There will be interesting academic, technical and political contributions, but also workshops of the AEBR Task Forces and small debates through the “World Café” technology, in order to take into account the wish of many members to experience more interaction. The cultural and framework programme will offer manifold occasions to get acquainted with the diversity of our host as well as for exchange and networking. The item of this year’s AEBR Annual Conference is both up to date and exciting. Integration of urban and rural areas is important in order to guarantee cohesion and competitiveness in a cross-border region. Before entering a new INTERREG period, in particular old internal border regions need to make clear that despite long-term cooperation and relative prosperity, cooperation needs to be continued and remaining obstacles have to be removed. After the elimination of physical obstacles and other problems related to different legal or administrative systems, it is time to tackle the development of cross- border integrated areas. Urban-rural partnership is a very meaningful cooperation in cross-border areas. AEBR Annual Conference 2013 “Cross-Border Urban and Rural Integrated Areas –Challenges and Chances”

Members and friends of AEBR are cordially invited to the AEBR Annual Conference 2013 in Euregio Meuse-Rhine (EMR), which is organized on a cross-border level: delegates will travel from the Belgian city of Liège (venue of day 1 of the conference) to the Dutch city of Maastricht (2nd day of the conference), the latter known among others due to the European Treaty signed in 1992. SOME EVENTS RECENTLY ORGANISED BY/WITH AEBR

6 June 2013 - AEBR President Karl-Heinz Lambertz met with Commission President Barroso and the Presidents of the CoR and the main regional and local associations in Brussels to discuss about the Commission's 2014 Work Programme. President Lambertz also had the chance to give his views on the future European Territorial Cooperation and some particular aspects of interest for CB regions, such as people-to-people projects. http://www.aebr.eu/en/news/news_detail.php?news_id=232 13 June 2013 - East Border Region Conference ‘Cross Border Cooperation; Best Practice and Future Opportunities from across the European Union’. On 13 June 2013, East Border Region Ltd, a local authority led cross-border organisation across the Irish-Northern Irish border, in conjunction with the Association of European Border Regions (AEBR), hosted a Conference in Trim, County Meath, Ireland, in order to check the current situation of the European Territorial Cooperation objective, to look at best practices and to strengthen our European network. More than 150 participants, 50 of which were from border regions across Europe, took part in this event, which was part funded by the European Union’s INTERREG IV A Programme. More details, as well as all presentations given during this event, can be found in the AEBR website: http://www.aebr.eu/de/news/news_detail.php?news_id=237 14 June 2013 - AEBR Executive Committee Meeting in Trim, Ireland On invitation of the East Border Region, 37 representatives of European Border and Cross-Border Regions met on 14th June 2013 from 09:00 to 13:00 in the Knightsbrook Hotel in Trim, County Meath, Ireland. The 1st Vice-President of the AEBR, Ms Ann-Sofi Backgren, and Ms Pamela Arthurs, Executive Director of the East Border Region, opened the meeting and welcomed the participants in Ireland. For the first time in the meeting participated two representatives of the COMET Interreg Partnership, an organisation based in Northern Ireland working within the Interreg Programme 2007-2013. On the occasion of the meeting in Trim, COMET Interreg Partnership joined the AEBR as new full member of the association. 7th June, Las Palmas de Gran Canaria : II AEBR-Casa África Workshop on CBC in West Africa: “Support to integrated and sustainable development and CBC between Micronesia, Cape Verde and Senegal” Casa África was again the host of this workshop related to the homonymous project developed by the AEBR within a DG Regio call to put European Territorial Policy in the international agenda, and to respond to the demand on EU collaboration on CBC by African

and Latin American supranational organizations. Participants from Senegal, Cape Verde, Mali, the Canary Islands, DG Regio and AEBR discussed on the tasks developed within this project and the preliminary results achieved so far. The date was chosen on purpose, as 7th of June is the African Borders’ Day. The AEBR Secretary General proposed last 3rd of May in New York to the United Nations’ General Assembly to declare the 7th of June as the International Day of Integration across National Boundaries. The African Union celebrated this date for the first time in 2011, a intercontinental video-conference was organized by the AEBR, the African Union, the Economic Community of Western African States, the University of Edinburgh and several Latin American an European partners from Arica (Chile). In 2014, the AEBR Executive Committee will meet in Joensuu (North Karelia, Finland) on 7th June in the framework of the World Conference of the Association for Borderland Studies. 4-6 September 2013: Seminar on the Future of Cross-Border Cooperation between Ukraine and Poland/Slovakia/Hungary This seminar, co-organized by Volyn Oblast, Konrad-Adenauer-Foundation and the Association of European Border Regions, was held in Lutsk, Volyn Oblast (Ukraine). Around 30 representatives of all partners at the EU’s external border with the Ukraine were present to discuss upcoming regulations on the EU Neighbourhood Programme, new possibilities offered by the EGTC instrument, as well as possibilities to improve and intensify cross-border cooperation at the Western border of Ukraine with its neighbours. The German Rectors´ Conference (HRK), the voluntary representation of 267 German universities and other higher education institutions, has recently compiled a list of cross border cooperation of universities in Europe. A part of the list is based on information gathered by the Association of European Border Regions.

TASK FORCE EXTERNAL BORDERS On the occasion of the AEBR Executive Committee held on 14th June in Trim/East Border Region, the members of the TFEB presented the preparation of the 5th Youth Summer Forum and discussed the proposed Neighbourhood Instrument. A report about the 5th Youth Summer Forum, held in Drama/Greece, will soon be available in the AEBR website. Thanks to Nestos Mesta for their efforts to organize this 5th Forum. The next event of this Task Force will be held during the AEBR Annual Conference.

TASK FORCE CROSS-BORDER HEALTH Jan Ostenbrink (EUREGIO) and Dr Karl-Heinz Feldhoff (Euregio Meuse-Rhin) will coordinate this Task Force from now on. Next event during the AEBR Annual Conference.

TASK FORCE CROSS-BORDER CULTURE On 19 September 2013, a brainstorming event took place in Liège, Euregio Meuse-Rhine, with the aim to find out how this European network can select projects, assist artists, artistic groups or cultural actors to start cross-border, transnational or European projects they wish to realize. On 4 June 2013, the first workshop of the Task Force took place in Noordwijk (NL), hosted by EURISY-ESA-ESTEC. Title of the event was “Water management and climate change: satellite solutions to enhance cross-border collaboration”. CBC IN LATIN AMERICA

AEBR successfully implemented the fourth Information Session (IS-IV) for Latin American experts on CBC in the framework of the project “EU-Latin America collaboration on cross-border cooperation in the framework of Regional Policy", which is funded by the European Commission (Directorate General for Regional and Urban Policy). From May 20th - June 6th, 2013, AEBR received 9 Latin American officials from different border areas in the Andean and Amazon regions, under the recommendations of the Andean Community (Comunidad Andina, http://www.comunidadandina.org/) and the Federal Government of Brazil. They made a study visit to learn on the ground about several European border region models. AEBR welcomed the Latin American representatives from border regions of Colombia, Peru, and Brazil, and the Federal Government of Brazil, on May 21st, in Maastricht, where they learned about the Meuse-Rhine Euroregion and its significance in cross-border cooperation (CBC). From there, they went to visit the Limburg regional government. After visiting Aachen and its European significance, they met with the leaders of several key cultural projects of the Great Region in Trier. They also learned about the cities´ historical and locational importance. They travelled to Luxembourg to gain knowledge in regional cooperation, visiting the Greater Region. They next went to Saarbrucken and acquired knowledge about the Sarre-Moselle Eurodistrict. After this session, they drove to Strasbourg, visiting on their way several interesting cross-border sites. In Strasbourg they met Ms. Maguelonne Déjeant-Pons, who is a high-ranking civil servant for the Council of Europe. The following day, they travelled to Brussels to visit the European Commission, where they were introduced to Mr Ramón Lopez, DG REGIO, and to representatives of the European External Action Service and DG DevCo. At the Committee of Regions, they met Mr. Alfonso Alcolea of the European Grouping for Territorial Cooperation unit. Next, they had a working meeting with MEP Mr Luis Yáñez. In Ghent, they met local authorities of the Province of East Flanders and learnt the experiences of Euregio Scheldemond. They discussed about cross-border cooperation within the EU and the Andean Community, and introduced the EU Latin-America collaboration project with regards to regional policy.

They were also given a presentation on the innovative projects for agriculture and rural development / renewable energy in Scheldemond and a tour of the Pilot Plant Europe Bio-base and the Bio-base Training Center. The next day, they visited INAGRO where they observed laboratories and projects related to horticulture, greenhousing, organic farming, aquaculture in water recycling and bio-gas production. Later, they went to Lille-Kortrijk-Tournai Eurometropolis, where they were introduced to the work of the first established EGTC. In Paris, they participated in a working session with the Mission Opérationnelle Transfrontalière (M.O.T.), regarding their experience in proximity CBC, EGTCs and assistance to CB structures. Afterwards, they visited the border area between Spain and Portugal, where they took part in various meetings with the EGTC Galicia-Norte de P o r t u g a l , t h e C B C C e n t r e o f Enterprises (CECOTRAN), the University of Vigo, the International Iberian Laboratory of Nanotechnology in Braga, and the Commission for Coordination and Regional Development for the North of Portugal in Porto. The AEBR considers this project, so far, a success and looks forward to welcoming the next part of the project phase, which will be held in September with several seminars and workshops in Latin America.
