Success.in.integrating.global.supply.chains.begins.with.the.ability.of.firms.to.have.goods.moved.across.borders.rapidly,.reliably,.and.cheaply ..In.2007,.692,564.million.t/km.were.transported.internationally.by.rail,.road,.or.sea.from.the.EU.member.countries ..But.although.the.transportation.of.goods.has.increased.within.the.last.decade,.the.quantity.of.goods.transported.by.rail.has.fallen.drastically ..Compared.to.goods.transported.internationally.by.road.from.the.European.countries.(421,257.million.t/km),.less.than.half.is.transported.by.rail.although.it.is.possible.to.transport.much.larger.vol-umes ..This.trend.is.not.restricted.to.Scandinavia,.but.concerns.all.European.countries ..In.the.1970s.the.railroads.accounted.for.21%.of.the.total.trans-portation.of.goods.within.the.EU ..In.1999.the.figure.was.4 .8% ..At.the.same.time,.the.quantity.of.goods.transported.by.truck.has.tripled .47.

There.are.several.reasons.for.this.development ..Some.explanation.can.be.found.in.the.poor.performance.of.some.rail.services.and.the.rapidly.increased.availability.of.private.haulers.in.some.countries—but.also.in.a.redirection.of.trade.flows.from.East.to.West ..Another.of.the.core.problems.preventing.the.rail.system.from.being.a.competitive.mode.of.transportation.is.the.lack.of.international.integration.of.railroad.systems ..The.railroad.systems.have.long.been.developed.on.a.national.level,.which.has.resulted.in.divided.markets.for.railroad.products.fitting.local.needs ..Therefore,.it.is.now.very.complicated.and.costly.to.operate.across.borders ..Non-integrated.railroad.systems.have.resulted.in.different.track.sizes,.track.signals,.and.operating.voltages,.causing.unreliable.schedules ..The.effect.of.these.prob-lems.is.that.the.average.speed.of.transportation.by.rail.through.Europe.is.approximately.18.km/h—which.does.not.support.fast.lead.times.or.com-petitiveness ..

There.is.no.question.among.the.countries.within.Scandinavia.and.the.EU.that.to.be.able.to.successfully.compete.in.the.highly.competitive.global.market,.the.railroad.system.must.be.integrated.across.borders ..Denmark,.Germany,.Norway,.and.Sweden.are.investing.heavily.to.improve.interna-tional.and.regional.systems,.while.Eastern.Europe.still.needs.to.develop.cor-responding.railway.networks ..Similarly,.the.EU.is.facilitating.projects.forthe.development.of.a.trans-European.railroad.network.and.interoperability ..In.2008.the.EU.decided.that.the.many.different.national.rail.control.sys-tems.within.the.railway.infrastructure.should.be.replaced.with.a.common.European.rail.control.system,.the.European.Rail.Transport.Management.System.(ERTMS) ..Thus.issues.like.the.establishment.of.international.tech-nical.standards,.securing.international.cooperation,.environmental.issues.....and.green.logistics,.and.transportation.strategies.remain.to.be.addressed .

In.spite.of.these.challenges.it.is.still.relevant.for.many.companies.to.use.the.rail.system.because.it.is.more.secure,.does.not.generate.as.much.CO2.as.other.modes.of.transportation,.and.can.transport.much.larger.volumes.(up.to.the.amount.of.goods.contained.by.40-50.trucks) ..As.such,.rail.is.still.a.means.of.transportation.with.major.potential,.especially.transportation.over.long.distances ..The.renewal.of.the.railway.system.is.key.to.achieving.modal.rebalance ..All.the.major.cities.(Bergen,.Copenhagen,.Gothenburg,.Oslo,.Stockholm,.and.Aarhus).are.located.near.the.sea.with.railway.con-nection.to.the.major.ports ..These.railways.are.also.connected.to.the.conti-nental.railway.system.in.Central.and.Southern.Europe ..In.order.to.meet.the.demands.of.customers.in.a.competitive.way,.logistics.rail.goods.operators.are.now.buying.new.“multi-trains”.and.redesigning.existing.ones.with.elec-tricity.and.security.systems.to.cope.with.the.differences.in.signals,.power.supply,.etc .
