MEMO FROM THE TREASURER

FROM: Janice Thelen, Treasurer RE: 2015 MMTA Fall Conference DATE: October 10, 2015 I attended the 2015 Michigan Municipal Treasurers Association’s Annual Fall Conference, September 21-23, 2015, held in Grand Rapids, Michigan. The conference provided updates on the State Legislative front; budgeting; introduction of a new investment philosophy known as the barbell, replacing the ladder philosophy; new rules and regulations surrounding electronic payments including discussion on the new “chip” credit cards; an economic outlook for Michigan; fraudulent cyber-attacks; review of bankruptcy and tax collection; personal safety; and lastly a full morning of personal and corporate identity theft and embezzlement. It was the last speaker/session of the conference that I was most interested in attending. The speaker was Greg Litster, owner of SAFEChecks. Mr. Litster partnered with Frank Abagnale (Catch Me If You Can), to develop the SAFECheck product. The checks are designed to prevent fraudulent activity such as washing and lifting the toner from the check. In 2004, I had the pleasure of attending a presentation by Frank Abagnale. Returning to the office, I tested a township check and was able to almost completely remove the printing from the check by lifting the toner. Needless to say, our next check order was from SAFEChecks. In addition, I sign all checks using a Sanford uni-ball 207, the ink in this pen cannot be altered by chemicals or solvents. Mr. Litster reviewed electronic concerns such as emails embedded with keystroke technology, recording keystrokes, corporate identity theft giving several examples of how this happens, embezzlement and lastly personal electronic safety including keep your children safe. It was while discussing child safety, Mr. Litster became very emotional, providing examples of how children have become victims of internet crime. He warned of apps commonly used by children such as Instagram (ability to photomap); OOVOO (allows for free video with up to 12 participants); “creepware” software allows manipulation of a web camera without the owners knowledge; KIK; WHATSAPP; WECHAT; KAKAOTALM; LINE (software that allows for offline texts, messages that the parents will never know about); Snapchat; Snapcash; Whisper; Meetme and the Calculator % app which looks like an calculator until you enter a password and then becomes a means of texting, taking and sending photographs without a parents knowledge. Thank you for giving me the opportunity to attend the MMTA Fall Conference. One goal that I would like to work on after attending the conference is to have a computer that is only used to send payments, it would never be used as a normal work station, but would only be used to access online banking. A single use banking only computer reduces the risk of outside fraudulent activities.

More are expected. Master Plan Update The survey has been closed and detailed information on the results are expected from Clearzoning. Clearzoning has been working to consolidate some of the goals/objectives and they will be attending our October regular meeting to discuss progress. Education I am planning to attend the Michigan Association of Planning annual conference in Detroit October 8-9.

Other I have been working closely with the county’s soil erosion department on a number of issues in both Nottingham Fields and the Links at Royal Scot. There are a couple of violations in the Links and until they are resolved we are not issuing new permits. The former developer is also seeking to extend the road in Nottingham Fields, and I am working closely with the drain commission, road commission, soil erosion and SCCMUA on a number of issues related to that extension. I have begun reviewing the township’s parking ordinance against other local parking ordinances to propose potential changes which take into account low impact development techniques. I have also been talking with a number of local planners about both parking and landscaping regulations and any best practices they have found. I expect to have landscaping suggestions to consider in November. I also anticipate changes will be necessary to the sign ordinance following the Supreme Court decision this summer. I am attending the MAP conference in October and there is a session on how to address ordinance changes which may be necessary as a result of this decision. I will provide a report and possibly draft language at the November meeting. Since Mr. Turcotte attended the meeting at TCRPC regarding the EcoScore program, I have been reviewing the program workbook, created an EcoScore account and begun the questionnaire process. There are several bulletin-style documents on the township’s website which address common zoning topics. I am working to update those documents due to some changes to the zoning ordinance.

We have contacted Spicer Group, the engineers who work closely with the township and who offer this service, to do a test run to see if the ground penetrating radar provides useful information to us. Their proposal agreement is attached. For a cost of no more than $2,500, they will survey three sections of the cemetery selected by us. This will give us sufficient information to determine if a larger survey would be useful Suggested Motion: To approve the letter agreement from Spicer Group dated October 5, 2015, to retain the Spicer Group to conduct a survey of selected lots in the Wacousta Cemetery at a cost not to exceed $2,500.

RE: Burial Fee

Last year the Cemetery Board received a request for a burial on the day after Thanksgiving. The Cemetery Board interpreted the Cemetery Ordinance to mean that the day after Thanksgiving is not a holiday, despite being a day that the township offices are closed. This year the Cemetery Board received an identical request from the same family. In keeping with their ruling last year, the Cemetery Board agreed to the request, finding that the day after Thanksgiving is not a holiday. After further discussion, the Board determined that the ordinance should be interpreted differently in the future, and agreed that that the term “holiday” in the Cemetery Ordinance should be interpreted as meaning all days that the township offices are closed. The day after Thanksgiving will then no longer be an acceptable day for a burial. Last year the Cemetery Board included in their motion a determination of the correct fee, because the fee schedule has no category for a “holiday” burial (as they have not previously been permitted). This year, I realized that the only group that can set the fee is the Board of Trustees. The cost to the township for a burial on the day after Thanksgiving for this year is equivalent to a Friday burial. The sexton receives eight hours of holiday pay, then an additional amount at his usual hourly rate for the hours worked in connection with the burial. Suggested Motion: To establish a fee for a cremains burial on Friday, November 27, 2015 (the day after Thanksgiving) at the township’s regular weekday rate.

Re: Cost to establish a drainage district in the Riverside Drive area.

Attached is a copy of the Application for laying out and designating a drainage district as received by the Clinton County Drain Commission for the Riverside Drive area.

During the public meetings held to discuss this issue, the Clinton County Drain Commissioner discussed the fee of $2000, needed to begin the process and how that fee can sometimes be a barrier. The CCDC explained that if the township was to upfront the fee to begin the process it would be credited back to the township once the project is underway.

Recommended Action:

To approve a $2000 advancement of the Watertown Township's portion of the Riverside Drain Project to cover the application fee for laying out and designating the drainage district.

To the Clinton County Drain Commissioner:

The undersigned are freeholders in Watertown Township, Clinton County, Michigan. The signers of this application request that a drainage district be laid out and designated under the provisions of Act No. 40 of the Public Acts of 1956, as amended.

The proposed drainage district that will pay for the costs of the proposed drain is located in Watertown Township, Clinton County, Michigan. The tentative location of the proposed drain is as follows:

Beginning at the Northeast comer of Lot 14, Elmhurst Estates No. 1, thence southwesterly along east line of said lot 14 and crossing to the south side of Riverside Drive; Also Beginning on the north line of Outlot "A" of said Elmhurst Estates No. 1, thence southerly to the south side of Riverside Drive; thence easterly to Outlot "B" of Elmhurst Estates No. 2; thence southerly across Outlot "B"; thence easterly to a point near the southeast comer of Lot 31 of said Elmhurst Estates No. 2; thence southeasterly to the south side of Clark Road near the South 1.t4 comer of Section 18, Watertown Township; Also Beginning near the northeast comer of Lot 4, Brookwood Subdivision; thence southerly to a point near the southeast comer of Lot 27, Brookwood No. 1; Also Beginning near the northeast comer of Lot 13, Brookwood Subdivision; thence southeasterly to a point near the southeast comer of Lot 3 8, Brookwood No. 1.

This application is signed by at least 10 freeholders with lands located in Watertown Township, with a+= of the freeholders with lands liable for assessment for the proposed Riverside Drain.

FROM: Janice Thelen, Treasurer RE: 2015 Education Budget for the Treasurer DATE: September 8, 2015 During the August 2015 Board of Trustee meeting, the Treasurer’s Education budget was discussed. I would like to provide a brief explanation as to why the Treasurer’s Education budget will exceed the approved budgeted amount. In the fall of 2014, the township updated the Tax, Assessing, Special Assessment and Utility Billing software from BS&A Pervasive to BS&A.net. Along with these updates, we changed our financial software to BS&A’s financial software. Incorporating the updated programs with the new software left myself and staff with some user difficulties that became very clear when we began taking winter tax payments and 4th quarter utility payments last December. I was asked by the Treasurer’s Assistant if we could have BS&A back out for additional training, this training was approved by the Township Manager and charged to the Treasurer’s Education Budget. We requested Chris Polack be our trainer, Chris has been with BS&A since late 1990’s, and he is familiar with all BS&A programs. Chris worked with all users of BS&A, not just the Treasurer’s Department. He fine-tuned our programs, fixed issues that were not set up correctly with the original installation and training sessions. He spent the day asking “Why are you doing that” to which the answer was “that is how it was set up or how we were taught”, and then Chris would tweak and/or re-educate. The day of training and resulting comfort with the new programs was well worth the unexpected/unbudgeted expense.

Miscellaneous: Budget Hearing- The next budget hearing is scheduled for Monday October 26th. Updated budget numbers from the previous meeting will be presented. Grand River Sewer Project now the Triton Sewer Project- Engineering and work related to the Triton Sewer Project is underway. The township is working with the Michigan Economic Development Corporation to redesign and receive the necessary approval for the project to move forward. Transportation Asset Management Council- The TAMC council is working on meeting the Federal Government new guidelines for reporting conditions on Federal Aid Roads.
