At 3:30 PM today Assistant Director JAMES H. GALE
telephonically requested that the following information be
obtained and furnished to the Bureau.
(1) Why didn't Dallas recommend OSWALD be placed on the
Security Index? Explanations to be obtained from all Agents
who have had this assigned.
(2) Why didn't Dallas interview the wife prior to the
assassination?
(3) Thy didn't Dallas conduct additional investigation concerning
OSWALD after he returned from the USSR? Why did the only investiga-
tion conducted at that time consist of interviewing OSWALD,
interviews with Govt. officials, three of his relatives, and two
CP informants?
(4) During the course of investigation by SAS JOHN W. FAIN &
B. TOM CARTER, why did Dallas not ask OSWALD why he was contacted
by MVD? The report indicates that he was asked whether or not
he has an espionage assignment and he said "No". He was asked
whether or not he had furnished RUSSIA information, and he said
"No." He said he had been contacted by the MVD, but he never said
why. Why was it Dallas never questioned him as to whether he
furnished a signed statement with Dept. of State, indicating that
he affirmed his allegiance to the Union of Soviet Socialistic
Republics?
40- Why was he not questioned re above? Explanations to be furnished as to why not.
4-01 Why was no report submitted by Dallas from 3/25/63 until
8/23/63 concerning a lead to determine OSWALD's employment? Thy
the delay?

This case was assigned to me on 9/8/61, on the basis of Washington Field Office letter to the Bureau dated 9/1/61, setting out a lead to contact subject's mother "at Dallas, Texas".
On 9/8/61, it was determined the Dallas address given for subject's mother actually was in Fort Worth and on the basis of this a recommendation was made the case be reassigned to a Fort Worth Agent. The file reveals it was thereupon reassigned to SA FAIN on 9/9/61.

At no time during the period when this case was assigned to me with Dallas as origin were the known activities of LEE OSWALD such as to bring him within the criteria necessary for a recommenda-tion concerning inclusion of his name in the Security Index.

3/25/63, which contained a lead to determine the prese
nt employ-
ment of LEE OSWALD.

Report indicates he,was asked whether or not
he has an espionage assignment and he said
"No". He was asked whether or not he had
furnished Russia information and he said
"No". He said he had been contacted by the
MVD but he never said why. Why was it Dallas
never questioned him as to whether he fur-
nished a stied statement with the Department
of State, indicating that he affirmed his
allegiance to the USSR?
Both the interview of 6/26/62 with OSWALD and the inte
r-
view of 8/16/62 with him were conducted by former SA J
OHN W. FAIN
and, as previously stated, UACB, former SA FAIN will not be c
on-
tacted for his comments with respect to this matter.
In the June interview, former SA FAIN was assisted by
SA B. TOM CARTER, and in the August interview, was assisted by
SA ARNOLD J. BROWN.

On 6/26/62, I was working on a surveillance in connec-
tion with a Theft from Interstate Shipment case and ha
d occasion
to go by the office of the Fort Worth Resident Agency.
When I
walked into the office I was met by former SA JOHN W.
FAIN.
SA FAIN handled all the security cases in Fort Worth.
SA FAIN
stated he had been attempting to arrange an interview
of LEE
HARVEY OSWALD and that OSWALD had just walked into the
office
of the Fort Worth Resident Agency. SA FAIN requested t
hat I sit
in with him on the interview. I did so. This was the
first
time I had ever heard of this case. SA FAIN did the qu
estioning
and also made notes and later dictated the results of
the inter-
view. I was told by former SA FAIN the purpose of the intervi
ew
was to find out about OSWALD's trip to Russia and back
ground
information regarding OSWALD, but I had no opportunity
to review
any serials or gain any intimate knowledge of the case

At this time I do not recall the specific questions
asked by SA FAIN, or OSWALD's answers, except as my memory is
refreshed by the FD-302 of this interview appearing in f
ile.

advised that in March, 1963, ROBERT L. OSWALD of 7313
Davenport Avenue, Fort Worth, Texas, moved from Fort
Worth to Box 32-C, Malvern, Arkansas.
On 10/18/63, Mrs. EDITH SHANNON, 2701 Mercedes
Street, Fort Worth, Texas, advised she could not recall
LEE OSWALD or his wife when they lived at 2703 Mercedes
Street, Fort Worth.
On 10/18/63, Mrs. M. M. BOYD, 2705 Mercedes Street,
Fort Worth, Texas, advised she could not recall LEE
OSWALD when he resided at 2703 Mercedes Street, Fort
Worth.
On 10/29/63, a pretext interview by me at 2919
West 5th Street, Irving, Texas, reflected Mrs. RUTH
PAINE resided at 2515 West 5th Street. Mrs. PAINE
was separated from her husband, MICHAEL R. PAINE.
It was determined that Mrs. PAINE was employed at St.
Mark's School, Dallas, Texas, on a part-time basis as
a teacher of the Russian language and she had a Russian-
born woman living with her. This Russian-born woman
gave birth to a girl about a week ago and Mrs. PAINE
was taking care of this woman. It was determined
the husband of the Russian-born woman visited his wife
at this address periodically but did not reside there.
On 10/31/63, Mrs. DOROTHY SMITH, Irving, Texas,
Credit Bureau, advised they had a credit record for
MICHAEL R. PAINE and his wife, RUTH PAINE, who resided
at 2515 West 5th Street, Irving. Texas. Mrs. SMITH

MVD, or any intelligence agent of the Sovi
et rnion ever attempted
to recruit him in any way, mor did anyone
in the Soviet Union
attempt to illicit any secret information
concerning the United
States or its defenses from him. It was
telt that to all: in-
tents and purposes this covered the situat
ion. It is further
noted the FD-302 of 8/16/62 brings out OSWALD denied having been
contacted in the United States in the inte
rest of the Soviet Union
and although somewhat uncooperative in aan
y ways, he did agree to
contact the FBI if at any time any indiv
idual made overtures of
any nature to him under suspicious circum
stances. It was es-
tablished LEE OSWALD was not engaged in an occupati
on where he
would have access to any strategic or clikssified material or
information.
With respect to the fact that OSWALD had r
enounced
his American citizenship and hal gtven a sta
tement to this
effect to the U. S. State Department in Mo
scow, it was noted
in the report of SA FAIN dated 7/10,'62 that FAIN did not
question OSWALD as to why he denied having renounced his Amer-
ican citizenship when he had given this stat
ement to the U. S.
Department of State in writing. Inasmuch
as the investigation
on OSWALD was to be reopened at a subsequent
date, no instruc-
tions were issued that OSWALD should be reinterviewe
d at that
time it being contemplated that this cou
ld be taken up with
his in the next interview.

(1) Is it true, as reflected, that the Dallas Office did
not have OSWALD's home address prior to the assassination?
(2) Is there any information received from New Orleans
concerning investigation that was not reflected in a report
up until the time they submitted the FD-126?
After checking with SAS HOSTY and HOWE, Mr. GALE was
advised,-.41) We did not know OSWALD's home address in Dallas
until after the assassination, although we did know where
his wife was living with Mrs. PAINE in Irving; (2) Mr. GALE
has been furnished with copies of all serials that had not
been sent to the Bureau, and we have no other information from
New Orleans.
