Guru Gobind Singh Jayanti : 16th January, 2016Guru Gobind Singh Jayanti is a Sikh festival that

commemorates the birthday of Guru Gobind Singh, thetenth Guru of the Sikhs. It is a religious celebration inwhich prayers for prosperity are offered.

Guru Gobind Singh was born in the year 1666 asGobind Rai, to the ninth Guru of Sikhism, Guru TegBahadur (who gave his life to protect religious freedomof Hindus) and Mata Gujri, at Patna Sahib. According toHindu calendar he was born on Saptami, Paush, ShuklaPaksha, 1723 Vikram Samvat.

Noteworthy, Guru Tegh Bahadur the father of GuruGobind Singh was publicly executed at the imperialcapital Delhi in the year 1675 for protecting the Hindusagainst the religious fanaticism of the Mughals. GobindSingh succeeded his father when he became a Guru atnine years of age.

Guru Gobind Singh’s teachings have a big impacton Sikhs. In his lifetime, he stood against the Mughalrulers and fought against injustice against Hindus. In1699, Guru Gobind Singh took five men from the lowercaste of society and baptized them as His Five Beloveds, endowing them with great courage and adevotion to God. It was his dedication to God, his fearlessness and his desire to protect the peoplefrom being oppressed that led Guru Gobind Singh to establish the Khalsa, a military force of saint-soldiers which he baptized.

Under Guru Gobind Singh’s guidance and inspiration, the Khalsa followed a strict moral codeand spiritual discipline. It was through his courage that the people rose against the oppression of theMughal ruler in India at the time. Aside from being a spiritual and a military leader Guru GobindSingh was also a gifted writer who penned a large body of literary work. Before his death in 1708,he declared the Guru Granth Sahib, which is Sikhism’s Holy Scripture to be the permanent Sikh Guru.

Both Hindus & Sikhs celebrate this Jayanti and large processions come out in India on this day.People sing devotional songs during the procession and share sweets. Special prayer gatherings arealso held at Gurudwaras throughout the globe.

.Time for Sharif to act!

Nation salutes its brave sons who gave their supreme sacrifice in defending thehonour of our motherland. The nation will remember the valour and heroicsacrifice of its fearless sons in the time to come. The terrorists who sneaked in

the IAF base at Pathankot got a fitting reply from our brave soldiers who embracedmartyrdom while defeating the designs of the intruders. The names of these heroes willremain inscribed in the hearts of the people forever. Prime Minister Narendra Modiwhile condemning the attack has rightly said that the enemies of humanity who can’tsee India's progress tried to strike at our strategic airbase at Pathankot. The nationsalutes the armed forces who were able to foil the enemy’s attack with their matchlessbravery.

India has been a victim of terrorism for a long time. Even when the word was notknown globally India was made to face its most dangerous onslaughts. India experiencedit as cross-border terrorism in which many innocent lives were lost in numerous deadlyattacks. Undoubtedly, these terror attacks have links with various terrorist outfitsoperating from Pakistan. Many of these terror outfits are banned internationally andyet they are able to operate from the Pakistani soil. As the Pakistan polity swungbetween dictatorship and democracy, these terror outfits gained in strength with theovert and covert support of the power centres in Pakistan. India has continuouslyregistered its concerns on the global forums in raising the issue of terrorism. Of late andmore particularly after 9/11 terror attack on US, the world has also started to recognizethe grave dangers posed by terrorism to international peace and harmony. PrimeMinister Narendra Modi has continuously raised the issue of terrorism on almost allavailable forums. He has tried to draw the attention of all the world leaders towardsthe challenges of terrorism and brought it in the agenda of the meeting from BRICS toUN and while engaging with almost all world powers from US to Japan and UK toChina.

India has never lacked when initiatives were required in building good relationswith neighbouring countries. It was very much evident when Narendra Modi invitedall the SAARC leaders in his swearing-in ceremony. The relation with Pakistan hasnever been comfortable specifically in the context of cross border terrorism whichcontinued to be aided and abetted from Pakistan. Even after several confidence buildingmeasures, terrorism continues to haunt India from across the border. The attack onPathankot air base is the most recent example of cross-border terrorism. The nation hasnot forgotten 26/11 Mumbai terror attacks when terrorists from Pakistan entered Indiaand launched a terror attack taking many innocent lives. Even in the face of glaringevidences the authorities in Pakistan have so far failed to punish those responsible forthe attack.

It may be appreciated that for the first time Prime Minister of Pakistan has calledthe Prime Minster of India after the attack on Pathankot airbase. But now Pakistanneeds to show that it is sincerely committed to act against terrorism by punishing thoselinked to Pathankot terror attack.

PM Modi has strongly emphasized the need for Pakistan to take firm and immediateaction in this regard. India has also supplied the information and leads which needto be acted upon by Pakistan without delay. If Nawaz Sharif acts in accordance withhis assurance of prompt and decisive action against the terrorists then it will boostIndia-Pakistan relations and confidence between the two countries will be enhanced.It’s time for Nawaz Sharif to act!

Prime Minister ShriNarendra Modi visitedRussia on December 24

& 25 to attend 16th India-Russia annual summit. Thishigh level annual dialoguemechanism began after‘Declaration of India-Russiastrategic partnership’ signedby the then Prime MinisterShri Atal Bihar Vajpayee andRussian President VladimirPutin in October; 2000. Thedeclaration was majorpolitical initiative betweenIndia-Russia relations afterthe cold war. Since then,regular dialogue mechanismoperates at official andpolitical levels to enhance

cooperation and follow upcooperative activities. DuringPrime Minister NarendraModi`s two -day -visit toMoscow to attend the annualsummit the two countries

signed 16 pacts to expandcooperation in varioussectors.

During the visit India andRussia on December 24signed 16 agreements acrossvarious sectors — includingthe manufacturing of nuclearreactors, solar energy plants,railways and the firstpartnership in defencemanufacturing. “Theagreement on manufacture ofKamov 226 helicopter in Indiais the first project for a majordefence platform under Makein India,” the Prime Ministersaid during his joint addresswith Russia’s PresidentVladimir Putin.”The pace ofour cooperation in nuclearenergy is increasing. We aremaking progress on 12Russian nuclear reactors attwo sites,” he added.

MemorialPrime Minister Shri Narendra Modi on 24December laid a wreath at the Tomb of theUnknown Soldier, a war memorial dedicatedto Soviet soldiers killed in World War II. ThePrime Minister, braving cold weather, stood fora few minutes before the flame whichilluminates a bronze inscription that reads “Your name is unknown, yourdeed is immortal” at the memorial. A Russian military band played, asPM Modi laid the wreath at the memorial. The remains of the unknownsoldiers killed in the Battle of Moscow in 1941 were initially buried in amass grave of the Shtyki Memorial at the 40th km of the Leningradhighway at the city of Zelenograd. To commemorate the 25th anniversaryof the battle, in December 1966, these remains were relocated to theKremlin in the Alexander Garden in Moscow.The Tomb of the UnknownSoldier was designed by architects DI Burdin, VA Klimov, Yu R Rabayevand sculptor Nikolai Tomsky.

Russian CEOs to invest insectors like aerospace,infrastructure and diamond,and said his government hascreated a favourableenvironment to boosteconomic growth.

Pushing for uppingeconomic ties, PM Modi andPresident Putin have agreedto institutionalize the CEO’sForum, with two meetingsevery year, one to be held inIndia and the other in Russia.

“As I look to the future,I see Russia as a significantpartner in India’s economictransfer and in shaping abalanced, multi-polarworld,” he said.

In his address, PresidentPutin said, “India a greatpower carrying out abalanced and responsibleforeign policy.” ShriNarendra Modi wrapped uphis two day-visit to Russiawith an address to 3,000members of the Indiancommunity at Moscow’sExpocentre.

Talking about India-Russia ties at Expocentre, thePrime Minister said “Politicalrelations, trade relations isone thing. Our ties go beyondthat.”

Underscoring India’sgrowing role in theinternational fora, PM Modisaid, “Earlier India used tobe a spectator. Todaywhenever the world takes adecision, India has a role toplay... The world has nowaccepted what India has beensaying on terrorism.”

Earlier, at a joint media

conference with PresidentPutin, PM Modi announcedthe agreements signedbetween the two nations.“The agreement onmanufacture of Kamov 226helicopter in India is the firstproject for a major defenceplatform under Make inIndia,” he said.

In the joint mediaconference, both leaders said“we are working on logistics.Our Green Corridor projecthas taken off. TheInternational North SouthTransit Corridor through Iranwill significantly reducetransportation time and cost.We are moving forward onthe India-Eurasian EconomicUnion Free Trade Agreement.This will also benefit us inCentral Asia.”

Putin Gifts PM Modi Gandhi’s Notes, 18th Century Indian SwordRussian President Vladimir Putin presented Prime MinisterNarendra Modi a page from the diary of Mahatma Gandhi and an18th century Indian sword. President Putin presented the itemsto PM Modi while hosting the latter for a private dinner onWednesday evening. “President Putin presented to the PrimeMinister a page from the diary of Mahatma Gandhi. The pagecontains Gandhiji’s handwritten notes” the Prime Minister’s Officesaid in a statement. Vladimir Putin also gifted Prime MinisterModi a late-18th century Indian sword from Bengal province thatfeatures intricate silver artwork which belonged to the NajafiDynasty.

President Putin saidRussia plans to build at leastsix new nuclear power unitsin India over the next 20years.

“Nature has destined usto work together. Fromhydrocarbons, ourcooperation is moving to thehardest form of carbon -

diamonds,” PM Modi said atthe CEO’s Forum. Russia, hesaid, is keen on investing inMumbai-Delhi industrialcorridor.

The two leaders haveagreed to institutionalise theCEO’s Forum, with twomeetings every year, one tobe held in India and the otherin Russia. The volume ofcurrent bilateral tradebetween the two countries is

as a mark of friendship andcooperation to help rebuildAfghanistan. On the occasionhe said that Afghanistan “willsucceed only when terrorismno longer flows across theborder”, in a strong messageto Pakistan which is oftenaccused by Kabul ofsponsoring the Talibaninsurgency.

Upon his arrival in Kabulfrom Moscow on morning of25 December, Prime MinisterShri Modi was welcomedwith a warm hug by AfghanPresident Ashraf Ghani at thePresidential Palace. The twoleaders later held delegation-level talks, discussing a widerange of issues, including onsecurity.

Shri Modi also metAfghanistan’s Chief ExecutiveOfficer Dr. AbdullahAbdullah and formerPresident Hamid Karzai.

PM Modi held talks in themorning with President Putin to startthe annual summit. The talks betweenthe two countries have been takingplace alternately in Moscow and NewDelhi since 2000.

Earlier today, PM Modi visitedthe Tomb of the Unknown Soldier, awar memorial dedicated to Sovietsoldiers killed in World War II.

He also visited Russia’s NationalCrisis Management Centre or NCMC.A multi-level coordination centre,NCMC processes information fromacross Russia and monitors industrialfacilities, crowded areas, tsunamithreats and other natural disasters.

Assuring Russia that it is India’s“principal partner” in the defencesector, Prime Minister Narendra Modihas said that the two strategic partnersare working together for jointmanufacture of advanced defenceequipment in India under the ‘Makein India’ initiative. “Russia has beenIndia’s foremost defence partnerthrough decades, accounting for amajority of our defence equipment...Even in the current environment,despite India’s improved access to theworld market, Russia remains ourprincipal partner,” PM Modi toldRussian news agency Itar-Taas.

The Prime Minister said, “Indianswill never forget the Russian supportthat we got when we needed it themost.”

Last night, President Putin hosteda private dinner for PM Modi andheld a tete-e-tete in Kremlin, duringwhich the two leaders touched uponissues of mutual interest. “The meetingwas fruitful,” PM Modi tweetedlater.

While departing from Afghanistan on December25 Prime Minister Narendra Modi tweeted

“Looking forward to meeting PM Nawaz Sharif inLahore today afternoon, where I will drop by on myway back to Delhi.” Prime Minister Shri NarendraModi stayed in Lahore for about two hours to wishPrime Minister Nawaz Sharif ‘s birthday while hisway back to Delhi.PM Sharif and his family receivedPrime Minister Narendra Modi at the airport inLahore.

The move was widely appreciated byintelligentsia world-wide. The Modi stopover inLahore is being seen as departure from stereotypicalprotocol-driven diplomacy. PM Modi alsoparticipated in wedding of Sharif‘s granddaughteron the day.

The Indian security forcesgun down six terroristsat Pathankot in Punjab.

On receipt of intelligenceinputs of a likely attempt byterrorists to infiltrate intomilitary installations inPathankot area, Air ForceStation Pathankot was put onheightened alert status.

Swift response by theStation resulted in pinningdown of the terrorists in alimited area, preventing theirmovement towards the

sensitive Technical zonewhere bulk petroleum andweapon storage areas werelocated and also whereaircrafts were parked. After15 hour battle a wellcoordinated effort by allsecurity agencies includingthe Army, NSG, local policeand Indian Air Force (IAF)succeeded in neutralizing theterrorists. The airbase

remained operationalthroughout and flightsoperated to and from theairfield during the period ofengagement with theterrorists.

Immediately PakistanPrime Minister Nawaz Shariftalked over phone to hisIndian counterpart ShriNarendra Modi andpromised action against the

The Union Cabinet,chaired by the PrimeMinister Shri Narendra

Modi on January 6 approvedthe “Stand Up India Scheme”to promote entrepreneurshipamong SC/ST and Womenentrepreneurs. The Scheme isintended to facilitate at leasttwo such projects per bankbranch, on an average one foreachcategory of entrepreneur.It is expected to benefit atleast2.5 lakh borrowers.

The expected date ofreaching the target of at least2.5 lakh approvals is 36 monthsfrom the launch of the Scheme.

The Stand Up IndiaScheme provides for:• Refinance window

through Small IndustriesDevelopment Bank ofIndia (SIDBI) with aninitial amount of Rs.10,000 crore.

• Creation of a creditguarantee mechanismthrough the NationalCredit Guarantee TrusteeCompany (NCGTC).

• Handholding support forborrowers both at the preloan stage and duringoperations. This wouldinclude increasing theirfamiliarity with factoringservices, registration withonline platforms and e-market places as well assessions on best practicesand problem solving.

‘Stand Up India’ – a boost to promoteentrepreneurship among SC/ST and Women

The details of the scheme areas follows:

• Focus is on handholdingsupport for both SC/STand Women borrowers.

• The overall intent of theapproval is to leverage theinstitutional creditstructure to reach out tothese under-servedsectors of the populationby facilitating bank loansrepayable up to 7 yearsand between Rs. 10 lakh

to Rs. 100 lakh forgreenfield enterprises inthe non farm sector set upby such SC, ST andWomen borrowers.

• The loan under the schemewould be appropriatelysecured and backed by acredit guarantee througha credit guarantee schemefor which Department ofFinancial Services wouldbe the settler and NationalCredit Guarantee TrusteeCompany Ltd. (NCGTC)would be the operatingagency.

• Margin money of thecomposite loan would beup to 25%. Convergencewith state schemes isexpected to reduce theactual requirement ofmargin money for anumber of borrowers.

• Over a period of time, itis proposed that a credithistory of the borrowerbe built up through CreditBureaus.The “Start up India Stand

up India” initiative wasannounced by thePrimeMinister in his addressto the nation on 15th August,2015. The Stand up Indiacomponent is anchored byDepartment of FinancialServices (DFS) toe n c o u r a g e g r e e n f i e l denterprises by SC/ST andWomen entrepreneurs.

India has set off on anambitious mission, amission to provide electricity

to 18,000 villages which are stillin darkness after almost decadesof independence. Prime MinisterShri Narendra Modi, in hisIndependence Day speechannounced that all remainingvillages shall be electrifiedwithin 1000 days. RuralElectrification is happening at arapid pace, and is being done inan unbelievably transparentmanner. Data on villages beingelectrified is available to thepublic through a mobile app anda web dashboard. While we canobserve only electricity reachingthe villages, it is also importantto note that it is accompanied bydreams, aspirations & upwardmobility in life for the peopleresiding in villages.

It is difficult to forget thatone of the largest power outagein our history happened in Indiain July 2012, leaving 62 crorepeople in darkness. Suchdarkness engulfed the nation,even as more than 24,000 MW ofgeneration capacity lay idle dueto lack of fuel like coal and gas.The entire sector reached avicious cycle of inaction andpolicy paralysis with surplusgeneration capacity and massiveunutilized investments at oneend while large power cuts forthe consumer on the other end.

When the NDA Governmentcame to power last year, as manyas 2/3 of coal based powerplants (66 out of 100 coal plantstracked by Central Electricity

Authority) were having criticalcoal stocks meaning less than 7days of coal stock. Recoveringfrom such a dire situation, todaynot a single power plant in thecountry is facing critical coalstock level.

While working hard toprovide electricity to all, theGovernment has made cleanenergy a priority. It has setambitious target to achieve 175GW energy through renewablesources of energy, which include100 GW of solar energy.

The new Government hasfocused on holistic and long termstructural improvements in thesector, with a focus on achieving24X7 power for all. The health ofthe power sector is borne out bythe growth numbers. As per theIndex of Industrial Production(IIP), electricity grew at 9% inOctober while Coal IndiaLimited’s output rose 9% in Apr-November. In 2014-15, CoalIndia has increased coalproduction by more than theincrease in the last four yearscombined. As a consequence,imports plummeted 49% inNovember vs last year. Thegrowth of generation from coalbased stations during 2014-15was 12.12%, which is the highestever.The crisis arising fromcancellation of 214 coal blocksby Hon’ble Supreme Court wasturned into an opportunitythrough transparent e-auctions,all of whose proceeds go to Statesespecially the less developedStates in East India.

A capacity addition of

22,566 MW was achieved in thelast year which is the highestever. The peak shortage hasreduced from 11.9% in 2008-09to 3.2%, the lowest ever. Energydeficit during the current yearhas also reduced from 11.1% in2008-09 to 2.3%, the lowest everin the history of India.

On transmission front, thereused to be a lot of constraints insupplying power from surplusstates to deficit States. Effortswere made to expeditiouslysynchronize the Southern Gridleading to ‘One Nation, One grid,One Frequency’. The Availabletransfer Capacity (ATC) during2013-14 was only 3,450 MWwhich has been increased by71% to 5,900 MW this month.

Powering India’s GrowthCoal, Scheme, Development,Rural Development, Electricity,LED, UDAY

In terms of fixing the weakestlink in the power value chain,UDAY (Ujwal DISCOMAssurance Yojana) has beenrolled out to tackle past, presentand potential future problems ofthe sector. UDAY was developedthrough a bottom up approachwith extensive consultations atthe highest levels of States (CM,Chief Secretaries, PrincipalSecretaries, DISCOM MDs etc.),Bankers, regulators etc. Whileaddressing DISCOMs’ debt trap,UDAY delineates a path forsustainable operationalimprovement for DISCOMs.Government is also taking anumber of initiatives to reducecost of power. This is expected to

result in all the DISCOMsbecoming profitable by2018-19. A budgetaryhard-stop under UDAYprovides a permanentresolution to DISCOMissues and combinedwith a collaborativeapproach, focus onimproving efficiencyand reducing cost ofpower, distinguishUDAY from previousattempts to reform thesector.

Areas like energyefficiency have seendynamic growth withmore than 75%reduction in LED bulbprices and distributionof more than 4 crorebulbs in less than oneyear. The target ofreplacing every singlebulb with an LED bulbis on track with 77 crorebulbs to be distributedby 2018.

The domestic andstreetlight LED bulbprogrammes will helpreduce the peak-loaddemand by nearly 22GW, save 11,400croreunits of electricityannually and bringabout a reduction of 8.5crore tons in carbondioxide emissions everyyear. Setting up 22 GWcapacity may have beenhailed as a monumentalachievement but it takesa different perspective toappreciate theavoidance of suchinvestments whilepreserving theenvironment.

The Prime Minister, Shri Narendra Modi on 31st Decemberunveiled a plaque to mark the laying of the foundation stoneof the Delhi-Meerut Expressway at Sector-62 in Noida.

Speaking on the occasion, the Prime Minister recalled the role ofMeerut in the 1857 uprising for freedom from British rule, and saidthat this Delhi-Meerut Expressway would provide freedom from

pollution. Noting the people’s aspirations for development, thePrime Minister said good roads were one of the first pre-requisitesfor development. He said this expressway will spur development inwestern Uttar Pradesh. He recalled former Prime Minister Shri AtalBihari Vajpayee’s vision for connecting India through the GoldenQuadrilateral project, and through Pradhan Mantri Gram SadakYojana.

The Prime Minister touched upon other development schemeslaunched by the Union Government, including the Pradhan MantriKrishi Sinchai Yojana, to ensure proper irrigation facilities forfarmers.

The Prime Minister said that with the abolition of interviewsfor Government jobs in Class-III and Class-IV categories, theGovernment is giving a unique gift to the youth of India onJanuary 1st, 2016.

The Prime Minister called upon all political parties to take aresolution in 2016, that they will let Parliament function and workfor the benefit of the poor. He said that the people of India haveelected their representatives to discuss, debate and deliberate inParliament, and therefore, this is their duty.

Satpal Singh Satti re-electedas Himachal BJP President

Incumbent Himachal BJP President and Unalegislator (MLA) Shri Satpal Singh Satti, 51,was unanimously elected President of the state

unit of theB h a r a t i y aJanata Party on06 January,2016 in Shimla.Union HealthMinister ShriJP Nadda, whohails from thestate, was alsopresent at the election meeting.

Shri Satti, a third-time MLA from Una, willnow become the longest serving party President inthe history of the party.

The name of Shri Satti was proposed by formerChief Minister Shri Prem Kumar Dhumal, threeMPs and 20 legislators.

Shri Satti, known for his plain-speaking, tookover from Shri Khimi Ram in February 2012, afterhe was inducted as a minister in the then Dhumalgovernment and remained the president for overone year before getting a full three-year term.

Religion has been thesoul of India. AsSwami Vivekanand put

it: “In Every nation you willhave to work through theirmethods. To every man youhave to speak in his ownlanguage. If you want tospeak of politics in India, youmust speak through thelanguage of religion.”

In pre-Muslim India,Hindu kings also fought wars.But the first thing thevictorious king did was to goand worship the gods of thevanquished king. Gods wereabove and beyond kings.Even the Muslim rulers ofIndia understood thecentrality of religion in India.When the British offended thereligious susceptibilities ofIndians by greasing bulletswith cow and pigtallow, they hadthe revolt of 1857on their hands.Never again didthey dare totamper with thereligion of India.

When thef r e e d o mmovement startedin India, it did soon a religious note. Theappeal centred on Desh andDharma. Bankim Chandra’sVande Mataram set the tone

for the movement. AndRabindranath Tagore calledfor : Eka dharmarajya habe aBharate (Let there be oneDharamarajya inBharatvarsh).

A major reason why

Mahatma Gandhi came tostand head and shouldersabove other leaders was thathe saw the centrality orreligion in life. Declaring

himself a ‘staunch sanataniHindu’, he said: “Politicsdivorced from religion was acarpse, fit only to be burnt.”His whole idiom, from Satyaand Ahimsa to Brahmacharyaand Aparigraha was religiousand moral.

The legitimisation of thereligious content ofnationalism continued forsome time afterIndependence. The NationalFlag had the Dharma ChakraInserted in its centre. TheNehru cabinet decided arebuild the Somnath Mandir,desecrated and convertedinto a mosque by MahmudGhazni. But the generalelection in 1951-52 saw theentry of the term ‘secularism’in the Indian politicalvocabulary for the first time.

The relevantphilosophy herewas SarvaDharma SamaB h a v a - e q u a lrespect for allcreeds-ensuringjustice for all. Theimportation of analien concept hasled to muchmisunderstanding.

Hindus think that in‘secularism’, Muslims have gotsomething special, and theyresent this ‘appeasement’.

Muslims find that ‘secularism’is sound and fury, signifyingnothing. They, therefore feelcheated.

The Congress party islosing elections because it haslost much of both, Hindu andMuslim votes. And it has lostthem both in a big waybecause it has abandoned theprofound call of Desh andDharma, which alone canmove the masses, whetherHindu or Muslim, and opted

for a place like secularismwhich is suspect in the eyesof both.

It is religion, saysToynbee, that “enables peopleto cope with the difficulty ofbeing human, by givingspiritually satisfying answersto the fundamental questionabout the mystery of theUniverse and of man’s role init and by giving practicalprecepts for living in theUniverse.” The function ofreligion is “to ritualise man’soptimism, to enhance his faithin the victory of ritualiseman’s optimism, to enhancehis faith in the victory of hopeover fear.” Kingsley Davis inhis Human Society writes:“religion gives the individual

a sense of indentity with thedistant past and the limitlessfutures. It expand his ego bymaking his spirit significantfor the universe and theuniverse significant for him.”

It is only when the devoutfeel threatened that theybecome fundamentalist.Basically, ‘fundamentalism’ isa reaction againstindiscriminate Westernisationand western support ofautocratic regimes. In such a

situation, the common Muslimcan only invoke the mosqueas the instrument of massmobilisation, and as thesymbol of moral authority. Itis only because society feelsbesieged in several Muslimcountries-and besieged as itis by western military,economic and culturaldomination-that it throws upfundamentalism as a defencemechanism. Islamicfundamentalist, will no doubtrelax and become theirnatural, native, nationalselves.

Likewise, critics need tounderstand the nature of‘Hindu communalism’ or‘fundamentalism’. Dr. PaulosMar Gregorios, first

metropolitan of the DelhiDiocese, says that the twoschools of thought in theBristish government of Indiarepresented by Macaulay andDuff wanted Hinduism out.Macaulay’s interest was todestroy Hinduism in order toovercome Indian resistance tocolonialism.

Alexander Duff’s was todestroy Hinduism in order toplant Christianity in its place.The intention of both was todestroy Hinduism throughEnglish identity crisis in theirsouls ‘the educated elitenurtured a major identitycrisis in their souls for severalgeneration.’ This Englisheducation, writes Dr. Paulos,has ‘culturally castrated’India. The key factor, he says,in restructuring the economyto make it strong, andrestoring cultural vitality ofthe nation, can be nothing butthe human factor and people’sidentity. Basically, the SanghParivar is a national strivingin that direction.

United India having failedin 1947, and divided hostilityhaving failed ever since, letus try peaceful and purposefulco-existence. Let Hindus inPakistan not mind the Islamicappeal. And let Muslims inIndia not mind the Hinduappeal. That way we couldhave the best of both worlds,temporal and spiritual. Wecould live in peace as friendlyneighbours; and we could alsohave our respective religiousappeals.

Subhas Chandra Bose wasborn on 23 January 1897in Cuttack, Orissa

Division, Bengal Province, toPrabhavati Devi andJanakinath Bose, an advocate.He had a distinguishededucational career and alwaystopped the list. He went toEngland and there hecompeted for the Indian CivilService, standing first. But theglamour of Indian CivilService did not hold his heart.He was burning with apatriotic zeal to serve MotherIndia. He resigned the I.C.S.within a year and became asoldier in the struggle forIndia’s freedom.

He was a man of daringschemes and unflinchingdetermination. His self-discipline and spiritualinspiration were remarkable.Destiny had cut him out forgreat things. He neverhankered after fame, ease,comfort, money and family.He cheerfully renounced allas if to fulfill a mission forwhich he was born anddestined.

In the beginning, he wasan ardent follower of Gandhi.With the speed of lightning,he rose from one distinctionto another. In 1938, he becamethe President of the IndianNational Congress for thesecond time. As the Presidentof the India NationalCongress, he had some sharp

differences with Gandhi. Therift between the twowidened.

He resigned from theCongress and founded theForward Bloc. He neverslackened his duty towardsIndia. The World War II had,about this time reached acritical stage. The Allies werehaving a difficult time. Thisforemost adventurer andrevolutionary ran away fromhis home in Kolkata eludingthe police.

He travelled toAfghanistan, in the guise of aPathan. He managed to reachGermany and then Japan. Heorganized in Malaya his60,000 strong I.N.A. to fightIndia’s war of independencefrom outside India. He saidto his soldiers, ‘Give meblood and I will give youfreedom.’

His stirring call to hissoldiers was ‘Delhi chalo’.

The exploits of the I.N.A.were on the lips of everyIndian. It was India’s firstnational army to plant thetricolour flag of India on theliberated soil of Manipur andKohima. With the fall ofJapan, he was reported deadon August 19, 1945 but theincident continues to beshrouded in mystery.

Netaji was a born leaderof men. He was cast by naturein the mould of greatness. Hefought the forces of evil withthe straightforwardness andboldness of a missionary. Hisgifts were God- given. Hewas cut out by nature as thepre-appointed agent for greatthings. Few men can equalhim in the absolute purity ofcharacter, consistency ofprinciple and grimdetermination to see thingsthrough. He refused to becowed down by any person.

He clung to, little caringfor the consequences, to whathe considered to be right,morally and ethically. “Istand for truth; I fight fortruth and I shall die for truth,”said Netaji in one of hismemorable speeches inSingapore. He did not feareven death. “I am immortaltill my work is done”, he usedto say. May the soul of themighty architect of India’sliberation lead us and showus light in the forward marchof our country.

and scheduled tribe officers as chairpersonsand managing directors of various state-runbanks, organizing a national conference ofentrepreneurs to disseminate Ambedkar’sideas on industrialization besides launchinga digital museum and even an app.

Dr. Ambedkar was the architect of India’sconstitution. Therefore, having releasedcommemorative coins and stamps honoringDr. Ambedkar, the Centre also declaredNovember 26 as Constitution Day and setaside the first two days of the winter sessionof Parliament for a discussion on the subject.

These efforts will gather force ahead ofApril 1, marking the culmination of the 125thbirth anniversary year. About 20 ministriesand departments have joined hands toimplement the to-do list, which is beingmonitored by Shri Modi-led nationalcommittee and an executive committee cochaired by Home Minister Shri Rajnath Singhand Minister for Social Justice andEmpowerment Shri Thaawar Chand Gehlot.Both committees are expected to meet againsoon to assess the progress that’s beenmade.

Parliamentary Democracyhas been India’s foremoststrength. Different shades ofpolitical opinions, regions,States, communities, tribes, allfind their way in the decisionmaking process in Parliament.Parliamentary protests are notunheard of in India. Inextreme cases there areprecedents of disturbance inthe past. But the last twosessions have witnessed aclear stand of the CongressParty that Parliament shall notbe allowed to function. Mostof the congress leaders, inprivate, have expressedhelplessness over the decisionof their leadership thatParliament must be disturbedcontinuously. The mootquestion which arises for theCongress Party is, ‘how doesIndia legislate?’ The StandingCommittee mechanism whichworked exceedingly well since1993, has been weakened inthe Rajya Sabha, by the Houserepeatedly appointing SelectCommittees, questioning theopinions of the StandingCommittee. If this tendencycontinues, a successfulinstitution of StandingCommittee could be hurt. The

Government, therefore, hasadopted an alternative optionof a Joint Committee toconsider the Bankruptcy Law.There are other options beingsuggested, such as to passlegislation without a StandingCommittee or drafting lawsin a manner to fit them intothe definition of Money Bills.The latter two are notpreferred options. TheCongress Party leadershipmust seriously explore that itsdisproportionate andirrational approach in dealingwith Parliament is hurtinginstitutions. If Pandit Nehrucan be credited in the initialyears of our democracy ofhaving laid down of healthyprecedents being established,the current generation incontrol of the Congress Partywill find a place in history ofhaving weakened what theirancestors established. Has thecountry not lost out bydelaying the GST since thelast year’s Budget Session?How far is it desirable to passimportant legislations on thelast day without discussion?Statistically, we have passeda law. But has Parliamentapplied its mind to the law?Vulgarity:

Is vulgarity the new normof Indian politics? I hope not.

Some months ago a fewMembers of the BharatiyaJanata Party made statementswhich were not appreciatedeven by the Party. The Party

President cautioned them andadvised them to refrain frommaking such statements. Theresult of the caution are visible.

What about thestatements made by theHon’ble Chief Minister ofDelhi about the PrimeMinister and others, bothinside and outside DelhiAssembly? If any functionaryof the Government of Indiawere to use such language, itwould witness a nationwideoutrage. People in positionsare expected to act withrestraint. They cannot beoutlandish. Vulgarity is not aright available to them. Thepolitical discourse cannot becouched in vulgar language.Falsehood delivered withvulgar overtones is not asubstitute of truth.Lumpenisation of publicdiscourse can never be highpoint of politics. Functionariesof the Delhi Government andits supporters have loweredthe level of political discourse.They rely heavily on generalfalsehood without everstating the specifics. The AamAadmi Party’s success in Delhiseems to have misled theCongress Party that vulgaritybrings votes. Indian publicopinion has a sense offairness. It is time that publicopinion expresses its outrageagainst the lowering of thelevel of public discourse.

E said the WHO fact sheeton the global burden ofdisease says that non-communicable diseases arethe leading causes of deathworldwide. In 2008, 80percent of deaths due to thesediseases were in developingcountries, up from 40 percentin 1990. By 2030, low-incomecountries will have eight timesmore deaths attributed toNCDs than high-incomecountries.

Shri Modi said, in India,cardiovascular diseases,cancers, chronic respiratorydiseases, diabetes, and otherNon Communicable Diseases

are estimated to account for60% of all deaths. Thesediseases account for about40% of all hospital stays androughly 35% of all recordedoutpatient visits. We face thetragedy of productive livescut short and families thatmust deal with untimely loss;the huge toll on the economy;and, the excessive burden onthe over-stretched healthsystem.

Some studies haveestimated that India stands tolose about 4.58 trillion dollarsbefore 2030 due to noncommunicable diseases andmental health conditions. So,we must address the questionof psychological state of ourexistence as much as we tryto advance our physical andmaterial life. This is wherethe role of Yoga is paramount.Across the world, there aremoving stories oftransformed lives andrekindled hopes due to Yogahe added.

The PM said we are nolonger satisfied with justpreventing and managingdiseases. People now demandpromotion of wellness, whichis a healthy balance of themind, body and spirit. Wenow increasingly hear voicescalling for holistic treatment,which means dealing not justwith the immediate ailment,but with the complete person,physically, psychologically,socially, and spiritually.

Traditional Indiansystems are rooted in lookingat human beings in totality.They see the link between

Adhi or problems at the mindlevel and Vyadhi or problemsat the physical level. Theyprobe deeper causes, not justlook at symptoms. They treatthe person, not just cure thedisease. They may at timestake longer to take effect, butthey tend to have deeper andlonger impact. And, they arewithout side effects. This iswhy we are placing emphasison our efforts to increaseawareness, acceptance andadoption of AYUSH Systemof Medicine he added. And,in doing so, we will createbetter wellness among people,rely more on local resourcesand reduce healthcare costs.

Shri Modi said my visionfor healthcare is an integratedsystem that understands andbuilds on the best and mosteffective of differenttraditions. This is why Ideeply appreciate your effortto integrate Yoga, Ayurveda,Naturopathy, Unani, Siddha,Homeopathy and ModernMedicine by bringingprominent researchers and

doctors on one platform.Yourfocus on four major non-communicable diseases -Diabetes, Cancer, Psychiatricdisorders, Hypertension andCardiovascular diseases isappreciable. It addressesissues that are very close tomy heart.

He said Modern systemsof medicine have transformedhealthcare; screening,detection and diagnosis ofdiseases. Use of technologyhas reduced barriers toaccessing health care, andimproved our understandingof disease patterns.Breakthroughs in medicinesand vaccines have helpedconquer and contain manydiseases. But, as ourunderstanding of its limitationand its side effects havegrown, as we haveexperienced the growing costsof modern medicine systems,we have begun to lookbeyond to traditionalsystems, not just in India, butin other countries as well.

Their popularity isgrowing. Yoga is now a globalheritage. And, the world isembracing traditional Indianmedicine with greatenthusiasm. So, we look toyou at this conference todefine the path forward in theservice of humanity Shri Modisaid.

One of the biggestproblems for us hasbeen that our

development model has beensupply-driven. A scheme hasbeen prepared in Lucknow,Gandhi Nagar, or Delhi thesame is attempted to beinjected. We want to shift thismodel from supply-driven todemand driven throughAdarsh Gram. There should bean urge developed in thevillage itself.

All we need isto change ourmind set. We needto unite people’shearts. NormallyMPs are engagedin politicalactivities, but afterthis, when theywill come to thevillage, there willbe no politicalactivities. It will be likefamily. Decisions will betaken sitting with the peopleof the villages. It will re-energise and unite thevillage.’

Saansad Adarsh GramYojana (SAGY) was launchedon 11th October, 2014 withthe aim to translate thecomprehensive vision ofMahatma Gandhi about anideal Indian village into areality, keeping in view thepresent context. UnderSAGY, each Member ofParliament adopts a GramPanchayat and guides itsholistic progress giving

importance for socialdevelopment at par withinfrastructure. The ‘AdarshGrams’ are to become schoolsof local development andgovernance, inspiring otherGram Panchayats.

By involving villagersand leveraging scientific tools,a Village Development Planis prepared under theleadership of Member ofParliament. Thereafter

detailed project reports areprepared and submitted bydepartments to the stategovernment. State LevelEmpowered Committee(SLEC) reviews, suggestchanges and give priorityallocation of resources. As ofnow, 21 Schemes have beenamended by variousMinistries /Departments ofGovernment of India to givepriority to SAGY GramPanchayat projects.

At district level, monthlyreview meetings areconducted for each GramPanchayat under thechairpersonship of Member of

Parliament. Each projects arereviewed in the presence ofrepresentatives of theparticipating line departmentsand the progress is updatedto the state government. It isexpected that each Memberof Parliament will spearheaddevelopment of one GramPanchayat as a model one by2016, then two more by 2019and thereafter five more by2024. 696 GPs have been

adopted by MPsacross the countryso far.

Each DistrictCollector hasnominated aCharge Officer ofsufficient seniorityto coordinate theimplementation atthe local level whowill be fullyresponsible and

accountable for theimplementation. Ministry ofRural Development organisedtraining programmes for 653Charge Officers at 9 regionallocations across India. ANational Workshop wasorganised on 23rd-24thSeptember, 2015 at Bhopal byMinistry of RuralDevelopment, where MPs,State Governments, DistrictCollectors, Gram Pradhansfrom across all States wereinvited. The selected GoodPractices by National LevelCommittee of the Ministry ofRural Development werepresented through a detailed

exhibition so that similar goodpractices could be adopted inSAGY Gram Panchayats. TheMinistry has also developed35 indicators as ‘PanchayatDarpan’ to monitor theprogress of the SAGY GramPanchayats.Some Success Stories:

In Laderwan village,Block Trehgam, DistrictKupwara, Jammu & Kashmir,the major activity of thepeople is agriculture. Topromote scientific agriculture,the mobile numbers of 379

farmers were linked with theKrishi Vigyan Kendra (KVK).The KVK disseminates smsmessages on weatherforecasts and messages on therecommended package ofpractices for specific crops atcritical stages of crop growth.This has been undertakenunder the guidance of theMember of Parliament, ShriMuzaffar Hussain Baig. As aresult, farmers now getregular agro-advisories ontheir mobiles. These includecritical messages on scientificsowing practices, soil testing,crop protection, agronomicpractices, post-harvesttechnologies and marketinformation. This enablespeople to take informeddecisions relating to cropproduction and marketing

their agricultural produce.M a r a v a m a n g a l a m ,

situated in Sivaganga district,Tamil Nadu was chosen as theAdarsh Gram by the Memberof Parliament (Rajya Sabha) ,Dr. E.M. SudarsanaNatchiappan. The Member ofParliament identified thepotential areas forimprovement and to promoterural livelihoods. Coir, leatherand coconut trainings for thecommunities were envisagedand promoted. The MPorganised several awareness

programmes with the supportof the District Administrationand Alagappa University. Healso roped in specialisttraining partners forimparting training to thepeople with the support of theCoir Board of India, CoconutDevelopment Board of Indiaand Central Leather ResearchInstitute.

He coordinated with thetraining institutions forinitiating a two months Coirtraining programme with theobjective to educate thepeople in becoming successfulentrepreneurs. 120 women forcoir training, 112 people forleather training and 27 menfor coconut Training wereenrolled in the trainingprogrammes. After thetrainings are completed, all

efforts will be made by thedistrict administration and thetraining partners to providefinancial assistance to thesuccessful trainees for startingtheir own social enterpriseand support their livelihoods.

The Member of ParliamentShri Bidyut Baran Mahato inhis adopted Gram Panchayatof Bangurda realised thatvery minimal efforts werebeing taken with regard tohealth and hygiene ofadolescent girls in remote andinaccessible villages in EastSinghbhum, Jharkhand. Thereis high prevalence of Anaemiaand other ailments, especiallyamong women and adolescentgirls. In order to address this,he initiated a series of healthcamps specifically targetedtowards the adolescent girls.The health camps wereorganised in the KasturbaGandhi Balika Vidyalaya,where more than 188adolescent girls werescreened. As a result, many ofthe girls were found to besuffering from variousgynaecological diseases,urinary tract infection and skindiseases, which hitherto, weresuppressed by them owing tosocio-cultural taboos.

It was also found thatmost of these ailments wererelated to unhygienic lifestyleand filthy surroundings.Interventions are underwayto create awareness onpersonal hygiene among theadolescent girls and women.This will be a sustainedintervention to be carried outregularly in the villages.

All we need is to change our mind set. We need to unitepeople’s hearts. Normally MPs are engaged in political

activities, but after this, when they will come to the village,there will be no political activities. It will be like family.

Decisions will be taken sitting with the people of thevillages. It will re-energise and unite the village.’

Mufti’s demise leaveshuge void in politics : PMPrime Minister Shri

Narendra Modi on 06January, 2016 condoled thedeath of Jammu andKashmir Chief MinisterShri Mufti MohammadSayeed saying his demiseleaves a huge void in thenation and that the leaderwho provided a healingtouch would be missed.

“What stood out about Mufti Sahab was hisstatesmanship. In his long political journey hewon many admirers across the politicalspectrum,” Shri Modi said.

“Mufti Sahab’s demise leaves a huge void inthe nation & in J&K, where his exemplary leadershiphad a major impact on people’s lives. RIP,” tweetedPrime Minister Shri Narendra Modi.

Mufti Mohammad Sayeed no more

Jammu and Kashmir Chief Minister Shri MuftiMohammad Sayeed, died in New Delhi on 07January, 2016. Shri Sayeed, 79, breathed his

last at AIIMS after remaining on ventilator for thepast few days.

A Congressman till 1987, Shri Sayeed left theparty and joined the ranks of V P Singh to becomethe only Muslim Home Minister when he wasinducted into the cabinet of the National Frontgovernment in 1989.

Shri Sayeed, who was Chief Minister from2002 to 2005 in coalition with Congress, played a leading part in PDP and BJP comingtogether to form the first PDP-BJP coalition government in the state.

The mortal remains of Shri Sayeed were flown in a special Indian Air Force plane toSrinagar and were buried at his ancestral village in Bijbehara in South Kashmir. PrimeMinister Shri Narendra Modi and Home Minister Shri Rajnath Singh paid tributes to ShriSayeed at the Palam technical area before the body was flown to Srinagar.

The Central Government announced that the national flag will be flown half-mast acrossthe country as a mark of respect to the departed leader, who has also been accorded a statefuneral. He is the second J&K Chief Minister to die in office, the first one being SheikhMohammad Abdullah who died on September 8, 1982. Shri Sayeed is survived by his wife,three daughters and a son. Jammu and Kashmir government has declared a seven-daymourning. Flags will be flown at half mast.

My dear countrymen, thegovernment schemes willcontinue, exist and run, but itis necessary that theseschemes always remainoperational. The schemesshould be operational till thelast the mile individual hasbenefitted from them. Theyshould not have a deadexistence in government files.

We become so emotional about getting the statuesof great men erected but become equally complacentwhen it comes to maintaining them. As a society, asa nation can we make it a natural tendency torespect the statues of our great men? It stands on the threshold ofDivine bliss, which is likemillions of the highest worldlypleasures solidified into one; butinstead of striving for that bliss,it allows itself to be enticed bythe petty pleasures of the worldand falls into the trap of Maya,the great illusion, and diestherein”.

Man wants happiness.He shuns pain. Hemoves heaven and

earth to get the happiness hewants from sensual objects,and lo, gets himself entangledin the extricable meshes ofMaya. Poor man! He does notknow that these objects areperishable and evanescent,finite and conditioned in time,space, and causation. Andwhat is more, he fails to getthe desired happiness fromthem.

Sensual pleasure istantalizing. There isenchantment so long as mandoes not possess the objects.The moment he is inpossession of the object, thecharm vanishes. He finds that

he is in entanglement.The bachelor thinks of his

marriage, day and night. Hethinks he is in imprisonmentafter the marriage is over. Heis not able to satisfy theextravagant wants of his wife.He wants to run away fromthe house to forests. The richbut childless man thinks hewill be more happy by gettinga son, goes on pilgrimage toRamesvaram and Kasi, andperforms various religiousceremonies. But when he getsa child, he feels miserable; thechild suffers from epileptic fitsand his money is given awayto doctors. Even then, thereis no cure. This is Mayaicjugglery. The whole world isfraught with temptation.A SPECTACLE OFSORROW

A worldly man is alwaysdrowned in sorrow. He isever struggling to getsomething, some money,some power, some position,and so on. He is always

anxious as to whether or nothe would get it. Even whenhe is in actual possession ofthe thing he so passionatelylonged for, he is very anxiouslest he should lose it.

A rich man has greatwealth, but he has nochildren. And so he is painedat heart. A poor man hasfourteen children, but he hasnothing to eat, and so he ismiserable. One man haswealth and children, but hisson is a vagabond, and so heis worried. One man hasriches and good sons, but hiswife is very quarrelsome. Noone is happy in this world.

The session judge is verydiscontented. He thirsts tobecome a high court judge.The minister is alsodiscontented. He longs tobecome the premier. Amillionaire is discontented; heyearns to become a Crorepati(Billionaire). The husband isdiscontented; his wife is blackand thin; he wants to marryanother wife with goodcomplexion. The wife isdiscontented; she want todivorce and marry a rich,young husband. A lean manis discontented; he wants toput on fat and gulps cod-liveroil. A fat man takes antifatpills. No man is contented inthis world.
