Board Meeting of April 20, 2017

Meeting was called to order by President Midge Zupanic at 1:35 PM Roll Call: Members Present – Bud & Joanne Bender, Ana Maria Conteras, Rich Johnson, Midge Zupanic, Hattie Inge, Mary McCombs, Donna & Eloy Montoya, and Center Staff Terre Ermitano. Excused: Frances Brooks, Joyce Lewis, and Betty Lovert Absent: Beth Rimmer Minutes were read and approved Correspondence: None Treasurer’s Report: Bingo Checking as of 3/31/17 $37,018,57 Bingo CD as of 3/31/17 $37,771.97 Friends Acct. as of 3/31/17 $5,726.38 Friends CD as of 3/31/17 $ 11,740.06 Report from Senior Center Wednesday March 8, Ronald Morales of Humana had a table in the lobby from 11:00 am – 1:00 pm. Topics covered were Medicare plans, health Plans, Dental & Vision, Annuities, Long Term Care. Monday March 13, Juan Rivas Representative for Regal Medical had a table in the lobby from 11:00 am – 1:00 pm. Topics included health support, health education, healthy shopping and cooking tips. Thursday April 6 was craft day showcasing the clubs and classes offered at the Center. These included, Crafts, Crochet, Hobby Time, Ukulele, Woodcarving and Quilting. Upcoming Events: May 11th Mardi Gras Senior Prom. – 4:00 pm – 8:00 pm – There have been 68 tickets sold to date. June 12th – Karaoke Ice Cream Social – 1:00 – 2:00 pm. Terre asked if we could would purchase new exercise equipment to include a new speaker system for the Zumba class. Information on the type of equipment requested was passed around for comments. Terre said that the projector screen in the Berglund Room was in very bad shape and needed to be replaced. This will be investigated and suggestions made. Terre also informed us that there are plans to have an ice cream float day this coming summer. No date has been set at this time. The $400.00 dollars for the Art Cooper band can be given to Terre at any time and she will store in her safe until needed. Old Business: Passed around the approved Bingo Code of Conduct that is now in effect.

New Business: William Jernigan of ITF joined us to talk about our computer equipment. It is an ongoing situation with computers being brought back on line. “New used” computers will be added to our lab. A new internet system is in the works and will speed up the computers. Discussions were held about the problem of some people using our computers and printers for business purposes and printing out 100’s of pages. William said he would look into a way to stop the abuse. The board approved Midge’s request to purchase new table clothes - 20 ea. – Orange, Yellow, Lime Green and Red if we do not already have some. The board also approved the purchase of additional exercise equipment to include a new speaker system for the Zumba classes. Eloy suggested that the starting time for Bingo be moved forward to 1:15 from 1:30. This would give an additional 115 minutes to get everything setup. Changes are to be made. May 5, 2017 Friday Bingo will start. Terre said that it has to be over by 3:30 PM. Because the Center closes at 4:00 and the staff has to have time to clean the room. Open Form Rich – Plays at the theater – Jakes Women now running - Grease will play – July 8&9 – 14,15,16 – July 21,22,23 - 28,29,30 and Aug 4,5 & 6. RECREATION & COMMUNITY SERVICES COMMISSION May 02, 2017

Chairman Joe Britt called the May 02, 2017 Recreation & Community Services Commission meeting to order at 6:30 p.m. inside the Council Chambers. I. ROLL CALL Members Present: Joe Britt

Following Roll Call, Commissioner DeVost led the Pledge of Allegiance. II. APPROVAL OF MINUTES Recreation & Parks Commission Meeting Minutes – April 04, 2017 On a motion from Commissioner Silva and a second from Commissioner DeVost, the minutes of the meeting of April 04, 2017 Recreation & Parks Commission were approved as mailed on a unanimously affirmative vote by all Commissioners present. III. DISCUSSION ITEMS FROM THE PUBLIC Commissioner Britt invited members in the audience to discuss any items pertaining to the Recreation and Parks Commission. 1. Special Olympics – Maren Skinner, Community Services

Upon approaching the podium Ms. Maren Skinner greeted the Recreation and Parks Commission, distributed program information and reported on recent events and competitions in regards to the Special Olympics program:

Ms. Skinner reported that although the program is based out of the City of Rialto, the athletes represent 11 cities in the Inland Empire. The City of Rialto has sponsored the program for the past 4 years. Ms. Maren Skinner has been in charge of the program since 1989 for the Western San Bernardino County area. There are about 11 areas in the Inland Empire with a total of about 15,000 athletes. Sports that are in season right now are basketball, track & field and golf. 36 athletes represented the Southern California region in the L.A. World Games. One was from Rialto at an event where 177 countries are represented. There are a few competitions coming up including a recent one in San Diego where 2 teams obtained the silver medal and the next event will take place in Irvine, CA on the 13th. Commission Chair, Britt asked about how the program is funded. Ms. Skinner mentioned the sponsorship from the City of Rialto, private & public donations and grants obtained through their national entity. At this point commissioner Morrison thanked Ms. Skinner and mentioned that she also works with special populations. Commissioner Morrison wanted to know how to make a donation directly to the Rialto Special Olympics chapter instead of the national organization. Ms. Skinner informed the commission that one hundred percent of the donations go directly to programming. The services to the participants are free. Volunteers for the Special Olympics need to go through a background check and be certified in the sport they are coaching. Practices take place at the Rialto Community Center on Saturdays. Chairman Britt congratulated Ms. Skinner for the great work she is doing and asked if the commission can receive more constant updates.

B. Project Updates

1. Public Works CIP Projects - Moises Peralta: Director Brents introduced Mr. Peralta to give the project updates. Community Center exterior painting project The last walkthrough of the facility took place May 2, 2017 with the contractor, public works and community service staff to make sure the job was well done. Director Brents informed that the color green will be gone (painted over). Once all is checked a Notice of Completion will be filed.

Community Center Fence Project Mr. Peralta reported that there has been some meetings taking place, last one was on site

where the contractor took some measurements and some issues were discovered. These issues are being worked on and the project is moving along

Community Center Rehabilitation Project

Mr. Peralta reported that the RFPs have come back and are currently under review by staff. These RFPs are to select a designer for the rehabilitation project of wings 200, 300, 400 and 500. Announcer’s Booth at Rialto City Park, Julio Salcedo, Community Services Supervisor Salcedo reported that the RFP went out but City Council did not approve of the design and wants something better for the stadium. Public works is looking to get the contractor that designed the Ferguson Park booth to do the same for the Rialto City Park in order to achieve some uniformity and to accelerate the process and that is where the project stands as of this moment. Public works is aware of the dates of play. Bud Bender Electrical Work, Perry Brents, Community Services Director No change since last report.

Cactus/Randall Master Park Planning, Perry Brents, Community Services Director Director Brents reported that Council approved the master plan design on Cactus/Randall. Commissioner Morrison asked about a timeline, Director Brents reported that the project is not that far ahead yet. It was also reported that Council would want to see more things in the master plan. Concession & Restroom Improvements, Perry Brents, Community Services Director Director Brents reported that as far as the concessions buildings for Frisbie and Andreson Park building fabrication is currently ongoing along with utility coordination. Rialto City Park will also be upgraded but the announcer’s booth will go in first. Most likely in the 17/18 FY budget. Frisbie Park is scheduled to be ready for groundbreaking on May 27st, 2017, the last day of their sports season. It will take between 120 and 160 days for the building to be completely in. Frisbie Park Master Plan and Design, Perry Brents, Community Services Director Director Brents reported that City Council will be looking at the Master Plan on the meeting of May 9th with revisions from the meeting of February 28th included. One of those revisions is that the proposed basketball courts will be turned into multi-use courts that can be used for Tennis, Volleyball and Basketball. Chairman Britt asked if the structure closed to the proposed basketball courts was going to remain in place. Director Brents informed the commission that the structure might need to be removed, but the plan does include 19 shade structures with plans to build concrete bleachers on the hill overlooking the courts

to use as an amphitheater in the future. The Master Plan is at 65% completion which is in the design phase as explained by Mr. Moises Peralta. Cactus and Randall Park “Joe Sampson” Park, Perry Brents, Community Services Director Director Brents reported that at the last Council meeting a vote took place that named the future park “Joe Sampson Park”. Commissioner DeVost asked if this happened without any input from the community. Director Brents offered to go over the rules for naming City facilities again. Commissioner DeVost expressed he was aware of the rules since he was part of the committee that drafted those rules. Director Brents reminded the Commission that the rules specifically state that City Council gets to have the last say so on these type of matters to which commissioner DeVost reply “They got the only say so”. It was further explained by Director Brents that any member of the council can also nominate the naming of a building, a staff or a citizen. Commissioner DeVost commented that no one gave the citizens a chance to do so. Director Brents said he thought the citizens did have a chance during the planning meetings that were held with the community. Commissioner DeVost commented “We will see what the grand jury has to say about that”. Director Brents continue and to inform the design continues and public works is waiting on the outcome of a grant that if acquired will lower the price of construction for the City freeing money to include other amenities. Commissioner DeVost expressed that in most places when naming a place, it is put out into the community and that the City has not done so in the last three times places have been named. Commissioner DeVost asked for this to be on the record and for City Council to read it because “They are cheating the people of Rialto” he continued to say that council is not including the citizens of the City of Rialto. Commissioner Morrison asked if it’s possible to at least be informed in advance. Director Brents said that a suggestion could be made but the way that the policies are written Council does not have to, but a suggestion could be made. Commissioner DeVost mentioned he was writing a letter to the San Bernardino Sun and that he would start “naming names” so people in the City could know what is going on, he asked what is the sense of having an advisory commission if you are not going to have a say in anything? Commissioner DeVost said that this park was already decided before the community meeting was held, commenting “City Council wants it to be a soccer field and we hadn’t had the first meeting, this City is being run by a dictatorship of seven people”. Director Brents informed the commission that they have the option to bring these suggestions to the Council as well as future naming of facilities or places. Chairman Britt asked Director Brents to forward the naming policies to the commission. Further Director Brents informed that during the Ad Hoc committee meetings anyone has a chance to bring up the naming of a place. Commissioner DeVost said that no one said they could even though Director Brents and Councilman Baca were present. Seven City Parks Phase II Improvements, Perry Brents, Community Services Director Director Brents reported that the parks have been identified and that the commission had a chance to visit those parks. Proposals were received and staff is in the process of choosing

three proposals. Once that is completed Director Brents will bring those three proposals in front of the commission. Project is expected to be completed next fiscal year.

2. Rialto Community Players , Julio C. Salcedo, Supervisor

Supervisor Salcedo asked the commission to refer to the quarterly report included in their packet of the meetings held by the Rialto Community Players. All the main points that have to do with City and Rialto community players’ business is outline in that report. It was reported that the appointment of Alejandra Gonzalez as a point person is working well. Most of the items of interest have to do with the upkeep of the facility and a list was forwarded to Director Brents. One of the most serious issues is that the Rialto Community Players were not following procedure on documenting and reporting incidents that occur on City property. Supervisor Salcedo and Ms. Gonzalez informed the group of the appropriate measures to take and how to report to keep the City informed all the time. The explanation resulted from an incident that was discussed in one of the Rialto Community Players meeting. During a live performance, a member of the audience got a coughing attack. In order to not disturb the performance he tried exiting the facility but got dizzy and when standing up, fell to the ground hitting his head on the way down causing a wound. Thankfully a registered nurse was in attendance and was able to evaluate that it was not a major injury. Rialto Community Players asked the individual and his wife if they wanted an ambulance to be called. They decided that the wife would drive him to the emergency room of the nearest hospital. Commissioner DeVost asked if police were called during the incidents. Supervisor Salcedo shared that the Rialto Community Players offered to call the ambulance but the individual involved refused, a registered nurse was in attendance and the individual’s wife was able to drive him to a hospital. Rialto City Players were able to keep in touch with the affected party and he is doing well. Chairman Britt asked if the Rialto Community Players have their own liability insurance, the answer was in the affirmative. It is required from all groups that the City works with and it is also required that they add the City of Rialto as additionally insured. There has been some vandalism but public works has been able to take care of it. Chairman Britt asked about the situation with the dates the City had requested. The City has two weekends on schedule for use of the Theater and has already scheduled events for those weekends. Commissioner Morrison asked if we had a way of managing the downtime. Supervisor Salcedo answered that we do have a calendar of the events for the Rialto Community Players but Commissioner Morrison wanted to know if we have our own calendar where we have the dates that the facility is available for rental. We do not have a calendar at the moment since apart from the appointed City weekends the Rialto Community Players has everything else blocked. Commissioner Morrison suggested that we, as the City, should take more time from the calendar since the City has the final say and should make more time available at that facility for other community groups. Commissioner Morrison mentioned that we have to be clearer about the time and dates and inform the group what we need. Commissioner Morrison suggested that if we do not have enough time for facility use, then maybe the calendar should be a little different.

Supervisor Salcedo reported on the April meeting of the Friends of the Senior Center. The group addressed the two exercise classes that are provided for free at the Grace Vargas Senior Center and decided to spend some funds in buying new exercise equipment to make available to the participants of these two classes. The Friends have always sponsored programs and renovations at the Senior Center. The Bingo fundraiser was discussed also. No questions from the Commission

4. Park Design , Perry Brents, Director

Director Brents reported that one of the designs was reported on earlier. Director Brents reminded the commission that most likely an Ad Hoc committee meeting would take place for both parks on May 17th at 5:15pm. The Joe Sampson design has not moved much from its original state. There is an ongoing process by Community Works Design Group to find a monument that will be part of the park. Several samples will be turn in for revision. Commissioner DeVost asked about Council wanting to see more amenities on the Cactus and Randall project, Director Brents said he was not aware of any more requests other than the park lights and the walking paths. The grant previously mentioned will allow for more amenities. Director Brenst announced that the Renaissance Park has been named to the “Joe Baca Sr./David Turch Park” by the Council. Designs are not in progress yet.

V. ACTION ITEM No Action Items on the Agenda VI. COMMISSIONERS’ REPORTS STUDENT COMMISSIONER JOSE FERNANDEZ –reported as follows: Student commissioner asked about the process of naming a park and Director Brents repeated he will be sending those policies to all commissioners. Being his last meeting Student Commissioner Fernandez thanked the commission for all that he has been exposed to and learned, despite some of the miscommunications between the groups. Student Commissioner mentioned that everyone working on the commission should be very proud of themselves. He shared that he plans to attend a community college next to finish his general education and then transfer to a 4 year university. COMMISSIONER CLIFFORD DeVOST–reported as follows: Commissioner DeVost reported that he does not understand how a park is named even before the design phase starts to take place. He also mentioned that two months ago the commission was supposed to get further information from the City Attorney as to the Kiwanis Club Bingo request and it has not happened. Director Brents informed Commissioner DeVost the Kiwanis had followed all requirements set forth in the City procedures, meaning the permission did not require Commission action. Commissioner DeVost questioned whether the City Attorney had ever been approached to render an opinion about the issue. Director Brents stated, he had an e-mail from the

City Attorney to confirm. Director Brents also suggested for Commissioner DeVost to personally visit the City Attorney to check the facts for himself and informed him that the way he was approaching the subject was inappropriate. Commissioner DeVost again mentioned addressing the matter with a grand jury and the newspaper. Based on continued comments by Commissioner DeVost, Director Brents suggested he read the minutes of the last City Council meeting. COMMISSIONER JAN MORRISON –reported as follows: Commissioner Morrison welcomed the new commissioner Mr. Robert Luna. She reported that she celebrated her birthday and paid a visit to her home (Jamaica). Commissioner Morrison also attended the Jazz festival and really enjoy it. She also held a meeting with Supervisor Salcedo and Ms. Gonzalez in starting to plan a regional commissioner’s workshop. She is also attending the Citizens Academy with Rialto PD and recommends it to everyone. COMMISSIONER JOHN SILVA–reported as follows: Commissioner Silva asked about the Pop Warner schedule, if the booth is not in at Rialto City Park. Director Brents informed him that Pop Warner program is still in the City and are starting registrations around the same time as the other programs. Commissioner Silva clarified that the reason he was asking was that just in case the pop warner program was not active, instead ofg having a temporary announcers booth at Rialto Park field, they could just use the field up on Ferguson Park. Director Brents again expressed that the pop warner program was still active. Director Brents informed the commission that he was able to get a commitment for football clinics for the Rialto Park group with an ex-NFL Raiders Player. COMMISSIONER ROBERT LUNA–reported as follows: Commissioner Luna reported that he has been living in Rialto for about twelve years, has coached baseball in the past. He works in the IT Department at Loma Linda Hospital and got his college degree from University of LaVerne. COMMISSIONER JOE BRITT – reported as follows Chairman Britt reported what he does is let everyone speak their mind and contribute. He encouraged the new commissioner and all others to speak up and offer ideas. He wished well for the student commissioner and asked about his graduation and college plans. Chairman Britt thanked the student commissioner for his service and said he hopes to see him again. Alejandra Gonzalez informed the commission that instructors from the Fitness and Aquatic Center participated in the Right On Rialto Event and that we are still hiring lifeguards. The City will help all interested applicants for the lifeguard position with the pre-test, training, certification and application process. Supervisor Salcedo informed the commission that three teens were recognized by Council in their

last meeting for their leadership and volunteer efforts. Araceli Sanchez was also recognized for being a leader at the Walk for life event. Supervisor Salcedo welcomed the new commissioner and thanked Student Commissioner for his service. Director Brents informed the commission that the MADD Run will take place June 10th. Chief Matt Fratus retired. June 5th is the kickoff of the summer food program for the City of Rialto. The purpose is to increase the number of kids that receive a healthy meal during off school days. Sites will include Andreson and Margaret Todd Park. Starts June the 5th until the youth go back to school. The program includes hot and cold meals. VII. ADJOURNMENT There being no further business to come before the Commission, Commissioner Britt adjourned the meeting at 8:30 p.m.

Our annual Summer Series kick off on Saturday, June 3rd

with a special viewing of Jurassic

World. This event will be rawr-tastic as families are welcome to enjoy a free movie night at

Andreson Park, 726 S Lilac Ave, Rialto, CA 92376. Families will receive free popcorn and explore

some exciting fossils at our Dinosaur and Fossil Party Exhibit.

Our Movies in the Park will continue throughout June with Moana on June 10th

, and The Lego Batman Movie on June 24th

. All movies events are from free and fun for the

whole family!

Concerts in the Park will be offered at Rialto City Park during the month of July and feature the

Summer Series Summer is fast approaching and Special Events Staff has the perfect

Fitness Orientation The weekly fitness orientation program has begun at the Fitness and Aquatic Center. As a

token of appreciation to our loyal members a free information class will be offered two days a

week on Tuesday and Thursday from 5pm to 7pm. The first hour will be a group exercise

session and the second hour will be discussions focusing on nutrition, proper exercise

technique and provide an opportunity for an individual question and answer session. A free

fitness assessment will be conducted for class participants. For more information or to

Strong by Zumba The Fitness and Aquatic Center is currently offering this high intensity course STRONG by

Zumba twice a week. The group exercise class combines high intensity interval training with

music motivation. In every class, music and moves sync in a way that pushes you past your

perceived limits, to reach your fitness goals faster. The class is offered Tuesday and

Thursday evenings at 7pm. For more information regarding the class please call

Adult Tennis Classes The School of Tennis has begun offering tennis classes for adults this month. The classes are held Tuesday and Thursday mornings from 8:30am to 10:00am. Aside from the new adult program, The School of Tennis continues to offer Jr. Tennis classes for 6 to 10 year olds, youth tennis classes for 11 to 17 year olds and Mommy/Daddy and Me tennis classes for 3 to 10 year olds. Youth Basketball (Divisions 2-5) The Spring Basketball season will begin on Saturday, June 3

rd, 2017. This season will be as exciting as

ever. Our numbers have swollen to well over 300 as we have exceeded our normal capacity. In our youngest division, Division 5, we have 6 teams with enough kids for another 2 teams. In our Division 4, we have a whopping 12 teams with 4 new coaches. Division 3 boasts 8 teams, with 2 new coaches and our oldest division has 6 teams. This season, games begin at 9:00am, and the last game begins at 9:15 pm. The City of Rialto co-ed youth basketball program has been registered as first and only Jr. NBA basketball program in the Inland Empire. This honor comes with collaborations with the NBA such as coaching certifications, potential professional athlete visitation, clinics and possible brand sponsorship. This is a true honor for the program. Opening day ceremonies will begin at 8:00am this season.

The Rialto Pride’s has been continuously practicing to remain ready for the next tournament(s). At this time, we have over 20 participants who want to be involved with the program. The summer tournament season is rapidly approaching. Stay tuned as this program continues to grow. The Rialto PRIDE bas-ketball team has been running scrimmage games against local travel ball teams and are ready for the

, 2017. This season is jam packed in

both our younger division and oldest division. In division 2, the youngest division, there are 4 teams

with enough waitlisted for 2 more teams. In the oldest division, Division 1, we have 6 teams, with

enough waitlisted for 2 more teams. This program is growing by leaps and bounds. We have 2 off

site practice locations at Rialto Middle School and Jehue Middle School. Opening ceremonies are

Rialto Rotary’s Annual Cruise & Car Show was a

revving success! On Friday, May 19th

car enthusiasts

enjoyed a cool cruise night on the infamous Route

66. People from all over the Inland Empire came out

to appreciate custom cars from all decades. The fun

continued with a car show event on Saturday, May

20th. This event featured a car show, music, and a

cruise along the Route 66.

The Community Services Department participated at the Saturday event and

provided kids’ activities and fun giveaways.

2017 Senior Prom

On Thursday, May 11th The Grace Vargas Senior Center held our Annual Senior Prom. The popular

event took place on Thursday May 11th from 4-8pm. The theme of the prom was “Mardi Gras”. Each

senior received a swag bag compliments of Jar Insurance Services before entering the prom. Live

music was provided by the “Art Cooper & Co.” The Prom was sponsored by the “Friends of the Rialto

Senior Center.” The “Friends” prepared a lovely meal for the seniors. We served two Costco cakes for

dessert which was donated by our Healthcare Representative Mike Pichardo.

We were extremely excited to raffle off 36 prizes thanks to the following donors: Cuca’s Mexican

Restaurant, Family Service Association (FSA), Rialto Women’s Club, East Rialto Kiwanis Club, Patio

West, ihelp IE, Wayne & Mary Moore, Planet DVD, Donna Wittrig-Grace Vargas Hair Salon, SCAN

Health Plan, Pinnacle Group, Regal Medical Group, InnovAge Greater California PACE, Rialto Black

History Committee, Inc., AGA Medicare Options, and Ramrod

Senior Park.

The highlight of the night was the crowning ceremony. The

seniors voted and chose Ricky Martinez and Elena Martinez as

our 2017 Grace Vargas Senior Center Prom King and Queen.

Senator Norma Torres office provided the Prom King and Queen

each with a Proclamation.

Rialto Rotary Club sponsored the event’s photo booth. Each participant was able to take free souvenir

Prom pictures. The Prom was sold out with 120 participants in attendance. The Prom was a huge

success, a lot of compliments from our senior participants were received. Way to go Senior Center

Staff!

Keeping Seniors Informed

Reach-Out Strengthening Communities Representative, Araceli Maldonado, has scheduled a FREE

Nutrition Class for our senior participants on Wednesday, May 31st. The first class will be held from

10:00am–11:00am and it will be presented in Spanish. The second class will be held from 1:00pm-

2:00pm and it will be taught in English. Participants will learn healthy eating habits for the whole family

and explore exciting tips to kick start a healthy lifestyle. Each participant will receive a FREE gift after

completing the class.

Rialto Community Players

May, 2017

The Sandra R. Courtney Community Playhouse is preparing for their production of Grease. The show dates are July 8,9,14,15,16,21,22,23,28,29,30 and August 4.5,6. The Community Players provided information on the show dates they will be utilizing the carpeted areas to accommodate the numerous crew members. Dates were also provided for the shows were the group exercise room will need to have the exercise bikes removed to allocate additional space. The next Rialto Community Players meeting is scheduled for Monday, June 12 at 6pm.
