7 JULY 2Of3lntroduction:The Department of Education ("DepEd") is in the process of tendering the conhact for the Public-Private Partnership ("PPP") forSchool lnfrastructureProjectNo.20l2-2("PSlPlf). PSIP-ll isbeingimplemenledundertheBuild-TransfermodalityofRepublicAct (RA) No. 6957, as amended (the "Build operate Transfer Law" or "BOT Lavt''). PSIP-ll is divided into five (5) contract packagesand the services of lndependent Consultants are necessary in order to implement each of the five (5) contract packages.TheDepEdandtheprivateproponentsthatwillbeselectedforeachofthefive(5)PSIP-llconhactpackagesshall equallysharethe costs for the services of the lndependent Consultants.ln anticipation of the award of the PSIP-ll contract packages, the DepEd intends to engage the services of lndependentConsultants through procurement under M No. 9184 (the "Government Procurement Reform Act" or "GPM").Request for Expression ot lnterest:1. The DepEd, through its Physical Facilities and School Engineering Division ("PFSED") (hereinafter called the "Procuring

Entity"), through the General Appropriations Act for 2013 intends to apply the sum of Philippine Pesos 0ne Hundred SixteenMillion Five Hundred Thousand and 001100 {Php116,500,000.00) representing fifty percent (50%) of the total contract priceof Philippine Pesos Two Hundred Thirty Three Million and 00/100 (PhP233,000,000.00), being theApproved Budgetfor the Conkact ('ABC"), to payments for the five (5) contract packages listed below for the lndependent Consultants forthe PPP for School lnfnstructure Project No. 2012.2 (the "lC Project"), For each contract package, the DepEd and therelevant private sector proponent selected under PSIP-ll shall equally share the costs for the services of the lndependentConsultant. Bids received in excess of the Total lC Contract Price as indicated below for each of the contract packages shallbe automatically rejected at the opening ofthe financial proposals.

Bidding will be conducted through open competitive bidding procedures using non-discretionary "pass/fail" criteripn asspecmed in the IRR of RA 91 84.Bidding is restricted to Filipino citizens/sole proprietorships, or partnerships, corporations, cooperatives duly organized underthe laws of the Philippines and ofwhich at least sixty percent (60%) ofthe interest or outstanding capital stock therein belongto citizens of the Philippines, or to persons or entities forming themselves into a joint venture of which Filipino ownership orinterest therein shall be at least sixty percent (60%).The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation ("OCBE') procedure. Technical andFinancial Proposals shall be assigned weights ofseventy percent {700/0) and thifi percent (30%), respectively. The criteriaand rating system for the evaluation of bids shall be provided in the lnshuctions to Bidders.The lndependent Consultant contract for each of the lC Project contract packages shall be completed at the end of theWananty Period under the relevant PSIP-ll Build-Transfer contract, which encompasses a fourteen (14)-month c0nstructionperiod,followedbyaone('l)-yeardefectsliabilityperiod,andthereafterfollowedbyaone(1)-yearwaffantyperiod.
