REPORT OF THE MEETING

1.0 OPENING OF THE MEETING

1.1 Introduction

The meeting was held in accordance with the calendar of EAC activities for theperiod May 2009 to April 2010. It was attended by delegates from all the fivepartner states, namely: Burundi, Kenya, Rwanda, Uganda and Tanzania. A listof delegates is hereto attached as Annex I.

1.2 Constitution of the Bureau

The meeting was chaired by Mr. Ingram Kisamo from Tanzania and therapporteur was Mr. John-Paul Musimami from Uganda in accordance withEAC procedures.

1.3 Adoption of the Agenda

The agenda was adopted with modifications and is hereto attached as Annex

II.

2.0 CONSIDERATION OF MATTERS ARISING FROM THE FOLLOWINGMEETINGS:

• THE 13TH MEETING EASC SUB-COMMITTEE ON METROLOGYMEETING HELD 4TH - 5TH MAY 2009;

• MEETING OF LEGAL & METROLOGY EXPERTS HELD 23rd - 25th

NOVEMBER 2009 IN ARUSHA ON THE DRAFT METROLOGY BILLAND;

• HARMONISATION OF EAC METROLOGY REGULATIONS MEETINGHELD 1ST - 5TH MARCH 2010 IN KIGALI.

2.1 THE 13TH MEETING EASC SUB-COMMITTEE ON METROLOGYMEETING HELD 4TH - 5TH MAY 2009

2.1.1 Follow up on existing measurement capabilities

It was agreed that there is need for a common format to use in reporting thecalibration measurement capabilities for each partner state. The TC 1 chair isrequested to prepare and send a draft to PTB and thereafter circulate it topartner states by 1st June and the completed forms submitted to TC1 chair by30th June 2010. The format should take into consideration the Legal Metrologyaspect and comments by PTB.

Members were urged to update the databases for calibration and legalmetrology services on the EACmetrology web page (www.eac-guality.net).

2.1.2 Consultancy regarding ISO 17025 (Accreditation of variouslaboratories)

I. Tanzania reported that PTB equipped TBS with voltage dividerand two pieces of data loggers and will assist in capacitybuilding to the metrology staff.

II. Kenya reported that DKD carried out assessment of the forcelaboratory and accreditation was granted.

III. Rwanda reported that documentation for the temperature andMass laboratories is being finalized. PTB sent a consultant to

assess the status of the laboratories and he maderecommendations that are being implemented.

IV. Uganda submitted the application for accreditation, documentreview was done and the onsite assessment was done on 4th -

5th May 2010. The Mass laboratory has been recommended foraccreditation.

V. Burundi reported that they received some equipment in thearea of mass, volume and temperature. Some staff receivedtraining in ISO 17025 and PTB promised to continue tosupport the training in some other areas of metrology. Abuilding for metrology has been renovated.

2.1.3 EACWeb Portal

PTB invited partner states to nominate people to be trained as contentmanagers. They were trained in updating the web portal in the various aspectsof the SQMT.

Recommendations

The meeting noted that monitoring of the posting of information needsimprovement. It was recommended that:A member's page for metrology be developed to enable the exchange ofrestricted information. Rwanda was requested to take up this task inliaison with the overall EACweb portal manager.

2.1.4 Centre of excellence for metrology Education

The EAC secretariat informed the meeting that the criteria had been developedand institutions will apply for consideration. The College of Business Educationshould approach the EAC secretariat (Principal education officer) for guidanceon application.

2.2 Draft EAC Metrology Bill

The Sectoral council on Trade, Finance and Investment in its session of 2nd

July 2009 directed the EAC secretariat to convene a meeting of metrologyexperts to develop a regional metrology bill. Experts from the partner statesdeveloped the Bill in November 2009 as directed. The draft bill was presentedto the 14th EAMET meeting. The draft Metrology bill is attached hereto asAnnex III.

Recommendation

The sub committee recommends that the draft bill be considered forfurther action.

2.3 Prepackage Control Regulation

A metrology experts meeting on harmonization of EAC metrology regulationstook place from 1st to 5th March 2010 in Kigali, Rwanda. The experts wereable to deliberate on only the prepackage control regulations because of themagnitude of the work involved. The regulations are hereby attached as AnnexIV.

Recommendations:

a) The Partner States to pool resources with the development partnersin drafting of the remaining regulations within a reasonable timeframe.

b) The remaining regulations, as detailed in Annex V, are vital in therealization of the common market within the EAC expected to comeinto force in July 2010. It is therefore imperative that theharmonization process should be expedited.

c) The EASC to consider the draft prepackage control regulations asEAC metrology regulations.

3 EAMETWork plan

3.1 Review of EAMETWork plan and Calendar

3.1.1 Temperature inter-comparison in PRT

The evaluation workshop took place in Dar es Salaam between 8th to 10th July2009.

3.1.2 Other inter-comparisons

(a) The planned bilateral key comparison in Force measurementsbetween KESS and NMISAto support KESS' CMCs has not been doneyet. It is planned for November 2010.

(b) Inter comparison in small volumesIt is still at the commenting level before sending it to PTB for therelease of the artifact. Draft zero has already been circulated amongthe partner states.

RecommendationThe committee recommends that a workshop be held to finalise theprotocol as it has been the case in previous inter comparisons.

(c) Pressure inter comparisonCommenting on the draft zero by the partner states was completedand members were nominated for a workshop in Addis to discuss theresults in July 2010.

(d) EAMETMass inter comparisonThis activity did not take place so that inter comparison could bedone in other fields due to limited resources.

(e) EAMETtemperature inter comparisonThe EAMETthermocouple inter comparison is ongoing.

(f) AFRIMETStemperature inter comparisonThe AFRIMETS inter comparison in PRT started in January 2009and is still ongoing.

3.1.3 ISO 17025 Assessor Training

Module 1 was done in Nairobi and the second module will take place from 1st -

3rd June 2010 in Dar es Salaam. There was an intermediate training from 20th

- 23rd April 2010 in Nairobi.

Recommendation

The meeting recommends that the trained metrology assessors beattached to Auditors during laboratory audit and assessment activitiescarried out within the region. PTB and Partner states are requested tosupport this activity.

3.1.4 ISO 17020 Training of Legal Metrology staff

This activity did not take place as planned, however, PTB promised to supportindividual partner states to do the training so as to have a good number ofparticipants from each partner state. Kenya, Tanzania and Uganda willconduct the training in June 2010.

3.1.5 Harmonization of the regulations

The process of harmonizing the metrology regulations started in March 2010 inKigali. Regulations on prepackaged goods were developed and others are duefor discussion in this calendar year.

3.1.6 Regional Metrology Conference

The regional metrology conference as earlier planned to be held in Addis Ababadid not materialize because the host country joined a new sub regionalmetrology organization NEWMET. Kenya offered to host it inNovember/December 2010. The meeting accepted the offer and requests

PTBjEAC and the Partner states to support this activity. Kenya was requestedto circulate a concept note to this effect.

3.2 EAMET work plan 2010/2011

The meeting discussed and agreed on a revised EAMET's calendar of activities.The same is attached hereto as Annex VI.

4.0. AFRIMETS and other International bodies

The third AFRIMETS general assembly took place between 12th to 15th July2009 in South Africa. Kenya was requested to represent EAMET in theAFRIMETS on Legal Metrology issues. AFRIMETS is now composed of six subregional metrology organizations. The new entrant is NEWMET composed ofNorth, East and Western countries namely Egypt, Ethiopia, Ghana, Libya,Nigeria and Sudan. LNE, France, NIRPS of Nigeria and PTB are associatemembers. EURAMET, CAFMET, TEAC, SSDL, MADAand Arab federation forMetrology are observers.

Tanzania Bureau of Standards is processing to be an associate member ofCGPM whereas Kenya became a full Member State of the BIPM (MetreConvention) with effect from 1st January 2010. The TC 1 chair was requested tofollow up on the promised sponsorship by UNIDO for entry of Rwanda andUganda partner states to CGPM as associate members.

The 44th CIML meetings took place in Mombasa in October 2009 though onlytwo Partner states namely Kenya and Tanzania participated. The othermembers were not officially invited by the host country. Among the issues thatwere discussed was that of exports from developing countries having to complywith multiplicity of international requirements. It was resolved that CIMLmembers bring this to the attention of their national WTO-TBTenquiry points.Currently OIML is carrying out country needs assessment and partner stateswere urged to seize this opportunity and invite the OIMLpersonnel to do it forthem. A water manometer was donated to the Weights and Measures AgencyTanzania.

5.0 World Metrology Day

The meeting noted that the World Metrology Day will be celebrated worldwideon 20th May, 2010. The meeting agreed that each member state decideindividually on how to celebrate the event.

This year's theme for the day shall be MEASUREMENTS IN SCIENCE ANDTECHNOLOGY... a bridge to innovation.

6.0 Any Other Business

6.1 AFRIMETSSummer School

A Pan-African Metrology training school is scheduled to take place in February2011 in Nairobi under the auspices of AFRIMETSand sponsored by UNIDO. Itaims at mentoring young metrologists in all the fields of Metrology.

6.2 Amount of substance/Chemical Metrology

The East African Standards Committee approved the formation of the workinggroup on chemical metrology during its 13th meeting. In EAMET reportpresented in the 12th meeting, the proposed structure had a working group onchemical metrology created under the TC 1 (deals with MRAand BIPM issues).This was done so as to mirror the structures of AFRIMETS and BIPM forpurposes of CIPM MRAand CMCs recognition.

Recommendations

a) The meeting recommends that the Testing Subcommittee Iiaises withthe EAMETin this field.

b) Have an intra Subcommittee meeting between aU the SQMTstructuresto discuss the cross cutting issues.

7.0 Date of Next Meeting

The sub-committee agreed to hold its regular meetings in accordance with theEAC calendar.
