armenian reconciliation is an important issue at the moment, Kınıklıoğlu said he would personally vote “yes” on the Armenian protocols because he is in favor of normalizing relations. Turkey and Armenia sealed twin “agree-to-disagree” protocols last October -- currently at a standstill -- to transform persistent animosity into lasting amity. A chain of negative developments and Azerbaijan’s strident opposition to the protocols have made the reconciliation roadmap a thorny document.

Underscoring that the normalization will come into being through the political will of both Turks and Armenians, the senior official said it would not work if they wait for outside actors to solve their problems. “And this is not realistic,” he added.

Speaking about the Nagorno-Karabakh dispute, Kınıklıoğlu pointed to the occupation by Armenia of the territories of Azerbaijan, a member of the Council of Europe, and said Turkish-Armenian normalization cannot take place at a bilateral level as there is an “abnormal situation” called Karabakh in their neighborhood. Underlining that resolving the Nagorno-Karabakh issue is not a precondition and that reconciliation and the Karabakh dispute are parallel processes generating support for each other, Kınıklıoğlu said this view benefits Turkey, Armenia and Azerbaijan.

“The program basically aims to secure uninterrupted gas supply in Armenia and improve security. The program also features principal trends of gas-transport and gas-distributing systems’ development, as well as forecasts amounts of required investments and expected results,” the company said.

The total amount of the investment program for 2010-2012 will reach AMD 24.2 bln (without VAT), out of which 9.5bln will be invested in 2010.



According to PSRC representative Abgar Budaghyan, the gas tariffs will increase no more than AMD 1 / 1 cub. m of gas (including VAT) as a result of investments in 2010.

Voters in Georgia will elect 64 new municipal councils in May 30 local elections for a four-year term.

The major focus of the local elections is made on contest in the capital city, Tbilisi, which will directly elect its mayor for the first time.

Outcome of mayoral contest, as well as of party contest for Tbilisi Sakrebulo (City Council), in the capital city, where one-third of the country’s voters are concentrated, is believed to largely determine the country’s political landscape in run up to presidential elections in 2013, when Mikheil Saakashvili’s second and final term in office expires.

Municipal Councils (Sakrebulo)

Formally there are 69 local municipal councils (Sakrebulo), but authority of five of them will be automatically prolonged without elections; these are those five councils, which before the August, 2008 were located in the Georgian-controlled areas of breakaway Abkhazia (in Kodori gorge) and

All the Councils are composed through both majoritarian and party-list, proportional system.

Proportional Contest

The seats allocated under the proportional system are distributed to the parties and election blocs, which clear a 5% threshold in provincial regions.

Lower threshold of 4% is set for Tbilisi City Council proportional contest.

Number of seats in majority of Councils distributed through proportional system is 10.

Exception is the capital city, where total of 25 proportional seats are for grab and three other major cities – Kutaisi, Batumi and Rustavi, where 15 seats in each are contested.

There are total of 670 proportional seats for grab in all 64 Councils.

Majoritarian Contest

Number of majoritarian seats varies in various municipal councils, depending on their size.

The largest is Tbilisi, where 25 majoritarian seats are for grab (there is total of 50 seats in the Tbilisi City Council).

In Tbilisi total of 228 majoritarian candidates have been nominated by about dozen of political parties and election blocs. Number of contenders in each of 25 single-mandate constituencies varies from at least 7 to 11.

Councils of three other major cities – Kutaisi, Rustavi and Batumi – have 10 majoritarian seats each and there are five majoritarian seats in Poti.

There are total of 1,025 majoritarian seats for grab in all 64 Councils.

Mayoral Race

Tbilisi is the only city in Georgia where mayor is elected through direct vote.

Mayors of four other major cities – Kutaisi, Rustavi, Batumi and Poti – are elected by the local municipal Councils. The same rule was applied for Tbilisi as well, but it was changed as a result of amendments to the election code in December, 2009.

In other provincial municipalities, a head of district (Gamgebeli as it is called in Georgian) is appointed through the approval of local Councils.

There are nine candidates running for the Tbilisi mayoral office:

* Gigi Ugulava, an incumbent Tbilisi mayor, nominated by the ruling party; * Irakli Alasania, leader of Alliance for Georgia; * Giorgi Chanturia, nominated by Christian-Democratic Movement; * Gogi Topadze, leader of Industry Will Save Georgia (Industrialists); * Zviad Dzidziguri, leader of Conservative Party, nominated by a coalition, which also includes Party of People and ex-PM Zurab Nogaideli’s Movement for Fair Georgia; * Davit Iakobidze, nominated by Democratic Party of Georgia; * Nika Ivanishvili, head nominated by his newly established party Popular Democrats; * Tamaz Vashadze, nominated by Solidarity party; * Giorgi Lagidze, leader of Future Georgia party.

Election Administration

Central Election Commission (CEC) is the main body administering elections.

CEC is composed of 13 members, including its chairman Zurab Kharatishvili, who was elected on the post by the Parliament in January, 2010.

Seven members of CEC are from following political parties: ruling National Movement party; Labor Party (the party boycotts the local elections); Conservative Party; Industrialists; Republican Party (part of Alliance for Georgia); On Our Own party and Christian-Democratic Movement – these two latter parties have formed an election bloc to run in the elections on a joint ticket.

Five remaining CEC members were nominated by the President and appointed by the Parliament.

There are 73 District Election Commissions (DEC) – middle-level election administrations.

There are over 3,600 Precinct Election Commissions (PEC), which are the lowest level of election administrations, but of crucial importance as they are in charge of administering polling stations and are first bodies to count votes.

Like CEC, each PEC and DEC has 13 members and distribution of seats in PECs and DECs among the political parties is similar to the one in CEC.

9. Iranian FM Expected to Visit Georgia in June



Civil Georgia, Tbilisi / 21 May.'10 / 13:16 Foreign Minister of Iran, Manouchehr Mottaki, is expected to visit Georgia tentatively in June, Ramin Mehmanparast, a spokesman for the Iranian Foreign Ministry, said on May 21.

The Iranian Foreign Ministry spokesman was speaking in Tbilisi, which he is visiting together with a group of Iranian journalists.

He also said that a visit of Iranian President, Mahmoud Ahmadinejad, was also possible. According to the Iranian sources, President Saakashvili extended invitation to Iranian President to visit Georgia on May 14 when Iran's new ambassador in Tbilisi, Majid Saber, submitted his credentials to the Georgian President.

After the planned Iranian Foreign Minister’s visit to Georgia, Mehmanparast said, holding of a joint Georgian-Iranian governmental commission meeting was expected in Iran.

“We are waiting for the Georgian Prime Minister [Nika Gilauri] to visit Iran and accompanying the delegation for the joint commission,” he said.

“Relations between Iran and Georgia are excellent,” Mehmanparast said. “In political affairs we have very good relationship, but we think that we should increase our cooperation in economic affairs... especially in energy sector, agriculture.”

Speaking at a conference of Iranian and Georgian journalists in Tbilisi on May 21, Iran’s new ambassador to Georgia, Majid Saber, said there was a great potential in boosting bilateral cooperation in energy sector. He said that Iran planned to invest in construction of hydro power plant in Georgia and the Georgian side had requested Iran to share its experience in wind energy development.

Responding to a question about Georgia-U.S. relations, the Iranian ambassador recalled Georgia’s energy crisis in January, 2006 caused by explosion of two gas pipelines in Russia’s North Caucasus and said Iran at the time showed its readiness to provide assistance through supply of gas.

“No U.S. help was there when you needed it most. Real friendship is demonstrated in hard times,” the Iranian ambassador said without further elaboration on the matter.

15. Azeri authorities threaten to close Sunni mosque - agency

The Azerbaijani authorities have threatened to close a Sunni mosque near Baku.

The imam of the Musviq mosque outside Baku, Mubariz Qacayev, has told APA news agency that local police have threatened to close down the mosque and banned Friday prayers.

In the meantime, the Azerbaijani State Committee for Work with Religious Structures has said the mosque has not been registered.

Local Wahhabis turned to the Musviq mosque following the blast in Baku's Abu Bakr mosque in August 2008 which killed two and wounded 19 others, APA said. The Abu Bakr mosque has been closed since then.

The schedule of the visit has not been confirmed yet. Nevertheless, it has been known that, “Agreement on economic-trade, scientific-technical and cultural cooperation between the Government of Dagestan Republic of the Russian Federation and the Government of Republic of Azerbaijan” will be signed within the framework of the visit.

Note that, it will be the first foreign visit of Dagestani President Magomedsalam Magomedov, who was inaugurated on February 2 of current year.

Within the framework of the visit it is expected to hold first meeting of Azerbaijan-Dagestan intergovernmental commission.

Its military base is ruined, Azerbaijani Defense Ministry spokesman, Lieutenant-Colonel Eldar Sabiroglu said at a press conference on the contact line with the Armenian armed forces in Terter.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Armenian armed forces have occupied 20 percent of Azerbaijan since 1992, including the Nagorno-Karabakh region and 7 surrounding districts. Azerbaijan and Armenia signed a ceasefire agreement in 1994.

The co-chairs of the OSCE Minsk Group - Russia, France, and the United States - are currently holding the peace negotiations.

An explosion on the Russian sector of the Mazdok-Kazimagomed Pipeline did not affect gas exports to Russia, the State Oil Company of the Azerbaijan Republic (SOCAR) reported.

"The explosion took place in Dagestan. Russia continues to receive gas based on previous volumes," a SOCAR source said.

The source did not note the daily volume of gas exported to Russia. However, on average, 2.5-3 million cubic meters of gas per day were transported daily to Russia.

According to SOCAR, Azerbaijan exported 261.7 million cubic meters of gas to Russia in January-April. In April, the figure amounted to 89.6 million cubic meters.

The Kazimagomed-Mozdok Pipeline transports the Azerbaijani gas to Russia. The pipeline's capacity is about 5 billion cubic meters per year. Until 2007, Azerbaijan imported about 4.5 billion cubic meters of gas via the pipeline. However, Azerbaijan later refused to import Russian gas. Since January 2010, Azerbaijani gas supplies have been transported to Russia via the pipeline.

Azerbaijan started gas supplies to Russia Jan. 1, 2010.

A medium-term contract on the purchase and sale of Azerbaijani gas to Russia (with the possibility of extension) was signed between SOCAR and Gazprom in Baku Oct. 14. It covers 2010-2014. Under the contract, the Azerbaijani side will annually supply gas amounting to no less than 500 million cubic meters to Russia. The contract did not specify a limit to the gas supply volume. SOCAR will notify the opposite side of the amount which the company can deliver for the next six months.

Earlier, Gazprom and SOCAR agreed that in 2009 Russia would acquire 1 billion cubic meters of the Azerbaijani gas instead of 500 million and in 2011 the volume of supply would be doubled and reach about 2 billion cubic meters.

Azerbaijan hails European Parliament's move on Karabakh conflict

Azerbaijan's Foreign Ministry has welcomed the European Parliament's 20 May 2010 resolution on strategy in the South Caucasus.

In a statement issued on 21 May the Azerbaijani Foreign Ministry welcomed the provisions of the resolution that concern the conflict between Armenia and Azerbaijan over its breakaway Nagornyy Karabakh region, APA news agency reported.

"The European Parliament calls for speeding up efforts to resolve the conflict in coming months and for rejecting the status quo that is not internationally recognized and that was formed through use of violence, and demands that the Armenian forces withdraw from Azerbaijan's territory," the statement read. It added that the European Parliament also urged unequivocal and unconditional recognition of the rights of hundreds of thousands of forced migrants to return to their land.

The ministry said it welcomed the European Parliament's criticism of the separatists' "parliamentary election" in Nagornyy Karabakh. "The European Parliament's resolution confirms the European Union's position that it regards organizing elections in the separatist territories as anti-constitutional and illegal and that it defends the political rights of forced migrants," the statement read.

"The ministry believes that this clear and prompt declaration by the European Parliament on the Nagornyy Karabakh conflict will serve as a signal for Armenia to stop its policy of playing for time and to take a constructive position on the basis of principles outlined in the resolution," the statement read.

(ISTANBUL) - Turkey is ready to open its ports to Cyprus if international traffic is allowed access to harbours on the island's breakaway Turkish north, Turkish Foreign Minister Ahmet Davutoglu said Friday.

"We want to lift all borders on Cyprus. We are ready to open Turkish ports to Greek Cypriots," he was quoted by the Anatolia news agency as telling a meeting of parliamentarians from EU and Mediterranean countries.

Turkey would take that step if two sea ports -- Famagusta and Kyrenia -- as well as Ercan airport in the self-declared Turkish Republic of Northern Cyprus (TRNC), are opened to international traffic and trade, the minister added.

"The world will open three ports for Turkish Cypriots and we will open all Turkish ports to Greek Cypriots. I promise," Davutoglu said.

Turkey is obliged under a trade pact with the European Union to open its ports to Cyprus, an EU member represented by the internationally recognised Greek Cypriot government in the island's south that Ankara does not recognise.

But it has refused to do so until the EU moves on a pledge to ease the international isolation of the TRNC, which is recognised only by Turkey.

Turkey's position prompted the EU in 2006 to freeze Ankara's accession talks in eight of the 35 policy areas, known as chapters, which candidate countries must successfully negotiate prior to membership.

28. Turkish minister says Turkey entitled to be involved in Iran problem

Istanbul, 21 May: Turkish Foreign Minister Ahmet Davutoglu said on Friday [21 May] that "Turkey has the right to say on problem regarding Iran if the problem affects Turkey".

29. Turkish minister sees a "new page" in relations between Turkey, USA


Washington, DC, 21 May: The Turkish state minister for foreign trade, Zafer Caglayan, said on Friday [21 May] that Turkey and the United States opened a new page in relations.

Caglayan, currently on a visit to Washington, DC, said his visit achieved its goals, "We have a timetable now and we drew a road map with that timetable. We did not have road map before."

Caglayan, who met with the executives of the leading US companies and finance institutions, said the executives told him that Turkey would be a very important power in its region.

"The executives of US companies said eight of every 10 refrigerators used in houses in Britain were manufactured in Turkey. Investment opportunities in Turkey should be explained well to the other countries. We should very well explain labour-force costs and Turkey's logistic and geographical advantages to them," Caglayan said.

Caglayan said he met with the executives of United Technologies company and the company expressed eagerness to open maintenance and operation section in Turkey's Sabiha Gokcen Airport. He said the company also thought of making investment in manufacturing of helicopters.

"The company wants to manufacture aircraft engines in Turkey. They also want to invest in Turkey to sell some models of Sikorsky helicopters to the whole region," he said.

Caglayan said he also thanked the US companies for the support and lobbying activities they extended to Turkey during the Armenian resolution.

Caglayan said, "When we were asked about Turkey's trade with Iran, we told them that it was more than the trade with the USA". He said Turkey would become peaceful transition corridor in case the deal in Tehran was put into effect.

Caglayan said they also assessed the problems between the two countries, adding that actual process would start from now on.

Responding to a question, Caglayan said Turkish Coalition of America (TCA) fulfilled important social responsibility project and within the scope of the project it sent Indians, minorities in the United States and children of Armenians to Turkey.

Caglayan said TCA supported increase in investments in several fields, like mine, construction, infrastructure and education in places like Arizona, where Indians were overwhelmingly populated.

Caglayan later left Washington, DC, for Turkey.



30. Turkish security forces seize 74 kilos of hashish in east


Van, 21 May: Turkish police seized 74.7 kg of hashish in eastern province of Van.

Acting on a tip-off, gendarme forces stopped and searched a car in Ercis town of Van, confiscating 74.7 kg of hashish in the operation.

31. Kosovo premier comments on political, economic ties with Turkey


Istanbul: Kosovo's Prime Minister Hashim Thaci said on Friday that he expected an active role from Turkey in the Balkans for the stability of the region.

"Positive relations between Ankara and Belgrade will contribute to the stability of the region," Thaci said speaking to Turkish journalists.

Thaci said 69 countries recognized Kosovo after it has become a member of the World Bank and IMF, and indicated that his country was built on new democratic standards.

Thaci said Kosovo was also the motherland of the Turks, Albanians, Serbians and Bosnians living in this country and added that they targeted integration with the institutions of European and Atlantic countries.

Thaci said relations with Turkey were very important for Kosovo, and thanked to Turkish people and Prime Minister Recep Tayyip Erdogan over their support.

Kosovo's prime minister said Turkey and Kosovo cooperated in diplomacy, economy, education, health and defence.

Thaci invited Turkish businessmen to invest in Kosovo in areas of infrastructure, airport and energy.

"We build good neighbourhood relations to be member of EU and NATO," he said.

The Kosovan prime minister said on Friday that his country wanted to establish good relations with Serbia.

Kosovo's Premier Hashim Thaci said however, his country was facing attacks of Belgrade.

Kosovo was saying "yes" to every policy that would bring peace and stability to the region, Thaci told Turkish reporters at a working breakfast in Istanbul.

Thaci underlined importance of Turkey's role for the future of the region.

European Union (EU) membership was important for liberalization of trade, Thaci said.

Thaci said visa exemption initiatives continued, and Kosovo had established good relations with regional countries.

Serbia would understand both its and Kosovo's integration to the EU had vital importance for the two countries and the region, Thaci said.

The Kosovan prime minister said Kosovo had become members of the International Monetary Fund (IMF) and World Bank, and would become a member of the European Investment and Development Bank soon.

As a result, new countries would recognize Kosovo's independence, Thaci said.

More than 60 countries have recognized Kosovo's independence.

Thaci said Kosovo wanted to have good relations with Russia and hoped Russia would recognize Kosovo soon.

The Kosovan premier defined Turkey as a key and strategic country for cooperation.

Thaci said Kosovo was working on using Turkish on ID cards and passports, and open a consulate general in Istanbul and the western city of Izmir.

Kosovo's vision is to be a part of the EU and NATO, Thaci said.

Thaci also asked Turkish Prime Minister Recep Tayyip Erdogan to call on countries to recognize Kosovo.

The Kosovan prime minister arrived in Turkey on Wednesday.

Thaci's visit to Turkey is the first state visit at prime ministerial level after Kosovo declared independence in February 2008.

34. Turkish premier briefs US president on Iranian nuclear deal


Ankara, 21 May: The Turkish prime minister sent a letter to the US president on Friday [21 May], briefing him on an agreement signed in Tehran, Iran, on Monday [17 May] regarding Iran's nuclear programme.

Turkey's Premier Recep Tayyip Erdogan's letter was a response to the letter US President Barack Obama sent on 20 April.

In his letter, Erdogan briefed Obama on details of the agreement reached in Tehran over Iran's nuclear programme on Monday.

Erdogan said the mentioned declaration had not closed Iran's nuclear programme file but opened a significant door for settlement of the issue through diplomatic means.

Premier Erdogan said Turkey would continue its efforts for solution of the issue.

With the agreement signed by Turkish Foreign Minister Ahmet Davutoglu, Iranian Foreign Minister Manuchehr Motaki and Brazilian Foreign Minister Celso Amorim on Monday, Iran committed to give the 1,200 kg of 3.5 per cent-enriched uranium to Turkey in exchange for 20 per

cent-enriched uranium it will receive from Western countries to be used as fuel in the nuclear research reactor in Tehran.

Tehran will receive the enriched uranium from the Vienna Group, comprising of the USA, France, Russia and International Atomic Energy Agency, in Turkey.



35. Cypriot president, Turkish Cypriot leader to meet over dinner ahead of talks


Nicosia, 21 May: President Dervis Eroglu of the [self-declared] Turkish Republic of Northern Cyprus (TRNC) and Greek Cypriot leader Dhimitrios Khristofias will meet over dinner on 25 May, ahead of the resumption of Cyprus talks.

The leaders will meet at Chataux Status restaurant upon an invitation by the UN secretary-general's special envoy for Cyprus, Alexander Downer.

Eroglu earlier invited Khristofias to dinner but Greek Cypriot leader did not accept the invitation.

Eroglu and Khristofias will have their first meeting at the buffer zone in Nicosia on 26 May.

A senior Turkish official has said there is a “brilliant proposal” for Turkish-Armenian reconciliation and that it is up to Armenia to accept or reject it. Justice and Development Party (AK Party) Deputy Chairman for External Affairs Suat Kınıklıoğlu spoke about Turkish-Armenian reconciliation at a panel discussion in Washington on Wednesday where he said the two sides had agreed to “remain silent” for some time and evaluate “what is on the table.” The Middle East Institute’s Center for Turkish Studies hosted Kınıklıoğlu, who is also chairman of the Turkish-American Interparliamentary Friendship Group, for a discussion on Turkey’s neighborhood policy and its influence in and implications for the Middle East.“There is something new on the table. Although I cannot go into the details, there is a brilliant proposal on the table, and it is up to the Armenians to accept or reject it,” Kınıklıoğlu stated. Noting that the achieving Turkish-Armenian reconciliation is an important issue at the moment, Kınıklıoğlu said he would personally vote “yes” on the Armenian protocols because he is in favor of normalizing relations. He said he believes this move has the potential to transform the South Caucasus and make it a part of Europe.

Turkey and Armenia sealed twin “agree-to-disagree” protocols last October -- currently at a standstill -- to transform persistent animosity into lasting amity. A chain of negative developments and Azerbaijan’s strident opposition to the protocols have made the reconciliation roadmap a thorny document.

Underscoring that the normalization will come into being through the political will of both Turks and Armenians, the senior official said it would not work if they wait for outside actors to solve their problems. “And this is not realistic,” he added.

Speaking about the Nagorno-Karabakh dispute, Kınıklıoğlu pointed to the occupation by Armenia of the territories of Azerbaijan, a member of the Council of Europe, and said Turkish-Armenian normalization cannot take place at a bilateral level as there is an “abnormal situation” called Karabakh in their neighborhood. Underlining that resolving the Nagorno-Karabakh issue is not a precondition and that reconciliation and the Karabakh dispute are parallel processes generating support for each other, Kınıklıoğlu said this view benefits Turkey, Armenia and Azerbaijan.

A leader of the Georgian Freedom opposition party, Sandro Bregadze, said May 21 that Georgian opposition parties plan to disrupt a military parade that will be held to commemorate the country's Independence Day on May 26. Bregadze said that a rally, numbering in the thousands, will take place at the sit of the parade in Rustaveli Prospect, adding that "in the current situation the Georgian leadership should not hold military parades and thus demonstrate its military might." This possible showdown between the opposition and the country's military comes at a significant time, just ahead of the May 30 regional elections which will serve as an important litmus test on the popularity of Georgian President Mikhail Saakashvili and the strength of the country's opposition parties. National Movement party, is far ahead of his rivals, commanding a 57 percent rating compared to the second most popular candidate, Irakli Alasania of the opposition Alliance for Georgia party. It is thus likely that the opposition will not be able to make any significant gains in the elections, and have thus declared they will confront the government head on with the parade disruption. This could lead to instability and possibly even violence, and will be key to watch as the politically charged atmosphere in the country escalates in the lead up to the regional elections.

Opposition parties are planning to disrupt the military parade in Rustaveli Prospect on May 26 which will mark Independence Day, and also stage a rally involving thousands of people, said Sandro Bregadze, one of the leaders of the Georgian Freedom opposition party.

"We also believe that in the current situation the Georgian leadership should not hold military parades and thus demonstrate its military might," Bregadze told a press conference in Tbilisi on Thursday.

Iran's shelling has been continuing for more than a week. And it has targeted some villages that are under control of the PUK and these villages are more populated, while the Turkish planes targeted KDP controlled areas (the targeted areas by Turkey are fully PKK areas and they are deep in Qadil.) Barham is not that powerful or not authorized that much to make comments about things under KDP areas.
