13.2 DGMS Mining Requirements

DGMS Safety Requirements on Dump Trucks. (Circular No 5 dated 2010/10/13)DGMS Safety Requirements for all type of equipment. (Circular No 9 dated 2008/12/02)

DGMS (Directorate General of Mines Safety) is a Govt. of India Regulatory body under the Ministry of Labor and Employment, responsible for controlling Safety aspects of Mines in India.

Through Various Circulars in the past, DGMS directed Equipment users for purchase of equipment which meet safety features introduced by DGMS time to time. DGMS is now very serious in users adhere to the directives, and asked to incorporate such requirements in their Inquiries / Tenders, OR face disciplinary action leading to imposing of section 22 of The Mines Act, 1952.( stoppage of Dump truck operations ).

COP (Conformity Of Production) Test to be conducted once in every two years.TAC (Type Approval Certificate) Only the first time

Noise Emission Regulation

DGMS/BIS proposal OEMs noise guideline proposal

1) Noise regulation draft was proposed by DGMS with difficult target.

2) OEMs made new proposal based on existing machine noise data, and accepted by BIS. - Dump Trucks, Hydraulic Excavators, Wheel Loaders, Bulldozers, Motor Graders –

Status of New Safety Regulations <CEMM Act 2017 by DHI> Why CEMM Act ?

- CMVR regulations are for on road machines only. - DGMS Regulations apply to Mining application machines.

Status: Draft Rules & Regulations under preparation by iCEMA Tech. Panel for submission to DHI.

On-Road Machines: To meet both CMVR & CEMM requirements. Off-Road Machines: To meet CEMM requirements ( ISO 20474 & DGMS requirements – Self Certification, maintenance of Technical Construction File ).
