NEW DELHI BJP today said internet must be governed as it is "extremely important" for governance but it should done in a way that does not compromise on the spirit of freedom of speech and expression. "Internet is extremely important and since it is extremely important for governance also, because every person is within the ambit of government, internet has to be governed in a way that does not take away basic essence of internet which is freedom of speech and expression," BJP National Spokesperson Sambit Patra said today. He was speaking at an Internet governance event organised by industry chamber Assocham. "Even those who are try- ing to curb this freedom of expression also enjoy free- dom of expression. Internet is creation of mind and hence mind cannot be put within boundaries and mind does not has bound- aries of countries in it. So internet must be governed in non-discretionary man- ner for benefit of mankind at large," he said. Police to give self defencetraining to one lakh Delhi girlsNEW DELHI

One lakh girls in Delhi will be given self defencetraining by the police and more than 66,000 of themhave already been trained.

Delhi Police Commissioner B S Bassi conveyed thisto the 9th meeting of the Special Task Force set up tolook into issues related to safety and security of womenhere today.

The Task Force, headed by Union Home Secretary,has been informed by Bassi that the chargesheets arenow being registered in the shortest possible time andthe quality of investigation is being improved.

"Delhi police has planned to train about one lakh girlsin self-defence training and about 66,190 girls havebeen trained in this field so far during current calendaryear," a Home Ministry statement said.

Self-defence is being included in the syllabus ofschools by the concerned authorities.

The Home Secretary asked the officers to focus on theissues of GPS and GPRS based tracking system andCCTVs in DTC buses.

Street light and last mile connectivity to the housesfrom metro stations through suitable mode such as e-rickshaws, autos, shuttle service or any other cheaptransport should be encouraged, he said.

Goyal asked the officers to implement all develop-mental works required for growth of Delhi as a smartcity. He also asked the NDMC and MCDs to improvethe condition of roads, water and sewerage in theirareas.

The meeting was attended by the Chairperson DelhiCommission for Women (DCW), Chief Secretary Delhi,Commissioner of Police Delhi, heads of differentdepartments of the Delhi government and senior offi-cers from the Ministry of Home Affairs and other con-cerned Ministries of Government of India.

Representatives of the Government of Haryana andUttar Pradesh also attended the meeting.

Two men have been sent to three years in jail forbreaking into a person's house to commit theft by aDelhi court which refused to take a lenient view towardsthem observing such offences are on the rise and therewas need for "deterrent effect".

Metropolitan Magistrate Ashok Kumar handed downthe jail term to Bunty and Bobby for the offences underSection 457 (house-breaking by night in order to com-mit offence) read with 34 (common intention) of IPC.

"Convicts don't deserve too much leniency and sen-tencing them merely up to the period undergone andgiving them benefit of probation would be overlookingthe gravity of the offence."

"I am not in favour of releasing them on probation assuch offences are increasing day by day in alarmingnumbers and deterrent effect must be shown to prospec-tive evil elements," the magistrate said.

The court also said that the conduct of the duo inentering the house of complainant Gaje Singh in southDelhi here in odd hours with an intention to committheft was very serious in nature.

The court, while observing that the purpose of sen-tencing is a balancing act, said, "On one hand, punish-ment should be sufficient to deter accused not to repeatoffence and become a good member in society. On theother hand,punishment shouldn't be too harsh resultingin accused becoming hardcore criminal."

The court, while holding the duo guilty of the offence,relied on the testimony of the complainant and rejectedthe contention of convicts regarding contradictions instatements.

According to the prosecution, late at night on October18, 2011, Bunty and Bobby entered the house of Singh"in a clandestine manner" to commit theft, but wereapprehended by him and his neighbour and were hand-ed over to the police.

The court said that there were minor contradictionsbut the incident took place in 2011 and the evidence wasrecorded in 2015, so it can be attributed to mere lapse ofmemory and "no person should be expected to have arazor sharp memory".

It also also rejected the contention of defence counselthat there were no independent witnesses to corroboratethe version of the complainant and said, "It's is a wellknown fact that people are reluctant to be made part oflitigation as they are too busy in their dailystruggle".

During the trial, the duo had pleaded not guilty andclaimed they were falsely implicated.

The court, however, rejected their claim saying theycould not prove false implication as there was no motivefor Singh to do so.

Two persons were shot dead by unidentified gunmenin broad daylight at Central Delhi's Rajender Nagar onThursday.

The deceased have been identified as Ram Charan,who was in his early 40s, and Lakhan Lal (52).

The incident took place around 9:18 am in the marketarea near Shankar Road in Rajender Nagar when theduo had reached there to have their morning cup of teaat a shop.

Suddenly, three people reached there on a motorbikeand opened fire at them from close range.

"Ram Charan died on the spot while Lakhan Lal wasrushed to B L Kapoor hospital in an unconscious statewhere he succumbed to his injuries," said DeputyCommissioner of Police (Central) Parmaditya.

Initial investigation revealed that Ram Charan was awitness in a case pending in Tis Hazari court and theattack could be linked to it, police sources said.

CBI sources saidDharneesh Singh, a con-tractor based in Shahdoldistrict, was the master-mind of the killings and hisfingerprints were recov-ered from the crime scene.

A CBI spokesperson saidthe agency had alreadyarrested one more accusedearlier.

The case was handedover to CBI by the MadhyaPradesh High Court inJanuary this year.

NEW DELHIRanjit Sinha, the former chief

of the CBI, held "inappropriatemeetings" at his home withthose being investigated by hisagency, abused the powers ofhis office and must be investi-gated himself, the SupremeCourt said today.

Mr Sinha retired inDecember. His last few weeksin office were seeped in contro-versy and ignominy, with theSupreme Court ordering hisremoval from his agency'sinvestigation into the massivetelecom scam. The judgesaccepted that he was guilty oftrying to subvert the inquiryagainst telecom firms andexecutives who were chargedwith colluding with govern-

ment officials to get out-of-turnmobile network licenses andfree spectrum or airwaves.

The evidence furnishedagainst Mr Sinha, 62, was piv-oted largely on a diary that

recorded who visited him athome-the entries showed housecalls were made regularly bythose being investigated in thetelecom case, and the coalscam, which rests on blatant

irregularities in the distributionof mining licenses by earliergovernments to private firms.

The allegations against MrSinha were brought to the topcourt by lawyer-activistPrashant Bhushan andCommon Cause, an NGObased in Delhi. "The court hasheld that it was inappropriatefor the CBI chief to meet theaccused in the absence of theinvestigating officers," MrBhushan said today.

The Supreme Court has saidthat Mr Sinha's meetings withthose accused in the telecomand coal scams should beexamined by the CentralVigilance Commission, theagency that deals with govern-mental corruption.

The deal for the C295sworth over Rs. 11,935crores ($1.87 billion) wasagreed late Wednesday bythe council along withother orders worth $875million or over Rs. 5,584crores, the DefenceMinistry official told newsagency AFP.

Under the project pro-posal, Airbus would build16 twin-turboprop aircraftin "fly-away condition",while Tata would assemblethe remaining 40 in theHyderabad in a technologytransfer.

Thursday it expects monsoonrains to hit the southern Keralacoast around May 30, a timelyarrival for farmers worried aboutdry weather from an El Ninoweather pattern this year.

For millions of farmers whosewinter-sown crops were damagedby unseasonal rains in Februaryand March, the IndiaMeteorological Department's(IMD) prediction of a timely startto the monsoon may help themplan their sowingbetter.

IMD considers a June 1 arrivalas normal. Last year the annualrains hit the Kerala coast on June6, leading to deficient rains thattrimmed grain output.

"A timely onset of monsoon

will help ease threats of El Ninofrom the minds of farmers tosome extent," said Sudhir Panwar,chief of farmers' lobby groupKisan Jagriti Manch. "This couldalso lead to timely sowing ofsummer crops."

The El Nino, or a warming ofsea-surface temperatures in thePacific, brought the worst droughtin four decades to India in 2009.A repeat could severely hit farm-ing, which accounts for 15 percent of the country's $2 trillioneconomy and supports two-thirdsof its 1.25 billion population.

demic of shrillness spreads than chan-nel across channel, you will find onlyone viewpoint.... And if there is a legit-imate alternative viewpoint, how doyou fill in the gap for that?," Jaitleyasked.

He said the advent of news camerahas changed the definition of news to"what the camera can capture".

He added that even if one looks atconventional media, a policementhrowing a stone or singer having madea tweet found more prominence thanthe results of British elections.

quate "financial model" as a real chal-lenge saying that while digital media isstill struggling to find such a model, inelectronic media the cost of distributionis higher than the cost of content.

The I&B minister said that there are anumber of public issues currently beingdebated, but he was choosing not toexpress himself because he feels notadequately informed.

The recurrence of a major earthquake on May 12 —this time measuring 7.3 on the Richter scale — withits epicentre near Kodari in Nepal, barely a fortnight

after the devastating temblor in the landlocked country, hasonce again raised questions about preparedness for suchdisasters in the subcontinent. India is divided into five seis-mic zones, with Zone 5 being the most active and earth-quake-prone. The Himalayan regions, the Assam andBurma region, and the Bhuj region in the west fall in thiscategory. While the time of occurrence of a big earthquakecannot be predicted accurately with existing technology, theforeknowledge of potential danger areas can help mitigatethe impact of a disaster. The reason for earthquakes occur-ring in Nepal is known: the movement of the Indian tecton-ic plate against the Eurasian plate. Along the Himalayas lietwo fault-lines: the Main Boundary Thrust and the MainCentral Thrust. Running parallel to the Himalayan ranges toa width of 100 km to 120 km, this region has a history ofearthquakes. In the last 120 years, there have been fourmajor events: 1897 (Shillong), 1905 (Himachal Pradesh,Kangra), 1934 (Nepal-Bihar border), 1950 (ArunachalPradesh, then a part of the North East Frontier Agency orNEFA). The movement of the Indian tectonic plate againstthe Eurasian plate has created accumulated stress. Thisstress is released in a manner that makes predicting earth-quakes impossible. When a major event happens, part of thestress is released at that point but accumulates in a differentpart of the belt. Thus there is no natural escape for theregion from susceptibility to earthquakes. The best-laidplans for disaster mitigation following quakes can go awry,but some lessons can be learnt from the past. However, asthe gap between the occurrence of major earthquakes in agiven region could stretch over more than a lifespan, mem-ories can fade and mitigation plans may not be grounded inlived experience. The real advancement that has been maderecently in India is, for instance, the setting up of many seis-mological stations, especially after the Bhuj earthquake of2001. Measurements from these stations and global posi-tioning system data now tell us the Indian plate is movingnorth at a speed of 5 centimetres a year. This would con-tribute to stress accumulation and to seismic activity even inZones 2, 3 and 4. We need to accept earthquakes as a reali-ty and do everything in our power to redefine developmentplans, especially in terms of building quake-resistant build-ings. There should be systematic resort to “disaster drills” toeducate the public on what to do during an earthquake.Preparedness is the key to managing any more such disas-ters.

In 1950, the year of establishment of diplo-matic relations between the Republic ofIndia and the People’s Republic of China,

the Indian Sinologist, Prabodh ChandraBagchi, offered this summation of their“thousand year” relationship: “To Friends inChina:..The road is long, so do not mind thesmallness of the present. We wish you mayaccept it.” This note of forbearance is not eas-ily assimilated in either country today, popu-lated as both of them are by young “dreams”,incandescent nationalisms, and power in theprocess of being restored.

As the Prime Minister, Narendra Modi,goes to China, bearing his message of INCH(India and China) towards MILES(Millennium of Exceptional Synergy), he isin tune with the synergy of that earlier millen-nium in relations between the two countries,conscious of the smallness of the present inIndia-China interaction, and the length of theroad ahead as the two countries seek to buildharmony in the midst of differences. In thetradition of his ancient Indian forebears inChina, when he lands in Xian, from where theSilk Road stretched westward into India, Mr.Modi, ever the pragmatist who also dares todream, will approach the challenge of China,aware of the complexities that crowd the rela-tionship, but also conscious of the potential itholds.

Not brothers but partners

The India-China relationship today ismarked by low levels of mutual trust, pervad-ing ambivalence in each country’s approachto the other, and the lack of knowledge of theother among the people of either country. Mr.Modi’s test is to introduce more rationalityand coherence into the relationship than thereis today, and to convince his Chinese inter-locutors of the need for the same. The twocountries that gave the world Panchsheel,cannot live in mutual exclusion. Indians andChinese cannot be brothers, but they can bepartners.

Deng Xiaoping said that for China,“Development is the hard truth”. That dictumapplies equally to India. It is only a strong,secure, economically developed India thatcan successfully achieve the goal of being aleader on the global stage. A partnership fordevelopment between India and China is awin-win partnership and neither side can lose

in such a transaction. India, which has dis-tances to cover in its development marathon,aims well to draw in investment and infra-structure-creating expertise from China. Thisis pragmatic and we must drop apprehensionsof Chinese companies as Bond villainsstroking Persian cats on a desert island andunleashing deadly viruses on people. India isbig and strong enough to deal with such enti-ties and get what it wants.

Policy moves, as reported by the media, toease visas for Chinese nationals visiting Indiafor tourism and business purposes are logical.India is increasingly a good business destina-tion for Chinese investors and companies.From being ranked 19 in China’s export mar-kets in 2001, India was ranked number 6 in2013. The Indian consumer is literally thenext-door neighbour for Chinese businessestoday, a neighbour who is seeking several“home improvements” that a Chinese suppli-er or investor can help with. Take Xiaomi,known to Indian consumers as just Mi, theChinese smartphone manufacturer that in justunder a year has seen India become its largestoverseas market. Mobile phones are our sin-gle largest item of import from China.

Tapping trade and tourism

The business of diplomacy is business. Ourtrade with China has grown phenomenally inthe last decade and so has our trade deficit($44.7 billion at last count). The Chinesemarket has been resistant to entry by ourpharmaceutical exports and our serviceindustries. An unequal relationship is anuneasy relationship. Mandarins in theChinese Commerce Ministry need morestrategic direction from the top decision-mak-ing echelons in the Politburo and the StateCouncil on this aspect of legitimate concernfor Indian businesses. This is a point thePrime Minister will have to emphaticallymake.

Another area of focus must be tourism.Tourist arrivals from China are minuscule.Chinese views of India are mired in images ofpoverty, dirt and chaos. There is much to bedone in terms of changing that view, andattracting young Chinese particularly to ourBuddhist sites, our backwaters and rain-forests, and our Hindu and Islamic heritage.Given the millions who are fans of yoga inChina, there is obviously a vast, untappedsection of the Chinese travelling public that

will make India a favoured destination if wemarket our tourist attractions in a focussedand “smart” manner.

State visits are occasions for signing agree-ments, joint statements and declarations. Thepath of bilateral relations is strewn with theheadstones of such documents. Concretely,India and China must move forward withmore purpose in areas like their strategic eco-nomic dialogue, on issues of military-to-mili-tary cooperation (itself a solid confidence-building measure), better connectivity whichis the spine on which trade and investment ispositioned (a positive measure would bedirect air connectivity between New Delhiand Beijing), consultations on disarmament,non-proliferation and arms control (a wel-come first round was held in Beijing lastmonth), state-to-state relations between ourprovinces and China’s (the Chief Minister ofAndhra Pradesh has returned recently from avery useful tour of China), and consultationson the regional situation, especially onAfghanistan.

China-Pakistan ties

China’s ‘One Belt One Road’ initiative (theAsian Infrastructure Investment Bank — theAIIB — is another), bearing the stamp of theChinese President, Xi Jinping, himself, is aclever way of redrawing the map of theregion on a Chinese-driven projection. TheMaritime Silk Road, which traces its geneal-ogy to the ancient southern silk route, essen-tially provides a catchy name to China’s 21stcentury foray into the waters of the IndianOcean, building ports and staging points inkey stations along the way, including SriLanka, the Maldives, northern Kenya, andGwadar in Pakistan. The benefits to India aredifficult to assess, as we legitimately seek toconsolidate our time-tested ties and create ourown organic connectivity with the islands andcoastal lands of the Indian Ocean. The PrimeMinister’s tours in the region are a reflectionof this reality.

As part of its Belt initiative, China is work-ing with Pakistan to construct a Sino-PakistanEconomic Corridor across the Karakoramranges into Pakistan-occupied Kashmir(PoK) and connecting with the Arabian Sea atGwadar.

The alignment of this corridor is largelyparallel, when seen on the map, with our

Delhi-Mumbai Industrial Corridor. The “all-weather strategic partnership of cooperation”between China and Pakistan (Mr. Xi is fresh-ly returned from a visit to our western neigh-bour), continues to flourish unimpeded,despite reports of the troubles in Xinjiangfomented by East Turkestan IslamicMovement groups ostensibly trained in terrorcamps in Pakistan. The Sino-Pakistan rela-tionship will not be far from the PrimeMinister’s thoughts, and is a source of funda-mental dissonance in our interface withChina. It will not go away.

China’s selective approach to the issue ofKashmir, where its actions in PoK signalimplicit acceptance of Pakistani jurisdiction,vis-à-vis avoidance of contacts with India onJammu and Kashmir and entities based there,is another source of difference. There is noreason why China should not encourage con-tacts between Xinjiang and Jammu andKashmir, or even an aviation link betweenUrumqi and New Delhi. Old Kashmir andChinese Xinjiang were intimately linked. A21st century Silk Road initiative shouldexplore these connections.

The boundary question

The gorilla in the room is predictably, theboundary question. It is somewhat cagedalthough it rattles the door rather persistentlywhen transgressions occur along the Line ofActual Control (LAC), and a hyperventilatingmedia in both countries (and a larger socialmedia universe) agitates it further. Let it notbe forgotten that the areas along the LAC inthe India-China border areas have remainedclash-free since October 1975. Since 1993,various agreements to maintain peace andtranquillity, and confidence-building mecha-nisms between border security personnel onboth sides, have kept the peace effectively,despite doomsday predictions. One hopes foradequate reserves of good sense on the part ofboth governments to ensure that peace pre-vails. Recrudescent nationalisms in eithercountry should not drive the debate to a pointwhere well-calibrated mechanisms for stabil-ity are rendered non-functional.

In an interview on the eve of Mr. Modi’svisit, Chinese Premier Li Keqiang said thatsettling the boundary question “as early aspossible is the historical responsibility thatfalls on both governments”. This is not animpossible goal but will require the political

strength, confidence, conviction and fibre toaccept mutual adjustment and accommoda-tion so that an agreed boundary line demar-cates the long frontier between India andChina. Are out-of-the box solutions possible,ones that will enable a biosphere beyond bor-ders for the people who inhabit the frontierareas? These have been explored and foundpossible in similar situations across theworld.

For a start, border trade needs more of a fil-lip from both governments, as also the open-ing of more pilgrimage routes. The route fromDemchok in Ladakh to the holy sites ofKailash and Manasarovar is one such exam-ple. Opening the route will certainly create aradically new normal in the area, allowing fora people-centred dispensation to ring-fence aterritorial dispute. Here, the ball is in China’scourt.

Mr. Modi’s joining Weibo, the Chinesesocial media network, is an astute move.Even if it does not move mountains, it willawaken millions of Chinese, the young andeducated especially, to an interest in India.We need that awakening. As a leader of thefree world, Mr. Modi’s can be a powerfulpresence in China. That is as it should be.

Mr. Narendra Modi will make hisfirst visit to China as PrimeMinister from May 14 to 16. He

is unique among Indian political leadersin possessing some significant experienceof China before attaining office. In fact,despite — or perhaps because of — thedifferences in world views and how hehas gone about understanding China, he isprobably the first Prime Minister afterJawaharlal Nehru capable of shaping aunique approach to China. His forthcom-ing visit will be one of many such oppor-tunities to do so.

The differences between the two PrimeMinisters also show how both China andthe Sino-Indian relationship have changedover time. For one, until the defeat of1962, Mr. Nehru looked at China in anti-colonial and anti-imperialist solidarityand so, promoted communist China’smembership of international organisa-tions and participation in internationalaffairs. This is not to say that he did notunderstand the geopolitical challengesposed by another large country next doorthat had a length of history and greatnessof civilization equal to that of India, apopulation of similar size, and, important-ly, a different political ideology. But Mr.Nehru also believed that India and Chinahad the potential to do much together toreshape the world.

Mr. Modi’s four visits to China asGujarat Chief Minister were predicatedon a vastly different world situation thanthe one that confronted Nehru. First,while the Cold War has ended, the twomost important powers in the world today,the United States and China continue tobe rivals. Given that the rivalry has shift-ed closer to home, India is hard pressed toformulate some sort of a response amidstits own political and economic churning.

Lagging behind

Second, there is no doubt that India hasfallen considerably behind China in worldstanding. Perhaps it is the lack of politicalcachet compared to China — representedby the lack of a UN Security Council per-manent seat and membership to the NPT— that hurts India most. India underNehru had presence and held attention onworld forums. Until Mr. Modi camealong, India appeared content to rest on

past laurels or to portray significancethrough an alphabet soup of multilateralgroupings that either did not produce anyuseful results or challenged the existingworld order without quite the necessarywherewithal.

Third, unlike Mr. Nehru who dominatedIndia’s decision-making and thinking onforeign policy issues, India now has chiefministers of states engaging with othercountries, and they are increasingly influ-ential on foreign policy. The ChiefMinister from Tamil Nadu on Sri Lankaand that from West Bengal on Bangladeshare obvious examples. As Chief Minister,Mr. Modi himself has had held forth onforeign policy matters, including report-edly helping in 2012 to achieve therelease of some Gujarati diamond tradersarrested in China.

If Mr. Modi’s China agenda appearsmostly economic in nature, it is probablythe result of extrapolation from his recordas Gujarat Chief Minister and his identityat home of being focussed on develop-ment. However, politics and ideologyseem at least as important to Mr. Modi aseconomics.

Take, for one, what the symbolism ofhis interactions with various world lead-ers suggests. Mr. Modi’s ‘bearhug diplo-macy’ with Shinzo Abe of Japan, TonyAbbot of Australia, and Barack Obama ofthe U.S. stood in contrast to the ratherpolite welcome to Xi Jinping inAhmedabad last year. Mr. Modi clearlyknows who he thinks are India’s friendsand partners.

Two, the invitation to the Sikyong of theCentral Tibetan Administration and to theTaiwanese representative in India to Mr.Modi’s swearing-in ceremony should notbe forgotten. These are no small politicalstatements coming from a leader who,purely as a practical matter, understandsthe importance of attracting Chineseinvestment to India and will, no doubt,focus on it a great deal during his visit.

Three, Mr. Modi appears to have arather audacious politico-cultural agendain his foreign policy. He cannot but beaware of the Dalai Lama’s mortality, the

Sino-Tibetan debate over his reincarna-tion, and the puppet Chinese PanchenLama being propped up to rival the DalaiLamsa’s influence. Mr. Modi will contin-ue India’s challenge to Chinese attemptsto hijack the global Buddhist agenda. TheIndian Prime Minister has frequently andconfidently highlighted India-ChinaBuddhist links. Given China’s currentpolitical realities, references to Buddhismin the India-China context are likely to bea favoured method for Mr. Modi to high-light its Indian origins, India’s role in pro-tecting and preserving Tibetan culture,and its legitimacy in challenging any nar-rative that China might offer. The trip toMongolia is also surely part of thisapproach. Overall, it is Mr. Modi whocomes across as more convincing than theChinese when he makes philosophicaland metaphysical allusions such as Indiaand China being ‘two bodies with onespirit’. He, thus, also shows up the contra-diction in China’s communists attemptingto parlay Confucian ideology orBuddhism as a tool of Chinese soft power.

Four, Mr. Modi’s government has, notsurprisingly, maintained a studioussilence on China’s new Silk Roads or ‘onebelt, one road’ (OBOR) initiative. Whileengaging with the initiative makes emi-nent economic sense for India, there aresome Chinese notes that jar historicallyand culturally for India. By converting theSilk Road story into a narrative of tradeand economic cooperation but withoutmuch reference to the flow of ideas,including Buddhism, along these sameroutes, Beijing is trying to reinterpret his-tory for its current purposes. The Indiansilence thus is a challenge and reminderof the very different political and religioushistory that the so-called Silk Roads rep-resented.

Multidimensional challenge

However, silence or inaction is also nota sustainable option for India — theOBOR seeks to fundamentally reshapenot just economic development modelsand networks but also political relationsand ideologies in China’s neighbourhoodand, thus, poses an unprecedented andmultidimensional challenge to India.Project Mausam is designed to exploreand reinvigorate India’s historical linkswith the Indian Ocean region, and fits inwith Mr. Modi’s cultural agenda, but in its

current shape, offers little or no strategicchallenge to OBOR. Ultimately, historyand politics will be (re)written by the eco-nomically dominant, and OBOR couldlead to a situation where Beijing exercis-es influence over nations despite the bor-ders between them.

What then of the boundary dispute?Taken together, the above aspects of Mr.Modi’s foreign policy suggest that whilehe might be willing to be practical andacknowledge that Tibet is today a part ofChina, his cultural agenda might alsorequire that any resolution also offer Indiagreater, regular, and multifaceted accessto Tibet than is the case today. Hence, theopening of another route to KailashManasarovar through Sikkim and eventhe short-lived plan, if ever there was one,of the Prime Minister travelling to theholy mountain during his China visit.

The induction of Kiren Rijiju fromArunachal Pradesh into the Modi cabinetconfirms India’s red lines, but as with thepotential of OBOR to make bordersinconsequential, the cultural agenda of a‘Greater India’, too, could mean that lineson a map are unnecessary to legitimateand further Indian influence in Tibet andelsewhere on China’s periphery. This,then, could make the inevitable redrawingof India’s map, which a solution willinvolve, more palatable.

Xian, the PM's first stop on his three-daytour of China, is the hometown of PresidentXi Jinping and his hosting PM Modi there isa reciprocal gesture after his visit to MrModi's home state Gujarat last year. It is alsoa departure from protocol and is seen as asign of the importance China is attaching tothis visit.

Welcoming PM Modi President Xi saidtoday, "You received me very warmly in yourhometown. I am very glad to receive you inmy hometown."

PM Modi appreciated the Chinese leaderreceiving him outside Beijing. "This is anhonour to 125 crore Indians whom I am rep-resenting as Prime Minister," he said.

"It is very rare for Chinese leaders toaccompany foreign guests outside Beijing,"the state-run China Daily noted. It said PMModi would be given "the highest-levelreception."

After talks with President Xi, which willset the tone for formal government to govern-ment talks in Beijing tomorrow, PrimeMinister Modi will visit the famous WildGoose Pagoda, a spiritual structure built tohighlight famous Chinese Buddhist monkXuan Zang's journey to India in 645 ADthrough the ancient Silk Road.

He also visited a famous terracotta warriorsmuseum this morning.

PM Modi has met President Xi three timesduring the last one year and held extensivetalks on a wide range of issues.

On the political side, there was alot of discussion on strengthening trust andincreasing convergence. Political issues werediscussed, boundary issues were discussed,including peace and tranquility on the border.

New Delhi: Absence of an "adequate finan-cial model" is a real challenge faced by manymedia organisations, Information andBroadcasting Minister Arun Jaitley onThursday said, adding that this situation notonly affects news content but may even leadto ills like paid news.

"What is the financial model behind thedigital medium, it's still struggling for it...The aberration in the electronic media is thatthe cost of distribution is more than the costof content," Jaitley said.

Speaking further, he said that with cost ofdistribution being so high, there is an obviouscompromise on the cost of content as thequantum of advertising available is almoststagnant or maybe growing marginally.

He said that in this situation, news organi-sations may begin competing for eyeballs,resulting in hype and "shrillness". In a shrilldebate, he added, the other side of the pictureis not known.

He further said that while a large number oforganisations will maintain priorities, someothers may compromise and that is how theproblem of paid news may arise, which par-ticularly during elections seems highlyprevalent.

Noting that Ganga was being polluted mostby the industries which discharge their efflu-ent directly into the river, Bharti said, theywould be made to ensure that only treatedwater was released into the river.

The Ministry had issued notices to 764industries, and asked them to check releaseof effluents into River Ganga and submit adetailed action taken report on controllingand preventing pollution within 15 days.

Bharti also insisted that clean water shouldbe used for limited purposes only and treatedwater for other larger purposes.

"Only used or treated water should be usedlargely so that fresh water is kept for limitedpurposes," she said.

State for Steel and Mines Vishnu Deo Sai inreply to a question posed in Rajya Sabha onWednesday.

The Ministry of Mines will regularly mon-itor the framing of rules by the state govern-ments to control illegal mining as per Section23C of Mines and Minerals (Developmentand Regulation) Act, 1957.

Furthermore, task forces have been set upat state and district level to control illegalmining. So far, 23 states have reported tohave constituted the Task Forces.

A State Coordination-cum-EmpoweredCommittee (SCEC) has also been set up tocoordinate efforts to control illegal mining byincluding representatives of Railways,Customs and Port authorities. So far 13 stategovernments have set up Coordination-cum-Empowered Committees.

A regular follow up will be done with thestate governments to adopt an action planwith specific measures to detect and controlillegal mining including, use of remote sens-ing, control on traffic, gather market intelli-gence, registration of end-users and settingup of special cells.

Zimbabwe Cricket (ZC)released an official state-ment saying the tour wouldnot go ahead followingrecent militant violencethat has revived fears aftera deadly attack on the SriLankan team bus in 2009.

"The supporters have been incrediblesince day one. I`ve had cruel lows andincredible highs. Their support has neverchanged in 17 years. That will be the mostemotional goodbye."

Asked who had been his biggest influ-ences at Liverpool, Gerrard replied: "Iowe an awful lot to Gerard Houllier.

"He was a father figure and I won three

''Almost perfect'' Rafael Nadal cruisespast John Isner into Rome quarters

(MHA) on Thursday said that nofinal decision had yet been taken onthe proposed bilateral series betweenIndia and Pakistan.

According to ANI, Kiren Rijijustated that MHA has not taken a deci-sion in this regard.

However, he added that the senti-ments of people cannot be kept asidewhile taking a decision to engagewith Pakistan whether in politics orsports.

The news came a day after theIndian government gave green signalto an India-Pakistan series expectedto be held in UAE in December thisyear, according to reports.

The approval earlier had come afterPakistan Cricket Board (PCB) chiefShahryar Khan met Finance MinisterArun Jaitley.

The government was of the viewthat sports should not be mixed withpolitics, sources said there will be nocompromise with Pakistan on issueof terrorism.

During the past few days, Shahryaralso held meetings with BCCI chiefJagmohan Dalmiya and BCCI secre-tary Anurag Thakur.

Earlier in a ground-breaking move,cricket administrators from India andPakistan agreed to play five bilateralseries in eight years, first of which istentatively scheduled to take place inDecember this year.

"The series will start in December

as per schedule and it will comprisethree Tests, five ODIs and two T20s.The preparation is on in full swing.We have to overcome the final hur-dle. You may know as per the MOUthere will be five series between thetwo countries in eight years,"Shahryar said.

Shahryar also said that he hadcome to Kolkata to specially conveyhis congratulations to Dalmiya?, whowas recently elected as the presidentof Indian cricket board.

He went on to emphasise that alongwith Dalmiya, he revived the mostimportant cricket series in the worldin 2004 as well.

Dalmiya also sounded hopeful ofreviving the series but said that with-out the support of government, theseries will not go forward.

The last series between India andPakistan was held in 2012-13 whenPakistan visited India for a three-match One Day International andtwo-match Twenty20 Internationalseries. Pakistan had won the ODIseries 2-1, while the T20 series ended1-1.

It was Pakistan's first cricket tourof India in five years, after the infa-mous Mumbai terror attacks in 2008,which stalled all bilateral tiesbetween the two countries.

In recent years, most of ushave begun making healthierchoices. But are these choices,often based on general under-standing, really as healthy aswe think they are? Well, yes,and no. While we may havebeen successful in shunningfoods high salt content and badfats, there is still a lot more ofunhealthy content sneaking in.Most of us don't realise howmuch salt, sugar and saturatedfat is present in our every dayfood.

The Department of Health inBritain found that despite mostpeople wanting to improvetheir health, a majority had noidea about the level of hiddennasties in their meals. A studyof 2,000 adults found 77 per-cent got more basic questionsabout their diet wrong thanright.

With lifestyle diseases on therise, it's important to be awareof what hidden nasties may bein your food, and to know whatyou are putting in your andyour family's bodies. Some ofour favourite meals, takeaways

and snacks contain highamounts of salt, sugar and satu-rated fats. For instance themajority did not realise a pre-packed ham and cheese sand-wich had more salt than achicken tikka masala readymeal.

Certain foods may be markedas zero cholesterol. But checkfor the saturated fat content inthe nutrition information table.It's unlikely to be zero. Whenour liver processes saturatedfat, it releases cholesterol. Sodon't be guided by marketinggimmicks.

Canned fruits and vegetables,and chips contain high levels ofsugar and salt, which is bad forhealth. Using fresh ingredientsmay take 10 extra minutes, butyou can be assured that you and

your family's health are not athigh risk.

Many foods sold as 'low fat'are loaded with hydrogenatedfat, and extra sugar. Check thenutrition information table, andyou'll know that what you areeating will only make you puton more weight and is bad foryour system.

Dairy products like cheeseslices and cheese spread andsauces also contain highamounts of saturated fat, cho-lesterol and sodium, similar tomost processed foods. Whileyou may indulge yourself withlayers of cheese in sandwiches,the good old homemade paneer,chutneys and sauces are muchgood for your health.

Make right choices

Tandoori and roti vs. naanand parathas

Go for a tandoori or a plainroti or chapati made fromwheat flour instead of refinedflour options like naan.

Reacting to the issueraised by Peoplefor the Ethical

Treatment of Animals(PETA) over an advertise-ment for an innerwearbrand featuring actorRanveer Singh thrashing ashark, the brand'sspokesperson said that thevisuals were not intendedto offend anyone, andadded that a disclaimerwould soon be attached tothe commercial.

The recent advertise-ment garnered a negativeresponse due to visualswhich showed Ranveertaking a dive into anocean to save a girl from ashark and beating up ashark.

"This is to clarify thatthe shark shown in the lat-est Rupa commercial fea-turing Ranveer Singh is a

rubber toy, no animal wasused in the shoot. It is notour intention to hurt any-one's sentiment. We willbe adding a disclaimer tothe ad to this effect," saidMukesh Agarwal, whole-time director, Rupa & Co.Ltd. brand's spokesperson,in a statement.

While condemning theadvertisement, the animalrights organisation raisedconcerns and said it plansto take the matter forwardby writing to the actor andthe brand.

In a statement issued onWednesday, PoorvaJoshipura, PETA IndiaCEO, said, "PETA will bewriting to Rupa Frontlineand Ranveer Singh toshare our concerns onbehalf of sharks andtoday's socially awareyouth."
